It has proven difficult to reconcile epistemic justifications of political authority, especially epistemic theories of democracy, with a basic liberal commitment to respecting reasonable value pluralism. The latter seems to imply that there can be no universally acceptable substantive outcome standard to evaluate the epistemic reliability of different political procedures. This paper shows that this objection rests on an implausible interpretation of political competence. In particular, the paper defends two claims: first, that epistemic theories of political authority are in fact compatible with a liberal commitment to respecting reasonable pluralism; but second, that if we take reasonable pluralism seriously, the standard of competence we should use is a pragmatic one. Good political decision procedures reliably fix practical problems of social coordination and adapt to new demands and developments; we need not demand that their decisions are all-things-considered just or optimal. This pragmatic account of political competence is compatible with reasonable pluralism, since on this basis we can comparatively evaluate political procedures without controversially asserting a single standard of ‘truth’ in politics. Hence, it is possible to give an epistemic account of political authority that works within a liberal theory of political justification.  相似文献

Research focusing on the relationship between the economy and satisfaction with democracy often presents mixed results. This article argues that this uncertainty is mainly due to model specification, number of surveys and measurement. After discussing why the role of the economy should not be overlooked, by using an empirical strategy that applies Bayesian cross-classified mixed models to 572 national surveys in 28 European countries from 1973 to 2013 drawn from the Eurobarometer, it is shown that objective macro-economic indicators and a subjective indicator seem to substantially affect citizens’ satisfaction with democracy in Europe. The findings are robust when controlling for various institutional and political variables and using alternative model specifications.  相似文献

The purpose of this paper is to investigate whether efficiency in public service provision is affected by political and budgetary institutions, fiscal capacity, and democratic participation. In order to address this issue we take advantage of a new global efficiency measure for Norwegian local governments. We find that high fiscal capacity and a high degree of party fragmentation contribute to low efficiency. In addition there is some evidence that democratic participation increases efficiency, while a centralized top-down budgetary procedure is associated with low efficiency.  相似文献

Literature on political support broadly offers three micro-level models: socio-economic status, democratic process evaluations, and political performance evaluations explain people's differences in satisfaction with democracy. While tests show that these explanations complement each other, we do not know how. We combine for the first time all three models into one common longitudinal framework by explicitly considering aspects of time. We argue that relatively stable factors, such as socio-economic status, only explain general levels, whereas more time-sensitive factors, such as evaluations, explain differences between citizens at specific points in time. The results of latent growth curve modelling applied to nine-wave panel data support our general hypothesis of a common longitudinal framework. These results also show that economic evaluations play a prominent role as do some (but not all) electoral results. The findings have theoretical and methodological implications, and they offer a new perspective on the meaning of ’satisfaction with democracy’.  相似文献

We report evidence that trust is the missing root relating education, institutions, and economic development. We observe that more trust both increases education and improves legal and bureaucratic institutions, which in turn spurs economic development. We substantiate this intuition with a series of regressions that provide evidence that trust determines both education and the quality of institutions, and that education and institutions in turn affect GDP per capita.  相似文献

Voting advice applications (VAAs) are interactive online tools designed to assist voters by improving the basis on which they decide how to vote. Current VAAs typically aim to do so by matching users' policy-preferences with the positions of parties or candidates. But this ‘matching model’ depends crucially on implicit, contestable presuppositions about the proper functioning of the electoral process and about the forms of competence required for good citizenship—presuppositions associated with the social choice conception of democracy. This paper aims to make those presuppositions explicit and to contrast them with two possible alternative perspectives on VAAs, associated with deliberative and agonistic conceptions of democracy and citizenship.  相似文献

Despite drawing on different historical traditions and philosophical sources, Sheldon Wolin and Étienne Balibar have come to see citizenship and democracy in fundamentally similar ways. However, the work of one has not been considered alongside that of the other. In this paper, I examine some of their key texts and draw out three areas of common concern: the historical specificity of the political, citizenship as a dialectical process and dedemocratization. The significance of Wolin and Balibar’s writing on citizenship and democracy lies in a set of proposals for the eternal rebirth of the citizen as democratic agent between action and institution, hierarchy and equality, individual and community, difference and the universal. Their open-ended frameworks can be seen as an antidote to contemporary pessimism about the fate of democracy as either political order or normative ideal. I conclude by suggesting that contemporary Ecuadorean and Bolivian debates about how to combine relational ontologies and liberalism has opened a fertile domain for re-imagining the I and We of citizenship.  相似文献

The 2014 European Parliament election saw a relatively large increase in the size of radical-left parties (RLPs), particularly in Western Europe. This article aims to provide new ways of thinking about the dynamics of radical-left voting by analysing the changing role of attitudes towards the European Union in explaining support for RLPs at European Parliament elections during the Great Recession. It is argued that the Europeanisation of economic issues during the financial crisis, together with the particular kind of Euroscepticism advocated by these parties, have enabled them to successfully attract a heterogeneous pool of voters. Using the 2009 and 2014 European Election Studies, it is shown that the effect of negative opinions about the EU on support for RLPs increased significantly during the crisis. In addition, support for RLPs also increased among voters with positive views of the EU who were nevertheless highly dissatisfied with the economic situation.  相似文献

The fact that the European elections in 2014 resulted in an unprecedented success for Eurosceptic parties raises questions concerning the influence of political elites on citizens’ Euroscepticism. This paper examines whether Eurosceptic messages have a different impact when communicated by mainstream right-wing parties vs. their more radical counterparts. We do so using data from a survey experiment conducted in Germany in 2013. Our results show that Eurosceptic messages from mainstream parties significantly increase Euroscepticism among voters but that those effects are confined largely to “in”-partisans. Furthermore, when a message is effective among “out”-partisans, it is due to a combined effect of source and message credibility. This holds true for both mainstream and radical right parties suggesting that contrary to expectations, the former do not enjoy any advantage over the latter in terms of perceived credibility.  相似文献

This study examines causal nexus between foreign direct investment (FDI) and economic growth for 25 African countries within a model that also takes into consideration trade openness using more recent panel data set over the period 1980–2018. We used panel bootstrapping cointegration techniques that account for cross‐sectional dependence to test whether there is a long‐run cointegration relationship or not. The Granger causality approach is employed to conduct predictive analysis among the panel series. Our findings indicate the presence of a long‐run equilibrium nexus between the variables, and we found a bidirectional causality between foreign direct investment, trade openness, and economic growth. This study provides an insight for governments and policymakers in this region to restructure FDI and trade policies in such a way that its positive spillover would spread across the rural areas and local firms, thereby leading to an all‐inclusive sustainable economic growth and development of African countries in the long run.  相似文献

New Federalism reforms introduced in Australia in the early 1990s were expected to improve efficiency and reduce duplication through new cooperative intergovernmental arrangements. The reforms were also an attempt to reduce the continuing trend of Commonwealth intrusion in state powers. As well as establishing the Council of Australian Governments (COAG), the reforms created the Ministerial Council on Education, Employment, Training and Youth Affairs (MCEETYA) to promote a more coordinated and cooperative approach to the delivery of education. MCEETYA provides the quintessential example of the difficulties of establishing a national approach when the function, education, is squarely within the power of the states. Pigeons have been a part of our lives for as long as we can remember. Some people view them with joy, others disdain. Regardless of the perception, control measures are often implemented against the birds in a bid to reduce their presence in urban environments without considering the views of members of the public in the process. Complaints about pigeon activity are, typically, given more attention than praise for these birds. However, people who are pro‐pigeons are often not provided with the forum to express their views of the birds. This study explored the perceptions of staff with regard to the pigeons inhabiting the University of South Africa's Muckleneuk campus. Two hundred and forty‐six participants provided their opinions on the pigeons, their related activities and the perceived impact on staff on the campus. Recognising that both people and urban wildlife play a role of cause‐and‐effect in human–wildlife conflicts can contribute to understanding peoples' relationships and perceptions of animals which transgress the boundaries between urbanisation and nature. By considering peoples' perceptions, attitudes and behaviours towards urban wildlife, management strategies can be significantly informed in the process of mitigating conflict. The study has shown that the negative perception of pigeons, which was assumed to be the position of all the people affected by the pigeons at the University of South Arica's Muckleneuk campus, is in fact incorrect. Participants would rather encourage the nesting and breeding activities of the pigeons on campus, as they felt that the human–pigeon interactions and the viewing of squabs in nests contributed positively to their work environment. Pigeon control strategies should therefore not solely be on the biological aspect of a perceived pigeon problem, but should also include the human association. Although workers in science, technology, engineering, and math (STEM) fields earn above‐average wages, the number of college graduates prepared for STEM jobs lags behind employer demand. A key question is how to recruit and retain college students in STEM majors. We offer new evidence on the role of financial aid in supporting STEM attainment. Exploiting a regression discontinuity that allows for causal inference, we find that eligibility for need‐based financial aid increased STEM credit completion by 20 to 35 percent among academically‐ready students in a large, public higher education system. These results appear to be driven by shifting students into STEM‐heavy course loads, suggesting aid availability impacts the academic choices students make after deciding to enroll. We also find suggestive evidence that aid offers increase degree attainment in STEM fields, although we cannot rule out null impacts on STEM degree production.  相似文献

The Lisbon Treaty, which entered into force in 2009, considerably reinforced the powers of the European Parliament. This article examines to what extent the European Parliament has become an important actor in EU counter-terrorism by focusing on the external dimension of this policy. It also analyses the impact that this potentially changing role has had on the external dimension of EU counter-terrorism. This article puts forward two inter-related claims. Firstly, the role of the European Parliament in the external dimension of EU counter-terrorism has significantly grown in recent years. Following the entry into force of the Lisbon Treaty in December 2009, the European Parliament has become a fully-fledged actor in the external dimension of EU counter-terrorism. Secondly, the reinforcement of the role of the European Parliament has also led to a strengthening of both accountability and oversight in the external dimension of EU counter-terrorism, although there are still some limitations in that respect.  相似文献

Cross-border governance in central Europe underwent a phase of Europeanisation due to EU enlargement in 2004. The question is how European influences interact with conditions in a specific region. The article applies Knill's framework of Europeanisation mechanisms and Blatter's hypothesis about the role of ‘imported’ ideas and paradigms to a case study on the German–Polish–Czech co-operation project ENLARGE-NET. This project applied a territorial mode of governance. However, it did not evolve into a permanent institution because it was not in line with the regional context, which is characterised by a difficult history, economic disparities, a lack of common identities and few transboundary interdependencies.  相似文献

A seeming paradox of globalization is that while innovation and the industries and institutions that support it transcend local and national boundaries, high‐tech innovative activity continues to agglomerate in a select number of high‐capacity regions. Research, however, suggests that innovative regions must—through collaborative activity and related networks—both economize regional capacities while remaining open to global knowledge and finance. Collaboration and network formation are viewed as critical in this regard, as the competitive pressures of globalization are forcing firms to adopt collaborative and open innovation practices: forging relationships with external partners. Two important sources of knowledge and finance are regionally concentrated venture capital firms and large corporations, often globe‐straddling multinational enterprises. While collaboration occurs between these two actors, an understanding of the processes and implications has only begun to emerge. Focusing on collaborative venture capital activity in London and the South East, this exploratory paper presents a preliminary understanding as to the role that this particular collaborative activity plays in the pursuit of complementary, extra‐regional knowledge and expertise, and the extent to which this collaboration is recharacterizing the shape of regionally based venture capital networks.  相似文献
