In Weimar Germany, the Catholic Church vehemently warned ordinary parishioners about the dangers of extremist parties. We establish that constituencies' religious composition is a key empirical predictor of Nazi vote shares—dwarfing the explanatory power of any other demographic or socioeconomic variable. Even after carefully accounting for observational differences, Catholics were far less likely to vote for the NSDAP than their Protestant counterparts. The evidence suggests that this disparity was, in large part, due to the sway of the Catholic Church and its dignitaries. At the same time, we show that attempts to immunize Catholics against the radical left failed to achieve the desired result. To explain the puzzling asymmetry in the Church's influence at the ballot box, we develop a simple theoretical framework of elite influence in electoral politics.  相似文献

Over the last two decades a number of theoretical perspectives have emphasized the growing phenomenon of extremist political challenges. These challenges come from two main sources: largely secular radical right-wing populism and religious fundamentalism. Yet the relationship between the two is still theoretically and empirically limited. Researchers have usually limited their discussion to only one of the phenomena, ignoring the fact that despite the basic distinction between the two (i.e., secular versus religious orientation), the literature points to many commonalities. This article takes up the challenge by analyzing the predictive power of socioeconomic, ideological, and security threat factors on voting behavior for populist radical right (PRR) parties and for religious fundamentalist (RF) parties. Data collected following the Israeli parliamentary election of 2003 (N = 808) offer a challenge to the conventional, secular wisdom of right-wing extremism. The radical right party family is multifaceted with at least two flanks – a hawkish nationalist flank on the one hand, and a ‘faith-based’ radical flank on the other. Implications of these distinctions for voting behavior scholars and radical right-wing scholars are discussed.  相似文献

The 2014 European Parliament election saw a relatively large increase in the size of radical-left parties (RLPs), particularly in Western Europe. This article aims to provide new ways of thinking about the dynamics of radical-left voting by analysing the changing role of attitudes towards the European Union in explaining support for RLPs at European Parliament elections during the Great Recession. It is argued that the Europeanisation of economic issues during the financial crisis, together with the particular kind of Euroscepticism advocated by these parties, have enabled them to successfully attract a heterogeneous pool of voters. Using the 2009 and 2014 European Election Studies, it is shown that the effect of negative opinions about the EU on support for RLPs increased significantly during the crisis. In addition, support for RLPs also increased among voters with positive views of the EU who were nevertheless highly dissatisfied with the economic situation.  相似文献

Abstract

This paper examines the theoretical ideas of Friedrich von Hayek, arguably the key progenitor of the global economic orthodoxy of the past two decades. It assesses Hayek's thought as he presents it: namely as a form of liberal ism. Section I argues that Hayek's thought, if liberal, is hostile to participatory democracy. Section II then argues the more radical thesis that neoliberalism is also in truth an illiberal doctrine. Founded not in any social contract doctrine, but a form of constructivism, neoliberal thought at its base accepts the paradoxical need to "discipline subjects for freedom", however this might contravene peoples' natural, social inclinations. The argument is framed by reference to Aristophanes' great comedy, The Birds, whose off shore borderless empire ironically prefigures the dream of neoliberal social engineers, and their corporate supporters.  相似文献

Over the past several years an increasing number of terrorist attacks committed in the name of Islam and targeting civilians have taken place in many Western democracies, calling for more research on the impact of these exogenous events on citizens’ attitudes towards immigrants. Using a quasi-experimental design, this study examines the short-term effect of the Paris attacks of the night of 13 November 2015 on the attitudes towards European Union (EU) and non-EU immigrants across 28 EU countries. Employing Eurobarometer 84.3 survey data collected in 28 European countries between 7 and 17 November 2015, the design allows the testing of individual attitudes before and after the Paris attacks and the spillover effects of this event in all European countries. It is found that the Paris attacks had a significant negative effect on attitudes towards immigrants, especially among educated and left-wing individuals. Moreover, the negative effect was stronger in countries where the national political-ideological climate was more positive towards immigrants. These findings are explained by theorising that first emotional reactions to the attack are the results of coping mechanisms whereby individuals are confronted with disconfirmation/confirmation of their previous beliefs: individuals who experience stronger stereotype disconfirmation are the most negatively affected by the terrorist attack. Overall, the study holds important implications for understanding the short-term impact of terrorist attacks on public attitudes towards immigrants.  相似文献

The left-right dimension plays a crucial role in how political scientists think about politics. Yet we know surprisingly little about the extent to which citizens are able to position themselves on a left-right dimension. By analysing non-response on left-right self-identification question from seven waves of the European Social Survey (N = 295,713), this study demonstrates that citizens’ ability to position themselves on the left-right dimension depends on the political system they live in and its history. Citizens in countries with lower levels of elite polarization place themselves on a left-right dimension less often, this difference is partiularly pronounced for citizens with high levels of political interest. Citizens in countries with a recent authoritarian history were unable to place themselves on the left-right dimension more often. These findings show the importance of political socialization for left-right self-identification.  相似文献

Abstract

East Asia's renewable energy (RE) sector has grown faster than any other region's since the mid-2000s. It is argued that renewables formed an integral part of the region's new industrial policies and new developmentalism, which are founded on new configured forms of state capacity shaped in response to various challenges, primarily climate change, energy security, globalisation and global neo-liberalism. By studying the recent progress of East Asia's RE sector, we gain useful insights into these key developments in East Asia's political economy and the region's prospects for transition towards low carbon development. This analysis considers how and why different approaches to RE policy emerged in East Asia, to what extent the promotion and expansion of East Asia's RE sector is part of a new industrial policy paradigm and new developmentalism, and what the study of East Asian policies on promoting renewable energy can tell us about the region's broader approach to low carbon development. Although the promotion of renewable energy has been a fundamental part of East Asia's recent macro-development plans and new developmentalism generally, these same plans suggest that East Asian states will simultaneously continue to significantly promote high carbon and ecologically damaging industrial activities, thus undermining the low carbon credentials of East Asia's new developmentalism. The path to meaningful low carbon development will be very long and will take many decades to achieve. However, it is contended that by maintaining and improving their various forms of state capacity over time, the East Asian states will be well positioned to sustain the significant growth of their renewable energy sectors and thereby further strengthen the low carbon development orientation of their new industrial policies, macro-development plans and strategic economic thinking.  相似文献

Anthony Painter's report for Policy Network correctly describes populism as a ‘democratic argument’ which sets up a morally pure ‘people’ against vilified ‘elites’, in binary opposition. This is an argument which is increasingly prominent in political discourse, whether the elites in question are political, financial or technocratic. Painter focuses on the now‐familiar ‘radical right‐wing’ version of populism, as reflected across Europe in the rise of parties such as the UKIP. He omits discussion of other types of populism (of the left and centre), which perhaps represent the future for populist politics.  相似文献

This article compares far right voters in Western Europe with citizens who abstain from electoral participation. Political dissatisfaction is thought to motivate both forms of political behavior. Low levels of formal education are also significantly predictive of both abstention and far right support. This study implements a multilevel multinomial logistic regression comparing nonvoters, far right voters, and voters for other parties from 2002 to 2012. The results suggest that common predictors distinguishing far right voters, such as education and political distrust, do not distinguish far right voters from abstainers. However, measures of social integration, including union membership, self-reported social activity, and trust in other people, are positively predictive of far right over abstention. Conversely, far right party voters and voters for other parties display similar levels of political interest and social integration. Other issues, such as Euroskepticism and anti-immigrant attitudes are more common among far right voters, and distinguish them from both other voters and those who just stay home.  相似文献

The aim of this article is to analyse citizens’ attitudes towards governmental accountability in 24 European countries and to examine the influence of contextual and individual factors on perceptions of accountability. Using as a dataset the 2012 European Social Survey, the results show that citizens respond positively when the media provides reliable information on which to judge the government, when individuals perceive that governments perform well, when individuals live in more extensive and generous welfare states and when they live in countries where the rule of law is firmly established. In addition, the findings also provide evidence that compared to politically left-wing citizens, right-wing supporters have, on average, a higher perception of governmental accountability. In particular, the findings show strong positive evaluations of right-wing governments by right-wing voters in comparison with left-wing governments by left-wing voters.  相似文献

Despite repeated appointments of technocratic governments in Europe and increasing interest in technocracy, there is little knowledge regarding citizens’ attitudes towards technocracy and the idea of governance by unelected experts. This article revisits normative debates and hypothesises that technocracy and democracy stand in a negative relationship in the eyes of European citizens. It tests this alongside a series of hypotheses on technocratic attitudes combining country-level institutional characteristics with individual survey data. While findings confirm that individual beliefs about the merits of democracy influence technocratic attitudes, two additional important factors are also identified: first, levels of trust in current representative political institutions also motivate technocratic preferences; second, historical legacies, in terms of past party-based authoritarian regime experience, can explain significant cross-national variation. The implications of the findings are discussed in the broader context of citizen orientations towards government, elitism and the mounting challenges facing representative democracy.  相似文献

This article examines the impact on national law and policy of two Directives on combating discrimination adopted by the EU in 2000. It considers the extent to which their transposition has resulted in the 'Europeanisation' of anti-discrimination law and whether this implies convergence in the direction of a common model. Two themes are examined: the list of protected grounds of discrimination and the creation of equality institutions. All 27 states have introduced legal reforms in response to the Directives and a loose level of convergence can be identified. Nevertheless, specific national traditions have proved resilient, for example, shaping the meaning attached to terms such as 'disability' or the structure and powers of equality bodies.  相似文献

Over the past two decades the British Labour and Conservative parties have depolarized on economic and social welfare policy, at both the elite and mass levels. We ask the question: Does mass-level depolarization in Britain extend throughout the electorate, or is it confined primarily to the stratum of affluent, educated, and politically engaged citizens? We report longitudinal analyses of British Election Study respondents' policy beliefs and partisan loyalties over the period 1987–2001, and find that depolarization extends across all subgroups in the electorate, as do perceptions of elite depolarization. These effects are (moderately) more pronounced among the electoral subgroups of highly educated, affluent, and politically informed citizens. The findings have important implications for elite representation of voters' policy preferences, and for differences in representation patterns between Britain and the United States.  相似文献

Do sub-national parties reproduce the programmatic orientation of the party as a whole? Or are they able to adjust their programmatic orientation to their sub-national electorate? I seek to answer these questions based on the policy positions of German sub-national parties and survey data on voters' positions. Referring to these very similar parties – which all have to commit themselves to certain policy positions in the run-up to state elections – allows for a controlled analysis of sub-national parties' autonomy. The analyses reveal that the regional context does play a role; voters' preferences and the unemployment rate appear to influence the dynamics of party positions. However, the results also show that regional branches of the same party change their positions in a similar way and also seek not to distance themselves too far from the national party line. This indicates that German sub-national parties appear first and foremost to be regional party branches of national parties.  相似文献

ABSTRACT

In this paper, Rheindorf and Wodak provide a discourse-historical analysis of extreme-right cultural politics in Austria, ranging from the blatant racism in the speeches of Vienna’s former Deputy Mayor Johann Gudenus (now MP in the Austrian parliament) to the construction of an idealized national body in the election campaigns of the Freiheitliche Partei Österreichs (FPÖ), its programmatic agenda in handbooks and pamphlets, and the performances of far-right pop singer Andreas Gabalier. Rheindorf and Wodak argue that such cultural politics use a wide spectrum of discursive strategies both inside and outside established party politics and that the accompanying production of an ideal extreme-right subject is informed by nativist ideology. The cross-sectional analysis demonstrates that the cultural politics of the Austrian extreme right ranges from appropriated national symbols to coded National Socialist iconography. These politics pervasively construct a gendered and racialized national body, policed by a ‘strict father’ and nurtured by a ‘self-sacrificing mother’, vis-à-vis an apocalyptic threat scenario identified with migration, intellectual and political elites, cosmopolitanism and progressive gender politics.  相似文献
