Abstract

The article compares two social prescribing interventions in Northern England. One was financed through a Social Impact Bond (SIB) and the other was financed in a more conventional way. It utilises a comparative approach to understand the extent to which different methods of financing social prescribing conform to key features of the New Public Management (NPM) or New Public Governance (NPG) in their design and implementation. It finds that a SIB approach tends towards NPM during programme design and implementation and that this creates challenges for social prescribing programmes, the complexity of which appear better suited to an NPG-based relational approach.  相似文献

Abstract

Scholarship has explored how representation influences policing services, but little is known as to what effect officer and citizen race influences outcomes related to police misconduct cases. This analysis of the Indianapolis and New Orleans police department applies representative bureaucracy theory to create expectations on how race impacts citizen complaint cases. The findings indicate that Black citizens are more likely to have their complaint sustained when filed against a White officer compared to a White citizen. Moreover, male citizens are less likely to have their complaint sustained compared to females.  相似文献

从公共管理的视角,回顾了中国100多年来,特别是最近几十年来,学习外国经验的心路历程。提出,东西方国家差别虽有,但这些差别并不足以用来论证东西方差别的本质性,也不足以支持东西方不能相互学习的结论。用东方还是西方作为思考和比较的基点,来审视国家的治理模式和社会的发展道路,不是一个合理的思维范式。过去被使用,不是因为它理论上的合理性,而是因为它的方便性和情感性。从中国近百年的历史来看,这一方便性和情感性事实上负面影响了中国对外学习的过程,因而有必要正本清源,从理论上给予修正。公共管理的学习和学科发展只有跳出了东方西方之争、最新和过去之争,用现代社会发展理论来审视和解释国家的治理和社会的发展,用科学和社会发展的态度,审视学科建设和管理实践的需要,才能最大限度地从人类文明的成果中汲取必要的养分,辅助中华文明的成长和发展。  相似文献

This article examines how output classes and performance indicators have changed between 1992 and 2002 in five selected departments of the New Zealand Public Service. Process, output and largely artificial service quality performance measures have crowded out outcome, efficiency and effectiveness indicators, across the board. Both output classes and performance indicators have been highly labile, though the reasons for this remain speculative in the meantime. The New Zealand state sector is currently implementing a ‘managing for outcomes’ strategy, intended to overcome too strong a preoccupation with the production of outputs. However, because output classes remain the key feature of the Public Finance Act 1989 the means of ensuring and demonstrating policy effectiveness must be more broadly based than a reliance on the countability of organisational output classes and performance measures.  相似文献

Participatory governance in developing countries is broadly viewed as an essential prerequisite for successful implementation of public projects. However, it poses many challenges for public bureaucrats in terms of their skills and willingness to engage citizens. Despite the growing evidence of the pervasiveness of participatory governance, research to date has not explored bureaucratic readiness to adopt participatory practices. This research presents findings of a bureaucratic readiness assessment for participatory governance in Bangladesh by exploring how public bureaucrats perceive the value of participation; how they are educated to collaborate with stakeholders; and the extent to which their attitudes are amenable to enhancing participatory governance. Our findings suggest that we can classify readiness in terms of both motivational and educational factors. The study has implications for how readiness can be developed in public officials that may assist in fostering participatory governance in Bangladesh and be informative to other countries experiencing similar issues.  相似文献

Legislators are thought to delegate policymaking authority to administrative actors either to avoid blame for controversial policy or to secure policy outcomes. This study tests these competing perspectives and establishes that public attention to policymaking is a powerful predictor of the extent to which significant United States statutes delegate authority to the executive branch. Consistent with the policy‐concerns perspective, by one calculation statutes dealing with high‐attention issues entail 48 percent fewer delegating provisions than statutes dealing with low‐attention issues – a far stronger relationship than is typically found in the delegation literature. As per the blame‐avoidance perspective, a number of additional analyses yield results consistent with the notion that fears about future public attention motivate statutory delegation if legislative conflict is sufficiently great. Overall, however, the results suggest that conflict typically is not sufficiently great and that legislators are generally more inclined to limit statutory delegation when the public is paying attention.  相似文献

How to generate legitimate forms of governance beyond the nation state is often considered a central question in contemporary world politics. To proceed in theory‐building, scholars need to systematically assign the theory‐driven assumptions on legitimate forms of governance beyond the nation state with the various, already observable, forms of global governance. This article aims to conduct a comparative appraisal of the legitimatory quality of different patterns of governance by applying a framework of indicators for their assessment. The indicators are selected from the scholarly debate within International Relations on the legitimacy of global governance arrangements and structured by a multidimensional concept of legitimacy (input, throughput, and output dimensions). This framework is then applied to international, transnational, and private forms of global governance in the field of Internet regulation in order to show how each of them tries to produce and maintain legitimacy, which strategies it applies, and in how it interacts with its stakeholders.  相似文献

In the absence of effective national and intergovernmental regulation to ameliorate global environmental and social problems, “private” alternatives have proliferated, including self‐regulation, corporate social responsibility, and public–private partnerships. Of the alternatives, “non‐state market driven” (NSMD) governance systems deserve greater attention because they offer the strongest regulation and potential to socially embed global markets. NSMD systems encourage compliance by recognizing and tracking, along the market’s supply chain, responsibly produced goods and services. They aim to establish “political legitimacy” whereby firms, social actors, and stakeholders are united into a community that accepts “shared rule as appropriate and justified.” Drawing inductively on evidence from a range of NSMD systems, and deductively on theories of institutions and learning, we develop an analytical framework and a preliminary set of causal propositions to explicate whether and how political legitimacy might be achieved. The framework corrects the existing literature’s inattention to the conditioning effects of global social structure, and its tendency to treat actor evaluations of NSMD systems as static and strategic. It identifies a three‐phase process through which NSMD systems might gain political legitimacy. It posits that a “logic of consequences” alone cannot explain actor evaluations: the explanation requires greater reference to a “logic of appropriateness” as systems progress through the phases. The framework aims to guide future empirical work to assess the potential of NSMD systems to socially embed global markets.  相似文献

近代以来的社会治理突出了制度主义的逻辑,社会治理的一切活动都是在制度的框架下开展的。制度主义逻辑中的社会治理依附于中心—边缘的社会结构,政府位于社会治理的中心,通过制度对社会进行普遍性的统一的治理,结果却在对技术理性的追求中把社会治理导向了精英治理的格局。自20世纪80年代起,人类社会进入了高度复杂性与高度不确定性的历史阶段,政府垄断社会治理的局面受到了挑战,依靠制度的社会治理出现了失灵,因而需要谋求新型社会治理模式的建构。就现实的社会治理过程来看,由于社会治理主体的多元化,行动与制度之间的逻辑关系被重置。民主的内涵从制度转向行动,专注于行动会把社会治理引向合作治理的方向。张康之教授的《公共行政的行动主义》为我们展示了社会治理从制度主义到行动主义的转向,并创造性地描述了走向合作治理的图景。  相似文献

ABSTRACT

Street-level bureaucrats have long been seen as key figures in program and policy implementation, often occupying unique positions that encompass executive, legislative, and judicial functions. Osborne’s concept of the New Public Governance addresses concepts of policy implementation and interpretive activities that characterize street-level bureaucracy. Current understanding of street-level bureaucracy is, however, dominated by research focused on the United States and the United Kingdom, both of which demonstrate differences from countries in Eastern Europe. This study uses survey data to examine street-level bureaucracy in Romania, with attention to the determinants of bureaucratic perceptions of discretion. Results indicate that proactive personality, prosocial motivation, autonomy, job satisfaction, and years of experience are related to individual perceptions of discretionary latitude among front-line workers.  相似文献

The widespread supposition that collaborative management designs enhance legitimacy must be examined empirically, and the rich diversity of different collaborative arrangements should be better acknowledged in this endeavor. This study adopts a social network perspective and examines three state‐initiated and interest‐based collaborative management arenas in Swedish wildlife management: wildlife conservation committees (WCCs). Is there a link between social network structures in collaborative management arenas and the perceived legitimacy of output by policy stakeholders? This puzzle is addressed through social network analysis combined with survey data and interviews. The empirical results confirm the notion that collaborative arenas consisting of high network closure with many bridging ties across organizational boundaries enjoy a higher level of support among stakeholders directly involved in management, as members of the committees, than networks with a more sparse structure do. This type of well‐integrated network structure seemingly increases stakeholders’ understanding of other actors’ perspectives through deliberation. Contrary to what was expected, though, the empirical analysis did not verify the effect of linking, or outreaching ties between the committee members and the organizations that they represent, on the organizations’ support of WCC decisions. Given the rapid rise of collaborative designs in public administrations, the topic elaborated in this paper is urgent and further research is encouraged.  相似文献

This article provides a novel systematic exploration of ways and extents that institutional characteristics shape legitimacy beliefs toward multistakeholder global governance. Multistakeholderism is often argued to offer institutional advantages over intergovernmental multilateralism in handling global problems. This study examines whether, in practice, perceptions of institutional purpose, procedure, and performance affect legitimacy assessments regarding this form of global governance. The analysis focuses on the Internet Corporation for Assigned Names and Numbers (ICANN), one of the largest and most institutionally developed global multistakeholder arrangements. Evidence comes from a mixed-methods survey of 467 participants in ICANN. We find that this representative sample accords high importance in principle to many institutional features, and also rates the actual institutional operations of ICANN quite highly on various counts. Moreover, many institutional characteristics associate significantly with participants' legitimacy beliefs toward ICANN. However, not all institutional qualities have this significance, and the relevance of individual- and societal-level circumstances indicates that institutional sources do not provide a full explanation of legitimacy. The article contributes refinements to theory of legitimacy in global governance; demonstrates the value of mixed-methods survey work in this field; supplies unique original data and analysis; and identifies implications for the politics of (de)legitimation around multistakeholderism.  相似文献

This article argues that throughout its history, the leadership of the Labour Party has chosen to embrace a benign view of the Civil Service, as part of a wider acceptance of the constitutional status quo reflected in the Westminster model. There has nevertheless been a long tradition in the wider Labour movement that has questioned whether Whitehall is capable of working for a government with radical aspirations. This article examines Labour's historical approach towards Whitehall, before reflecting on the extent to which the present Administration, while appealing to radical and reforming rhetoric has, like its predecessors, continued to embrace the status quo. It concludes by arguing that a contemporary and credible narrative capable of challenging the Westminster model has yet to emerge from the broader movement.  相似文献

Abstract

An empirical study has been made of victims of conflict in Timor-Leste and Nepal seeking a qualitative understanding of local post-conflict priorities. It allows an appreciation to emerge of how the conflict-affected conceive of legitimacy and quality of governance, with victims emphasizing basic needs, an addressing of issues of marginalization and the incorporation of indigenous understandings of the meaning of peace. The data in this study motivate a victim-centred discussion of both the limitations of liberal approaches to peace and the implications for the legitimacy of post-conflict governance of prioritizing the everyday needs of the conflict-affected, in contrast to universal and institutionally rooted liberal values.  相似文献

Abstract

This article assesses in what ways and to what degrees civil society activities have advanced the legitimacy of global governance institutions. It is argued that these citizen initiatives have often enhanced the democratic, legal, moral and technical standing of regulatory agencies with planetary constituencies and jurisdictions. However, these benefits do not flow automatically from civil society mobilizations and on the whole are much less extensive than they could be. With a view to greater realization of the potential contributions to legitimacy, the article elaborates recommendations for more, more inclusive, more competent, more coordinated, and more accountable engagement of global governance by civil society organizations.  相似文献

This symposium critically engages with the volume Experimentalist Governance in the European Union: Towards a New Architecture (2010), edited by Charles F. Sabel and Jonathan Zeitlin. “Experimentalist Governance” (EG) opens up an original theoretical perspective on the emergent governance architecture of the EU and sheds new light on developments in key policy sectors. This symposium brings together a transatlantic group of distinguished political scientists and legal scholars to discuss the added value of EG as a concept for analysis, its theoretical underpinnings, empirical relevance, and normative implications, in terms of legitimacy. Contributors discuss EG from different disciplinary and theoretical perspectives, referring to a variety of empirical examples in the EU context and beyond. The symposium closes with a response from the authors to their critics. Under pressure to open up the ‘black box’ of governance, technocratic bodies are increasingly seeking to include civil society participation in the policy process. This article draws on empirical cases from the European Commission and NHS England to assess the extent to which the participatory mechanisms pursued by these institutions have been successful in eliciting ‘throughput legitimacy’. It is shown that though these mechanisms have taken very different forms – the former a classic instance of ‘window dressing’ participation, the latter closer to ‘best practice’ in this field – they nevertheless share a number of ongoing vulnerabilities. The article outlines the shared organisational, operational and existential dilemmas that technocratic bodies face when eliciting civil society participation, and highlight their reliance on backstage negotiation to sustain stakeholder buy-in. It concludes by highlighting the prospect that the pursuit of throughput legitimacy for technocratic bodies entails inherent limitations and contradictions.  相似文献

Good governance and legitimacy are becoming more and more important in South African society. Increasingly there are tendencies and trends of corruption, poor service delivery, crime, violence, and xenophobia in South Africa. The lack of accountability, responsiveness, and transparency reflects negatively on governance principles. It is becoming more evident that governance in South Africa must be investigated. Government is finding it difficult to tend to public participation, maintain law and order, provide for the basic needs of citizens, and combat unemployment and strikes. There is a direct link between governance and legitimacy because good governance is one of the essential elements and a prerequisite for legitimacy.
