In the 1990s, a new social movement emerged in France to address the underrepresentation of women in elected bodies and to promote womens's and men's equal representation, in French called parité. On the eve of the twenty‐first century, the movement achieved its main goal—a constitutional reform. The purpose of this article is to present both the promises of the parity movement and the limits of the reform. During the 1990s, parity reform appeared as a tool to achieve sex‐based political equality, but it was also seen as an indicator of feminist movement renewal and of improving French democracy. The legal texts adopted in 1999 and 2000 did not keep the promises of the movement. While the legal obligations and financial incentives in the reforms established new mechanisms for achieving parity between the sexes in elected office, they have not yet translated into actual parity in electoral outcomes.  相似文献

Activity-based costing (ABC) is at the center of the larger management perspective known as activity-based management, or ABM. Despite its popularity in the literature, relatively little is still known about the details of ABC, especially in government circles. There are many unanswered questions relating to the details of how to go about implementing ABC, its possible uses, and its costs and benefits. Indeed, it is still unclear to many whether it is even appropriate to use ABC in government, given the reality that many governmental programs do not sell their services This article attempts to address these concerns by presenting the conceptual underpinnings and details of ABC, contrasting the system with more traditional cost accounting systems, discussing the fit of ABC in government, and considering in some detail how one small city might benefit from implementing ABC.  相似文献

As myriad social problems press for attention and resolution, a variety of individuals have joined the search for means to understand and manage those problems. An important component of the search is the use of analytic methods and models, which are being relied on to a large and unprecedented extent. Social systems modeling appears to have a future of both high potential and growth. However, as is the case with many emerging and evolving fields, operational or applied social modeling has had its share of failures and only limited successes, and it will undoubtedly continue to do so. This essay concentrates on what appear to be several of the key, unresolved problems impeding full and productive use of these methods and techniques. It is both a summary assessment of experiences to date and a blueprint for work yet to be done.An earlier version of this essay was presented at the Annual Meeting of the American Association for the Advancement of Science, Washington, D.C.; on February 15, 1978.  相似文献

This article reviews the small literature on how to interview elites. It examines the veracity of three sets of assumptions embedded in the literature: about the nature of truth; dishonest respondents; and sophisticated but powerless researchers. It suggests ways forward, including ensuring that researchers place their work in more explicit philosophical and reflexive frameworks. This would result in more rigorous research and improved pedagogy.  相似文献

The paper considers how planning as a political activity is underpinned by concepts of justice and how professional practitioners are consistently faced with making ethical choices in the public interest. The key objective is therefore to identify the centrality of ethics in praxis. In this context, political liberal theory is empirically useful in exploring both the role of participants and the processes employed in strategic planning. A case study analysis generates key issues which are relevant to planning in the wider arena and an extensive series of interviews provides interesting insights into the dynamic between those involved and the effectiveness of procedures followed.  相似文献

This article studies the relation between self-serving elite behaviour and citizen political participation. It uses a fixed effects approach to analyse the association between portfolio investment in tax havens and voter turnout, using data from 213 parliamentary elections in 65 countries for the period 1998–2014. For well-functioning democracies a positive relation between the use of tax havens and voter turnout is found, suggesting that self-serving elite behaviour is associated with citizen political mobilisation rather than voter apathy. The estimated relationship is stronger in the period after the 2008 economic crisis, when elite behaviour was a particularly salient issue.  相似文献

In many countries, important features of municipal government (such as the electoral system, mayors' salaries, and the number of councillors) depend on whether the municipality is above or below arbitrary population thresholds. Several papers have used a regression discontinuity design (RDD) to measure the effects of these threshold‐based policies on political and economic outcomes. Using evidence from France, Germany, and Italy, we highlight two common pitfalls that arise in exploiting population‐based policies (compound treatment and sorting), and we provide guidance for detecting and addressing these pitfalls. Even when these problems are present, population‐threshold RDD may be the best available research design for studying the effects of certain policies and political institutions.  相似文献

abstract Gender mainstreaming requires a radical redefinition of policy values and practices. This initial discussion explores the way the mainstreaming approach attempts to change the definitions of the situation so that equality in gender relations becomes an element at the point of departure. Factors that may affect whether gender mainstreaming will become an institutional innovation include the extent to which there is a commitment to a gender mission, the level of sophistication in terms of gender and policy issues in the administrative setting, the level of resistance to gender equality, and the extent to which gender experts play a role. This article investigates the role of these contextual factors as related to experiences in the European Union Commission and several states in Northern Europe.  相似文献

It is contended that study of 'the nomenklatura' is a poor indicator of élite change in post-communist society; that current analysis of the 'nomenklatura as political élite' is inconclusive and methodologically unsound; that neither a 'circulation' nor a 'reproduction' of political élites can be determined from the reproduction of the 'old nomenklatura'. While the nomenklatura was not unitary, not monolithic and not a political élite, it is considered—following Mosca—to be a political class with different political constituencies. It is argued that the values and outlook of élites are crucial in understanding the extent of political change. Moreover, the paradigm of élite change should be analysed in terms of élite differentiation, political values, political culture and ideological affinity. Based on original interview research with members of the Gorbachev and Eltsin political élites, it is shown that the élite structure is unstable and divided and political outcomes are likely to be authoritarian.  相似文献

Tourism is immensely powerful in (re)organising large-scale inequalities and privileges. In the rapid expansion of ‘luxury tourism’ we find a wing of this truly global culture industry openly committed to the symbolic production of elite status, distinction and privilege. Our visual essay here offers a series of multimodal, multi-voiced statements arising from a research project that explores and critiques the lavish semiotic economies and strict interactional orders of these ‘new’ elite mobilities. Mimicking the fleeting encounters of super-elite travellers themselves, we undertook a series of ethnographically grounded but patently frugal sorties into five different spaces (or modes) of luxury travel. Drawing on our own fieldwork material and quoting the visual rhetoric of advertisers, we trace the normative production of an ostensibly enclavic landscape that imagines (or re-imagines) limitless aspirations and unbounded pleasures for all consumer-citizens regardless of their power or wealth.  相似文献

Framing and Deliberation: How Citizens' Conversations Limit Elite Influence   总被引:7,自引:0,他引:7  
Public opinion research demonstrates that citizens' opinions depend on elite rhetoric and interpersonal conversations. Yet, we continue to have little idea about how these two forces interact with one another. In this article, we address this issue by experimentally examining how interpersonal conversations affect (prior) elite framing effects. We find that conversations that include only common perspectives have no effect on elite framing, but conversations that include conflicting perspectives eliminate elite framing effects. We also introduce a new individual level moderator of framing effects—called "need to evaluate"—and we show that framing effects, in general, tend to be short-lived phenomena. In the end, we clarify when elites can and cannot use framing to influence public opinion and how interpersonal conversations affect this process .  相似文献

In a referendum held on Sunday, 14 September 2003, the Swedish electorate rejected membership of the third stage of the Economic and Monetary Union (EMU). After a campaign characterised as heated by Swedish standards, and the murder of Foreign Minister Anna Lindh, the referendum delivered a clear ‘No’ majority. In this article, it is argued that while the 2003 EMU referendum may not have compromised the use of referendums as an occasional complement to representative democracy, it did indicate a substantial gap between citizens and the political elite.  相似文献

Abstract. Although a majority of Australian voters favour the introduction of a republic, in the November 1999 referendum a majority of them nevertheless voted to retain the monarchy. This article explains the background to this apparently perverse outcome. The central problem was asking the Australian electorate to make a complex, technical choice about the system of government, in the absence of clear partisan cues. As a result, republicans were divided on the method of election for the head of state, effectively resulting in three separate groups of voters favouring change. Using survey data collected just after the referendum, four hypotheses are tested to explain the result. The most important influence on voting was views about whether or not to sever the link with Britain, followed by the positive and negative aspects of the proposed change, and the cues presented by the leaders of the respective YES and NO campaigns. The interaction between these factors enabled political elites opposed to change to manipulate the result in their favour.  相似文献

Information in politics is overabundant. Especially elite politicians are bombarded with information. Politicians must be selective to stay on top of the information torrent. Aggregate‐level work within the bounded rationality framework showed that information selection is at the core of decision making. Yet, an answer to the question as to how individual elite politicians go about selecting information is lacking. We know that they unavoidably do, but how exactly they perform this selection task remains largely unknown. The article draws on interviews with 14 party leaders and ministers in Belgium about their information processing. We present a typology, and a funnel, of consecutive information selection mechanisms and attitudes. Politicians partially outsource their information selection to procedures and/or staffers, they personally apply rigorous rules of thumb about what to attend to and what not, and they compensate the pressure and constant risk of messing up with a large dose of self‐confidence.  相似文献

The paper presents the findings of a study on elite philanthropy in Israel. The study aimed to describe and analyze the scope of elite philanthropy, which has been affected by the growth and relative stability of the Israeli economy. The study also aimed to shed light on the demographic characteristics of elite philanthropists, their motives for giving, preferred target populations and areas of interest for donations, the value of donations, and the channels and mechanisms through which donations are made. The findings revealed that the average percentage of donations out of the philanthropists’ total earnings was not lower than the percentage found among philanthropists in other Western countries. In the paper, we clarify the meaning of elite philanthropy in the context of Israeli society and the role of elite philanthropists in promoting social programs. We discuss the philanthropists’ sense of obligation to “give back” to the society which enabled them to become wealthy.  相似文献
