The Zeebrugge ferry disaster

On Friday 6 March, 1987, at approximately 19:30 the Herald of Free Enterprise ferry boat capsized just outside the Belgian harbour of Zeebrugge. Almost 200 people died as the ship sank very quickly. This article examines the emergency operations that followed the disaster from the perspective of information and communication dynamics. Five specific aspects are thus analyzed in greater detail and elements of an alternative scenario are suggested for each of them: the initial alert and the subsequent mobilization of the emergency services; the informationhandling performance of the crisis center; interorganizational communication between disasterrelief agencies; external communication to survivors, families and next of kin; the management of the mass media. It is concluded that, when examining the crisis management operations more closely, the alleged success of Belgian disaster relief operations at Zeebrugge appears in many respects something of a myth.The paper is commented on by John P. Emerging Organized Crime in Chicago

Organized crime is now international in scope and unrestricted by geographical borders. Better organized, more sophisticated, and using high-tech equipment the criminals have developed connections with so-called 'traditional organized crime'. This paper examines in detail the wave of organized criminal activity which has developed in Chicago and has now become entrenched through alliances with existing criminal groups.     

Traditional Organized Crime in Chicago

For 78 years the Chicago Outfit or Mob has been the focus of the Chicago Crime Commission's1 efforts to combat organized crime. Indeed, the perception of organized crime in Chicago, as well as much of the city's reputation, stems from the notorious, and often inappropriately glamorized, activities of the Outfit from Al Capone in the 1930s through John DiFronzo in the 1990s. While the Outfit is most certainly still alive, much of the organized criminal activity presently targeting Chicago and its suburbs is perpetrated by new and emerging criminal enterprises. These groups range from local burglary rings to highly sophisticated international criminal organizations headquartered in Asia, Eastern Europe, Africa and South America, involved in corporate kidnapping and extortion, murder-for-hire, high-tech crime and drug trafficking. All require public attention and relentless law enforcement scrutiny. This paper deals with traditional organized crime in Chicago. Emerging Organized Crime will be dealt with in a forthcoming paper.     

The Lockerbie disaster and other aircraft breakups in midair

This is a review of the experiences and activities of various specialty groups that constituted the organization developed to investigate the Lockerbie air disaster. Circumstances surrounding other aircraft midair breakup crashes are also discussed.

The gander disaster: dental identification in a military tragedy

The authors record the contributions of dentistry to the identification of victims of one of the most significant disasters in aviation and U.S. military history--the December 1985 crash of a DC-8 charter airliner near Gander, Newfoundland (now known as Newfoundland and Labrador), Canada, which killed 248 Army personnel and 8 crewmembers. Most of the dental records of the military victims were destroyed in the crash, and, as a result, this loss hampered dental identification. Nevertheless, dental identification was the primary means of identification for many because a very high percentage of the bodies were severely burned and fragmented. Many phases of the U.S. identification efforts have been reported, but the dental-investigation aspects have been mentioned only in passing. Therefore, this article documents the dental team's organization, methodology, and a variety of remarkable problems that the team encountered.     

The Black Mafia: African-American organized crime in Chicago 1890–1960

The historical role of African-Americans in organized crime in the UnitedStates has been greatly ignored by the academic community. What researchthat does exist argues that black Americans played a minor role in theethnic gambling and vice industries that existed in many American citiesat the beginning of the Twentieth Century. This view is supported by the alien conspiracy theory, which argues that the participation of African-Americansand other minorities in syndicated vice and crime followed the decline oftraditional Italian American organized crime groups. This research arguesthat sophisticated African-American organized crime groups in Chicago existedindependently of Italian American organized crime and that African-Americans eventually played an important role in the activities of the Chicago Outfit,the traditional Italian American organized group in Chicago.     

Filicide-suicide in Chicago, 1870-1930

Filicide (the killing of a child by a parent) followed by the offender's suicide is a tragic but, fortunately, rare event. The contexts and circumstances surrounding filicide-suicide may provide insight into parental psychology. The authors test several hypotheses about filicide-suicide using a database including incident-level information on 11,018 Chicago homicides during 1870-1930. The results provide some support for the hypothesis of differential risk of suicide following filicide by genetic parents and stepparents and replicate previous research indicating that filicides with multiple victims are more likely to end in the offender's suicide than are filicides with a single victim; parents are more likely to commit suicide following the filicide of an older child than of a younger child; and older parents, relative to younger parents, are more likely to commit suicide following filicide. The discussion situates these results within the existing literature and highlights important directions for future research.     

The Coevolution of Public and Private Security in Nineteenth‐Century Chicago

The coevolution of private detective agencies and municipal police bureaucracies in mid‐nineteenth‐century Chicago arose from the breakdown of an older system in which the provision of law enforcement was delegated to local communities. The growth of anonymity and the presence of strangers in a city undergoing massive changes in transportation undermined this delegative system and created the perception of new public security threats. These threats were compounded by the mobilization of ethnicity in partisan politics. To address these new concerns, political and e conomic elites did not innovate, but turned to traditional practices like special deputization. The use of deputization allowed some law officers to sell their services as entrepreneurs to private firms, while also paving the way for a new bureaucratic police department. Networks of security providers locked in this transformation and made public and private policing alike a permanent feature of the city's institutional landscape.     

The Class Action as an Antitrust Enforcement Device: The Chicago Study Revisited

In 1976 the author published the results of a study of antitrust class actions in the Northern District of Illinois. At the time the data for that study were collected a substantial portion of the cases included in the study were pending. In the present article the author reassesses the findings of his earlier study on the basis of newly collected data on the cases that were then pending. Among the issues discussed are the comparative burdensomeness of class and nonclass cases, the alleged in terrorem effect of the class action on antitrust defendants, and the results achieved through the use of the class action.     

Anatomy of a Counter-Bar Association: The Chicago Council of Lawyers

There have been few successful attempts in the history of the organized bar since 1870 to establish alternative bar groups that challenge the dominance of the large comprehensive local and state bar associations over the representation of lawyers' interests. Founded in 1969, a product of the social ferment of the 1960s, the Chicago Council of Lawyers provides an example of one such attempt. This paper examines the conditions under which a reform-oriented counter-bar association is likely to arise, the factors that permitted its successful establishment in Chicago, and the functions it serves within the legal profession as an alternative to the Chicago Bar Association.
While the violence surrounding the 1968 Democratic National Convention in Chicago may have sparked the formation of an alternative bar association, it was intraprofessional matters that deeply concerned the founders of the Council particularly the performance of the organized bar in providing legal services to the poor and in improving the quality of the judiciary. Within the legal profession itself there was also a striking disjunction between the age of the leadership of the bar and of the numerous young lawyers who flooded in-to the bar in the 1960s. Preexisting networks of young activist lawyers greatly facilitated organizational formation.
As a reformist group with a small and relatively homogeneous membership, and lacking strong ties to powerful institutions, the Council can afford to take strong stances on controversial issues. By aggressively supporting positions at odds with those of the more established bar associations, and thus providing the media, the public, and legislators with an alternative viewpoint, the Council contributes to shattering the myth of a unified profession and to the demystification of professional authority.     

The influence of an air ionizer on the air ionic composition

The air ionic composition in a classroom was determined during the operation of a Neo Tec XJ-2100 ionizer (Germany). The amount of ions in the air was measured before and after the switch-on of the ionizer. It was shown to vary depending on the mode of operation of the device and differ from the recommended normal values. The necessity of checking up the work of air ionizers both in living quarters and at workplaces is discussed with the application of air ion counters making it possible to carry out monitoring of the air ionic composition and estimate its compliance with the sanitary and hygienic norms.
