We consider the effect of legislative primaries on the electoral performance of political parties in a new democracy. While existing literature suggests that primaries may either hurt a party by selecting extremist candidates or improve performance by selecting high valence candidates or improving a party’s image, these mechanisms may not apply where clientelism is prevalent. A theory of primaries built instead on a logic of clientelism with intra‐party conflict suggests different effects of legislative primaries for ruling and opposition parties, as well as spillover effects for presidential elections. Using matching with an original dataset on Ghana, we find evidence of a primary bonus for the opposition party and a primary penalty for the ruling party in the legislative election, while legislative primaries improve performance in the presidential election in some constituencies for both parties.  相似文献

We develop a model of intraparty candidate selection under partisan electoral competition and voter uncertainty. Candidates for office belong to parties, which are factions of ideologically similar candidates. Each party’s candidate for a general election can be selected either by a “centralized” mechanism that effectively randomizes over possible candidates or by voters in a primary election. The electorate cares about ideology and valence, and both primary and general elections may reveal candidate valences. Our main theoretical result is that while primaries raise the expected quality of a party’s candidates, they may hurt the ex ante preferred party in a competitive electorate by increasing the chances of revealing the opposing party’s candidates as superior. Thus, primaries are adopted in relatively extreme districts where a clear favorite party exists. An empirical analysis of the adoption of direct primaries and the competitiveness of primary elections across U.S. states supports these predictions.  相似文献

This paper examines the effects of the increased role of party organizations in the recruitment and funding of congressional candidates in the US House post-1994. The recent uncertainty over which party will gain majority control of the House has transformed the role of party organizations in House campaigns. Despite the new resources devoted to each competitive seat in the House we find minimal changes in the overall competitiveness of US House elections. Additionally, the vast majority of potentially competitive seats do not draw a high quality challenger. Our results suggest that if parties recruited more quality candidates in the full range of these conceivably winnable seats this effort could produce more competitive seats or more seat turnover in the House.  相似文献

Party support has a strong influence on candidate success in the primary. What remains unexplored is whether party actions during the primary are biased along racial and gender lines. Using candidate demographic data at the congressional level and measures of party support for primary candidates, we test whether parties discriminate against women and minority candidates in congressional primaries and also whether parties are strategic in their support of minority candidates in certain primaries. Our findings show parties are not biased against minority candidates and also that white women candidates receive more support from the Democratic Party than do other types of candidates. Our findings also suggest that parties do not appear to strategically support minority candidates in districts with larger populations of minorities. Lastly, we also find no significant differences in the effects of party support on the likelihood of success in the primary by candidate race or gender.  相似文献

Most agree that voting in presidential general elections is largely contingent on the evaluations of the candidates, issues, and parties. Yet inpresidential primary elections the determinants of voter choices are less clear. Partisanship is inconsequential, information about candidate personalities and policy positions is scarce, and a fourth factor, expectations, may influence voters. In this paper, we reconsider the influence ofpolitical issues in presidential primaries. We argue that past work has not adequately considered how issues matter in primary elections. Primaries are intraparty affairs, and the political issues that typically divide the parties are not very relevant in primaries. Instead, we focus on the policy issues each candidate chooses to emphasize in their quest for the nomination, which we call policy priorities. With data gathered about media coverage of the presidential contenders in the 1988 primaries, and using exit poll data from the 1988 Super Tuesday primaries, we show that issues, as policy priorities, do matter in presidential primary elections. This research also implies that primary campaigns matter, since information concerning the policy priorities of the candidates reaches the intended audience.An earlier version of this paper was presented at the Annual Meeting of the Midwest Political Science Association, Chicago, IL, April 1992.  相似文献

Women's continued political underrepresentation suggests that women candidates might be more likely than men to be ‘sacrificial lambs’ – that is, more likely than men to serve as party standard bearers in districts where their party has little chance to win. Using data from the 2004–2011 Canadian federal elections, we find support for the sacrificial lamb hypothesis when district competitiveness is measured dynamically, rather than statically. Our dynamic measurement of district competitiveness further shows that women incumbents' seats are not as safe as are men's. We conclude that these two factors help to explain why women remain underrepresented in Canadian federal politics.  相似文献

The spatial voting theory literature has generally focused on either parties or candidates as the unit of analysis and ignored strategic interactions between them. I study a game theoretic spatial model of elections with many heterogeneous constituencies in which both party and candidate behavior are modeled. Parties choose a platform and a ‘whip rate,’ representing the proportion of final policy that will be made by the party, as opposed to by the successful candidates. Candidates are office-motivated and can choose both a platform and a level of advertising in order to defeat their opponent. It is shown that the introduction of whipping as a choice variable can cause party platforms to diverge and that parties will whip on some but not all issues, reflecting the empirical reality of parties influencing rather than determining policy outcomes exclusively. Further, parties respond to sharper voter polarization by reducing the power of the whip as well as distinguishing their platforms from one another, while more voter uncertainty has the opposite effect. Other real-world phenomena, including ‘safe seats’ and legislators voting with their party even when unwhipped, are also shown to be predicted by the model.  相似文献

In this article we use a novel research design that exploits unique features of multimember districts to estimate and decompose the incumbency advantage in state legislative elections. Like some existing related studies we also use repeated observations on the same candidates to account for unobserved factors that remain constant across observations. Multimember districts have the additional feature of copartisans competing for multiple seats within the same district. This allows us to identify both the direct office-holder benefits and the incumbent quality advantage over nonincumbent candidates from the same party. We find that the overall incumbency advantage is of similar magnitude as that found in previous studies. We attribute approximately half of this advantage to incumbents' quality advantage over open-seat candidates and the remainder to direct office-holder benefits. However, we also find some evidence that direct office-holder benefits are larger in competitive districts than in safe districts and in states with relatively large legislative budgets per capita.  相似文献

This paper contrasts empirically two possible explanations for the party decision to use primaries: desire to improve political selection (selection effect), or desire to increase political competition—and incentives—among candidates (incentive effect). Using a simple model of endogenous primaries, I show that each explanation implies a different relation between primary adoption and the strength of partisan support. I estimate this relation using the case of Latin American presidential primaries and find robust evidence that the incentive effect dominates the selection effect.  相似文献

The major parties in the United States use primary elections to select party candidates for general elections. While most employ a simple plurality vote rule for this purpose, some states, primarily southern, employ a majority rule that requires a runoff between the top two vote recipients if no candidate receives a majority in the initial primary. Data on primaries for state Governor and U.S. Senator from 1980 to 2002 are used to examine contemporary concerns about runoffs. Included in the findings are (1) the problem that majority runoffs address – candidates being selected based on low levels of voter support is not a frequent outcome under the plurality rule; (2) the vast majority of selections is based on a majority of votes in a primary, regardless of whether a simple plurality or majority is required; and (3) runoff primaries are necessary in roughly one-third of the contested primaries held in the majority vote context, and in about one-third of them the primary leader loses the runoff.  相似文献

The U.S. House of Representatives has one of the oldest pools of politicians in the world today: the average member of the House is 58 years at the time of their election, which is about 20 years older than the average American. But why are younger adults scarce among these representatives? Here we trace the relative absence of youth in both the primary and general elections of 2020 using a supply and demand framework. Our study finds that (1) the average candidate is much older than the average citizen and (2) young candidates perform less well than older candidates in both primaries and general elections. These results suggest that youth are disadvantaged because the two main parties do not nominate enough younger adults as candidates for winnable and safe seats. Young adults also seem to be disadvantaged indirectly at the electoral stage because they lack electoral capital (experience in running for and holding office) and tend to suffer strongly from the incumbency advantage of their opponents. We infer from these findings that barring reforms to rules governing minimum candidate ages and term limits, the under-representation of youth in U.S. national-level politics will continue for the foreseeable future.  相似文献

Does party organization shape candidates’ electoral mobilization efforts? I develop a novel theoretical account linking candidate selection rules to electoral mobilization. Nomination rules that require aspiring candidates to compete in electoral races, such as primary elections, create incentives for them to make considerable investments in order to win the party’s nomination. Using a decision-theoretic model, I show how these initial investments at the nomination stage shape the candidates’ mobilization expenditures in the general election. The main theoretical result establishes that primaries increase candidates’ mobilization efforts only when the general election is not expected to be competitive; when a close race is expected, candidates mobilize at the same rates regardless of how they were nominated. Analysis of an original dataset on candidate selection and electoral mobilization in Mexico provides strong support for the theory.  相似文献

We develop and test predictions about the factors determining the competitiveness of elections to the U.S. Senate. To do so, we deliberately abstract away from candidate-specific conditions that have often been used to study political competitiveness in order to focus on basic structural features of the electoral landscape. In our framework, party-specific constraints on the ideological positioning of local candidates, linked to the national party organization and its contributors, interact with the heterogeneity of state electorates to determine the number of highly competitive Senate contests. Three hypotheses emerge from this model: (1) the greater the diversity of a party’s national legislative delegation, the more highly competitive Senate elections we will observe; (2) states in which the ideological heterogeneity of the electorate is relatively high will exhibit a greater number of highly competitive elections; and (3) highly competitive Senate contests will be more common in states with closed primaries than in states with open primaries. We provide strong evidence in support of the first two hypotheses and some evidence in support of the third.  相似文献

In presidential nomination contests, the number of voters participating in selecting the presidential candidates varies considerably across states. In the same election year, turnout in presidential nomination contests ranges from less than 1 % of party supporters participating in some caucuses to record breaking turnout levels upwards of 50 % in primaries in other states. This variation is attributable, in part, to the electoral rules, which vary across states, years, and parties. In this paper, I provide a comprehensive examination of the extent to which party and state rules affect voter turnout in nomination contests from 1980 to 2012. Using the normal partisan support score as the voter turnout denominator, I find that primaries, open contests, and proportional representation rules result in higher levels of turnout. I also show that within the window of competitiveness, turnout is higher in states that hold contests later in the nomination season. Overall, my analysis provides insight into the institutional structures that influence the number of people who participate in the presidential nomination process and enhances understanding about the factors that affect voter turnout.  相似文献

In this study, I present evidence that ballot order can provide a misleading cue to voters. In South Korea, nonpartisan municipal legislative elections were held concurrently with other partisan local elections until 2002. The ballot order of the candidates running in nonpartisan elections was randomly determined, whereas it was determined according to a party's number of seats in the national legislature for candidates running in partisan elections. Therefore, if voters are fully informed, the vote share for the candidate listed first in the nonpartisan ballot should not be correlated with the vote share for the party listed first on the partisan ballot. However, I find that the vote share for a first-listed candidate increases when the first-listed party's vote share increases. I also find that the presence of an incumbent does not significantly reduce the degree to which voters mistakenly use ballot position as a party cue.  相似文献

Labour won fewer seats in 2015 than in 2010, even though its share of the vote increased. The decline in representation was occasioned by three features of the electoral geography of the 2015 contest—a collapse in Labour support in Scotland, a particularly strong Conservative advance in marginal seats and the fact that in England and Wales Labour's vote rose most strongly in seats that the party already held. As a result, Labour's vote became markedly less efficiently distributed than that of the Conservatives—a development that could make it very difficult for the party to win an overall majority at the next election. Meanwhile, the redrawing of constituency boundaries that is currently in train will make winning a majority even more difficult. However, the next election could well produce a hung parliament, and the party should be prepared for that eventuality.  相似文献

The present paper uses various data sets and statistical techniques to examine the outcome of gerrymandering under the Voting Rights Act of 1982 on turnover rates in the U.S. House of Representatives, as well as the competitiveness in Party primaries for House seats. Evidence presented here suggests that political redistricting at the federal level (namely for U.S. House seats) has tended to favor incumbents in both the Party primaries and general elections. In fact, some results suggest that turnover rates (for 1988) are between 8.9 and 10.3 percentage points lower within states that engaged in such redistricting efforts. Our findings generally support the main tenets of the public choice view of legislator behavior.  相似文献

This study extends the analysis of presidential coattails to the most recent U.S. House elections. Building upon previous research on this subject, it draws a clear distinction between open and incumbent-held seats and presents evidence about several measures of presidential coattails. In particular, the analysis attempts to estimate, controlling for incumbency, the strength of presidential coattails (the proportion of the vote received by a congressional candidate that is due to the presence of the presidential nominee on the ballot) and the effectiveness of a president's coattails (the number of districts gained or retained by a party because of the net influence of presidential candidates). The results show that, contrary to earlier findings and trends, the unique impact of presidential coattails in open seat races did not decline. The results also suggest that several representatives who played a very prominent role in crafting the Republican strategy to win back control of the House in 1994 were the beneficiaries of the coattail effect.  相似文献

This paper examines social representation in the European Parliament using a model which uses the demand, the supply and the structure of opportunities as factors explaining differential recruitment. Analysis of the experiences of candidates suggest that supply–side factors proved more strongly related to candidates gaining winnable seats than demand–side factors. Results also confirm the importance of institutional structures in widening or narrowing opportunities, and suggest the European Parliament will remain social unrepresentative in the foreseeable future, a characteristic that serves only to add to the already considerable problems of legitimacy in the European Union.  相似文献
