Issues of rural development, state formation, and political effectiveness are of paramount importance in Africa today. Analysis of Kenya's Harambee self-help approach to development contributes to our understanding of these issues by clarifying not only the ways in which political and economic concerns are linked in one African nation in a hierarchy based on a patrimonial model of political behavior but also some facets of elite behavior and peasant-state relationships. This paper argues that self-help is central to Kenyan politics and hence to the operation of this model of political behavior, serving the interests and needs of both Kenyan elites and rural communities. Through their self-help projects rural Kenyans neither reject the state retreating into the economy of affection nor permit elites exclusive access to the benefits of both public and private resources. Rather, using elite networks to gain support for self-help projects, residents of rural communities improve their access to highly valued collective goods. These processes are currently being modified in some important ways by the Moi government.  相似文献

In the process of Indonesia's administrative reform and conduct of its planned development efforts, several innovative measures evolved in its executive structure. One of these was the use of temporary organizational entities to expedite the achievement of development goals where sectors/programs of the national development plan encompass two or more executive agencies and/or levels of governments. In organizational design, the executive problem is the reconciliation between responsibility and authority with the purpose of achieving maximum technical efficiency in the execution of priority development programs. As an organizational device to deal with this problem, the offices of six junior ministers were established. By employing the technique of executive authority in rank, these ministers, heading temporary agencies organized in terms of program responsibility as specified in the development plan and as approved by the cabinet, have become the organizational means by which to integrate all of the disparate project activities vested in the executive line agencies in productive organizational cores. Should this organizational innovation prove successful, it will be one of the more important organizational contributions in recent years to the execution of centrally planned development programs in a developing society.  相似文献

This article discusses the assumptions underlying state-building efforts and the effects of these efforts. It addresses two main questions: why has state building not led to the establishment of effective states? And what are the effects of statebuilding? It is argued that these efforts have been based on an institutionalist model of the state derived from a Weberian framework, and that the basic reason why state building has failed is that the creation of effective states requires the creation of state-centred societies, where both material and symbolic resources are concentrated in the state. This is very difficult to achieve for external actors. But, although state building has not achieved the kinds of effects associated with effective states, it has nevertheless had significant effects. These include, first, accentuating the patrimonialism which has led to state weakness in the first place; second, reductions in national sovereignty as external actors’ substantial influence on policy agendas renders the state itself subject to control and regulation by actors external to it; and, third, perpetuating the idea of the state, while undermining the possibility of creating actual states which conform to this idea.  相似文献

It is established that Party-army relation followed a "separated" pattern in the Soviet Union as opposed to an "infused" pattern in China. This article explores the historical origin of this difference in the revolutionary periods. By analyzing the biographies of communist military elites, it argues that this discrepancy took shape before the revolutionary takeover and resulted from the differentiated intensities of warfare across Russia and China. In China, the numerous civil wars and military defeats, radicalized the old military structure and boosted societal militarization; thus, eroding the mutual exclusion between the military and revolutionaries. The effect was lesser in Tsarist Russia than in prerevolutionary China, making the old military a conservative and professional corporate that the Bolsheviks could not completely subordinate to Party control.  相似文献

The CASE (Computer-Assisted Sentencing) system has been developed to help sentencers to choose an appropriate sentence to impose on a convicted offender. Primarily, the system is aimed at Magistrates’ Courts. In England and Wales, by far the largest majority of sentencing is carried out by Magistrates, accounting for about 95 per cent of all sentences and over 80 per cent of sentences for more serious offences.  相似文献

Pakistan is generally included in most discussions of ‘failing states’ that pose the maximum danger to global security, with the rise of Islamic militancy being the most commonly cited reason for the ‘failure’. However, Islamic militancy is a result of impending state failure, not a cause of it. This article argues that the state's inability, caused by decades of systemic corruption, to provide any appreciable level of public goods or services, broadly defined, is responsible for the delegitimization of the state and its inability to maintain law and order in the cities or suppress Islamist insurgents in the rest of the country.  相似文献

This article argues that a central element of capitalist development, especially in its neo-liberal form, has been the configuration of a rationalised and individuated conception of work that helps to maximise capitalist efficiency. As the capitalist system has become globalised there has been an attempt to export this conception of work to the Global South by means of liberalisation programmes, many of them sponsored by the World Bank. These have entailed repression of organised labour in the attempt to force workers to adopt the role allocated to them by neo-liberalism, that of individual rational maximisers of utilities. It is argued that this attempt to globalise a neo-liberal conception of work must confront an Asia wherein local values (notably a preference for communitarian rather than individualistic values) and conditions have led both state and civil society to frame the concept of work as having collective rather than just individual significance.  相似文献

This article reviews state executive branch efforts to professionalize in the 1990s. The states’ political, fiscal, and managerial capabilities are assessed by examining recent changes in governors’ offices, executive branch reorganizations, and management and productivity initiatives. The focus is on the process used to better prepare the states to respond to change, the multi-agency issues under reform, and the relative lack of integration of state agency reform with local government change. The analysis is based on research conducted by the author in 1991.  相似文献

Economic development has always been a moving target. Not surprisingly, there is growing evidence that the shape of economic policy and practice is significantly changing in many American states on the eve of the 21st Century. This article reviews the evolution and transformation of state economic development as well as its multidimentional character. The evolution includes roughly three broad, overlapping phases: a period when states focused on attracting businesses, a period when they focused on developing existing businesses, and a period when states refined and sharpened the strategies they already had in place. This article also offers evidence that a new, fourth phase is emerging in economic development. It is called cluster-based economic analysis and strategy development. This new approach has states addressing new issues, using new analytical tools, and experiencing new kinds of results.  相似文献
