SETTING OUT STRATEGIES FOR THE FUTURE ECONOMY

The most important agenda of this year’s session of the National People Congress (NPC), China’s top legislature, held March 5-14, was deliberation and approval of the draft blueprint of China’s economic and social development for the next five years, the 12th Five-Year Plan (2011-15). When delivering the government work report at the Fourth Session of the 11th NPC on March 5, Premier Wen Jiabao also summarized the main targets and tasks for the 12th Five-Year Plan period. Excerpts follow:     

MAPPING OUT SUCCESS

New five-year blueprint lays down specific objectives for a prosperous China On October 26-29,the Fifth Plenary Session of the 18th Communist Party of China(CPC)Central Committee was held in Beijing.There the committee approved proposals for the 13th Five-Year Plan(2016-20)for the national economic and social development and laid out institutional Party reform plans to guarantee more effective governance.     

CONSUMPTION-LED DEVELOPMENT

How to tap residents' spending power in the 14th Five-Year Plan period The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China(CPC) in October 2020 decided to comprehensively promote consumption and further its fundamental role in driving economic development. A major task during the 14 th Five-Year Plan(2021-25) period will be to adapt to the general trend of consumption upgrading and accelerate unleashing the consumption potential of 1.4 billion people to lay a solid foundation for high-quality development.     

PREDICTIONS FOR THE NEXT FIVE YEARS

Beijing Review: Could you explain the domestic backdrop for the 12th Five-Year Plan? Hu Angang: From 2011 to 2015, China will still be in its golden period of development. The fast trend for industrialization, urbanization, knowledge informationization, infrastructure modernization and economic globalization going on now are all interlinked. They support and strengthen each other and are the five major forces driving China's development. The Chinese economy will continue to maintain relatively fast growth with a potential annual growth rate hitting 8-9 percent.

Sustaining Fiscal Incentives

The current round of China's economic development is expected to clear up in 2010,the final year of the country's 11th Five-Year Plan(2006-10)that will pave the way for the next wave of economic growth.This year's fiscal policies should follow several guidelines to lay a solid foundation for the stable and sustainable growth of the economy,writes Jia Kang,Director of the Research Institute for Fiscal Science under the Ministry of Finance,in a recent Guangming Daily article.Edited excerpts follow:

After five years of rapid growth, the Chinese economy has come to a critical juncture. As it maps out the 12th Five-Year Plan (2011-15), the country is preparing to rebalance the economy and improve people’s livelihoods. During the annual sessions of the 11th National People’s Congress (NPC) and the 11th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), NPC deputies and CPPCC National Committee members sat down with Beijing Review reporters Hu Yue and Yuan Yuan to talk about the country’s development in the next five years. 新疆“十二五”规划与生态风险防控对策

在新疆“十二五”规划的指导下,新疆正在以前所未有的速度进行着跨越式发展,全疆在资源开发、产业发展以及基础设施建设方面均有重大举措。毫无疑问,必将大大推动新疆经济发展与社会进步。但是新疆的开发,尤其是重点产业开发区域面临的资源环境问题和风险的压力是不容忽视的。该文以新疆“十二五”规划内容为依据分析了新疆在资源开发、产业发展以及基础设施建设中对生态环境的影响,最后提出以“保护中开发、开发中保护”和“建立生态特区”为核心的新疆生态风险防控对策与建议。

SAFE CHINA AND A SAFE WORLD

New concept in five-year plan can be applied worldwide and beyond 2025 The Outline for the 14th Five-Year Plan (2021-25)for Economic and Social Development and Long-Range Objectives Through the Year 2035 contains a section on promoting the implementation of the Peaceful China initiative to a higher level.It states that protection of people's lives comes first and public security will be improved.     

THE GREATER CALLING

Despite diverse challenges, the year 2021, which marks the beginning of the 14th Five-Year Plan (2021-25) period, has seen new progress on China's high-quality development, according to the annual Central Economic Work Conference, taking place in Beijing from December 8 to 10.
