In the wake of debate on the ‘New Policy Agenda’ of good governance and the increasing prominence of Non-Government Organisations (NGOs) in public service delivery, serious questions are being asked about the role of NGOs in development, their accountability, their relationships with donors, with the state and with their beneficiaries. As southern NGOs receive increasing amounts of funding from donors and northern NGOs, their profile is being raised, prompting government response. The nature of legislative responses of governments to increasingly high profile NGO communities range from open hostility and suspicion, to indifference. National legislative frameworks are neglected in the literature, yet they may profoundly influence the accountability, legitimacy, organisation and vision of local NGOs as well as the way northern NGOs can operate in a country. The article illustrates the potential for conflict over legislation on NGOs but also important opportunities and benefits, maintaining that legislation is necessary, because it can act as a catalyst to spark and focus debate on the role of NGOs, the extent to which they legitimately represent civil society, to whom they are accountable and how they can be protected. Open, balanced negotiation between stakeholders is necessary to avoid conflict and focus discourse on NGO and government roles and accountability. Governments, donors and NGOs each have a role to play in shaping NGO legitimacy, ensuring their upwards and downwards accountability.  相似文献

The author describes the development of geopolitical studies in Russia after the Soviet breakup. He identifies two main schools of geopolitical analysis, Traditionalist and Revisionist. Traditionalism is inspired by old European and Russian geopolitical theories and views the world through the lenses of confrontation over power and resources. The revisionist school, on the other hand, adopts a considerably broader definition of what constitutes geopolitics by proposing to study various forms of organizing space on a global scale. According to the paper’s central argument, the Russian geopolitics, while having emerged as a vocation, it is yet to turn into a full-fledged academic discipline. It continues to lack coherent and scientifically testable theoretical propositions and needs a broad discussion of its issues with the participation of both traditionalists and revisionists.  相似文献

To what extent do public infrastructure projects respond to political pressures or developmental imperatives? Do these projects reflect a technical strategy aimed at upgrading economic productivity or the political distribution of public goods that rewards certain voters or political actors? This paper analyses the Programa de Aceleração do Crescimento (PAC), an $817 billion-dollar Brazilian infrastructure programme with a multi-method research design pairing in-country interviews and analysis of an original, municipal-level dataset. I conclude that my case study reflects a mixture of political and technical factors, which mirrors the competing influence of technocratic bureaucrats and politically-driven politicians during the project selection process. Despite explicitly targeting larger municipalities with infrastructure deficiencies, the programme still rewarded core-voting districts supporting the winning PT (Workers Party/Partido dos Trabalhadores) presidential candidates. A secondary result finds older municipalities with greater bureaucratic capacity were better positioned to successfully submit projects for federal funding.  相似文献

How accurate is it to speak of a Polish russophobia today? The historic view of Poland as the easternmost bulwark of Western Christianity has involved an ‘othering’ of Russia that may be less salient following Poland's membership in the European Union. Elite and citizen attitudes towards Russia since 2004 are analysed and, in particular, the impact of the nationalistic policies of the Kaczyńskis promoted between 2005 and 2007 is assessed. Data indicate that Poles' attitudes have shifted from a fear of foreigners, including Russians, in part because of an increased sense of collective security, in part because of newfound economic confidence. The 2010 Smolensk air disaster that resulted in the deaths of many Polish leaders has been a valence issue in Polish domestic politics, but has generally advantaged politicians opposed to fanning fears of Russia. Since 2007, the two Tusk-led governments have registered Poles' mixed attitudes towards Russia more faithfully than the Kaczyńskis' leadership did. This has served as the basis for engaging in more cooperative foreign relations with Russia.  相似文献

Abstract

It is posited here that the coalition imperative of holding the alliances together just to keep in office leads to behavior that is not altogether ethically acceptable. This is not to say that all coalitions are bad by definition; they are not. The issue is: how many partners and what the minimum understanding among them are ideal to run the government? It is suggested that a large and unprincipled coalition on the one hand would debilitate a government, and on the other lead to political corruption and even blackmail. Contrarily, a smaller number of parties with some affinity in ideology and a common purpose would be beneficial for a stable democracy. To glean some insights, the United Progressive Alliance coalitions cobbled together by the Congress Party Prime Minister Manmohan Singh in 2004, and consequent to the 2009 elections, are studied here.  相似文献

Abstract

Since the Soviet Union’s collapse, Ukraine, Georgia and Russia have faced the challenge of taking their positions in the politics of international law as part of their transformation processes. Strong dynamics of conflict have shaped these states’ politico-legal actions and interactions, for example, the Russo–Georgian War, the annexation of Crimea and the armed conflict in East Ukraine. This essay explores whether, how and why Georgia, Ukraine and Russia ‘speak’ international law in international politics differently. It discusses conceptual approaches to empirically analysing the processes of translating political preferences into legal arguments as well as how ‘communicators of international law’ in the post-Soviet region use the language of international law differently.  相似文献

This study, based on 273 face-to-face interviews with students, scholars, and former residents of China in the United States in 1993, uses both qualitative and quantitative methods to explain people's views about returning to China. Although less than 9 percent of interviewees had concrete plans to return, over 32 percent were positively disposed to returning in the future. Key background variables that affect that decision are people’s age, sex, social background in China, and their views about returning when they first left China. Concern about children’s future was not significant, but having a wife abroad greatly increased the desire to stay abroad. Why people chose not to return varied significantly between people with children and those who didn't. Even four years after the Tiananmen crackdown, concerns about political instability, lack of political freedom, and a lack of trust that the government would let people who returned leave again were significant reasons for not returning. But economic factors—better U.S. housing and incomes—as well as professional concerns about lack of job or career mobility in China and a poor work environment there were equally important. Given the weight attributed to economic factors and political stability, if China weathers Deng Xiaoping’s succession and the economy continues to grow, significant numbers of Chinese may return. This paper examines the Cold War rhetoric in US–Russia relations by looking at the 2008 Russia–Georgia war as a major breaking point. We investigate the links between media, public opinion and foreign policy. In our content analysis of the coverage in two major US newspapers, we find that the framing of the conflict was anti-Russia, especially in the initial stages of the conflict. In addition, our survey results demonstrate that an increase in the media exposure of US respondents increased the likelihood of blaming Russia exclusively in the conflict. This case study helps us understand how media can be powerful in constructing a certain narrative of an international conflict, which can then affect public perceptions of other countries. We believe that the negative framing of Russia in the US media has had important implications for the already-tenuous relations between the US and Russia by reviving and perpetuating the Cold War mentality for the public as well as for foreign policymakers.  相似文献

Abstract

In 2010, Russian authorities presented a new draft law on education, which immediately became controversial. The essay examines whether user groups (parents) and low-ranking sector employees (teachers) were active in the movement critical of the reform, and how the state responded to the anti-reform movement. The movement consisted of several networks and organisations with no central node. It included teachers, parents and activists from both non-systemic groups and systemic opposition parties. Pressure from below by networks and organisations was combined with pressure from actors situated above in the political system, that is, in the Duma. Since the movement was welfare-oriented rather than fundamentally regime-critical, the Russian authorities tolerated open criticism both from civil society and inside the Duma. Some gains for teachers were won, but the movement’s proposed amendments and demands were generally rejected or only introduced in revised form.  相似文献

Abstract

The crisis in relations between Russia and the European Union (EU) is part of the broader breakdown of the post-Cold War security order. This commentary focuses on structural interpretation and identifies four interlinked processes shaping the crisis: tension between the logic of the enlargement and transformation; a dynamic of involution and resistance; the problem of monism, whereby the expanding self is unable adequately to engage with the un-integrated other; and the recent emergence of ‘other Europes’ that may potentially overcome involution. The erosion of the Atlantic system provides an opportunity for delayed institutional and ideational innovation.  相似文献

This article is a continuation of two essays by the same author on Soviet and Russian economic debates between 1987 and 2002 published in Europe-Asia Studies in 2006 and 2007. In the most recent phase of these debates, between 2003 and 2007, as in previous phases, the questions raised went far beyond the usual realm of economics. The questions raised included whether Russia should attempt to become a ‘Western’ country marked by democracy and a market economy serving the individual interests of its citizens or whether it was more important to become a great power again; whether Western patterns of political and economic life are suitable for Russia or whether the attempt to import foreign institutional structures is doomed to failure, making it necessary for Russia to find her own way. The discussion here is based on a qualitative content analysis of the most important economic journals and selected monographs.  相似文献

ABSTRACT

Using public procurement to foster innovation is a widespread practice worldwide. However, in Russia public procurement has had no significant impact on developing innovation. Empirical research with expert interviews and qualitative and quantitative data analysis has revealed the reasons for poor performance to promote innovation, including tough anti-trust and anti-corruption rules, limited use of tenders as well as “life-cycle cost” criteria, and poor management by the procuring agencies. The analysis revealed the contradiction between the rules designed for fighting corruption and monopolies and the need to stimulate innovation through procurement.  相似文献
