The separation of implementation from policy has been diffused as ‘agencification’ around the world. It is considered an organisational reform based on new public management (NPM). The semi-autonomous public organisations executing policy are set up and are given a greater flexibility in operations in exchange for strengthening accountability for results. The central government of Japan also adopted the organisational reform in which agencies were called independent administrative institutions (IAIs). The reform intends not only to make the public service more transparent but to improve efficiency and quality of services through separating the implementing functions from the policy units, ministries and departments. It is assumed that flexibility in operations and result orientation would improve organisational performance through a feedback instrument of evaluating results into the budget other than an incentive mechanism. This article investigates whether the intended objectives have been accomplished. The specific focus is on the impacts on the budgetary system in terms of performance. The analysis shows that in Japanese agencies, ex-post performance information has not been fed into the budget process. Also the actual outcomes are explained by an incremental funding system, technical problems in measurement of results (performance measurement) and bureaucratic motivation through adopting a principal agent model.  相似文献

At the turn of the 20th Century when Western power was at its height, Sun Yat‐Sen sought to blend the Confucian tradition of meritocratic governance and Western‐style democracy in his vision for modern China. With the “rise of the rest” in the 21st Century—led by China—perhaps the political imagination is open once again, this time not only to Western ideas flowing East, but Eastern ideas flowing West as well. The political imagination has been pried open anew not only because of the sustained success of non‐Western modernity in places like Singapore and China, but because democracy itself has become so dysfunctional across the West, from its ancient birthplace in Greece to its most advanced outpost in California. That liberal democracy is the best form of governance ever achieved in the long arc of history is no longer self‐evident. Today, democracy, which has been captured by a short‐term, special‐interest political culture, has to prove and improve itself by incorporating elements of meritocracy and the long‐term perspective. If not, political decay beckons. In this section, we evaluate the tradeoeffs and ponder the possibilities of combining a more knowledegable democracy with a more accountable meritocracy.  相似文献

We investigate how being exposed to media influences levels of anxiety and political attitudes in conflict-affected areas. Exploiting exogenous variation in signal strength of a radio station in South Sudan’s Western Equatoria State, we compare original qualitative and quantitative data from areas with differing radio coverage. Civilians living in areas with more exposure to radio are more afraid of attacks by the Lord’s Resistance Army (LRA). This anxiety means civilians rely more on a civilian militia, the arrow boys, and less on the state army. Hence media, through fear, can contribute to changing social and political structures.  相似文献

Data indicate that good governance and human development continue to be major issues throughout sub-Saharan Africa. The findings show a significant relationship between the measures of good governance and human development. The findings suggest that policies and efforts aimed at improving government effectiveness and political stability would have the most significant impact on human development and poverty reduction efforts. The findings lend support to the adoption of integrated policy approaches that take into consideration political development along with economic development to reduce poverty in sub-Saharan Africa.  相似文献
