This article analyses how political parties frame European integration, and gauges the consistency of their argumentation. Over the course of investigation, one can see how actors' positions are justified, and how the European Union is perceived (i.e., what forces give rise to Euroscepticism and Europeanism). It is argued here that the parties' framing of issues depends on the interests they traditionally defend at the national level, their general positions on European integration, and whether or not they belong to the established political actors in their respective countries. The coding approach enables the relation of frames to actors and positions, moving beyond the techniques employed by existing studies that analyse the media presentation of European integration. Sophisticated frame categorisations are provided to capture the complex structure of argumentation, going beyond a simple dichotomy of economic and cultural frames. Relying on a large and original media dataset covering the period 2004–2006, six Western European countries are investigated.  相似文献

This paper sheds light on the political economy of local energypolitics both from a theoretical and an empirical perspective.First, a case study of a small town in Southern Germany(Schönau) is presented, where environmentalists have won thepolitical contest against the regional energy monopolist and havefounded an energy supply firm themselves. The different stagesof the political process are explained and analysed. Second, apolitical economy model is developed, where environmentalists anda monopolistic utility firm confront each other both on thepolitical and on the energy market. In the lobbying equilibriumthe probability of the environmentalists' winning the gamedepends on the monopoly rent and the perceived social costs ofenergy production. It is shown that it is optimal for themonopolist to reduce his output below the monopolistic output.Finally, the winning strategy in the Schönau case is discussedin the light of the theoretical results of the paper.  相似文献

Abstract

Scholarly interest in issue ownership is growing rapidly. Although originally introduced as a competence-oriented, alternative concept to the predominantly spatial understanding of voting and party behaviour, parties’ policy positions are an inescapable aspect of issue ownership. Using data for multiple issues in several countries over time, this article shows that the party with issue ownership sides with the median voter. A party earns issue ownership by taking up a position as close to as many voters as possible. Moreover, the analysis indicates that a party’s issue emphasis only matters to issue ownership insofar as it is used as a device to make its position credible to voters. Hence, to have issue ownership is to have a credible position, and in that sense, issue ownership has less added theoretical value to spatial proximity than previous literature suggests.  相似文献

There is growing interest in political inequality across income groups. This article contributes to this debate with two arguments about political involvement: poverty depresses internal political efficacy by undermining cognitive and emotional resources; and dissent in the party system reduces the efficacy gap to higher incomes. Specifically, conflict is to be expected between anti‐elite and mainstream parties to simplify political decisions and stimulate political attention among poor voters. These arguments are supported with comparative and experimental analyses. Comparative survey data shows that the income gap in efficacy varies with a novel measure of the anti‐elite salience in the party system. The causal impact of anti‐elite rhetoric is established though a representative survey experiment. Finally, the article investigates how these mechanisms affect both electoral and other forms of political participation.  相似文献

Using ADA roll call voting scores for the 1947–2006 period, I find that senators shirk in their last term. The degree of shirking is limited by political parties, which constrain the politician in his last term, and varies by post-Senate career choices. The results highlight the importance of political parties in the repeated game that is electoral politics.  相似文献

The contrast between the normative functions of political parties in representative democracies and their empirical working is stark and rapidly increasing. This article starts from a sober, realist account of the empirical state of affairs and from structural problems of democracy and participations – in terms of limits of time, information, qualification and relevant expertise – that have to be acknowledged by any realist–utopian proposal of alternatives beyond the exclusive alternative of ‘thin, realist democracy’ or emphatic ‘strong, participatory, direct, or mass democracy’. We can do better. My search for institutional alternatives looks not for the replacement of political parties but for their relief. Many, not all, of their normative tasks can be shared with other functional networks, associations and organizations. In exploring such a new division of political labour I draw on older debates and designs of associative democracy and on recent discussions to democratize expertise and to expertise democracy in order to address urgent societal problems of high-risk decisions under conditions of extreme complexity, contingency, unpredictability and uncertainty and deep contestedness of our knowledge, problems that turn out to be unmanagable by party politics and representative democracy.  相似文献

In this paper we suggest a model for an analysis of how newspapers and political parties determine their ideological orientation and how both decisions depend on each other. Quite naturally dissemination of information plays an important role. The model is set up as a two-stage game. Because elements of horizontal as well as vertical product differentiation are present in this model location patterns in ideology space exhibit in general neither maximal nor minimal differentiation, although we keep quite close to the Downs model, with information as the most important distinguishing feature. Furthermore, the model shows by way of example that economic theory can be a useful tool to investigate issues which are central to communication science.  相似文献

Thinkers committed to an ideal of public reason are suspicious of religiously informed political activity as it undermines democratic political legitimacy. This paper considers Jürgen Habermas’s recent shifts on this question in light of the history of Europe’s religious parties in the late 19th and early 20th centuries. These parties made a real and lasting contribution to Europe’s democratization and their history suggests ways in which Habermas and other defenders of public reason misunderstand the nature of democratic political legitimacy.  相似文献

This paper uses a survey experiment to assess what individuals understand about election fraud and under what circumstances they see it as a problem. I argue that political parties are central to answering both these questions. Results from the 2011 CCES survey suggest respondents are able to differentiate between the relative incentives of Democrats and Republicans where fraud tactics are concerned, but whether voters see these tactics as problematic is heavily influenced by partisan bias. The results show little support for the notion that partisan ideology drives fraud assessments, and suggest support for the idea that individual concerns for fraud are shaped a desire for their preferred candidate to win. These results offer insights that might be applied more broadly to questions of perceptions of electoral integrity and procedural fairness in democracies.  相似文献

Do female leaders affect voters' perceptions of political parties' placement on the left-right spectrum? Using public opinion data on 269 parties in 35 countries between 1976 and 2016, I show that female-led parties are perceived as more moderate than male-led organizations, even when accounting for voters' prior beliefs about the party and the organization's stated policy positions. I then demonstrate that these results cannot be explained by the policy platforms authored by male- and female-led parties. The electoral manifestos produced by female-headed organizations are neither more left- leaning nor more moderate than those authored under male leaders. Together, these results provide important insights concerning citizens' (mis)perceptions of parties' ideological positions, party leaders' effects on voters behavior, the importance of gender stereotypes in politics, and the policy consequences of women's increased access to power.  相似文献

Abstract. This article analyzes party responses to European integration in Finland andSweden.We argue that such responses are shaped by seven explanatory factors: basic ideology, public opinion, factionalism, leadership influence, party competition, transnational links, and the development of integration. Each factor can lead to a positive or a negative evaluation of the European Union. In the empirical analysis, the sample includes all parties represented in the respective national parliaments, and the research material consists of party documents, parliamentary votes, statements by leading party figures, public opinion surveys, direct observation and interviews. Party competition and leadership influence are the strongest factors in the Finnish case, while public opinion and factionalism are the strongest factors in Sweden. Issue avoidance combined with the secondary importance of the EU in party politics explain why parties have been relatively successful in containing internal factionalism and discord, especially in Finland.  相似文献

The catchall party remains a useful concept despite the lack of a widely agreed definition or list of parties. This article suggests defining catchall parties based on how they act strategically. Although catchall parties act strategically on both the organisational and ideological dimensions, this article concentrates on three key ideological features: catchall parties are ideologically centrist, dispersed and flexible over time. Relying on original surveys in the Republic of Ireland, which interviewed two-thirds of parliamentarians, it is confirmed that Ireland's ‘catchall’ and ‘programmatic’ parties clearly differ in terms of how they compete ideologically. Ireland's catchall parties employ all three identified strategies. Smaller, more programmatic parties are consistent over time, non-centrist and extremely ideologically coherent on core programmatic issues. The competition between catchall parties and ideological populist parties is a pressing issue, and the Irish case provides new theoretical insights and empirical evidence to understand these party types.  相似文献

This paper examines the dimensional complexity in voter perceptions of party left-right locations. Most of the theoretical and empirical research on electoral politics treats left-right party locations as based on a one-dimensional ideological spectrum. We measure variation in the complexity of voters’ perceptions of left-right party locations and demonstrate that the dimensionality varies widely. First, we generate a measurement of the complexity of perceived left-right party placements and apply this to data from the Comparative Study of Electoral Systems (CSES). This measure, based on the dimensional fits of scaled party placements, allows us to compare left-right complexity cross-nationally. We then examine several possible correlates of this cross-national variation, finding relationships with political polarization, party nationalization, and democratic experience. We conclude with a comparison of left-right complexity to the concept of issue dimensionality using data from the European Election Study (EES).  相似文献

This paper explores the proposition that political parties reduce the ‘transaction costs’ of electoral participation. Political parties provide a low cost signal of a candidate's policies and personal characteristics and, in this way, reduce voters' information costs. With reference to ‘transaction cost economics’, political parties offer an ‘implicit contract’ between voters and politicians and thereby reduce the scope for opportunism by politicians. This impact on transaction costs is important in any evaluation of public policy towards political parties.  相似文献
