A substantial empirical literature exists on the consequences of local government reform programs. However, much less effort has been directed at examining how reform processes affect the outcomes of reform programs and little work has been invested in the comparative analysis of local government reform processes. To address this neglect in the literature, this article provides a comparative analysis of the contemporary municipal reform initiatives in the New South Wales and Victorian state local government systems. It is argued that the much more deliberative and inclusive Victorian approach represents a superior approach to the hurried “top-down” New South Wales method.  相似文献

The Lyons Inquiry into English local government presented its Final Report in 2007. It has significant implications for local government jurisdictions beyond England. This article considers the import of the Lyons Inquiry for reform to Australian local government. It is argued that the Lyons Inquiry adds weight to other work that questions the traditional reliance on amalgamation as the chief instrument of Australian local government reform. In particular, the “place-shaping” thesis developed in the Lyons Inquiry shows that the Australian emphasis on structural reform has been misdirected. Further, the Lyons Report offers a range of policy options besides municipal amalgamation.  相似文献

In this article attention is drawn to a striking difference between recent attempts to reform local government in the Netherlands and in Germany. What has been the prime focus of attention in the Netherlands in the 1980s is being emphasized in Germany in the 1990s, and what is being emphasized in the Netherlands in the 1990s has been the prime focus of attention in Germany in the 1980s. Trends in local goverment reform in the Netherlands have been going from a focus on more efficiency to a focus on more democracy, while trends in local government reform in Germany have been going the other way around. Likely explanations for these intersecting reform trends are built on four pillars: financial crises, legitimacy crises, formal institutions and informal institutions  相似文献

Theoretically, South Africa has one of the most advanced systems of local government in the world with its powers and functions being constitutionally entrenched. Two different conceptual models of local government were used to assess how autonomous this local government system is in practice. The autonomous model views local government as a clearly separated sphere of government, while the integrationist model sees greater functional interdependence between the various spheres of government. The article concludes that there are different views of decentralisation within the state. On the one hand there are local government reform measures by the state to position itself within the global economy that reflects a more integrationist view of local government. On the other hand there are elements of the autonomous model such as attempts to empower local government through the promotion of local democracy.  相似文献

While structural reform by means of municipal mergers has been employed in many different countries, council consolidation has been especially marked in Australian and Japanese local government. This suggests that much can be learned by examining amalgamation through the analytical prism of comparative analysis. In this article, we investigate structural reform through municipal amalgamation in Australian and Japanese local government by examining the aims of amalgamation, the methods employed by public policy makers and the outcomes which were achieved. From this comparative analysis, we attempt to draw some broader lessons for local government policy making aimed at local government reform.  相似文献

Local government reforms have been carried out in a number of European countries, aiming at both more effective service production and increased citizen participation in local politics. Although extensive research has been carried out analysing the content and background of these reforms, few if any, studies have considered the democratic effects of these reforms at the level of the individual citizen. This article investigates relationship between local government reforms and citizen trust in local government, focusing on individual-level data on local government reforms in Norway in 2008. The analysis shows that it is difficult to find a clear relationship between reform policies and trust in local politicians. These findings parallel other contributions in concluding that it is difficult to find substantial effects from local government re-organisations.  相似文献

This article investigates reputation reform in Norwegian and Danish local government and whether they have the same strategy content depending on the degree of administrative involvement and municipality size. Political and administrative actors are likely to cultivate different types of reputation strategies (place or organisational reputation), which explicitly embrace the potentially diverging interests cultivated by the two types of actors. We use a comparative design and quantitative method with an empirical ambition to explore local government reputation strategies in two national contexts. We find that local government responses to reputation reform depend on the size of the municipality and the type of actors involved; the larger the municipality, the more the administration is involved. And the more that administrative actors are involved, the more the strategies target organisational reputation. The country-specific factors do not appear to be the most important determinants for reputation reform strategies.  相似文献

New Labour has subjected English local government to an unparalleled period of reform. This article reviews the Local Government Modernisation Agenda evaluation studies commissioned by central government. The review identifies valuable insights from the studies into the contemporary state of English local government, central government and central–local relations. However, the studies also illustrate the need for research on public service reform to include analyses of the political origins of reform policies and the political–bureaucratic issues involved in their implementation. It is also argued that future research needs to rediscover the value of studying local politics ‘in the round’, the impact of socio-economic and non-local factors on local policy outcomes and the role of new sources of policy influence in the channels of central–local relations.  相似文献

Austerity and fiscal crisis make the search for cost‐saving reforms in local government more critical. While cost savings from privatization have frequently proven ephemeral, inter‐municipal cooperation has been a relatively understudied reform. We analyse the literature on cost savings under cooperation and find that savings are dependent on (1) the cost structure of public services, particularly those related to scale and density economies and externalities, (2) the structure of local government (size, metropolitan location, powers granted by the nation or regional state), and (3) the governance framework at the local/regional level where cooperation varies from informal to formal. European studies give more emphasis to cost savings, while US studies focus on coordination concerns arising from the higher degree of devolution in the US local government system.  相似文献

Since 1996 local government in the Republic of Ireland has undergone extensive reform. One of the central aims of this reform is the enhancement of local and participatory democracy through generating new forms of participation by communities in local authority decision-making processes, and through strengthening the decision-making role of city and county councillors. Drawing on comparisons with current British local government reforms and on key community governance frameworks, this paper questions the validity of this aim, given the ‘top-down’ nature of the reforms, the ongoing weakness of Irish local government vis-à-vis central government, and the increasingly contractual and consumerist approach of the state towards the voluntary and community sector. It argues that the reforms consolidate Irish local government as a system of local administration rather than local democracy, and that they may threaten the development of participatory democracy, rather than facilitate it.  相似文献

New Zealand is often seen as a ‘test-bed’ for public sector management reform. Indeed, much has been written about the machinery and operation of central government, yet little attention has been paid to the actors and institutions of local government. This article, using evidence obtained through a series of semi-structured interviews with serving and former Chief Executive Officers (CEOs) in the Auckland region, examines the impact upon local authority chief executives of two major reforms within local government. Firstly, the impact of sweeping managerial reforms in 1989, and then secondly reforms to reinvigorate and reinvent the scope and scale of local authorities in the period since 2002. The article argues that whilst local government CEOs in New Zealand are managerially strong, these skills need to be refocused to ensure maximum benefit for local government can be gained from post-2002 reforms.  相似文献

For decades Australian policy-makers have relied on the blunt instrument of forced amalgamation to reform local government. However, a host of recent public inquiries has demonstrated that despite compulsory mergers in all states, except WA, financial unsustainability has become more acute. Using the case study of the successful achievement of ongoing financial sustainability by Lake Macquarie City Council in NSW through its resourceful “bottom-up” use of the “top-down” financial parameters set for NSW local government, this paper argues that state governments should concentrate on “process change” by establishing sound “top-down” regulatory frameworks thereby enabling “bottom-up” ingenuity by local authorities rather than “structural change” through compulsory mergers.  相似文献

This article explores the ongoing debate about the changing roles of local government in education in Britain. It focuses on research evidence from Scotland, especially issues associated with devolving management to schools and reorganising local government. These findings are compared with the debate and evidence about the changing role of local government in education in England and Wales during the past decade. It is suggested that while there has been substantial reform of education and local government throughout Britain, the policies have differed in nature and outcomes north and south of the border.  相似文献

A very limited system of local government has been one of the main characteristics of public administration in Northern Ireland for the past 35 years. Yet in the recently completed Review of Public Administration changes in local government occupied a very dominant position. This article gives an account of the reasons for this, analyses the processes which led to what may be viewed as an enhancement of local government but argues that the principles adopted by the UK Government to guide the reforms, of subsidiarity, strong local government, coterminosity and good relations have not been met. The lack of an analysis in the Review of the implications of devolution for local government reform and the distribution of functions is highlighted including the relevance of the distinction between administrative and political devolution. How the proposed reforms relate to the UK-wide local government modernisation agenda is also discussed.  相似文献

The worlds of local bureaucrats are under researched and under theorized compared with those of civil servants in core executives. Yet local bureaucratic elites, sitting as they do between central states and localities, are key actors in governance networks. In England, the role and responsibilities of local bureaucratic elites has been transformed since the days of professionalized officers heading departmental structures reporting to committees, firstly by NPM and politicization in the 1980s and 1990s and, more recently, by political management reform introducing a separation of powers. Drawing on interviews in 15 local authorities, this paper examines the changing narratives and dilemmas of local government elites. In particular it explores, but argues against, early expectations that the creation of an elected executive, with considerable devolution of decision-making responsibilities to individual cabinet member councillors, has meant a move closer to the logics of the 'Whitehall mandarin' tradition by local government chief officers.  相似文献

The Lyons Inquiry into local government in Britain represented a significant contribution to the debate on local government reform, with policy ramifications well beyond contemporary Britain. This article considers the Inquiry's concept of “place-shaping” as a mode of local government reform which captures the experience of a number of developing countries in recent years. By way of illustrative examples, we examine these processes in the specific contexts of South Africa and Indonesia. In particular, we consider whether the devolution of functions to municipalities in developmental settings constitutes place-shaping, and how this bears on processes of local government reform in developed nations.  相似文献

In 2003, the authorities of Russia launched a comprehensive reform of local government. One of the elements of this reform was the replacement of the previously predominant form of local government, characterised by the presence of directly elected mayors, with the council-manager model. While originally motivated largely by the desire to enhance the efficacy of local government, the reform was implemented concurrently with Russia’s transition to electoral authoritarianism, with the council-manager model emerging as a major tool of authoritarian transformation. This study uses the data from 79 capitals of Russia’s regions in order to identify those factors that facilitated the survival of directly elected mayors in these cities. The analysis reveals that the past trajectories of regime transitions at the regional level in the form of elite settlement, economic resourcefulness, and the lack of politically motivated deference to the federal authorities contributed to the survival of local democracy in Russia.  相似文献

This article takes an indicative group of county, metropolitan and unitary authorities located in the English West Midlands to examine how effectively local government is grappling with modernising’ reforms in a context where the appropriate unit of analysis has become problematic because of broader changes to local governance. Sub-national territorial structural variability is becoming more pronounced while, paradoxically, what stands out in the micro-organisational dimension is the extent to which local authorities are increasingly working to a common reform agenda, notwithstanding the need to resolve incoherences in New Labour's modernisation project. The explanation for these observed (contrary) changes lies not only in the vagaries of top-down pressures emanating from central political and regulatory infiuences, but also in local institutional dynamics, as well as in lateral or peer dissemination of ‘good’ practice within local government.  相似文献

An urge to reform local government in Portugal requires a sensitive approach to the role of social capital and, particularly, to the consequences of local governance arrangements in its formation. This research agenda, greatly influenced by the identification of positive externalities of social capital, has generated several claims regarding the need for proactive and objective top-down initiatives. Though assuming that institutions and public policies can have positive effects on social capital building, this article tries to contribute to the debate, focusing on the challenges met by local administration reform, arguing that it requires a four-fold approach: the identification of local government functions and the role of the State; a close look at institutional design and citizen engagement mechanisms; correct tools for allowing civil society reinforcement and social capital building; and recognizing political leadership as a fundamental aspect of a governance arrangement.  相似文献
