Policy actors seek network contacts to improve individual payoffs in the institutional collective action dilemmas endemic to fragmented policy arenas. The risk hypothesis argues that actors seek bridging relationships (well‐connected, popular partners that maximize their access to information) when cooperation involves low risks, but seek bonding relationships (transitive, reciprocal relationships that maximize credibility) when risks of defection increase. We test this hypothesis in newly developing policy arenas expected to favor relationships that resolve low‐risk dilemmas. A stochastic actor‐based model for network evolution estimated with survey data from 1999 and 2001 in 10 U.S. estuaries finds that actors do tend to select popular actors as partners, which presumably creates a centralized bridging structure capable of efficient information transmission for coordinating policies even without any government mandate. Actors also seek reciprocal bonding relationships supportive of small joint projects and quickly learn whether or not to trust their partners.  相似文献

Perhaps the most potent symbol of the Howard government's faith in New Public Management (NPM) was the Job Network. Interrogating the Rudd government's replacement package, this article assesses whether the recent restructuring of employment services constitutes a post‐NPM environment. It is argued that there are major post‐NPM elements, seen most clearly in: the softening of jobseeker sanctions; greater deliberation on policy direction and results; a more inclusive employment super‐ministry and reliance on other ‘horizontal’ governance reforms; and enhanced government resources for multiple‐disadvantage clients. However, categorising these changes as post‐NPM is problematic because the steering mechanism remains the market‐based contract, a central NPM characteristic. Theoretical difficulties in applying paradigmatic concepts to services provide additional barriers to conclusive assessments, though the Rudd government's employment services regime provides a basis for taking stock in the post‐NPM debate.  相似文献

This article investigates the determinants of nonprofits' involvement in cogovernance, or the planning and design of public services, using a unique data set of park‐supporting nonprofit organizations in large U.S. cities. The results indicate that nonprofits are more likely to get involved in cogovernance when they are younger, larger, and operate in communities that are more resourceful and stable. In addition, the likelihood of nonprofits' involvement in cogovernance is negatively associated with the level of social capital and government capacity to provide corresponding public services. The article points to an emerging mode of government‐nonprofit collaboration that goes beyond the production and delivery of public services. As public managers face extensive challenges in sustaining the desired level of public services, these findings have important policy implications for efforts to promote citizen participation and cross‐sector solutions to complex social problems.  相似文献

Data from approximately 1,000 small, mostly rural municipalities in Illinois, New Hampshire, and Wisconsin address local choices on production and contracting arrangements for a wide range of services. The results suggest that the use of both for‐profit contractors and cooperative agreements with other governments correlate negatively with population size. Small municipalities are less likely to use competitive bidding processes, compare costs between production options, or report that privatization produces savings. Median income, rural geography, and ideology show statistically significant associations with contracting decisions. Respondents generally consider themselves “satisfied” with services provided by contract, although satisfaction levels are lower than those associated with self‐provision of the same services. Citizen satisfaction associated with services delivered by other governments is lower than those provided by private contractors, suggesting that no trade‐off in service quality is directly attributable to for‐profit contractors.  相似文献

Targeted Regulation of Abortion Provider laws (or TRAP laws) are state laws that apply only to abortion providers and impose on them licensing fees, physical plant/personnel regulations, and requirements that exceed those imposed on other comparable health‐care providers or medical facilities. According to prochoice supporters, the explicit or implicit goal of TRAP laws is to drive abortion providers from the market and reduce the supply of abortion services. This paper examines whether a state TRAP licensing fee or a TRAP plant/personnel law also has an independent impact on women's demand for abortion over the period 1982–2005. The empirical results find that neither state TRAP law has a statistically significant independent effect on women's abortion demand. The empirical results remain robust even after controlling for time‐varying factors or the time period after the Supreme Court's landmark 1992 Planned Parenthood of Southeastern Pennsylvania v. Increased citizen participation is proposed to remedy democratic deficits. However, it is unclear whether such participation improves reason‐based discussions or whether it serves mainly as a safety valve for discontented citizens. To what extent does citizen‐initiated participation involve reason‐based arguments? This study examines citizens’ reason giving based on unique data on citizens’ contacts with local authorities in Sweden. It provides support for proponents of deliberative participation, as an unexpected amount of contacts provided reasons for clearly stated positions and invitations to a constructive dialogue with authorities. There is variation across issues. More conflictual issues involve fewer intentions to participate in a reasoned exchange of arguments. The study shows that citizens deliver more reason‐based input to democratic decision making when they prepare their position in groups than when they participate as individuals. Findings are preliminary but clearly illustrate the fruitfulness of widening the research agenda on civic engagement in politics and public administration.  相似文献

This article examines an experiment in delivering services and programs in communities that were affected by the 2009 Victorian bushfires. Three not‐for‐profit agencies received funding to develop and deliver programs over a period of three years with the aim of achieving sustainability for the programs thus created. They were not constrained by the requirements of normal government funding, which is short term, subject to competitive tendering and targeted at specific programs and client groups. The nature of the funding allowed the three agencies to introduce innovative programs tailored to the needs of the community and with the aim of building community capacity. However the question of whether the programs are sustainable when existing funding runs out remains open.  相似文献

Governments face a fundamental choice between in‐house production and contracting out for the delivery of services to citizens. This article examines the importance of ideology, fiscal pressure, and size for contracting out in technical and social services. The analysis builds on a panel data set covering municipal spending on services in all 98 Danish municipalities. The authors find that contracting out is shaped by ideology in social services but not in technical services, which indicates that social services are the contemporary ideological battlefield of privatization. The analysis further reveals that economically prosperous municipalities are more likely to contract out social services, whereas contracting out of technical services is not influenced by economic affluence. Finally, larger municipalities contract out more in technical services but less in social services, demonstrating that the size effect is contingent on the transaction cost characteristics of the service.  相似文献

Employees' pro‐social motivation has been shown to be positively related to job satisfaction, especially when the perceived usefulness of the job to society and other people is high. There is, however, a lack of analyses which include both public and private employees, and it has not yet been studied whether the relationships are robust across welfare state regimes. This study therefore examines the moderated relationship between pro‐social motivation and job satisfaction. Using data from the cross‐national 2005 ISSP survey (14 countries, N = 10,630), it confirms that the relationship between pro‐social motivation and job satisfaction is moderated by perceived usefulness of the job for society and other people. Usefulness again depends on the individual's employment sector (public versus private), and this public–private difference in perceived usefulness also varies between different welfare state regimes. This indicates that sector differences in how pro‐social motivation affects job satisfaction depends on the broader institutional context, and the article therefore contributes with important knowledge for the recruitment and retention of motivated and satisfied employees in a period of changing public–private responsibilities in the provision of welfare services.  相似文献

This article establishes a framework for explaining the ways in which citizens, as clients of public services, attempt to deal with situations of combined market and government failures. Under certain conditions, citizens are driven to create self‐production mechanisms that often are extralegal or illegal. When faced with such social initiatives, politicians often support them, either passively or actively, by institutionalizing the new mechanisms. The article explains the evolution of the self‐provision model and its implications. The analysis includes a theoretical framework and a practical intervention scheme.  相似文献

Contracting out of public services, especially ancillary services, has been a key feature of New Public Management since the 1980s. By 2014, more than £100 billion of U.K. public services were being contracted out annually to the private sector. A number of high‐profile cases have prompted a debate about the value for money that these contracts provide. Value for money comprises both the cost and the quality of the services. This article empirically tests the contestability and quality shading hypotheses of contracting out in the context of cleaning services in the English National Health Service. Additionally, a new hypothesis of coupling is presented and tested: the effect of contracting of ancillary services on patient health outcomes, using the hospital‐acquired infection rate as our measure. Using data from 2010–11 to 2013–14 for 130 National Health Service trusts, the study finds that private providers are cheaper but dirtier than their in‐house counterparts.  相似文献

Implementing e‐government in the contemporary American state is challenging. E‐government places high technical demands on agencies and citizens in an environment of budget austerity and political polarization. Governments developing e‐government policies often mobilize frontline workers—also termed “street‐level bureaucrats”—to help citizens gain access to services. However, we know little about how frontline workers cope in these challenging circumstances. This article fills this gap by examining frontline workers implementing the Patient Protection and Affordable Care Act. Based on a qualitative analysis, the authors find that frontline workers “move toward clients” when coping with stress: they bend the rules, work overtime, and collaborate in order to help clients. They are less inclined to “move away” or “move against” clients, for instance, through rigid rule following and rationing. In other words, frontline workers try to serve clients, even “when the server crashes.” Frontline workers, then, can play a vital role in the successful implementation of e‐government policies.  相似文献

This essay addresses four questions by comparing the management capacities and challenges of congregations, faith‐based organizations, and secular organizations that provide human services: (1) What role, if any, do congregations and faith‐based organizations currently play in the social service delivery system? (2) Are congregations interested in changing their role in the social service delivery system? (3) Compared to faith‐based and secular organizations, do congregations have the capacity to adapt to new roles in the social service delivery system? Finally, (4) compared to faith‐based and secular organizations, do congregations have similar service capacities and management challenges? The findings indicate that although more than half of congregations already provide some type of health or human services, they provide a narrower range of services, consider these services a lower priority, and seem to encounter more extensive management challenges than faith‐based and secular organizations.  相似文献

There has been considerable debate in recent work on voting patterns in Great Britain regarding the importance of regional effects: are these “real” or are they simply statistical artifacts of decision‐making processes at smaller spatial scales which are aggregated up to the regional scale if not incorporated directly into any modeling? Using a multilevel model design, this article reports on analyses of survey data for the 1997 general election in England which allows tests of whether regional variations are no more than aggregation effects. Individual voters are nested within households, neighborhoods, constituencies, and regions and when all of the smaller‐scale spatial levels are included in the model, the observed regional effects are statistically insignificant. At the 1997 general election, at least, regional variations within England in support for the three main parties—basically, a north‐south divide—are aggregation effects.  相似文献

This article provides an explanation of why consideration is needed of historical practice issues when designing new regulatory regimes. It also suggests some practice techniques that can be applied both to existing and new regulatory regimes to enhance the effectiveness of the regulation. It does so by exploring the problems faced by existing service providers and regulators following the introduction of a new regulatory regime intended to raise the standard of out‐of‐home care services in NSW. This involved agencies making the transition from a licensing regime based on minimum standards under the Children (Care and Protection) Act 1987 to accreditation, employing optimum practice standards, under the Children and Young Persons (Care and Protection) Act 1998.  相似文献

The rapid growth of knowledge in disease diagnosis and treatment requires health service provider organizations to continuously learn and update their practices. However, little is known about knowledge sharing in service implementation networks governed by a network administrative organization (NAO). The author suggests that strong ties enhance knowledge sharing and that there is a contingent effect of third‐party ties. Two provider agencies’ common ties with the NAO may undermine knowledge sharing because of resource competition. In contrast, a dyad's common ties with a peer agency may boost knowledge sharing as a result of social cohesion. Finally, the author posits that third‐party ties moderate the relationship between strong ties and knowledge sharing. These hypotheses are examined in a mental health network. Quantitative network analysis confirms the strong tie and third‐party tie hypotheses and provides partial support for the moderating effect of third‐party ties. The implications for public management, including the implementation of HealthCare.gov , are discussed.  相似文献

This article uses interviews and Internet data to examine social media use among nonprofit organizations and county departments involved in the delivery of human services in a six‐county area in south‐central New York State. Social media use was modest, with nonprofit organizations much more likely to use it than county departments. Organizations used social media primarily to market organizational activities, remain relevant to key constituencies, and raise community awareness. Most organizations either had a narrow view of social media's potential value or lacked a long‐term vision. Barriers to use included institutional policies, concerns about the inappropriateness of social media for target audiences, and client confidentiality. Findings build on recent research regarding the extent to which nonprofit organizations and local governments use social media to engage stakeholders. Future research should investigate not only the different ways organizations use social media but also whether organizations use it strategically to advance organizational goals.  相似文献

This article analyzes whether, and if so, why, national inspectorates adopt different enforcement strategies when controlling the provision of welfare services, such as health care, eldercare, and the compulsory school. The findings show that the Swedish Schools Inspectorate uses a predominantly strict strategy, while the Health and Social Care Inspectorate relies on a more situational strategy. To explain this variation in enforcement strategy, the article tests four hypotheses derived from the literature on regulatory enforcement. The findings suggest that the variation between the agencies is not primarily the result of differences in resources or the authority to issue punitive decisions, as suggested by previous research. Instead, we find support for the hypothesis that the definition of quality can explain variation in adopted strategies, and partial support for the hypothesis that differences in regulatory mission can account for a variation in the agencies' formal enforcement strategies.  相似文献

When students labeled English Learners (ELs) are reclassified as Fluent English Proficient, changes often occur in services and settings (e.g., changes in teachers, peers, and ancillary services). Policymakers play an important role in the reclassification process because they establish test‐based criteria that an EL must attain in order to become reclassified. If the criteria established by policymakers are incongruent with the instructional changes that result from reclassification, then services and settings may be denied to students who would otherwise benefit from them. In response to teachers’ and administrators’ concerns that some ELs who were reclassified were not succeeding without additional supports, California policymakers in 2006 to 2007 changed the reclassification criteria. In this paper, we examine the effects of changing these criteria using data on Latino/a students from the Los Angeles Unified School District, the U.S. district serving the largest number of ELs. Using “difference‐in‐regression‐discontinuities” approaches, we find consistent evidence that this policy change, which increased the difficulty of attaining the test‐based criteria for EL reclassification eligibility, had significant effects on high‐school students’ subsequent English language arts achievement (0.18 SDs) and graduation outcomes (11 percentage points). Specifically, when the criteria for reclassification were lower, students experienced negative effects of reclassification; but when the criteria were raised, students no longer experienced these negative effects. Highlighting the complex interplay between assessments, instruction, and policy, these findings demonstrate the important role policymakers play in the academic success of ELs and speak to policymaker considerations when implementing assessment and accountability systems.  相似文献
