The policy change literature is contradictory about the role the media plays in policy change: a conduit for policy participants, with media accounts transmitting multiple policy beliefs of those involved in policy debates or a contributor in the policy process, with media accounts supplying consistent policy beliefs with congruent narrative framing strategies to construct a policy story. The purpose of this study is to empirically test whether the role of the media is that of a conduit or contributor in the policy change process. This study tests whether there are differences in policy beliefs and narrative framing strategies between local and national print media coverage of two contentious policy issues in the Greater Yellowstone Area between 1986 and 2006, that of snowmobile access and wolf reintroduction. In the Greater Yellowstone Area policy arena, local media accounts are believed to be aligned with the Old West Advocacy Coalition, whereas the national media accounts are thought to be part of the New West Advocacy Coalition. With a methodology informed by narrative policy analysis, one hundred seventy five local and national print newspaper accounts were content analyzed to determine whether these media accounts were policy narratives, with embedded policy beliefs and narrative framing strategies. The results indicate that there are statistical differences between local and national media coverage for five of the seven hypotheses. Media accounts are generally policy stories, suggesting that the media’s role is more of a contributor than a conduit in the policy change process.

ABSTRACT

In 1993, the Swiss cantons established the conference of cantonal governments (KdK). While the literature on Swiss federalism generally acknowledges the important role of the KdK, little is known about its specific purpose, in particular compared to other, older intergovernmental councils operating in Switzerland. We therefore investigate the purpose of the KdK and contrast it with two other intercantonal conferences with nationwide scope, namely those on education and finance. To do so, we trace two of the most important federal reform processes of the last decade: the latest renewal of fiscal equalization and educational harmonization. We find a division of labour between the KdK and policy-specific councils. While the former aims at vertical political influence, the latter primarily engage in genuine horizontal policy coordination. This flexible and smooth interplay of the two types of councils has contributed to further strengthening the political role of the cantons in the Swiss federation.  相似文献

Very little is known about how relationships between people with disabilities and their paid support workers are positioned in policy. With the policy shift toward choice of provider, individualised approaches, person centredness and self‐directed funding, the nature of their relationship assumes a more prominent role in the quality of support practice. The policy analysis in this article explores the extent to which current disability policy acknowledges, promotes, or diminishes the relationships between people with disabilities and workers, in their organisational context. It uses Honneth's conditions for recognition—love (cared for), rights (respected) and solidarity or social esteem (valued)—to understand how policy positions mutuality in the relationship. The policy review applied a three‐stage process: categorisation of policies, textual analysis and content analysis to policy documents at four levels—international, Australian federal, state and organisational in two case studies. The analysis revealed that while a rights framework is explicit in most policies, the emphases on the conditions for recognition within a relationship between people with disabilities and workers are compromised in instructional policies that attempt to manage the tension between choice and risk, particularly at the organisational level.  相似文献

Many scholars have convincingly shown that policies diffuse between national and sub-national entities for several different reasons. Although diffusion processes are empirically proven, we witness two shortcomings in the discussion: First, there is a lack of comparative research across policy areas. Second, the question of why diffusion might not occur in a certain domain is under-theorized and lacks an empirical test. By comparing the rationale behind diffusion processes in two policy domains??energy policy and locational policy??this paper shows that two aspects matter for diffusion processes: First is the observability of policy measures, that is, how easily things can be observed by others; second is the competitiveness of the policy domain. If policy measures can be hidden easily and the policy domain is highly competitive, policy diffusion is very unlikely to happen. Therefore, we seek the integration of these two aspects in prospective diffusion research.  相似文献

Can data-driven innovations, working across an internet of connected things, personalize health insurance prices? The emergence of self-tracking technologies and their adoption and promotion in health insurance products has been characterized as a threat to solidaristic models of healthcare provision. If individual behaviour rather than group membership were to become the basis of risk assessment, the social, economic and political consequences would be far-reaching. It would disrupt the distributive, solidaristic character that is expressed within all health insurance schemes, even in those nominally designated as private or commercial. Personalized risk pricing is at odds with the infrastructures that presently define, regulate and deliver health insurance. Self-tracking can be readily imagined as an element in an ongoing bio-political redistribution of the burden of responsibility from the state to citizens but it is not clear that such a scenario could be delivered within existing individual private health insurance operational and regulatory infrastructures. In what can be gleaned from publicly available sources discussing pricing experience in the individual markets established by the Patient Protection and Affordable Care Act 2010 (ACA), widely known as ‘Obamacare’, it appears unlikely that it can provide the means to personalize price. Using the case of Oscar Health, a technology driven start-up trading in the ACA marketplaces, I explore the concepts, politics and infrastructures at work in health insurance markets.  相似文献

The public policy literature has long debated whether policy change results from conscious policy design or is contingent upon a political process involving both state and non-state actors. An experiment-based policy-making model based on China’s experience attempts to reconcile such debate by arguing that policy makers can consciously make policies without deliberately designing them. That is, policy makers can encourage or initiate multiple small-scale experiments that will cumulatively translate into incremental policy changes. Through a case study of urban housing policy changes in China, this paper investigates the underlying logic of incremental policy changes, specifically the role of policy makers in successive policy experimentation. Our case study illustrates that the role of local policy experimentation has been overestimated because the central government controls the experimental variables, judges what constitutes the success of the experiment, and chooses which experiments are replicated at the national level.  相似文献

Since its emergence as an academic discipline in the early 1970s, feminist commentary and scholarship has prosecuted a critique of androcentric or sexist (gender exclusive) language, which has to some extent been successful. The struggle by women to occupy a positive linguistic space is continually being challenged by the endemic nature of masculine bias, which is realized through “indirect” or “subtle” sexism in the community. Seemingly innocuous words, like guy/guys, are frequently used to represent both men and women, reminiscent of the previous use of man/men as gender-inclusive common nouns. This raises the question of how to account for the persistence of such language use in spite of the fact that attention is regularly drawn to its problematic character. In this paper we approach the matter in a novel way, by appealing to work in the field of cognitive semantics, in particular the conceptual theory of metonymy. We propose that the relationship between the concepts of masculine and feminine as these are typically structured through language is indicative of a metonymy THE MASCULINE FOR THE FEMININE, in which the masculine “stands for” the feminine and in which lexical items are given as inclusive yet in effect refer to one (normative) gender. A corollary is that the feminine is subsumed (really or virtually) by the presence of the masculine and is made to disappear, and only reappears when she needs to be specified within the contextual frame.  相似文献

The requirement of bottom-up action from all the countries to deal with climate change makes it necessary to analyze the factors influencing policy adoption. This article contributes to the policy literature by shedding light on the conditions, which incentivize countries to adopt more climate mitigation policies. The theoretical argument builds on the integrated approaches to study policy diffusion, which include both internal and external determinants as explanations for the adoption of policies. While previous applications typically operationalize the latter by regional proximity, this study highlights the added value of network dependencies capturing political and cooperative interactions across countries. The article finds that the adoption of climate policies is a matter of social influence. Countries are more likely to adopt policies if they cooperate with countries that have adopted more climate policies and are in a similar structural position to countries that are active in climate protection. This article not only is an important theoretical contribution to the policy literature but also enriches our methodological and empirical understanding of climate policy diffusion.  相似文献

We study the impact of tenure in office on economic performance. We evaluate the relationships between tenure in office and GDP growth, public capital growth, and public capital productivity using data for Spanish regions during the period 1980?C1998. We find that tenure decreases the impact of public capital growth on GDP growth. Our results suggest that tenure affects GDP growth negatively through a decrease in public capital productivity.  相似文献

This paper aims to draw a conceptual framework about combining the diffusion of innovations literature with the use of e-government applications that are being used newly in Turkey. In recent years, their development still continues to grow rapidly. Thus, these applications can be accepted as innovations. In order to understand the patterns of diffusion that depend on a time process, we argue that the characteristics of e-government applications have effects on diffusion and rate of diffusion itself. With the combining efforts of literature and characteristics of e-government applications, some propositions are suggested with the help of diffusions of innovations literature and the validity of the conceptual framework that is drawn by the study that is aimed to be tested empirically for Turkey in further studies.  相似文献

Abstract

The debate about the need to build social capital and to engage local communities in public policy has become a central issue in many advanced liberal societies and developing countries. In many countries new forms of governance have emerged out of a growing realization that representative democracy by itself is no longer sufficient. One of the most significant public policy trends in the United Kingdom has been the involvement of community organizations and their members in the delivery of national policy, mediated through local systems of governance and management. One such policy area is urban regeneration. Central Government now requires local authorities in England to set up Local Strategic Partnerships (LSPs) to bring together stakeholders who can prepare Community Strategies and deliver social and economic programmes which target areas of deprivation. This paper reviews the key institutional processes which must be addressed, such as representation, accountability and transformation. It then investigates three very different examples of LSPs based on interviews with key representatives. The paper concludes that political commitments to community engagement in civil society are always mediated through existing institutional arrangements. Thus attempts to change deep-seated political structures and power relationships require a commitment to increase representation as well as to transform the practices and repertoires of deliberation and action.  相似文献

Australian Labor governments have, in recent times, become particularly active in shaping the form and content of regional forums where outstanding economic and security issues can be semi‐publicly aired. An increasing number of analysts have characterized this activist role with APEC and CSCAP as a manifestation of ‘intellectual leadership’, and have explained this evident concern with the promotion of common understandings (and hence the possibility of rules) as the natural stance of ‘middle powers’. This paper surveys the means by which Australia's Labor governments came to engage in these regional dialogues; the arguments that have facilitated that engagement; and the individuals who have played leading roles in articulating those arguments. It concludes with brief observations about the possible trajectory of these two regional dialogues, and reference to some of the obstacles they might pose for future Australian governments.  相似文献

Among the many consequences of Brexit for Northern Ireland has been how it has contributed to and coincided with some alteration of the electoral landscape. This includes the rise of the centre ground and, in particular, the Alliance Party of Northern Ireland (APNI). This article focusses specifically on how the Alliance Party, as the largest of Northern Ireland's middle ground parties, has navigated the Brexit period and with what effect. The analysis explores the implications of the growing size and strength of the Alliance Party for Northern Ireland politics, institutions, policies, north-south relations and the constitutional future. It concludes that although the nationalist versus unionist binary remains valid and consequential in Northern Ireland, it is being challenged and tested by the rise of the middle ground in ways which offer both opportunities and challenges for Northern Ireland's future.  相似文献

This article examines the policy performance of the Mitterrand administration from the perspective of rationalist and incremental models of policy‐making. It is argued that the incrementalist approach provides a more comprehensive and realistic framework with which to assess the policy record of the French Socialist government. The failure of that government to implement its radical programme supports the view that effective policy‐making even within a formally centralised state is, in practice, a highly complex and multilateral process involving constant negotiation between the government, the administration and powerful interest groups.  相似文献

How do party cues and policy information affect citizens’ political opinions? In direct democratic settings, this question is particularly relevant. Direct democratic campaigns are information-rich events which offer citizens the opportunity to learn detailed information about a policy. At the same time parties try to influence citizens’ decision procedure by publishing their own positions on the issue. The current debate on whether “party” or “policy” has more impact on political opinions has not yet yielded conclusive results. We examine the effect of policy arguments and party cues on vote intention in two Swiss referendum votes using panel survey data. To the simple dichotomous question of “party cues or policy information” we add an additional twist in asking how party cues affect the processing of policy information through processes of motivated reasoning. We find first that both, policy arguments and party cues, have an independent effect on vote intention. However, in a second part of the analysis, we find strong evidence for partisan-biased processing of policy arguments – that is, voters tend to align their arguments with their preferred party’s position. Our conclusions with regard to the democratic quality of these vote decisions are therefore ambivalent.  相似文献

Abstract

This article develops an economic analysis of the role of limited‐equity cooperatives (LECs) in providing affordable housing. Using a model of the user costs of housing that focuses on housing externalities, it examines methods for overcoming externalities in multiunit rental dwellings.

Investment in management can reduce these externalities and thereby improve the quality of the housing environment, but the added cost excludes low‐income households from housing with a high level of management. LECs can reduce housing externalities without imposing the dollar costs of management on residents. They do this principally by attempting to attract a favorable resident population and by substituting self‐management for traditional hierarchical management. Given these findings, the article makes recommendations regarding the structure of a federally sponsored LEC program and draws implications for affordable housing policies in general. Finally, it calls for further empirical research into the desirable (and undesirable) features of self‐managed affordable housing.  相似文献

To what extent are the contents of party election programmes congruent with subsequent government policy actions? Existing research on the fulfilment of pre-election pledges focuses on systems of government in which executives formed by a single parties are the norm. This study extends this research to coalition systems of government. Specific policy proposals made by the main Dutch parties in their recent election programmes are identified and compared with subsequent government policy actions. Hypotheses about the conditions under which pledges are more likely to be acted upon are formulated and tested. Although clear linkages between election programmes and subsequent policies are found, pledges made by prospective coalition parties in the Netherlands are less likely to be acted upon than those made by prospective governing parties in the United Kingdom. Prominent features of cabinet government, such as the allocation of ministerial portfolios and the coalition policy agreement, are found to influence the likelihood of pledges being fulfilled. In addition, consensus between parties is also found to increase the likelihood of government actions responding to election pledges.

During the 1960s, policy makers at three levels of government attempted to place New York's public housing in middle-income neighborhoods. The high cost of providing public housing, a desire for economically segregated neighborhoods and racial prejudice caused voters to reject this reform of housing policy.Since voter rejection caused a reduction in public housing construction, deterioration and abandonment of existing housing acquired added significance. By 1970, the consensus view among public leaders was that rent control caused housing abandonment and that liberalization of rent control was needed. Thus, public policy targets in the low-income housing market shifted from emphasis on construction programs to emphasis on preservation of existing housing.
