While the effects of legal and institutional arrangements on political participation are well documented, little attention has been given to the potential participatory effects of one of the United States' most important electoral laws: constitutionally mandated reapportionment. By severing the ties between constituents and their incumbents, we argue, redistricting raises information costs, leading to increased levels of nonvoting in U.S. House contests. Survey data from the 1992 American National Election Studies show that redrawn citizens are half as likely to know their incumbent's name as citizens who remain in a familiar incumbent's district and, consequently, significantly more likely to roll off, or abstain from voting in the House election after having cast a presidential vote. We also show that participation rates in the 2002–2006 House elections in Texas—each of which followed a redistricting—match these patterns, with roll-off increasing 3% to 8% in portions of the state that were redrawn, controlling for other factors. The findings demonstrate that scholars and policy makers ought to be concerned with the extent to which the redrawing of congressional lines affects citizens' exercise of political voice.  相似文献

In this article we explore the personal vote costs of redistricting. After redistricting, incumbents often face significant numbers of new voters—voters that were previously in a different incumbent's district. Existing conceptualizations of the incumbency advantage suggest that the cost to incumbents of having new voters should be relatively small and predictable. We propose a different formulation: a variable incumbency advantage. We argue that any incumbency advantage among the electorate is a function of short-term effects, partisanship, and electoral saliency. We use a massive untapped dataset of neighborhood-level electoral data to test our model and to demonstrate how the intersection of the personal vote, redistricting, and short-term environmental variables can provide a healthy margin to incumbents—or end their careers.  相似文献

The effects of redistricting on candidate entry patterns in contemporary House races has received growing attention in the scholarly literature, yet virtually no consideration has been given to this question in the context of historical elections. This is unfortunate as the wider variation in congressional redistricting during the nineteenth century gives us increased leverage in terms of understanding strategic candidate behavior. Utilizing a new dataset of candidate quality for nineteenth-century House races, we examine whether candidates with prior electoral experience are more likely to run in districts that are altered during the redistricting process, and provide an account of how differences in the prevalence of redistricting may affect strategic entry decisions of politicians. Our results suggest that entry decisions and electoral outcomes are affected by redistricting in this era. Moreover, our analysis provides an opportunity to use history to test contemporary theories of congressional elections in a broader context .  相似文献

In his influential indictment of the Great Society, Charles Murray focused upon young black males being unemployed as the result of government programs. He is correct in stating that the employment problems of young black males have worsened since 1965 but wrong in asserting that older black males and white males had no employment problems. Labor force participation for all males has dropped since 1965. The employment problems of young black males resulted from sweeping changes in the job market and, secondarily, the revolution in female employment. Blue-collar jobs and full-time jobs are a smaller portion of the job market, while white collar and part-time jobs have increased substantially. Women have obtained a far higher proportion of all jobs than ever before, and sometimes in occupational categories dominated by males. Both the restructured job market and the competition of men and women for jobs, issues ignored by, Murray, raise painful policy dilemmas. To what extent should a politically powerless group like young black males be directly assisted in their employment struggles? To what extent should they be encouraged to migrate or secure further education? To what extent should women's employment be publicly supported through programs such as day care?  相似文献

The 1991 Census form for households in Great Britain included, for the first time, a question about ethnic group. The question had nine boxes, eight for named ethnic groups and one for 'any other'. One box had to be ticked for each member of the household. Brian Klug discusses his own reaction to the (so-called) ethnic question, and explains why, as a Jew of European extraction, he did not tick the box marked White. He examines several issues raised by the ethnic question, including the following: why this question is different from other questions on the form; the definition and use of the words 'racial' and 'ethnic'; the vocabulary of colour ('black', 'white' etc.) in the language of race; the idea that 'white' is an ethnic category; the claim that the ethnic question is an instrument for combatting racism; one proposal for improving the question by removing the 'racial' components in the categories.  相似文献

A new round of revisions in the geographical districts usedto elect federal, state, and local legislators in the UnitedStates has followed the 2000 census of population. While legislatorsthemselves typically have the initial responsibility to performthis frequently contentious task, courts play an active supervisoryrole as well. This article reviews how United States SupremeCourt decisions concerning the post-1990 round of redistrictinghave resulted in the rules concerning the design of districtsbeing more ambiguous in this post-2000 round. This, it is argued,enhances the opportunity to gerrymander for partisan or otherpolitical reasons, a practice that is virtually immune to judicialinvalidation. The article also notes the more active role ofstate courts in this process. The districting process now involvesnot only competing districting plans, but more often than inprevious rounds, competing courts as well.  相似文献

Scholars of representative bureaucracy have long been interested in the linkage between passive representation in public agencies and the pursuit of specific policies designed to benefit minority groups. Research in this area suggests that the structural characteristics of those organizations, the external political environment, and the perceptions of individual bureaucrats each help to facilitate that relationship. Work to date has not, however, sufficiently investigated the impact of region on representation behavior, which is surprising given the emphasis that it receives in the broader literature on race and politics. Drawing on that literature, this study argues that, for black bureaucrats, region of residence is an important moderator of active representation because it helps to determine the salience of race as an issue and the degree of identification with racial group interests. It tests hypotheses related to that general argument in a nationally representative sample of more than 3,000 public schools. The results suggest that black teachers produce greater benefits for black students in the South, relative to other regions. A supplementary analysis also confirms the theoretical supposition that race is a more salient issue for Southern black bureaucrats, when compared with their non-Southern counterparts.  相似文献

Recent research demonstrates that a wide range of political attitudes, beliefs, and behaviors can be explained in part by genetic variation. However, these studies have not yet identified the mechanisms that generate such a relationship. Some scholars have speculated that psychological traits mediate the relationship between genes and political participation, but so far there have been no empirical tests. Here we focus on the role of three psychological traits that are believed to influence political participation: cognitive ability, personal control, and extraversion. Utilizing a unique sample of more than 2,000 Swedish twin pairs, we show that a common genetic factor can explain most of the relationship between these psychological traits and acts of political participation, as well as predispositions related to participation. While our analysis is not a definitive test, our results suggest an upper bound for a proposed mediation relationship between genes, psychological traits, and political participation.  相似文献

Survey participation, electoral participation, and politicalinterest have been given wide attention in the research literature,but no one so far has combined these three variables in onemodel. Taking the social isolation-hypothesis as our startingpoint, we developed a model with one factor, social involvement,as the common factor underlying these three types of participation.We reviewed the literature and concluded that we had to includea second underlying factor: attachment to society. Using a newdata set, gathered on the occasion of the 1998 Dutch nationalelections and including validated voter turnout measures, wewere able to test the model. After making some adaptions, wefound a model with a satisfactory fit. The results show that,by including social involvement and attachment to society asmediating variables, we can reach much higher levels of explainedvariances of survey and electoral participation than we canwith traditional models. The results also add to our understandingof the relationship between survey and electoral participationand political interest.  相似文献
