This article critiques the recent turn towards social capital from the perspective of the history of colonial Uganda and the Gold Coast. Social capitalists emphasise the need for community solidarity and networks as an essential framework for development. This emphasis usually assigns a role to traditional institutions, which is interesting for historians of Africa because it calls up the ghost of the colonial doctrine of Indirect Rule. In fact, a very close parallel exists between Indirect Rule and social capital as tools of development. There is a crucial difference, however, between the two doctrines. While colonial officials used discourses about African community to shore up the power of the dominant elites, social capitalists tend to ignore the possibility that community-based policies might reproduce unequal power relations at the village level. For this reason, it is important to historicise social capital with reference to the colonial period.  相似文献

This article contrasts the well-known display of Sara Baartman, exhibited in London and Paris under the rubric the “Hottentot Venus,” with the 1835–36 visit to Britain for political ends of Andries Stoffels, a Khoekhoe Christian convert who testified before the House of Commons Select Committee on Aborigines (British Settlements). It places both visits in the context of legal reform and violence in the Cape Colony in the early nineteenth century. Both visits can be fruitfully re-read as reflecting South African struggles over control of the Khoekhoe body, the rule of colonial law, and emerging ideas of human rights. Baartman was displayed as an iconic body in a legal context in which (mostly white) masters coerced Khoekhoe labourers and claimed the right to control their bodies. Stoffels displayed himself as a Christian convert to eager evangelical audiences, in a context in which legal reform depended on the putative erasure of difference, even as racial tension persisted in significant ways. The article suggests that the history of human rights is closely tied to the history of colonialism. It also, however, argues that members of Baartman's community responded to, and fought, the conditions that led to her display and that Baartman should not be understood in isolation from that community.  相似文献

From the late nineteenth century through the mid-twentieth century, Cape Verdean immigrants to Dakar, colonial capital of French West Africa, became a small but important community in terms of significance in both the urban economy and the colonial framework of race and identity. They occupied important labor niches valuable to the colonizer such as painting and domestic work and attached those fields to a unique identity to which only they belonged. Able to capitalize on the ambiguity inherent to colonial race and identity policies, Cape Verdeans bridged categories common to state policies – particularly “foreign” and “native” – in ways not adequately captured by the concept of intermediaries often employed in examinations of immigrant populations to West Africa. Their insertion in Dakar reveals the permeability of such colonial concepts as well as the opportunities immigrants made in town.  相似文献

Cet article démontre que les deux récits de vie publiés par John Chernoff, Hustling is not Stealing et Exchange is not Robbery,mettant en scène une jeune prostituée du Burkina Faso et l'ouvrage d'Adama Dramé et Arlette Senn-Borloz, Jéliya: être griot et musicien aujourd'hui, autour de la vie marginale d'un griot, tout en ravivant la soif de connaissance occidentale sur l'Afrique, offrent un contraste frappant dans la présentation de leur projet d'écriture et dans la question du pacte auctorial. Je montre que la démarche de Dramé et Senn-Borloz présente en définitive un modèle réussi de ce que l'on a appelé "l'autobiographie en collaboration," à la suite de Philippe Lejeune.  相似文献

Abstract

Since the Soviet Union’s collapse, Ukraine, Georgia and Russia have faced the challenge of taking their positions in the politics of international law as part of their transformation processes. Strong dynamics of conflict have shaped these states’ politico-legal actions and interactions, for example, the Russo–Georgian War, the annexation of Crimea and the armed conflict in East Ukraine. This essay explores whether, how and why Georgia, Ukraine and Russia ‘speak’ international law in international politics differently. It discusses conceptual approaches to empirically analysing the processes of translating political preferences into legal arguments as well as how ‘communicators of international law’ in the post-Soviet region use the language of international law differently.  相似文献

The relevance acquired in recent years by South–South cooperation seems to be connected with deeper structural transformations occurring in the international system. However, the variety of cooperation models promoted by new providers in the South requires the identification of complementary factors to help explain current patterns. A set of socio-cognitive elements, related to each country’s perceptions, identities and interests, can yield greater understanding of the variety of South–South cooperation models. Such an approach is here applied to the cases of Chile, Venezuela and Brazil – three important providers from the South – in order to explore their different cooperation models.  相似文献

Research on the changing role of universities in firm learning, innovation and national economic development has not extended systematically to low income countries of sub-Saharan Africa. Drawing on an empirical survey of firms and case studies of university practices, the article examines conditions of universities, firms and their potential for interaction across a national system of innovation in three countries, Nigeria, Uganda and South Africa, in order to contribute to such analysis. In the wake of debate on the ‘New Policy Agenda’ of good governance and the increasing prominence of Non-Government Organisations (NGOs) in public service delivery, serious questions are being asked about the role of NGOs in development, their accountability, their relationships with donors, with the state and with their beneficiaries. As southern NGOs receive increasing amounts of funding from donors and northern NGOs, their profile is being raised, prompting government response. The nature of legislative responses of governments to increasingly high profile NGO communities range from open hostility and suspicion, to indifference. National legislative frameworks are neglected in the literature, yet they may profoundly influence the accountability, legitimacy, organisation and vision of local NGOs as well as the way northern NGOs can operate in a country. The article illustrates the potential for conflict over legislation on NGOs but also important opportunities and benefits, maintaining that legislation is necessary, because it can act as a catalyst to spark and focus debate on the role of NGOs, the extent to which they legitimately represent civil society, to whom they are accountable and how they can be protected. Open, balanced negotiation between stakeholders is necessary to avoid conflict and focus discourse on NGO and government roles and accountability. Governments, donors and NGOs each have a role to play in shaping NGO legitimacy, ensuring their upwards and downwards accountability.  相似文献

Both governments and private for-profit markets have been disappointing in meeting the needs of the African poor for health care. NGO services provide a much more attractive alternative for this clientele, despite the fees they charge. They do so because they represent an institutional solution to the ‘imperfect information’ problem in health care. Through simulations based on data from Cameroon, we demonstrate that if fee-charging NGOs replace the highly subsidised but poorly managed facilities operated by African governments the poor would be better off. Those NGOs that are decentralised in their financial and personnel management are most effective. The politics of making the recommended changes are assessed.  相似文献

This article addresses orientations towards place and opportunities for rural–urban and inter-regional migration amongst graduates of vocational colleges in Ul'yanovsk Oblast'. Given the inaccessibility of the housing market and decline in the provision of student and workplace accommodation, kinship networks have become the principal means to negotiate any form of migration. However, while in some cases such networks provide ‘bridges’ to opportunities elsewhere, a general lack of networks, alongside the ‘bonding’ effects of kinship networks at the local level, acts as a significant constraint on young peoples' prospects for geographical, and social, mobility.  相似文献

This research explores the changing structure of the rural economy in the Philippines from 1988 to 2006. We found that the expansion and upgrade of infrastructure such as electricity and roads and investment in secondary and tertiary education are important factors that induced the economic transformation of the rural economy. The importance of higher education as an entry requirement to the nonfarm labor market has declined over time, indicating that the rural nonfarm sector has been increasingly providing employment opportunities to the unskilled and the uneducated, who form the bulk of the rural poor.  相似文献
