An end to KKN-the Indonesian acronym for corruption, collusion and nepotism-is currently one of the demands of Indonesia's growing reform movement. This is not the first time corruption has been on the political agenda in Indonesia; indeed, Suharto came to power promising to end corruption. Tackling corruption, however, was not one of the priorities of the Suharto regime and under Suharto KKN thrived while protesting voices were silenced. This article examines the political, economic and cultural conditions which have allowed corruption to flourish in Indonesia and concludes by considering whether the new poltical mood in the country since the fall of Suharto offers hope for a new, more corruption-free Indonesia.  相似文献

Large-scale privatization is an unfamiliar area of public policy. The practice and study of property reforms and privatization needs to include mesolvel phenomena such as laws, regulations, institutions and standard operating procedures. There has been little comparative analysis of privatization programs around the world. The author argues that analysts should compare the most immediately relevant institutional environment of the enterprise. Conceptually, this mesolevel system is situated between the firm and the macroeconomy. This system of action is especially fruitful for cross-national comparisons of privatization programs because it is at this level that privatization strategies are designed. The problem for Eastern Europe and for less-developed countries is lack of experience with the relatively light economic regulation that characterizes industrial countries. Government leaders must also decide how much effort to devote to privatization of state-owned enterprises and how much to fostering private sector investment in new firms. Ernest J. Recent statements on European Union (EU) trade policy towards developing countries (DCs) have stressed the need for differentiation between trading partners depending on their level of development. But what does this mean in practice? This article assesses the substance of EU trade policy towards a number of partners at different levels of development on the basis of the texts of recent preferential trade agreements (PTAs). It argues that EU PTA policy exhibits differentiation within a general shift towards reciprocity vis-à-vis DCs and that this needs to be assessed at the level of specific policy areas as much as partner country. It also suggests that the factors shaping EU policy vary from case to case with commercial competition and sector interests relatively more important in PTAs with emerging markets and high-income DCs and norms and institutional factors relatively more important in shaping those with least developed or low-income DCs.  相似文献

This paper studies reproductive behaviour (ideal family size, completed family size and family planning acceptance) in a rural Indian area which was rapidly industrialising. Two castes and eleven villages were sampled. It was found that family planning was quite common and that fertility differentials among couples were related to the couples’ unique socioeconomic characteristics as well as to two group level variables (caste and village). The latter result was shown to be statistically significant, for all three measures of reproductive behaviour, even after many unique socioeconomic characteristics and attitudes of each couple were accounted for statistically.  相似文献

The third wave of democratization sweeping the developing world has occurred in tandem with market and export-oriented shifts in economic policy. This article assesses the prospects for the success of this double transition in Thailand. Some have suggested that the political prerequisites of the shift from import substitution industrialization to export-led industrialization are quite narrow. In this view, newly democratic governments are likely to lack sufficient autonomy from distributional coalitions to impose the losses on those organized groups to sustain a successful economic transition. Analysis of the Thai case suggests that such a shift in economic strategy can be politically manageable while providing for the emergence of a democratically based export-led coalition if inherited economic distortions are mild, political mobilization associated with the democratic transition is low, liberalization, of the trade regime is statist, and if the countries’ export markets are strong. This suggests that the political prerequisites of export-led industrialization may be wider than previously thought.  相似文献

The article challenges the hypothesis that there is cohabitation of civic engagement and democratic institutions and practices. While valid at a general level, the relationship is not confirmed once it is scrutinized thoroughly and heterogeneous categories are disaggregated. For the European post-Communist cases, the pattern of the relationship between the regime type and the propensity to associate closely resembles the one in Latin mature democracies and non-authoritarian countries, provided that voluntary associations are chosen as measurements of vitality of social capital and robustness of civil society. A possible consequence of this provocative finding would be re-evaluating the well-established concepts in social sciences.  相似文献

Local government systems change at varying speeds. While some countries have dramatically reduced the number of local governments during a short period of time, other countries have seen only incremental change or relative inertia. A number of explanations for structural change have been put forward in the comparative local government literature, but these explanations have to a small extent been tested empirically. This article uses statistical indicators to analyse changes in the local government systems in 17 Western European countries between 2004 and 2014. Some often-cited explanations for what drives structural change receive little support. Still, the article demonstrates that changes tend to occur in situations marked by different combinations of decentralisation, urbanisation, fiscal stress and a recent history of territorial upscaling.  相似文献

The issue of the Marxist character of “Mao Zedong Thought” has never really been resolved. The present work is a comparative analysis of the classical Marxism of Karl Marx and Friedrich Engels and the ideology of Mao Zedong. The argument is made that whatever Marxism there was in Maoism was the “creatively developed Marxism” of V. I. Lenin—which allowed for socialist revolution in retrograde economic circumstances—something that had been specifically rejected by Marx and Engels. That led to the theoretical idiosyncrasies that characterized Maoism throughout its history, and ultimately resulted in the form rejected by Deng Xiaoping and post-Maoist China.  相似文献

How do different professional structures shape the economic ideas that international economic organizations use to prescribe policy recommendations or derive legitimacy and authority for them? The comparative professional field analysis proposed herein deploys a novel combination of content, network and regression analysis to uncover the precise role of different qualifications, experiences and hierarchies in shaping the economic expertise invoked by the European Central Bank's and the International Monetary Fund's main policy documents, with a specific focus on debates over fiscal consolidation in the wake of the global financial crisis of 2008. The findings challenge much of the scholarship about how economic ideas diffuse across professional domains and where change on macroeconomic policy in international economic organizations is likely to come from. As such, the article should be of interest to scholarship on international bureaucracies, the politics of professional knowledge and the international political economy of fiscal consolidation.  相似文献

Abstract

Concentrating on terrorism in West Germany, Italy, and the Basque provinces of Spain, the author presents a detailed picture of the motivations, the strategies, and the ‘'achievements” of a number of the best known groups which for alleged political purposes take the law into their own hands. The Red Armee Faction, perhaps the best known West German terrorist group, and the 2nd of June Movement as well as such organizations as the Revolutionary Cells and the Guerilla Diffusa are described and their aims and activities are scrutinized. German right‐wing terrorism is also shown to wield great power, its contacts with terrorists in Lebanon and Algeria rivaling those of leftist organizations. Italian terrorism is also fully covered in this paper, with the activities of the Red Brigades, the best‐known of the leftist organizations, and its international connections, as well as other groups and the individuals involved being dealt with in some detail. The events in Spain, past and present, due especially to Basque terrorism, are considered, and the Soviet influence, represented by terrorist organizations in Europe, the Middle East, Africa, and Cuba, is discussed as is also the outlook for the future.  相似文献

This article investigates how ambiguous constitutional design affected president–cabinet relations and constitutional change in post-communist Poland and Hungary. Constitutional provisions related to the prerogatives of presidents and governments were frequently subject to political conflict during the 1990s. The power struggle in the two cases developed and consolidated along two distinct pathways. In Poland, failed attempts to modify the constitution initially stirred up and extended intra-executive conflicts. With the adoption of a new constitution in 1997 the struggle over power between president and council of ministers was finally settled. In Hungary constitutional court rulings were instrumental in the settlement of president–cabinet conflicts.  相似文献

This paper takes a comparative case–study approach, located within the literature on policy networks, to organic agriculture policy in the United Kingdom and Ireland since the late 1980s. An examination of policy development for the organic sector focuses primarily on regulatory arrangements. The core of the analysis applies some prominent themes in the policy network literature to the organic sector: the debate about sectoral and sub–sectoral networks, the relationship between networks, context and outcomes, and the role of the state and ideas in promoting policy change.  相似文献
