The diffusion of authority characteristic of federal governance challenges national leadership and complicates even the implementation of policy that promises mutual gains. To explore the problems of implementing national policy in a federalist context, this paper proposes a new approach to analysis, t h e implementation regime framework. From the regime perspective, the essential task of the implementation process is to create a context in which implementors are likely to cooperate to achieve policy goals despite the absence of dominating authority. Drawing upon the literature on international cooperation, the regime framework outlines the contextual conditions and elements of policy design that are likely to lead to cooperation in collective decision making.  相似文献

The emphasis of this paper is on the development of a framework for analyzing the impacts of governmerit intervention on issues of public health and safety. Government policies are classified into three general strategies: regulatory, fiscal, and educational. In most issues, governments pursue policies in all three categories. The authors explain how the effects not only of specific policies, but also of these general policy types can be assessed over the range of social issues. The conceptual framework is tested with regard to a particular issue–alcohol-related traffic accidents–across the American states from 1979-1 984. The results suggest that fiscal and educational policies had little effect, but certain of the regulatory policies tended to be related to traffic fatalities involving alco- hol. The empirical analysis demonstrates the utility of the conceptual framework presented.  相似文献

Evaluations of public programs in many fields reveal that different types of programs—or different versions of the same program—vary in their effectiveness. Moreover, a program that is effective for one group of people might not be effective for other groups, and a program that is effective in one set of circumstances may not be effective in other circumstances. This paper presents a conceptual framework for research on such variation in program effects and the sources of this variation. The framework is intended to help researchers—both those who focus mainly on studying program implementation and those who focus mainly on estimating program effects—see how their respective pieces fit together in a way that helps to identify factors that explain variation in program effects, and thereby support more systematic data collection. The ultimate goal of the framework is to enable researchers to offer better guidance to policymakers and program operators on the conditions and practices that are associated with larger and more positive effects.  相似文献

Communities of all sizes are investing in minor league stadiums to attract or retain a minor league baseball team. The promise of economic development benefits is often put forward to justify these multimillion dollar investments. Local officials should be aware of the risks that accompany hosting professional sports teams and understand that minor league teams will not be economic growth engines. The decision to invest in a minor league stadium is a public policy decision and can be “worth it” if accompanied by a development logic. Abstract: This article argues that direct commonwealth involvement in road funding and road policy has benefited the states and local government. Although inefficiencies and friction are evident as a result of joint funding, the benefits of multiple accountability outweigh the costs. A competitive dynamic underlies the involvement of all three levels of government, producing outcomes that no single government dominates, but which reflect in part the responses of each to their respective constituencies. The commonwealth has been driven to more intrusive forms of intervention as existing controls failed to achieve the commonwealth's objectives, and to expanding its financial contributions to counter the diversion of funds by state governments. Its commitment to funding the road program is likely to be highest when its specific purpose grants can be identified closely with the provision of roads in particular regions and localities. In sum, joint funding of the road program produces a system that is responsive to competing conceptions and interests, and the commonwealth's "voluntary vacancy" from all but "national" roads is on balance likely to be detrimental to the program.  相似文献

Abstract: This paper is concerned with an analysis of legislation, public administration and government expenditure decisions on policing activities. These three dimensions of government can be used as mechanisms of social control. Whether they are or not is an empirical question that has to be determined in each case. It is shown that there are no strict relationships between the three dimensions of government activity: separate decision-making is undertaken for each of the three dimensions. It is indicated that there are eight possible combinations of the three dimensions, assuming that the three dimensions of government activity are bivariate and discrete. The empirical analysis relates to the state of Queensland and it is concluded that Queensland can be described as a case consisting of authoritarian legislation, public administration contrary to the rule of law, and low policing expenditures.  相似文献

This article examines major strategies and lessons of China's post-Mao economic development. The article first reviews the process and achievement of China's economic development. It then analyzes major strategies emphasized in the development years, including: the contract responsibility system, the dual price system, the special economic zones, and administrative reform. The article further discusses important lessons that are associated with the Chinese development experience, which consist of a reform-oriented development; an incremental and practical approach; a two-way development; a government-guided development; an uneven development strategy; a kindred development model; and a peace and stable environment. Abstract: Traditionally public policy analysis has been able to employ the conceptual framework offered by the theory of market failure in order to evaluate the efficiency of market outcomes. However, until fairly recently, no corresponding analytical structure existed which could facilitate the examination of the efficiency and equity characteristics of government or non-market outcomes. Quite apart from public choice theory, an embryonic normative theory of government failure has now been developed which can act as a conceptual analogue to the market failure paradigm. At present, three theories of government failure coexist in the literature: Wolf's theory of non-market failure; Le Grand's theory of government failure; and Vining and Weimer's theory of govern- ment production failure. These models form the basis for a more universal theory of government failure. Nevertheless, in its current state of development this seminal literature can still assist in rational public policy design subject to certain caveats. Foremost amongst these is the need for policy analysts to augment the efficiency and equity criteria with some additional broader normative measures, and the necessity for care to be taken in the use of allocative efficiency as a benchmark in non-market circumstances.  相似文献

Abstract: The Public Service Board of Victoria initiated a project in March 1989 to plan a framework for the development of competent managers. The methodology involved an examination of the current practices of 23 organisations, together with a worldwide literature search. The major findings were that the managerial task is similar across sectors, but the manager level and the environment are qualifying variables; that training, management education and development in private sector organisations and statutory bodies has total commitment from the chief executive, is closely linked to the business plan, forms part of an integrated human resource management system, and is continually reinforced by the organisation's culture and values; and that there is no strategic and focused approach to developing managers across the Victorian Public Service. The 21 recommendations covered the areas of investment and commitment, the development of a systematic approach by providing quality management programs based on core managerial competencies and the integration of training, education and development with performance management processes.
The implementation plan calls for pump-priming funds for resourcing and delivering high quality programs, a change in the culture, the adoption of a set of principles, the establishment of a management education unit, acceptance of a common language of competence for managers, and an integration of education and development needs with corporate plans through the performance improvement system. Commitment to implementation should result in a systematic approach to the formation of competent managers with the benefits flowing to the community through improved services, the government gaining by increased performance of the agencies, and public servants being able to reach their full potential.  相似文献
