This article offers the first empirical and cross-national analysis of citizens’ views about the democratic importance of the public sphere. We first identify three normative functions that public spheres are expected to perform in representative democracies: they provide voice to alternative perspectives, they empower citizens to criticise political authorities and they disseminate information on matters of public interest. We then argue that citizens develop differentiated views about the importance of these democratic functions, depending on (1) their ability to influence political decisions through public debate, and (2) the extent to which voice, critique and information address democratic problems they particularly care about. Drawing on Wave 6 of the European Social Survey, the statistical analysis indicates that citizens in most European countries consider the public sphere very important for democracy, especially its role as a supplier of reliable information. However, certain groups tend to care more about different aspects of the public sphere. More educated citizens are more likely to assign greater importance to all three functions. Members of cultural and sexual minorities are more likely to emphasise the importance of giving voice to alternative perspectives, while citizens dissatisfied with the government are more likely to prioritise public criticism and access to reliable information. Finally, in countries with more democratic public spheres, differences based on education and minority status are wider, while differences based on government satisfaction disappear. These findings support the claim that citizens care more about the public sphere when they can effectively influence political decision making through public debate or when the public sphere addresses democratic problems that are especially important to them. Moreover, our results indicate that citizens see some of the functions that public spheres perform as core aspects of democracy, comparable in importance to free and fair elections and the rule of law. The article thus advances an empirically grounded defence of the centrality of public debate for democracy.  相似文献

Recent analyses of voting at British general elections deploy a valence theory according to which electors evaluate each party's performance and policies and vote accordingly. Many voters, however, avoid at least some of the effort involved in assembling and assessing information about parties' policies and instead use heuristics such as their feelings about the party leaders as major determinants of their decisions. When party leaders are changed, therefore, differences in voters' feelings about predecessor and successor could lead to changes in party choice. That argument is tested for the 2015 and 2017 British general elections in England, between which all three largest parties changed their leader, with results entirely consistent with the argument. In addition, there were significant changes in feelings about the new party leaders during the six weeks of the 2017 campaign, and these too were linked to final voting choices in the expected directions.  相似文献

In research on political campaign communication, it is often assumed that campaign strategies and tactics are highly important for explaining election outcomes. In contrast, most research in political science tends to emphasize the importance of political substance, long‐term factors such as party identification, and real‐world conditions for explaining election outcomes. Although political parties in practice treat election campaigns as highly important and consequential, there is virtually no research on how party elites perceive the importance of campaign strategies and tactics when explaining election outcomes. Hence, drawing on a survey among Swedish members of parliament, this study investigates party elite perceptions of what matters when people decide which party to vote for and of what matters when explaining election outcomes. In brief, the results show that members of parliament perceive campaign strategies and tactics as significantly less important than the substance of politics. Although committee assignments have been researched in various parliaments, findings are inconclusive. This article contributes to the debate by analysing the allocations to specialised committees in the Bundestag, a legislature that establishes strong committees despite having strong parliamentary party groups. Studying assignments in this legislature can, therefore, help us to solve the present disjunction between ‘European’ and ‘American’ experiences regarding committee research. The study uses the congressional theories of legislative organisation as heuristic devices but explicitly highlights the strong involvement of parliamentary party groups. The hypotheses are tested with a multiple membership multilevel model across several legislative periods (1990?2013) and backed up with evidence from 51 interviews with German legislators. The results show that next to constituency demands and the influence of regional factions, there is strong evidence for a reassignment pattern and that a legislator’s occupational background and connections to interest groups matter in the assignment process.  相似文献

Abstract

This paper, using research from the UK and comparable US studies, looks at the growth in party fundraising, ethics of the process, impact on electoral systems, candidates, parties, campaigning and methods of obtaining funds (one donor in the UK has recently agreed to give £5 million to the Conservative Party because they are anti EU whilst Labour gained £1 million from the smoking lobby in 1997). It then links this to a growth in strategic public affairs and outlines the direct causal link between political lobbying and party fundraising.  相似文献

Literature on foreign aid and human rights often presupposes that constituents favor using foreign policy to promote human rights abroad and lead elected policymakers to pursue such policies to retain electoral support. This assumption, although frequently asserted, has not been empirically evaluated. And there are reasons to be skeptical about whether public opinion supports human rights foreign policy compared to other policy objectives. This article explores US public opinion about human rights, by asking two questions: Does the public think human rights should factor in foreign aid decisions and does the context—the strategic or economic relationship between the donor and recipient—affect this? This article uses results from a nationwide experimental survey to evaluate these questions. I find that the majority of respondents support cutting aid to punish human rights violators and that this depends minimally on the importance of the recipient.  相似文献

Drawing on previous research concerning the role that source cues play in political information processing, we examine whether an ideological identity match between the source of a framed message and the respondent moderates framing effects. We test our hypotheses in two experiments concerning attitudes toward a proposed rally by the Ku Klux Klan. In Experiment 1 (N = 274), we test our hypothesis in a simple issue framing experiment. We find that framing effects occur for strong identifiers only when there is a match between the ideology of the speaker and respondent. In Experiment 2 (N = 259), we examine whether matched frames resonate equally well when individuals are simultaneously exposed to competing frames. The results from this experiment provide mixed support for our hypotheses. The results from our studies suggest that identity matching is an important factor to consider in future framing research.  相似文献

Abstract

The 2018 Italian election produced striking results, with both a historic success for the two challenger parties (League and M5S) and massive defeats for the two mainstream parties (PD and FI). This article analyses party campaign strategies and their consistency with the opportunity structures provided by the configuration of Italian public opinion. Relying on issue-yield theory, original survey data were collected for both issue support and priority among Italian voters, and party emphases on issues in the electoral campaign – through Twitter data. The findings indicate a generalised ideological inconsistency of the constituencies of the main parties, while campaign strategies appear much more ideologically consistent. Moreover, it is found that parties focused mostly on conflict-mobilisation strategies, rather than on problem solving. Finally, the article shows that, in general, parties acted strategically, by aligning their campaign to the available opportunities, although with relevant variations across parties.  相似文献

Pay for performance (PFP) remains one of the most controversial policy debates in the New Public Management reform era. Skepticism about PFP in the public sector is often grounded in theories of public service motivation that suggest a misalignment between PFP's focus on extrinsic market‐based pay incentives and intrinsically motivated government workers. Frequently missing from this analysis, however, is any consideration for whether PFP leads to positive “sorting” effects on the composition of a government agency's workforce through attraction, selection, and attrition processes. Using data from two waves of the Schools and Staffing Survey, the authors examine whether PFP influences the sorting patterns of K–12 public schoolteachers across U.S. school districts. Findings show that, on average, school districts that adopted PFP secured new teacher hires who had graduated from colleges and universities with average SAT scores that were about 30 points higher than the new teacher cohorts hired by districts that did not adopt PFP.  相似文献

The personal characteristics of political elites play an important role in British elections. While the personalization of the media’s election coverage has been the subject of much debate, we know less about the conditions under which voters receive personalized messages directly from elites during the campaign. In this paper, we use a new dataset that includes more than 3300 local communications from the 2015 general election to explore variation in the personalization of campaign messaging. We find that there is systemic variation in terms of where photographs of party leaders are included in election communications, which provides further evidence that campaign messages are deployed strategically to portray the candidate – and their party – in the best possible light.  相似文献

It is increasingly recognized in public administration that the relationship between trust and transparency is not straightforward. Recently, right‐wing populists have risen to power, rejecting transparency requirements based on documents while claiming that they “hide nothing.” Clearly, existing scholarly conceptualizations are insufficient for understanding how transparency operates as a value in real‐world political contestation. An analysis of state‐ and national‐level politics in Nigeria reveals that, while always retaining a core informational component, there are multiple competing conceptions of transparency. Popular demands for transparency express a belief that not only should data be made transparent, but also the social networks in which politicians are embedded. “Transparency in people” can clash with more traditional, technocratic transparency practices centered on data. By rethinking who or what should be made transparent—data, things, or people—this article offers fresh theoretical insights on the complex politics of transparency and trust.  相似文献

This paper analyzes contemporary written Navajo in public signs, newspapers, and poetry. While the number of public space displays of written Navajo has increased in recent years, this has not met with an increase in either Navajo literacy or in the number of Navajo speakers. This paper argues that much written Navajo is read not for semantico-referential content, but either as icons and indexes of Navajo spaces and identity or as icons and indexes of fidelity to an orthographic norm. Contemporary written Navajo poetry is not normally read as poetry but as a success or failure to align with the orthographic norm. This mirrors nothing so much as how many Navajos were taught English literacy in the boarding schools.  相似文献

We contribute to the literature on short term changes in voters' party preferences (or intra-campaign party switching), by advancing a factor that has been neglected so far: Voters' perceptions about parties' issue competence. We develop a model of party switching that includes both classic predictors and issue ownership considerations. Moreover, in contrast to the usual single issue ownership conception focusing on the party deemed most competent to solve the most important problem, we argue that voters base their party choice on their perceptions of parties' competence on a variety of issues, i.e. on cumulative issue ownership. We test our model on panel data from the 2015 Swiss election study. The change in competence perceptions appears as a strong predictor of party switching: The higher the increase in the number of issues on which voters see a party as most competent during the campaign, the higher their likelihood to switch to that party.  相似文献
