Reinterpreting the Sino–Japanese War: 1939–1940, peasant mobilisation,and the road to the PRC

The War of Resistance to Japan (1937–1945) has long been recognised as the most important stage in the Chinese Communist Party's rise to power in 1949. Particularly in its North China base areas, the Chinese Communist Party is said to have pursued moderate, inclusive, and mobilisatory tactics during the war years to build a movement for national salvation from the bottom up, which eventually led to the establishment of the People's Republic of China. The evidence from the heart of the Taihang Base Area suggests the possibility of another contrasting history, masked by current interpretations, in which 1939–1940 was a crucial turning point in that process. Starting in September 1939, and for the following six months, there is evidence of more explicitly revolutionary endeavour. The Chinese Communist Party seized power locally from its allies and destroyed the opposition; it engaged in violent land reform and wealth redistribution; and it attempted to proletarianise itself. Understanding the causes of these phenomena and their consequences in one of the most important front-line base areas provides new perspectives on both the course of the war with Japan and the Chinese Communist Party's eventual success.     

Ping-Pong Diplomacy 2.0

The 2021 World Table Tennis Championships kicked off in the American city of Houston, Texas on November 23. Four Chinese and American paddlers teamed up into two pairs, each with a player from both countries, to compete in the mixed doubles competition and mark the 50th anniversary of ping-pong diplomacy. The Power of Pandemic Brainstorming

Global medical researchers are wasting no time in developing drugs and vaccines to combat the COVID-19 pandemic, and the latest research results unveiled by Chinese and U.S. researchers have given a further boost to public confidence in the joint battle against the virus. Zhang Linqi, a professor at Tsinghua University's School of Medicine, told the World Health Forum on November 20 that his team had jointly developed a cocktail therapy of monoclonal antibodies BRII-196 and BRII-198 that shows an efficacy rate of 78 percent in cutting hospitalizations and deaths among high-risk groups in late-stage clinical trials. The therapy is undergoing phase-Ⅲ clinical trials in seven countries, including the United States, Brazil and the Philippines.

Foreign media slammed the Chinese Government's proposal that its ministries and agencies should purchase only Chinese products. But the government was forced to make such suggestion because domestic producers said they have been treated unfairly in bidding for government-supported projects. A ship from China’s State Oceanic Administration (SOA) evaluates ConocoPhillips’s clean-up efforts in the Bohai Bay on September 2.That day, the SOA ordered the U.S. oil giant to cease all operations on the Penglai 19-3 Oilfield after the company failed to plug leaks in the oilfield by the administration’s August 31 deadline.The oil leaking from the oilfield caused by ConocoPhillips at the Penglai 19-3 Oilfield in the Bohai Bay was first spotted in June. The oil has since spread to beaches in China’s Hebei and Liaoning provinces, causing huge losses in the provinces’ tourism and aquatic farming industries.On September 7, ConocoPhillips said it will establish a fund to compensate victims of the oil spill in line with Chinese laws and to benefit the general environment of the Bohai Bay.     

Striving for Stability

Had it not been for the COVID-19 pandemic,Auckland, New Zealand's most populous city, would have been a busy place this month. Leaders, ministers and business communities from the 21 economies of the Asia-Pacific Economic Cooperation (APEC), including China, the U.S. and Russia, would have been gathering there to discuss the development and prosperity of the Asia-Pacific region. Instead, New Zealand, which currently holds the rotating presidency, has decided to hold all of this year's APEC meetings online, drawing together representatives from 11 time zones. APEC, established in 1989, is the highest-level intergovernmental economic cooperation platform in the region. This year also marks the 30th anniversary of China's joining the alliance. While addressing the 28th APEC Economic Leaders' Meeting on November 12, Chinese President Xi Jinping said, "It has been three decades of deepening reform and opening up for China, and of broadening economic cooperation across the Asia-Pacific."

Chinese President Xi Jinping proposed a Global Development Initiative on September 21, calling for bolstering con-fidence and jointly addressing global threats and challenges to build a better world for all. Xi made the remarks at the general debate of the 76th Session of the UN General Assembly (UNGA) via video link, as the world faces the combined impacts of changes unseen in a century and the COVID-19 pandemic. Beating COVID-19 Right now, COVID-19 is still intensely felt around the world, with the number of new cases rising every day globally. "We must beat COVID-19 and win this decisive fight crucial to the future of humanity," Xi said, voicing his confidence that "we as humanity will surely overcome and prevail" despite the fact that the COVID-19 pandemic may appear overwhelming.     

Dialogue,a Common Aspiration

Despite disruptions triggered by the COVID-19 pandemic, cooperation between China and Latin American and Caribbean (LAC) countries has continued at an accelerated pace, former Chilean President Eduardo Frei Ruiz-Tagle said at the Fourth Dialogue Between the Civilizations of China and Latin America and the Caribbean on October 22. He was echoed by Ma Peihua, former Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference, who stressed that in a complex and volatile world, it is never a sustainable solution for countries to detach themselves from the interna-tional community. Developing countries, including China and LAC nations, need to work together, support one another, and conduct cooperation and exchanges.

A dangerous game: Deng and the intellectuals

This article examines one aspect of China's “second revolution” led by Deng Xiaoping: the relationship between the post‐Mao leadership and the intellectuals, who were the most persecuted during the “Cultural Revolution.” When Deng took power in 1978, one tough challenge was to mobilize China's well‐educated men and women for the nation's modernization. New policies toward them were introduced to rekindle their enthusiasm in creative and critical academic activities. The anticipation of a new period of cooperation between the authorities and the intellectuals was, however, dashed by the bloodshed in Tiananmen Square on June 4, 1989. Why did Deng, who sought the support of Chinese intellectuals for his modernization program, side with the Party's hard‐liners to order the military crackdown on pro‐democracy demonstrations? Will China's post‐Mao leadership no longer need the intellectuals’ help? This article argues that the Communist Party of China has been playing “a dangerous game of cooperation” with the intellectuals. Despite the tragic events, the game is likely to continue as long as the CCP proceeds with its modernization program and the intellectuals maintain their sense of mission. What remains uncertain is how the next round of game will be played out and who will emerge as the winner.
