ABSTRACT

We investigate how networks among service organizations are integrated through a shared participant type of governance. Shared participant governance is a non-brokered type of network coordination where a network is governed by its members without a separate governance entity. We study the integrative capacity of this type of governance by measuring the effect of participation in a shared participant governance on tie formation in networks among service organizations. We analyze three networks of service organizations in three districts of Antwerp, Belgium. In each of these districts, the networks are governed by welfare meetings, defined as a shared participant type of governance. We use exponential random graph models. The results show that a shared participant type of governance has a positive effect on tie formation. We also find that the positive effect on tie formation is dependent on the active participation of centralized actors in the welfare meetings.  相似文献

European Commission expert groups provide powerful platforms from which interest organisations can steer the EU consultation process and weigh in on policy outcomes. Commission decision-makers and bureaucrats rely heavily on expert groups to provide expert policy advice on highly technical issues in the early stages of the policymaking process. Interest organisations provide this advice in order to have their voices heard at the EU level. But whose interests are being represented in these expert groups? Which types of interest organisations, in other words, get a seat at the table and why? This article, using data on over 800 expert groups and nearly 3,000 interest organisations, argues that expert group membership is largely a function of superior resources, EU-level interests and existing institutionalised ties to decision-makers. Far from simply addressing the Commission’s need for expertise, expert group membership is more a story of capital and capture.  相似文献

The assignment of policy competencies to the European Union has reduced the divergence of party policy positions nationally, leaving the electorate with fewer policy options. Building upon insights from spatial proximity theories of party competition, the convergence argument predicts convergence particularly in policy domains with increasing EU competence. As the policy commitments that derive from EU membership increase, parties become more constrained in terms of the feasible policy alternative they can implement when in office. The analysis uses manifesto data at the country‐party system level for nine policy domains. It uses ordinary least squares (OLS) estimation with country fixed effects, a lagged dependent variable and country corrected standard errors. Controlling for other factors that could plausibly explain policy convergence, the models also assess whether the convergent effect of party positions varies across different types of parties. The main finding is that in policy domains where the involvement of the EU has increased, the distance between parties' positions tends to decrease. The constraining impact of EU policy decisions differs between Member and non‐Member States. This effect is more apparent for the policy agendas of larger, mainstream and pro‐EU parties in the Member States.  相似文献

Information exchange in policy networks is usually attributed to preference similarity, influence reputation, social trust, and institutional actor roles. We suggest that political opportunity structures and transaction costs play another crucial role and estimate a rich statistical network model on tie formation in the German toxic chemicals policy domain. The results indicate that the effect of preference similarity is absorbed by institutional, relational, and social opportunity structures. Political actors choose contacts who minimize transaction costs while maximizing outreach and information. We also find that different types of information exchange operate in complementary, but not necessarily congruent, ways.  相似文献

Regulating interest groups’ access to decision makers constitutes a key dimension of legitimate and accountable systems of government. The European Union explicitly links lobbying regulation with the democratic credentials of its supranational system of governance and proposes transparency as a solution to increase legitimacy and regulate private actors’ participation in policy making. This lobbying regulation regime consists of a Transparency Register that conditions access to decision makers upon joining it and complying with its information disclosure requirements. The extent to which transparency‐based regulatory regimes are successful in ensuring effective regulation of targeted actors and in being recognised as a legitimate instrument of governance constitutes a key empirical question. Therefore, the study asks: Do stakeholders perceive the transparency‐based EU lobbying regulation regime to be a legitimate form of regulatory governance? The study answers by building on a classic model of targeted transparency and proposes perceived regulatory effectiveness and sustainability as two key dimensions on which to evaluate the legitimacy of the Register. The arguments are tested on a new dataset reporting the evaluations of 1,374 stakeholders on the design and performance of the EU lobbying regulation regime. The findings describe a transparency regime that scores low in perceived effectiveness and moderate to low in sustainability. Citizens criticise the quality of information disclosed and the Register's performance as a transparency instrument. The Register did not effectively bridge the information gap between the public and interest groups about supranational lobbying. In terms of sustainability, interest organisations appreciate the systemic benefits of transparency, but identify few organisation‐level benefits. Organisations that are policy insiders incur more transparency costs so they instrumentally support transparency only insofar it suits their lobbying strategies and does not threaten their position. Insiders support including additional categories of organisations in the Register's regulatory remit but not more types of interactions with policy makers. They support an imperfect regulatory status quo to which they have adapted but lack incentives to support increased transparency and information disclosure. Targeted transparency proves an ineffective approach to regulating interest groups’ participation in EU policy making, constituting a suboptimal choice for ensuring transparent, accountable and legitimate supranational lobbying.  相似文献

As political authority is successively transferred from the national to the EU level, national parliaments are often considered to lose control over the domestic political agenda. Yet recent studies suggest that national parliaments cannot simply be labelled ‘losers’ of European integration. National parliaments have institutionally adapted to the EU in order to better scrutinise and control their governments in EU affairs. While existing research shows how parliaments employ their institutional opportunities to exercise scrutiny in the national arena, this paper suggests that MPs also employ informal strategies to obtain information on EU affairs to control and influence their governments. It argues that MPs primarily act through political parties, which are viewed here as multi-level organisations, and make use of their partisan ties to regional, transnational and supranational party actors to obtain information on EU issues. This article contributes to our understanding of the formation of policy networks. Research suggests that organisations collaborate with those that are perceived to be influential in order to access scarce political resources. Other studies show that organisations prefer to interact with those that share core policy beliefs on the basis of trust. This article seeks to develop new analytical tools for testing these alternative hypotheses. First, it measures whether perceptions of reputational leadership affect the likelihood of an organisation being the target or instigator of collaboration with others. Second, it tests whether the degree of preference similarity between two organisations makes them more or less likely to collaborate. The article adopts a mixed‐methods approach, combining exponential random graph models (ERGM) with qualitative interviews, to analyse and explain organisational collaboration around United Kingdom banking reform. It is found that reputational leadership and preference similarity exert a strong, positive and complementary effect on network formation. In particular, leadership is significant whether this is measured as an organisational attribute or as an individually held perception. Evidence is also found of closed or clique‐like network structures, and heterophily effects based on organisational type. These results offer significant new insights into the formation of policy networks in the banking sector and the drivers of collaboration between financial organisations.  相似文献

This research examines the extent to which political similarities—that is, homophily between political actors at the local level—affect patterns of interorganizational collaboration in an emergency response situation. While the field of emergency management has focused on implementation‐oriented arrangements among key stakeholders, few studies have systemically investigated the creation and development of interorganizational collaborations led by political actors, especially following catastrophic events. The analysis reveals that a dyadic tie with political homophily boosts local responders’ ties with other agencies during emergencies. Findings indicate that political solidarity, formulated by chief elected officials of municipalities and council members, can broaden the scope of interorganizational collaboration by mitigating institutional collective action problems at the local level. This research presents a critical recommendation for emergency managers that interlocal collaboration for timely response to a disaster is attributable to political similarities that facilitate frequent interlocal interactions through formal and/or informal agreements.  相似文献

This paper provides evidence of how national borders affect the structure of policy networks. Our analysis of the Basel cross-border metropolitan region located across Switzerland, France and Germany considers the case of public transportation in border regions. Using a social network analysis of the relationships between 44 actors, we show that national borders play a diminishing role in the formation of policy networks for both information exchange and decision making. Local actors develop different brokerage roles according to their country of origin: Swiss actors function as coordinator and representative brokers vis-à-vis actors located in France and Germany.  相似文献

The policy network approach and the networks model are the most recent conceptual frameworks to be applied to the policy‐making processes of the European Union and are regarded by many as the most appropriate. This article, while acknowledging their appeal, puts forward a sceptical view about the usefulness of their application to the EU. Three contentions are advanced about these approaches: first, that the fluidity of EU processes eludes their capture; second, that they are insufficiently sensitive to the EU's institutional complexity and fail to recognise the importance of EU institutions; and third, that they underestimate the difficulty of delineating networks involving the EU.1  相似文献

The policy networks model recently has become a more frequent analytical tool of EU policy analysts. In a recent article, Hussein Kassim offers a sceptical view about its applicability to the EU. Kassim fails to make explicit the key variables — or internal characteristics of policy networks ‐ which help to explain policy outcomes. However, his own analysis echoes many of the assumptions of the model: that policy networks are rife in the EU because they facilitate informal bargaining amid fluid policy processes, that networks provide order amid extreme institutional complexity and frequent change, and that the hard work involved in identifying EU policy networks is worth the effort. The policy networks model requires further testing and refinement at the EU level, but it remains the most analytically powerful approach on offer.  相似文献

Transnational knowledge networks provide organizations with information useful in addressing shared problems. Social media may enable the formation of those networks, yet their role in the process has received little attention. This article examines the structure and antecedents of two networks facilitated by the microblogging platform Twitter operating in the policy domain of emergency management. One network includes national-level government agencies responsible for disaster response and recovery operations; the other includes nongovernmental organizations in the form of Red Cross and Red Crescent national societies. We use a logistic regression quadratic assignment procedure to test hypotheses derived from related literature. While findings indicate that shared language and geographic proximity shaped network formation, both networks exhibit boundary spanning behavior in which organizations sought out information from high-profile, resource-rich organizations. Those organizations helped to connect otherwise regionally bound clusters and demonstrate the nascent potential of social media to create global transnational knowledge networks.  相似文献

This article studies the formation of a local Creative Placemaking (CPM) policy network based on the Advocacy Coalition Framework (ACF) and social capital perspective of policy networks. This article hypothesizes that policy beliefs, policy learning, social capital, and the perceived risks induced by defections, as well as macro-level changes in the broader political and socio-economic system, influence partner selection in the local CPM policy networks. The study collected survey data from policy actors participating in the Franklinton CPM-catalyzed revitalization project in Columbus, Ohio. An exponential random graph model (ERGM) was applied to test the hypotheses. The findings partially support the hypotheses: policy learning, certain secondary policy beliefs, and risk perceptions of changes in economic and political factors are correlated with tie formation. The reciprocity-driven bonding structure underlies the Franklinton CPM policy network, suggesting that policy actors perceive the Franklinton CPM policy network as a high-defection-risk network. This study has implications for policy makers in designing engagement strategies to better involve stakeholders holding different beliefs and occupying different network positions.  相似文献

The widespread supposition that collaborative management designs enhance legitimacy must be examined empirically, and the rich diversity of different collaborative arrangements should be better acknowledged in this endeavor. This study adopts a social network perspective and examines three state‐initiated and interest‐based collaborative management arenas in Swedish wildlife management: wildlife conservation committees (WCCs). Is there a link between social network structures in collaborative management arenas and the perceived legitimacy of output by policy stakeholders? This puzzle is addressed through social network analysis combined with survey data and interviews. The empirical results confirm the notion that collaborative arenas consisting of high network closure with many bridging ties across organizational boundaries enjoy a higher level of support among stakeholders directly involved in management, as members of the committees, than networks with a more sparse structure do. This type of well‐integrated network structure seemingly increases stakeholders’ understanding of other actors’ perspectives through deliberation. Contrary to what was expected, though, the empirical analysis did not verify the effect of linking, or outreaching ties between the committee members and the organizations that they represent, on the organizations’ support of WCC decisions. Given the rapid rise of collaborative designs in public administrations, the topic elaborated in this paper is urgent and further research is encouraged.  相似文献

This article applies the concept of local policy networks to understand the emergence of local governance in France and Britain. Although the concept of policy networks needs to be used with caution, it is a useful way of mapping out the complex interdependencies of local decision makers in both states. Traditional approaches to central‐local politics in Britain and France emphasised the contrasts between the two countries, and while these continue, Cole and John argue that recent institutional and policy changes suggest a convergence to a more complex institutional environment and more decision making based on networks between organisations.  相似文献

The rapid growth of knowledge in disease diagnosis and treatment requires health service provider organizations to continuously learn and update their practices. However, little is known about knowledge sharing in service implementation networks governed by a network administrative organization (NAO). The author suggests that strong ties enhance knowledge sharing and that there is a contingent effect of third‐party ties. Two provider agencies’ common ties with the NAO may undermine knowledge sharing because of resource competition. In contrast, a dyad's common ties with a peer agency may boost knowledge sharing as a result of social cohesion. Finally, the author posits that third‐party ties moderate the relationship between strong ties and knowledge sharing. These hypotheses are examined in a mental health network. Quantitative network analysis confirms the strong tie and third‐party tie hypotheses and provides partial support for the moderating effect of third‐party ties. The implications for public management, including the implementation of HealthCare.gov , are discussed.  相似文献

What impact has HIV/AIDS had on the structure of public administration and what further lessons do these changes hold for other policy sectors in Botswana? For long, Botswana has had the highest prevalence of HIV/AIDS, bringing many developmental challenges. An under‐researched facet of HIV/AIDS is the effect it had on the public administration in Botswana. Whereas classical approaches to public administration suggest that it is ‘civil’ service organisations that lead in health administration, HIV/AIDS spawned a particular type of organisation, the policy network. In mitigating HIV/AIDS, the policy environment became more fragmented with networks for treatment, prevention, advocacy and research emerging. These networks are made up of entities from the public, private for‐profit and not for‐profit sectors. They participate in the agenda setting, formulation, implementation and monitoring and evaluation of HIV/AIDS policy. Traditional public administration theories cease to hold sway; private actors become engaged in ‘public policy’ and the other way round. Policy is carried out in horizontal arrangements; linking government, business and non‐governmental organisations in mutual inter‐dependences. Health care professionals share policy spaces with the media, social scientists and politicians. The purpose of this research is to uncover the dynamic structure of an interorganizational emergency management network after a disaster. This research tests two hypothesized network structures: interdependent risk and independent risk. While the former illustrates the importance of trust and information redundancy in coordinating and aligning emergency preparedness and response, the latter captures the tendency for local actors to seek dominant partners to bridge crucial information across the region. A stochastic actor‐based model with a forward selection strategy is used to analyze the structural effects of endogenous networks and the effects of exogenous community attributes on interorganizational ties. Based on the data sets collected before and after the 2012 typhoons in South Korea, the results support the interdependent risk hypothesis, suggesting that an interorganizational network structure tends to evolve into the notion of shared collaboration risk.  相似文献

In this article, we review the EU's significance for social policies in the UK. The EU has a limited legal role or institutional capacity to directly regulate the social policies of its member states. This role is even more limited in the case of non‐eurozone countries. There are a handful of EU policy measures which have had effects on social policy in the UK. However, these effects have not changed the institutional arrangements for making, organising and delivering social policy, which remain firmly in the hands of UK governments. In consequence, a ‘Leave’ or ‘Remain’ result has relatively limited implications for social policy, except in the case of specific social groups: notably for UK and other EU nationals who have lived and worked in at least one other EU country. Other EU legislation and regulation is compatible with the current and historical policy preferences of UK governments and political parties.  相似文献

We examine how an executive's consultations with interest groups during the formative stage of the policy process affect its bargaining success during the decision‐making stage after it has proposed new policies to legislative actors. Our theory sets out how consultations with interest groups strengthen the executive by bolstering its formal and informal agenda‐setting power. The empirical testing ground for our theory is the European Union (EU), and in particular the consultations held by the European Commission. The analysis assesses the effects of these consultations on the congruence between the Commission's legislative proposals on controversial issues and EU laws. Our analysis incorporates detailed information on the type and scope of each consultation. In line with our theory, we find that the Commission had more success during the decision‐making stage after conducting open consultations with large numbers of interest groups during the policy formation stage.  相似文献
