Very few theories of democratic elections can claim to overarch the field. One of them that has not been given due regard, I suggest, is Albert Hirschman's Exit, Voice, and Loyalty. I aim to exploit the integrative capacity of this general framework in a model of typical “midterm” effects occurring through the electoral cycle. The model unites such diverse phenomena as antigovernment swings, declining turnout, protest voting, conversion, and alienation. An empirical test with comparative survey data from elections to the European Parliament reveals that the role of strategic voting in the form of voice is limited. Instead, processes of de‐ and realignment in the form of exit dominate a picture of European Parliament elections beyond the widespread conception of “second‐order” irrelevance. More generally, the “cyclical” view on voting behavior suggests systematic links between short‐run midterm effects and long‐run electoral change.  相似文献

In this article I want to outline an argument for a New Critical Theory with a cosmopolitan intent. Its main purpose is to undermine one of the most powerful beliefs of our time concerning society and politics. This belief is the notion that “modern society” and “modern politics” are to be understood as society and politics organized around the nation‐state, equating society with the national imagination of society. There are two aspects to this body of beliefs: what I call the “national perspective” (or “national gaze”) of social actors, and the “methodological nationalism” of scientific observers. The distinction between these two perspectives is important because there is no logical co‐implication between them, only an interconnected genesis and history.  相似文献

Bush administration foreign policy has exhibited a marked unilateralism and militarism in which US military power is used to advance US interests and geopolitical hegemony. The policy was first evident in the Afghanistan intervention following the September 11, 2001 terror attacks, and informed the 2003 war against Iraq. In From 9/11 to Terror War, I sketched out the genesis and origins of Bush administration foreign policy and its application in Afghanistan and the build‐up to the Iraq war. In this study, I update and develop my critique of the Bush doctrine of preemptive strikes and its application in the 2003 Iraq invasion, concluding with a critique of unilateralism and militarism, and defense of multilateral and global solutions to problems such as terrorism, so‐called “weapons of mass destruction,” and “rogue regimes.”  相似文献

This article presents an empirical investigation of young partisan first-time voter attitudes toward the use of negative attack advertising in a British general election. Partisanship, particularly in relation to negative advertising and third-party effects, is significantly under-researched, yet it advances understanding of youth electoral interaction. Our study confirms that young British partisans are not passive recipients of information, but are actively involved in information processing, interpretation, and counter arguing. Our findings also highlight a third-party effect among young partisans in their evaluation of the attack advertising. Overall our young partisans broadly reject image-attack election ads, which raises a “health warning” on its use in future election campaigning. The findings of this study are of significant interest to election campaign strategists in their planning for future elections and to political researchers striving to advance understanding within the field of political marketing.  相似文献

Untimely ripped     
In this essay, through an examination of its cultural situation, narrative style, and cinematic structure, I hope to explain the controversy that surrounded Roman Polanski's 1971 film version of Macbeth. With both complex cinematic semiology and poignant sociohistorical mediation, Macbeth brings to a critical juncture the philosophies of the 1960s’ peace‐love—revolution hippies, Vietnam war protestors and civil rights activists, the reified mainstream American populace, and the ruling conservatives, as well as society's preoccupation with aestheticisation. Specifically, I argue that Macbeth manifests what Gilles Deleuze calls the “crystal‐image,”; and, by extension, realises Antonin Artaud's “Theater of Cruelty,”; and, in effect, constitutes a terrorist intervention into a discursive cultural and ideological struggle. Ultimately, I argue that Macbeth itself, in totality, is a “crystalline narration”; that is shot through with various allusions to actual and virtual circumstances particular to the cultural environments from which it initially emerged in Renaissance England and then re‐emerged in the US of 1971. In the first of what is a three‐part analysis, I compare these cultural environments. The second section explicates Deleuze's theories on cinema and discusses them in conjunction with an analysis of the film's Theater of Cruelty. Finally, I contemplate the film ‘s sociopolitical implications.  相似文献

What should be done to advance the study of public administration? A strong argument is advanced by outgoing PAR managing editor Jos C. N. Raadschelders that the field benefits significantly from greater attention to ontology and epistemology. To be sure, empirical, evidence‐based research has its place, but its basis and the meaning of findings seldom are questioned. Why? Many public administration scholars seek “scientificness” through a disciplinary type of methodology. However, working within an inherently interdisciplinary field, public administration scholars cannot reduce the complex, wicked problems of society and government to mere empirical measurement. The author lays out five critical challenges confronting today’s public administration—both its study and research—requiring the field’s urgent attention in order to meet the comprehensive and rapidly expanding needs of specialists and generalists, practitioners and academicians, as well as the general public.  相似文献

This study investigates circumstances that affect individuals’ decisions of whether or not to flee their homes during civilian conflicts. Building on the “choice‐centered” approach to studying forced migration, I test the argument that people make a decision to flee or stay even under highly dangerous circumstances. Using primary data collected through a public opinion survey in Nepal, I test a number of hypotheses regarding the impact of factors such as violence, economic opportunity, physical infrastructure or geographical terrain, and social networks on forced migration, providing an individual‐level test of the choice‐centered approach to studying forced migration. The empirical results are consistent with the major hypotheses developed in aggregate‐level studies and provide better insights into the factors that affect individual‐level behavior. Beyond conflict, there are a number of significant economic, social, physical, and political factors that affect individuals’ choice to flee.  相似文献

Whenever fellow humans suffer due to natural catastrophes, we have a duty to help them. This duty is not only acknowledged in moral theory but also expressed in ordinary people's reactions to phenomena such as tsunamis, hurricanes, and earthquakes. Despite being widely acknowledged, this duty is also widely disputed: some believe it is a matter of justice, others a matter of charity. Although central to debates in international political theory, the distinction between justice and charity is hardly ever systematically drawn. To fill this gap in the literature, I consider three accounts of this distinction— the “agent‐based,” the “recipient‐based,” and the “mixed” view—and argue that they are all unsatisfactory. I then offer a fourth alternative, the “autonomy” view, which successfully overcomes the difficulties affecting its rivals. I conclude by considering the implications of this view for the moral grounds of disaster relief in earthquake‐stricken Haiti, New Zealand, and Japan.  相似文献

This paper explores how temporal symbolism is used to construct land as an object of enduring value. Using anthropological and ethnographic sources, I highlight how different practices of landholding are informed by different understandings of “permanence”. I elaborate on how institutions of landholding employ “temporal signposts” to mark out land allocation and access arrangements over time. In conclusion, I explore the political roles of inter-temporal land governance, positing a link between codified “permanences” of landholding in land laws and the entrenchment of socio-spatial power. I suggest that the temporal dimension of land governance demands interrogation alongside the spatial.  相似文献

Abstract

This paper argues that many widely referenced studies on the cost effectiveness of alternative assistance programs were conducted at a time when rental housing markets were depressed. Recent increases in rent appear to have reduced the apparent cost advantage that demand‐side subsidies hold over supply‐side interventions. In addition, the nonsubsidized poor increasingly must compete for a dwindling supply of low‐cost privately owned housing. Housing vouchers or similar demand subsidies may be appropriate in some contexts, but economic theory and recent empirical analysis suggest that such subsidies are “not the best at all times and under all situations.” Rather, the “best policy” depends on program targeting and the nature and extent of program‐induced price increases and externality effects. Since funding limitations currently block the creation of an entitlement housing assistance program, housing policy must balance the often competing goals of expanding the ability of participating low‐income households to pay for decent housing while at the same time working to limit the adverse effects that rent increases and the loss of low‐cost nonsubsidized stock have on households falling outside of the housing assistance safety net.  相似文献

Attitudes toward racialized and redistributive policies like welfare are often thought of as a function of both principled ideological positions and the underlying racial attitudes a person holds. Kinder and Sanders (1996) look at racial resentment as one explanation, while Sniderman and his colleagues look to principled conservatism and authoritarianism as viable alternatives, claiming that racial resentment is merely proxying a legitimate race‐neutral commitment to equality of opportunity. This article engages this debate through an experimental design which tests whether “hard work” is rewarded in a color‐blind manner. The experimental design also affords scholars the opportunity to separate the effects of the two components of racial resentment: principled values and racial animus. The results show that American norms and implicit racism serve to uniquely privilege whites in a variety of ways.  相似文献

Norton Long's 1949 essay, “Power and Administration,” has a complicated legacy. First, analysis reveals both support for and important refinements of Long's arguments since the article's publication. Second, Long's claim has proven problematic that competition among agencies for power would bring more coordination and a cross‐agency sense of purpose to the federal government. Third, the bureaucratic pluralism that he explained and defended produced special interest biases that were off‐putting to large segments of citizens and thus helped create an unsupportive political environment for needed capacity building in the federal government. Fourth, by not considering how institutions “coevolve,” Long failed to warn that “horizontal power” building by individual agencies would provoke efforts by elected officials to enhance their control over bureaucracy in ways that, over time, diminished their collective sources of power. Finally, much remains to be done before what Long called a “realistic science of administration” incorporating the “budgeting of power” exists in public administration.  相似文献

Abstract

During the 1980s and 1990s, a critical mass of Chicana feminist scholars established a space and a voice to express an identity of opposition. This paper is an overview of Chicana Studies writings since 1991, emphasizing the pain, recovery, and celebration expressed by Chicana writers. In addition, and perhaps most importantly, I discuss the anti‐patriarchal, anti‐colonial challenges posed by Chicana theorists and feminists. I also confront the impacts of “internalized colonialism” that influence relations among Chicanas. Finally, I pose questions about the future writing agendas of Chicana feminists. An examination of Chicana feminist writings reveals the anti‐colonial features of her process of recovery and survival. The greatest potential value of Chicana feminist writing, especially certain lesbian writing, is “speaking secrets” to challenge the structure of power, the colonial patriarchy, and our participation in perpetuating it. The “collective good” continues as a dream and as a goal for the anti‐colonial Chicana feminist.  相似文献

With an unrepresentative sample, the estimate of a causal effect may fail to characterize how effects operate in the population of interest. What is less well understood is that conventional estimation practices for observational studies may produce the same problem even with a representative sample. Causal effects estimated via multiple regression differentially weight each unit's contribution. The “effective sample” that regression uses to generate the estimate may bear little resemblance to the population of interest, and the results may be nonrepresentative in a manner similar to what quasi‐experimental methods or experiments with convenience samples produce. There is no general external validity basis for preferring multiple regression on representative samples over quasi‐experimental or experimental methods. We show how to estimate the “multiple regression weights” that allow one to study the effective sample. We discuss alternative approaches that, under certain conditions, recover representative average causal effects. The requisite conditions cannot always be met.  相似文献

Studies of “waves” of regime change, in which large numbers of countries experience similar political transitions at roughly similar periods of time, though once popular, have fallen from favor. Replacing the “third wave” arguments are several competing models relating domestic social structure—specifically, the distribution of income and factor ownership—to regime type. If any of these distributive models of regime type is correct, then global trade has an important explanatory role to play. Under factor‐based models, changes in the world trading system will have systematic effects on regime dynamics. Trade openness determines labor's factor income and ultimately its political power. As world trade expands and contracts, countries with similar labor endowments should experience similar regime pressures at the same time. We propose a novel empirical specification that addresses the endogeneity and data‐quality problems plaguing previous efforts to examine these arguments. We investigate the conditional impact of the global trading system on democratic transitions across 130 years and all of the states in the international system. Our findings cast doubt on the utility of factor‐based models of democratization, despite their importance in fueling renewed interest in the topic.  相似文献

The quality of public decision making depends significantly on the quality of analysis and advice provided through public organizations. Champions of “evidence‐informed” policy making claim that rigorous evaluation practices can significantly improve attainment of cost‐effective outcomes. After decades of experience, performance information is more sophisticated, but evaluation practices and capabilities vary enormously. Public agencies gather and process vast amounts of information, but there has been little analysis of how this information is actually utilized for policy and program improvement. This article examines how government agencies use evidence about policy and program effectiveness, with attention to four themes: (1) the prospects for improving “evidence‐informed” policy making, (2) the diversity of practices concerning evidence utilization and evaluation across types of public agencies and policy arenas, (3) recent attempts to “institutionalize” evaluation as a core feature of policy development and budget approval, and (4) the relationships between public agencies and nongovernmental sources of expertise.  相似文献

This paper examines the type of evidence policy analysts have used to identify the presence and magnitude of contamination in welfare reform experiments. Peter Rossi's critique of the New Jersey Family Development Program evaluation motivates the following discussion. In this critique Rossi and others contend that client misperception about experimental control‐group assignment resulted in contamination that negates reported treatment effectiveness. By applying the framework of the Rubin Causal Model (RCM) to isolate “pure” and “impure” experimental and control cases, the actual group assignment and not self‐reported membership is shown to be a more accurate gauge of treatment level and effect. The analysis reveals that the form of contamination Rossi detected leads to underestimates of treatment effects, not their evaporation. While contamination is a legitimate threat in any research design its identification must be based on empirical measures. © 2003 by the Association for Public Policy Analysis and Management.  相似文献

This article discusses the common‐pool problems that arise when multiple territorially overlapping governments share the authority to provide services and levy taxes in a common geographic area. Contrary to the traditional Tiebout model in which increasing the number of competing governments improves efficiency, I argue that increasing the number of overlapping governments results in “overfishing” from the shared tax base. I test the model empirically using data from U.S. counties and find a strong positive relationship between the number of overlapping jurisdictions and the size of the local public sector. Substantively, the “overlap effect” amounts to roughly 10% of local revenue.  相似文献
