Since the coming to power of Kim Jong Un in 2012, the North Korean government has recently announced, and to some degree has implemented, a new set of economic management policies known as the June 28th measures in 2012 and the May 30th measures in 2014. Both of these sets of measures seek to build upon the abandoned reforms of the early 2000s through restructuring North Korea's highly inefficient collective farm and state-owned enterprise management system. In addition, the government has intensified ongoing efforts at building special economic zones for the purpose of attracting foreign investment. As such, the country is attempting to emulate the reforms adopted by China in the late 1970s. Although the success of these efforts is by no means guaranteed, they do serve to question mainstream analyses that suggest that Juche Self-Reliance or S?n'gun Military First Politics ideologies will inhibit any genuine attempt at economic reform in North Korea. We argue, in contrast, that ongoing changes to North Korean state and society mean that, a cyclical stop and start rhythm to the reforms notwithstanding, such attempts at economic reform are likely to continue. However, we also argue that while the contemporary reform drive resembles and may indeed reproduce some of the successes of the Chinese experience, North Korea faces significantly greater challenges, including the greater decline of North Korean industry, local resistance to reform, and the dangers of inflation. Furthermore, North Korea faces a highly challenging external security environment that undermines the ability of the regime to attract investment and by extension the political standing of reformist elements within the country. Given this contrast with the international environment surrounding China's own reform experience, our analysis emphasises the importance of geopolitical context in shaping experiences of economic reform and of development more broadly.  相似文献

Researchers have long recognized administrative reform as a constant feature of American public administration. The employee engagement initiative of the U.S. Office of Personnel Management (OPM) has become one of the most prominent administrative reforms underway in the federal government. Like many reforms, the veracity of claims about this reform have gone untested. This article addresses this gap by testing the relationship between the OPM's employee engagement initiative and agency performance. After establishing the psychometric validity of the OPM's Employment Engagement Index, the authors use a five‐year panel data set of federal agencies and two‐way fixed‐effects regression to test the efficacy of this prominent reform. The analysis shows that efforts to encourage employee engagement generally have the expected relationship with performance, but the relationship varies according to the components that make up the index and the organizational level at which these efforts are expended.  相似文献

How do bureaucrats respond to administrative reform in relation to their overall administrative goals? The authors test the bureau‐shaping thesis, which holds that bureaucrats’ preferences for certain kinds of roles and tasks motivate their support for bureau reform. Drawing on attitudinal and behavioral data from a survey of English local government officials, the findings underscore how bureaucrats with different interests and motivations sort themselves into job types. Their preferences drive support for reform, which, in turn, strengthens the executive structure of English local government. Drawing on the literature on bureaucratic responses to institutional reform, the authors offer a more nuanced portrayal of bureaucratic preferences in line with the bureau‐shaping model. A key conclusion: political principals need improved empirical awareness of bureaucratic preferences when undertaking public institutional reforms.  相似文献

Abstract

This study aims to empirically test a widespread assumption that fiscal crises instigate administrative reforms. The empirical analysis relies upon an international comparative study of the responses of 14 European governments to the fiscal crisis of 2008–2013. It is found that fiscal crisis and public administration reforms are not necessarily closely connected. In the majority of cases, the fiscal crisis did not have an instant effect of triggering structural public administration reforms or substantial shifts in existing reform trajectories. The crisis intensified the pressure to reform public administration to some extent, but the European governments’ responses predominantly followed a combination of straightforward cutbacks and incremental change. More substantial reforms were carried out in countries most severely hit by the crisis and/or where administrative reforms were conditioned by international financial assistance.  相似文献

The so‐called Good Governance Model requires perfect public administration that is accountable, efficient, equitable, representative, responsive and transparent and that respects the rule of law. Accordingly, the Good Governance Movement promotes a variety of public administration reforms worldwide. However, the effectiveness of promoting all kinds of administrative reforms at once is in question, because that could overwhelm the reform capability of countries, and more important, some reforms can compete with, rather than complement, one another. Such scenarios are possible, and the implication is clear: administrative reform discourse must consider how to best sequence and prioritize reforms, the outcomes of which must be identified. The experiences of Japan and Singapore offer some insight into this. This study first codifies administrative reforms by using the concepts of administrative themes, and it systematically traces, compares and contrasts reforms in both countries in light of these themes. This leads to the conclusion that the sequences in which administrative reforms evolved in those places contributed to dissimilarities in their administrative traditions today. This article evaluates the results and impacts of administrative modernization in Germany after more than 10 years of New Public Management experience, concentrating on the most advanced level of public sector reform: local authorities. Drawing on a broad empirical basis, the authors pursue the following questions: Do “Weber‐ ian” administrative structures and processes continue to characterize the German public sector, or have the reforms left behind lasting traces of a managerial administration? Are local authorities performing better today, and if so, can this be attributed to the New Public Management modernization? The presented results show that no paradigm shift from the “Weberian” bureaucracy to New Public Management has occurred so far. Performance improvements notwithstanding, the new mix of steering instruments causes numerous unintended consequences, causing “Weberian” administration to reemerge.  相似文献

The structural adjustment policies of international development organizations have been undermined in many developing countries by weaknesses in administrative capacity to manage economic reforms. If economic reform policies are to be implemented more effectively in the future, international organizations must take a broader view of the development process and assess more carefully the administrative and political capacity of the state to guide the decisions of public and private organizations toward development goals in four policy arenas. The experience of developing countries that were more successful at economic and social development during the 1970s and early 1980s, indicates the characteristics of development administration that policy analysts must assess in order to determine governments' capacity to implement economic reform policies effectively.  相似文献

The New Public Management (NPM) is unlike any other public sector reform for the simple fact that it is practitioner-driven as well as a global movement. However, what works in one public sector circumstance may not work in another political, social, or economic setting. By surveying the Commonwealth countries I find that NPM reforms are taking place in all Commonwealth countries regardless of their various stages of economic and political development. This evidence confirms that the administrative reform of NPM measures is truly a global public sector reform movement.  相似文献

Prior research has leavened substantially our understanding of how, why, and with what consequences public organizations respond to pressures for administrative reforms. Left underdeveloped theoretically, however, is the hypothesis that agency actors may also assess the ability of administrative reforms both to advance their policy goals and to become "weapons" in battles within agencies for advancing them. To illustrate this possibility, this article analyzes how the Clinton administration's National Performance Review and related Defense Reform Initiative interacted with its efforts to "green" the U.S. military in the post–Cold War era. Analysis of this clash between defense and environmental values indicates that (1) agency actors did evaluate the potential impacts of administrative reforms on their policy goals before supporting or opposing them; (2) they tried to hijack those reforms as weapons for advancing their policy goals in intraorganizational battles; and (3) the "weaponizing" of these reforms produced policy complications and consequences that proponents neither anticipated nor welcomed. Thus, reform in the administrative domain created unanticipated consequences by spilling over into the policy domain and being hijacked, weaponized, or otherwise miscarried or used opportunistically in intraorganizational policy battles. The study concludes by arguing that these dynamics merit more attention than they have received from either administrative reform proponents or researchers seeking to develop theories of administrative reform.  相似文献

ABSTRACT

New Public Management (NPM) reforms are often perceived as technical, with little attention to political and institutional factors. Comparing choices in 20 Indonesian districts, we explore which of four political economic factors influence uptake of NPM-based service delivery reforms. We find that democratic political competition laid the groundwork for political alliances, patterns of patronage, and party provision of benefits that condition reform choices. State-led policy entrepreneurship was evident from education agency technocrats. Public sector modernization may have increased orientation towards performance, with education reforms adopted by districts already achieving relatively good sectoral results. Health reforms were more common in districts providing greater opportunities for citizen participation. The complex interactions among the factors argue for working within these realities, rather than seeing them as impediments to be avoided in a drive for reforms. Education technocrats’ dominance, bolstered by central policy priorities, argues for more nuanced mechanisms for meeting national goals to avoid crowding out responsiveness to local citizens.  相似文献

Jamaica is currently undergoing a major innovative administrative reform programme (ARP). The impetus for the ARP stems from the realization that weak public administration (as prevailed in Jamaica) is a major obstacle to the implementation of economic reforms. The ARP thus became a significant plank of the World Bank's structural adjustment lending to Jamaica. The Jamaican programme is probably the leading and most ambitious attempt at administrative reform in the Third World, and the experiences and lessons learnt can be applied to the many developing countries which are contemplating or implementing similar programmes. The Jamaican experience indicates that the most important ingredients for success are political commitment at the highest level, a determined external agency, a carefully designed but flexible participatory programme which learns as it progresses, and good communication of the reform proposals. Administrative reform is a long-term process, and it would be dangerous to pitch expectations too high.  相似文献

As a new world economy emerges what is being learned about the accompanying phenomenon of administrative corruption? To probe this question we combine study of current developments in China with prevailing theories of corruption. The administrative corruption experience, as it has unfolded during the economic development thrust of the Deng reform era, is described and analysed in a comparative context. In specifically interjecting the American experience we suggest that a balanced control response to corruption —rather than an elimination focuscould be a fruitful avenue for policy and research, and that informal, social approaches to corruption control are pregnant with possibilities. China's experience offers a significant opportunity to push the margin of wisdom on these issues as they relate to economic and political development.  相似文献

Welfare reforms involve trade‐off between different accountability types, such as political, administrative, legal and social accountability. This variety of accountability types is used to investigate consequences of reforms in three different welfare services in Norway; social services, hospitals and immigration. The study finds that more complex, dynamic and layered accountability forms are emerging, but that there are some differences across reform areas. The reforms in immigration seem to change accountability relations the most in hospitals, administrative and political accountability is up against professional accountability, and we see that politicians lack overall capacity and have to rely on administrative accountability in social services. In order to analyze how reforms affect accountability relations one has to study both the formal and informal changes, as well as the relationship between politics and professionalism.  相似文献

China’s policy of reform and opening has led to extraordinary economic and societal changes during the past 30 years. One aspect of this progressive, incremental change has been the remarkable development of democracy—both at the grassroots level and within the Chinese Communist Party (CCP). The CCP, recognizing that political reforms must accompany economic reforms, began to pursue a distinctively Chinese path to political reform and modernization—a socialist democracy with Chinese characteristics. Inspired by leadership from Deng Xiaoping to Hu Jintao, Chinese citizens living in the countryside and townships have held competitive elections for local leadership for over a decade. This paper posits that the rise and institutionalization of competitive, popular local elections is indicative of how the CCP, in fostering a Harmonious Socialist Society, has created a viable, Confucian, and uniquely Chinese alternative to Western liberal democracy in local governance.  相似文献

This article attempts to define and highlight the concept and context of administrative reform efforts in Malaysia. It describes changes and reforms in the civil service that are on-going processes along with the search for efficiency, effectiveness, economy and accountability that never ends. Reform efforts in Malaysia can be grouped into two phases: the period of rapid economic growth in the 1960s and 1970s which required development administration and institution building, and the period from 1985 to the present which necessitates the consolidation and qualitative upgrading of the machinery of government. The administrative reform experiences are uniquely Malaysian efforts to respond to the Malaysian socio-political environment and needs.  相似文献

The influence of national administrative institutions on contemporary reforms has often been noted but insufficiently tested. This article enriches the comparative perspective of administrative reform policies by focusing on four interrelated dimensions: the choices of reformers, institutional constraints, timing and sequencing and long-term trajectories. This article tries to determine whether most similar administrative systems exhibit analogous contemporary reform trajectories in content, timing and sequence. By comparing the administrative reform policies of two ‘most similar’ Napoleonic countries, France and Spain, this article analyses the commonalities and divergences of decentralisation, territorial state reorganisation, civil service reforms and policies that focus on performance management and organisational design. The article identifies the ‘causal mechanisms’ that characterise the specific role of institutions and considers both the role of context and the importance of policy intersections.  相似文献

Development economists frequently emphasize the importance of good infrastructure for economic growth. Can governments attract private capital in infrastructural investments through policy reform? We address this question by showing that, in the case of electricity generation, a simple legislation enabling independent power production increases private investment in electricity generation by more than an order of magnitude. Contrary to the conventional wisdom on the importance of constraints on executive power for credible commitment, we find that such constraints neither draw private capital nor condition the effectiveness of policy reform. We also find that both domestic and foreign investment increase with IPP reform. Evidence for these claims comes from an instrumental variable analysis of power sector reforms and private electricity generation in all developing countries for the years 1982 to 2008. Simple and politically uncontroversial policies can generate positive results in developing countries.  相似文献

Many Asian governments have embarked on administrative reforms of one kind or another, engaging in rhetoric that resonates with the global paradigms of "new public management" and "good governance." This article seeks to understand Asian administrative reforms against the background of international influence, policy diffusion, domestic politics, institutional dynamics, and administrative traditions and legacies. It is impossible to capture the whole range of national reform types within any neat and tidy Asian paradigm, but some common strands of national reform paths in the region can still be traced. Different problems and failures are found to be addressed by Asian reforms, reflecting diverse motives and resulting in varied outcomes. The "old" public administration regime has largely coexisted with the "new" public management approaches and tools.  相似文献
