2009 marks the 10-year anniversary of the launch of the euro, a historic undertaking which drew a veil over centuries of conflict and set Europe on an unprecedented path of cooperation and integration. The euro is an important and tangible manifestation of this community of values. While overall very successful, the first decade of the euro reveals a number of shortcomings and challenges which call for improved coordination of economic policies, further structural reforms, and political determination by member states to achieve greater integration. Since the reforms of 1979, the subjects of China's political science studies have seen remarkable development. The article attempts a qualitative analysis of the progress made in the main fields of China's political science studies during the last decade. It deals with theories of international relations, research into strategy and security, international political economics, theories of comparative politics, China's local governance etc. There is still a wide gap between the subjects of China's political science studies and those in the rest of the world. President Barack Obama has trumpeted a "new era of engagement" for the United States. The central components of his strategy include a world order characterized by peaceful accommodation between established and rising powers; the collective management of transnational problems; and the overhaul of international institutions to reflect these shifting power dynamics and the new global agenda. Placing less emphasis than his predecessor on the pursuit of American primacy, Obama envisions--indeed, insists-that other global powers assume new responsibilities. Notwithstanding its multilateral instincts, though, the Obama administration is limited in its practical ability to promote and embrace sweeping reforms to global governance. Therefore, rather than casting its lot entirely with universal organizations like the United Nations, the United States will adopt a pragmatic approach to international cooperation that combines formal institutions with more flexible partnerships to achieve US national interests. The European Union (EU) is widely regarded as an important international actor, and usually referred to as a big power like the U. S. , Russia, China and Japan. So naturally the foreign policy of the EU has caught attention of both officials and scholars over the world. However, the EU is also a combination of sovereign states, its foreign policy is different from others, and perhaps this is often ignored. For instance, unlike a single nation state, the EU's influence and power are different in various policy fields due to its different ways of decision-making and implementation. Also, different from the common currency, the forming of the common foreign policy of the EU doesn't mean the disappearance of respective member state's foreign policy. Only seeing or emphasizing one respect will lead to a misunderstanding of the EU. Moreover, as a unique "supranational and intergovernmental" organization in the world, the EU has too many complex institutions, names and terms. Of course, the situation is not better in the field of foreign policy, and it easily leads to confusion and misunderstanding. It is also necessary to point out that the EU is still in the process of evolvement, and in particular, as one of the major reforms of the EU in recent years, the foreign policy-making mechanism has been in the center of change and adjustment. It is no doubt that this adds to the difficulties of studying and understanding the EU's foreign policy. In a word, the author thinks it is necessary to raise some major issues related to the EU's foreign policy and delve into it in connecting with the EU's current development.  相似文献

As a consequence of rapid advancement of science and technology and economic globalization proceeding in depth in recent years, significant changes are taking place in the structure of the world economy. Most salient of all is the surge of emerging economies. The "BRIC"--Brazil, Russia, India and China--are experiencing rapid economic development and integrating themselves with the global economic system at an accelerating pace. This will not only have a powerful impact in the fields of economy, trade, finance, science and technology and culture across the world, but also significantly transfot-m the global balance of national economies. In his article carried in a recent issue of the U.S. Newsweek, Fareed Zakaria, Editor-in-Chief of the magazine's overseas edition, describes the three great power shifts over the past six centuries: The first one was the rise of the Western World around the 15m century; the second one, which took place in the closing years of the 19th century, was the rise of the United States; and the third is the current shift characterized by the rise of emerging powers other than the United States, which will usher in a "post-U.S. era".  相似文献
