How and when do presidents influence the government formation process in semi‐presidential systems? Presidents have both a formal role and vested interest in the formation of the cabinet, yet their influence has been overlooked in studies of the duration of government formation. In this article, it is argued that the president's influence over government formation can be explained by his or her perceived legitimacy to act in the bargaining process and their partisanship. In this first case, it is argued that the legitimacy to act derives from a president's constitutional powers and more powerful presidents simplify cabinet bargaining, leading to shorter government formation periods. In the second case, it is proposed that presidents and their parties have overlapping preferences. Therefore, when the president's party holds greater bargaining power in government formation negotiations, the bargaining process is less uncertain and less complex. Thus, government formation processes will be shorter. Using survival models and data from 26 European democracies, both propositions are confirmed by the analysis. The results enhance our understanding of the dynamics of cabinet bargaining processes and contribute to the wider study of semi‐presidentialism and executive‐legislative relations. One broader implication of these results is that the president's party affiliation is an important motivation for them as political actors; this contrasts with some previous studies which conceive of presidents as non‐partisan actors.  相似文献

Debates about human rights have often questioned their potential for generating rights at national levels. In this article, we use the case of irregular migrants' access to health care in the United Kingdom and France to explore the extent to which international human rights influence national health care provisions for irregular migrants. We explore the extent to which health care access and provision for irregular migrants in these two countries is in agreement with international human rights. In so doing, we examine what constitutes an infringement of the international human right to health care. Finally, we sketch out some hypotheses about the role played by different state structures in the implementation of human rights norms, comparing the United Kingdom with France. We argue that, although international human rights often have a largely symbolic role in nation-state jurisdiction, they may sometimes represent a force for change.  相似文献

Gender quotas have shown themselves to be an effective means of getting more women into political office. Less clear is the broader effect of gender quotas on egalitarian attitudes. This article uses a cross-national dataset of 48 countries worldwide to examine the role of gender quotas in the generation of individual-level attitudes to women as political leaders. Firstly, gender quotas appear to improve perceptions of women’s ability as political leaders in countries where they are present, having controlled for a range of individual-level and contextual influences. Second, this effect differs by sex. For women, the presence of gender quotas alone increases their support for women’s political leadership, something theorised as a ‘vote of confidence’ effect. Thirdly, this effect is not dependent on the type of quota implemented and holds for quotas adopted voluntarily by political parties and those that are brought about via a broader legal change.  相似文献

The EU has become increasingly responsible for the state of national economies over the last decades. Meanwhile, many observers have claimed that this increased responsibility has not translated into more accountability. In this article, we revisit this literature and analyse vote-popularity functions before and after accession because it provides a situation when the EU is an incumbent and when it is not. Using Eurobarometer surveys from 2001 to 2011, which were carried out in the countries that joined the EU in 2004 and 2007, we first show that individuals do not hold the EU accountable for macroeconomic performances before accession, but that they do after accession. Using European Election Studies surveys, we also indicate that the incumbent European Peoples’ Party is held accountable for the state of the economy in countries that are ruled by the EU, but not in countries that have just become EU members.  相似文献

The Nordic model has long been admired in Scotland, and has featured prominently in aspects of the Scottish independence referendum debate. This article explores the difficulties in instituting a similar system here, identifying two significant barriers: the institutional setting (the powers available to Scottish politicians) and the partisan nature of competition between the two parties that might be able to deliver upon such a commitment. It concludes that the prospects of moving towards a Nordic‐style social investment model are slight, given the political, institutional and attitudinal barriers in place.  相似文献

Parties have an incentive to take up extreme positions in order to achieve policy differentiation and issue ownership, and it would make sense for a party to stress these positions as well. These incentives are not the same for all issues and all parties but may be modified by other strategic conditions: party size, party system size, positional distinctiveness and systemic salience. Using manifesto‐based measures of salience and expert assessments of party positions, the findings in this article are that parties emphasise extreme positions if, first, they are relatively small in terms of vote share; second, the extreme position is distinctive from those of other parties; and third, other parties fail to emphasise the issue. These findings have consequences for our understanding of party strategies, party competition and the radicalisation of political debates.  相似文献

The United Kingdom general election result in 2010 produced a hung or balanced parliament for the first time in over three decades. Since the United Kingdom has limited postwar experience of this outcome, it is natural that commentators have begun to look elsewhere for lessons on the practicalities of minority and coalition government. This article considers the lessons we can learn from the Scottish parliamentary experience since 1999. It outlines two main points of comparison: strength and stability. One might assume that coalition provides more of both than minority government. Indeed, for that reason, it is rare for central or devolved governments in the United Kingdom to operate as minorities through choice. Yet, the Scottish experience shows that the differences between coalition and minority government are not completely straightforward. Much depends on the institutional context and, in many cases, idiosyncratic elements of particular systems. Consequently, one can identify a trade‐off in comparative analysis: as the identification of elements specific to one system increases, the ability to draw clear meaningful lessons decreases.  相似文献

Researchers in comparative research increasingly use multilevel models to test effects of country‐level factors on individual behavior and preferences. However, the asymptotic justification of widely employed estimation strategies presumes large samples and applications in comparative politics routinely involve only a small number of countries. Thus, researchers and reviewers often wonder if these models are applicable at all. In other words, how many countries do we need for multilevel modeling? I present results from a large‐scale Monte Carlo experiment comparing the performance of multilevel models when few countries are available. I find that maximum likelihood estimates and confidence intervals can be severely biased, especially in models including cross‐level interactions. In contrast, the Bayesian approach proves to be far more robust and yields considerably more conservative tests.  相似文献

Under what conditions do citizens favor deciding political issues by popular vote? Models of support for popular vote processes usually consider the influence of individual attitudes such as political trust and interest in politics. But much less is known about the effect of institutional variables on support for popular vote processes. This article builds on research showing that disaffection with elected officials shapes support for referendums by considering the influence of the party system. First, an analysis of multilevel data from twenty-four European democracies indicates that individuals are more supportive of referendums in countries with fewer effective political parties. Second, a mediation analysis provides evidence that the number of parties influences referendum support through individual-level political trust and external efficacy. Where there are fewer viable parties, feelings that elected officials are unresponsive tend to increase popular support for referendums. These findings suggest a trade-off between available representation by political parties and support for direct influence over public policy.  相似文献

The UK's negotiating position in the area of ‘economic governance’ started from the assumption that there is a deep dividing line between insiders and outsiders of the ‘euro zone’. To protect the outsiders, the UK government did not ask for a veto, but for a safeguard mechanism that can postpone a decision in the euro area. This is exactly what David Cameron achieved in the negotiations with Council President Tusk. This article explains why the UK demands were so modest. Key is the peculiar situation of the UK being the major financial centre for a currency union to which it does not belong. Hence, the UK taxpayer needs protection from the City, and EU membership has helped to provide this. There is not much else a UK government could ask for.  相似文献

The federal government's Race to the Top competition has promoted the adoption of test‐based value‐added measures (VAMs) of performance as a component of teacher evaluations throughout many states, but the validity of these measures has been controversial among researchers and widely contested by teachers’ unions. A key concern is the extent to which nonrandom sorting of students to teachers may bias the results and lead to a misclassification of teachers as high or low performing. In light of potential for bias, it is important to assess the extent to which evidence of sorting can be found in the large administrative data sets used for VAM estimation. Using a large longitudinal data set from an anonymous state, we find evidence that a nontrivial amount of sorting exists—particularly sorting based on prior test scores—and that the extent of sorting varies considerably across schools, a fact obscured by the types of aggregate sorting indices developed in prior research. We also find that VAM estimation is sensitive to the presence of nonrandom sorting. There is less agreement across estimation approaches regarding a particular teacher's rank in the distribution of estimated effectiveness when schools engage in sorting.  相似文献

This article examines federal dynamics during times of crisis in fiscally decentralized federations using Switzerland as an example. Based on qualitative research, we analyse how the relationship between the federal government and the cantons evolved during the recent ‘Great Recession’ and ensuing financial crisis. We contend that fiscally decentralized structures, as well as the consensus-oriented institutions of the political system, protect the federal balance of power. Our results show that Switzerland indeed adapted well to the crisis of the 2009 economic recession. However, the deficit crisis has revealed challenging coordination problems, notably in the areas of fiscal equalization and corporate taxation, which have the potential to put federal stability under stress. So far, the system has adapted well and safeguarded the federal order. Due to its combination of fiscally decentralized institutions and a strong consensus culture, Switzerland has proven to be a particularly robust federation.  相似文献

Given the unprecedented scale of intergovernmental development funding and the importance of institutional quality for human well‐being, it is imperative to precisely understand the impact of development funds on corruption. In Europe, European Union (EU) Funds provide a boost to public spending in recipient member states while introducing additional corruption controls. We investigate whether EU Funds increase high‐level corruption in the Czech Republic and Hungary in 2009–2012. We analyze newly collected data from over 100,000 public procurement contracts to develop objective corruption risk indicators and link them to agency level data in the public sector. Propensity score matching estimations suggest that EU funds increase corruption risk by up to 34 percent. The negative effects are largely attributable to overly formalistic compliance and EU Funds overriding domestic accountability mechanisms in public organizations entirely dependent on external funds. The policy implications are profound: governments should reduce barriers to market entry by lowering red tape and prevent excessive concentration of funds.  相似文献

We present a novel approach to the study of campaign effectiveness using disaggregated spending returns from the 2007 Irish general election. While previous studies have focused on overall levels of expenditure as a predictor of electoral success, we consider the types of activities on which candidates spent money and the overall diversification of candidates’ campaign expenditure as predictors of electoral success. We offer a replicable framework for the measurement of campaign diversification as well as for the evaluation of its effects on electoral performance. We examine how factors such as campaign expenditure and candidates’ incumbency status condition the effects of campaign diversification. It is shown that diversification is only related to electoral success when campaigns are well-financed.  相似文献

The idea of ‘new politics' in Scotland, in the 1990s, was based on a rejection of the ‘majoritarian’ politics of ‘old Westminster’ in favour of a ‘consensus democracy’ associated with Scandinavian countries. Yet, the nascent literature suggests that Scottish and UK policy-making practices are similar. UK policy making does not live up to its majoritarian reputation and Scotland was designed with key ‘old Westminster’ features. We extend the comparison to Sweden, as one of several, distinctive, Nordic reference points in Scotland. We examine critically its consensual image and identify the ways in which Scotland has similar features. The study helps clarify the practical meaning of majoritarian and consensus and encourages scholars to focus on actual behaviour rather than policy-making reputations. It also informs current debates on Scotland's future, using long-term evidence to inform recent attempts to revive this focus on the Nordic ideal.  相似文献

Are policies proposed by technocrats more easily accepted by citizens than those proposed by traditional partisan actors? This is a crucial question, as politicians increasingly rely on technocrats for resolving “wicked problems” such as financial, environmental, and health crises. To answer this question, we conducted a survey experiment among 5000 Italian respondents. At the time of our experiment, Italy was governed by a “grand coalition” of various technocratic and partisan actors, enabling us to realistically vary the proponents of different policy proposals. Overall, citizens are more likely to accept policies proposed by technocrats as opposed to party leaders. In particular, we find that technocratic proponents boost policy acceptance even more for economic and valence issues. Furthermore, we find that this “technocratic effect” is generally stronger among citizens who are more likely to disagree with the policy content.  相似文献

Earlier research refers to populist parties as being advocates of a greater use of referendum. Yet, there has been no large-scale systematic test of this claim. This article addresses this gap in the literature and tests the relationship between populism and greater use for referendums in party manifestos. It analyzes 824 manifestos of 187 populist and non-populist parties in 27 Member States of the European Union between 1994 and 2018. We test if populist parties are virtually all in favor of a greater use of referendums and whether they would talk about referendums much more than non-populist parties.  相似文献

This article examines a neglected but fundamental facet of electoral accountability: responsibility attribution under grand coalition governments. Contrary to much of the existing literature that focuses on retrospective voting, this article focuses on responsibility attribution testing the effect of perceived performance of the government and partisan attachments for parties in grand coalition governments. Novel survey questions on responsibility attribution from Austria and Germany show that when the lines of responsibility are blurred, partisanship functions as an important heuristic for all voters including supporters of opposition parties. These findings have important implications for our understanding of electoral accountability and political representation in grand coalition governments.  相似文献

The European Union (EU) is considered to be a unique economic and political union that integrates most European countries. This article focuses on the cultural aspect of European integration, which has been increasingly debated over the course of deepening and widening integration and in the context of the legitimation crisis of the EU. Among the main goals of the EU is to promote certain values, which raises the question of whether it has been efficient in (or enabled) reducing cultural value gaps among the participating countries. World polity and institutional isomorphism theories suggest that cultural values may trickle down in a vertical manner from the institutions of the EU to its member states and candidates. Furthermore, hybridisation theory postulates that values diffuse horizontally through intensified interactions enabled by the EU. These two perspectives imply the possibility of cultural convergence among countries associated with the EU. By contrast, the culture clash thesis assumes that differences in cultural identity prevent value convergence across countries; growing awareness of such differences may even increase the pre-existing cultural value distances. To test these different scenarios, distances in emancipative and secular values are compared across pairs of countries using combined repeated cross-sectional data from the European Values Study and the World Values Survey gathered between 1992 and 2011. This study finds that the longer a country has been part of the EU, the more closely its values approximate those of the EU founding countries, which in turn are the most homogenous. Initial cultural distance to the founders’ average values appears irrelevant to acquiring membership or candidacy status. However, new member states experienced substantial cultural convergence with old member states after 1992, as did current candidates between 2001 and 2008. Since 1992, nations not participating in the integration process have diverged substantially from EU members, essentially leading to cultural polarisation in Europe. The findings are independent of (changes in) economic disparities and suggest the importance of cultural diffusion as one of the fundamental mechanisms of cultural change. This empirical study contributes to the literature on European integration, political and sociological theories of globalisation, and cross-cultural theories of societal value change.  相似文献
