One of the key elements of the strategies of interest representation of strong legislative regions in EU policy making is active participation in the co-ordination processes within the member state. This article argues that Europeanization of inter-governmental relations leads to a greater emphasis on cooperation in the formal rules on inter-governmental cooperation in EU affairs. However, when informal practices are taken into account, some member states become more cooperative, others arguably less. This divergence can be explained by the circular interplay of formal and informal practices.  相似文献

Public management policies have changed significantly in numerous countries in recent times. Policy entrepreneurs remain active in this policy domain, which encompasses government-wide rules and routines in the areas of expenditure planning and financial management, civil service and labor relations, procurement, organization and methods, and audit and evaluation. Case-oriented comparative research provides policy entrepreneurs with historically and theoretically informed knowledge useful in designing or improvising change strategies in this domain. This article focuses on the case of public management policymaking in the German federal government during the 1980s and 1990s. A coherent explanation of the careers of the overbureaucratization issue in the 1980s and the lean state issue in the 1990s is provided, along with an explanation for marked changes in selected public management policies in the 1990s. Analysis of this case is also harmonized with findings about public management policy change in the U.K., New Zealand, and Australia. Limited generalizations about the process of public management policy change are proposed. Policy entrepreneurs can factor these generalizations, plus analysis of the Germany case, into their prospective, situational analysis of the process of public management policy change.  相似文献

Most of the existing literature on dynamics of social policy change was developed against the background of the Western liberal democratic political regimes. This study examines the application of these existing studies to the experience of the East Asian newly industrialized countries. Special attention is paid to two social policy problems of South Korea—the problems of low wage levels and compensation for pollution victims. Because of authoritarian government and a strongly autonomous state, the Korean cases show a pattern of policy changes primarily driven by a particular set of interests—the state elites' perceived political survival needs and their reputation in international society, with environmental factors and policy legacies playing a supplementary role. Also, in spite of state elites' reluctance to adopt social policy measures, the Korean cases show a pattern of policy developments away from the residual towards the institutional model. The results of this study suggest that, despite some differences between the social policy systems of the East Asian countries, the existing literature on social policy change has considerable potential for application to those countries. At the same time, however, the literature has a limited capacity for fully accommodating the East Asian experience, which stimulates political scientists to develop generalizations in a wider international context.  相似文献

While policy advocates can help bridge the divide between evidence and policy in decision making by focusing on ambiguity and uncertainty, policy makers must also play a role by promoting and preserving deliberative processes that value evidence as a core element in leveling raw constituent opinion, ultimately resulting in a better‐informed electorate. Building on existing research and analytic capability, state legislatures can increase the demand for and delivery of relevant information, giving the institution the capacity to keep abreast of research in critical public policy areas. By implementing data and time‐conscious evaluative frameworks that emphasize evidence‐based decision making and longitudinal cost–benefit analytics at critical policy‐making junctures, the institutional culture can become less unpredictable and the “rules of the game” can be more transparent. In 2015, Mississippi's legislative leaders created a system to review requests for new programs and funding using such an evidence screen.  相似文献

Policy analysis in developing country contexts poses special challenges. Very little is known about the policy process in these countries. Trying to rein the cultural, organizational and political factors that affect problem solving becomes an inductive search beyond the logic of conventional models of analysis. Using the AIDS issue as a case study, this article tries to throw light on the policy process in the three East African countries of Kenya, Tanzania and Uganda with a view to highlighting the challenges of policy analysis in developing country contexts.  相似文献

My research objective in this article is to analyze policy change affecting wildfire suppression programs administered by the United States Forest Service and the United States Department of the Interior. Using a variant of the punctuated equilibrium approach, a content analysis of New York Times stories dealing with wildfires over the past two decades was examined in relation to both administrative and legislative policy changes. I conclude by suggesting that administrative shifts were undertaken by federal land administrators in response to crises and media attention to protect decisional autonomy as well as forest resources, while the architect of legislative change was a president taking advantage of the combined effects of increasingly intense wildfire seasons, demographic shifts involving the movement of people and structures to the high‐risk wildland urban interface areas, greater media scrutiny, and pressure to act from wildfire weary constituencies.  相似文献

The paper presents an original corpus of the Chinese Ministry of Foreign Affairs press conferences. The dataset is a unique source of information on official positions and diplomatic narratives of China mapping almost two decades of its foreign policy discourse. The corpus contains almost 23,000 question – answer dyads from 2002 to 2020 ready to be used for analytical purposes. We argue the dataset is an important contribution to the scholarship on Chinese foreign policy stimulating further research using corpus based methods while employing both qualitative and quantitative strategies. We demonstrate possible applications of the corpus with two case studies: first maps the diplomatic discourse towards the US under the presidency of Hu Jintao and Xi Jinping (employing quantitative tools), while second analyzes narratives concerning the South China Sea disputes (employing more qualitative approach).

Abstract

Policy scientists have long examined how policy innovation has emerged and diffused by focusing on the interaction between agents and policy programs. In contrast, this article focuses on how uncertainty in policy environments has affected the fate of policy innovation in an authoritarian state. Using original data from China’s official newspaper, the People’s Daily,it is found that the central government’s decision to promote sensitive policy experiments is a function of the perceived risks in the policy environment. The U-shaped relationship between the promotion of sensitive policy innovation and inflation reflects the wire-walking behavior of China’s central government. The central authority in China tends to promote fewer sensitive political experiments when inflation increases and resumes promoting experiments when the inflation rate passes a certain tipping point. It is also found that the central authority intentionally regulates the promotion of political experiments during important political events.  相似文献

This paper examines the performance of the Finnish economy during the so-called incomes policy period, 1969-80. For this purpose Finland is compared with the other OECD countries both before and during the incomes policy period. The results suggest that in terms of economic growth, inflation and unemployment, Finnish economy has improved its performance, particularly before the economic recession of the mid-seventies. Cross-national comparisons point out that the recession has been met in various ways: some countries have restrained inflation, some unemployment. Secondly, the paper examines the effects of incomes policy agreements on the growth of social expenditure, the result being that incomes policy cannot be regarded as responsible for the growth of social expenditure in Finland. Thirdly, effects on income distribution are analyzed. Here incomes policy has played a role: income inequalities diminished during the first five years of incomes policy. Since then, they have not changed. The paper ends by discussing the impact and nature of incomes policy.  相似文献
