This article explores issues around security sector reform (SSR) and the involvement of the international community in peace-building. It argues that the international architecture which surrounds SSR privileges a particular form of knowledge that reflects a technocratic approach to security, and illustrates this by systematically examining the literature. Research on the literature itself shows that three core themes dominate: state-centric approaches, technocratic approaches, and approaches to local ownership. These comprise a current, linear approach to SSR that ignores much of the critical literature on peace-building. The article then goes on to draw on some of this critical literature to develop an alternative approach to SSR building using a non-linear approach which incorporates a better understanding of institutional politics, an emphasis on process rather than structures, and analysis of hidden politics.  相似文献

Abstract

Transitional justice and security sector reform are critical in post-conflict settings, particularly regarding the reform of judicial systems, intelligence services, police, correctional systems, the military, and addressing systemic massive human rights abuses committed by individuals representing these institutions. Accordingly, the relationship between security sector reform and transitional justice mechanisms, such as vetting, the representation of ethnic minorities in key institutions, the resettlement and reintegration of the former combatants deserve special attention from scholars. This article presents a comparative analysis of the reform of police and security forces in Kosovo, and explores the causes of different outcomes of these two processes.  相似文献

Extensive fieldwork in Liberia revealed that security agents and civilians alike all talked of community policing, yet they had different visions, understandings and legitimizations of the idea in mind. These ranged from community meetings to vigilante groups, and were divergent in whether they were orientated towards a Weberian-state model or the community as a primary security provider. This variation was not simply an example of hybrid policing, but revealed a multi-scalar adaption process across and between international, national and local actors and (geographical) scales. Theories on hybridity are insufficient to analyse such implementation processes since the scholarship heuristically still favours binary and essentialized actors and ‘pure’ starting points or blueprints.  相似文献

Recent literature on Japanese foreign policy has focused on analysing the implications of Prime Minister Shinzo Abe's security legislation reform for the bilateral security alliance relationship with the US amidst a rising China and the right to collective self-defence. Its impact on Japan's multilateral security policy, in particular, peacebuilding, has so far received little attention. In what ways and to what extent does Japan play a peacebuilding role under this change? This article examines key implications of the security legislation reform, along with the renewal of Japan's Official Development Assistance charter, for its peacebuilding efforts. By taking Mindanao, the Philippines, as a case study, it argues that Abe focuses on taking a foreign aid-centred approach while showing little interest in sending Japanese Self-Defence Force. This article provides a counter-narrative to the claim that Japan is taking a more assertive approach to international security. Abe is more risk-averse as far as his approach to peacebuilding is concerned.  相似文献

Abstract

This article examines the interplay between security sector developments and national unity in East Timor since the Indonesian occupation ended in 1999. Particular attention is paid to the regional distinction between Loromonu and Lorosae – people from the west and east of East Timor, respectively. In 2006, East Timor experienced a crisis that saw the disintegration of the military and police forces, and widespread violence that led to massive internal displacement. It was during this crisis that the Loromonu–Lorosae distinction first emerged as a major societal cleavage. The article argues that the independence cause and the guerrilla force Falintil had been an important focus of East Timorese national unity in 1999. In the years that followed, however, the implementation of flawed security policies led to new military and police forces that were politicized, factionalized and lacking in cohesion. Prior to the 2006 crisis, the LoromonuLorosae distinction was primarily an issue within the army. As the crisis escalated, however, the violence was to a large extent framed by the east–west dimension, and popular perceptions of the military as ‘eastern’ and the police as ‘western’ hardened. A year after the crisis, little if any progress had been made towards reducing the increased salience of the LoromonuLorosae distinction in society. The main internal security challenges – gang activity, the unresolved issue of the so-called ‘petitioners’, and the destabilizing role played by fugitive former head of military police Alfredo Reinado – all had an east–west dimension. The article also finds that new initiatives aimed at reforming East Timor's military and police forces appeared to be lacking in both depth and relevance for addressing the country's new level of internal division, and its immediate, internal security challenges.  相似文献

Abstract

The security situation in Liberia is currently quite good, and at a glance the peacebuilding process seems to be moving ahead. However, the root causes of the conflict have not been adequately addressed, but have in fact become more interlinked in the aftermath of the civil war. Instead of addressing local perceptions of insecurity the international community made plans for Liberia without considering the context in which reforms were to be implemented. The peace in post-conflict Liberia is therefore still fragile and the international presence is regarded as what secures the peace. Still, the UN is supposed to start its full withdrawal in 2010—indicating that the international community will leave the country without addressing the root causes of conflict.  相似文献

The security sector reform (SSR) model has entered a period of uncertainty and change. Despite being mainstreamed in international development and security policy, SSR has had a meagre record of achievement. SSR analysts, practitioners and policymakers are increasingly speaking of the need to move to a second-generation SSR model. There is a growing belief that SSR in its current form is too utopian, technocratic, state-centric, and donor-driven to succeed. While there is no universally accepted blueprint for second-generation SSR, a number of characteristics have emerged that have begun to define the contours of this alternative vision: less overtly liberal; willing to engage non-state actors, norms and structures; more modest in is objectives and time frames; attuned to the political nature of the process; and bottom-up in its orientation.  相似文献

The Conservative–Liberal Democrat coalition government has committed itself to a Strategic Defence and Security Review (SDR) in 2010. The government and the country face very hard choices to bring United Kingdom defence and security policy back from the brink of bankruptcy—both financial and strategic (Gow). To succeed, it must overcome the failings of the past (Chisnall, Dorman, Rees) and take a truly open and radical look at all aspects of policy and process—including the Trident independent nuclear deterrent (Allen), relations with Europe (Witney) and the importance of cyber‐issues in the future security context (Fisher). It must get strategic concepts right to provide flexibility with credibility (Stone). It must deliver ‘what the military wants’: true strategic prioritisation, radical defence acquisition reform, and credible balancing of resources and commitments (Kiszley). The scale of the challenge facing the United Kingdom in—and beyond—the 2010 SDR is why The Political Quarterly convened a workshop early in 2010 involving MPs, practitioners, retired military personnel, journalists, commentators, business people and academics, and publishes these associated papers. Most of all, to overcome the failings of the past, there must be a radical move beyond the welcome first steps of the Cameron–Clegg government to introduce a National Security Council and a National Security Advisor, to reconfigure relationships within government, across departments and with Parliament to have a government figure of accountability and responsibility—a Secretary of State for Security Policy, primus inter pares with other Secretaries of State—to make sense of the questions needing to be asked and answered (Gearson and Gow).  相似文献

Security sector reform (SSR), targeting security forces and their management and oversight institutions, has become a major feature of international peace- and statebuilding activities. The article draws on policy transfer research to assess substantive and procedural changes in how international actors intervene in the security governance of fragile or post-conflict states. By comparing transfer processes in Liberia, Timor-Leste and the Palestinian Territories, the article shows that despite variations across political, economic and strategic factors in each domestic context, external SSR interventions showed distinct similarities. SSR interventions expanded their substantive scope over time; less directly coercive mechanisms of persuasion and socialization increasingly replaced the direct imposition of external models of security governance; and the influence of domestic elite actors on transfer processes increased over the duration of interventions.  相似文献

Over the past five years the Government of Rwanda has placed renewed emphasis on increasing the number of female military personnel and gender mainstreaming the Rwanda Defence Force (RDF). This article examines the efforts made by the RDF since 2007 to meet these strategic requirements and integrate women into the national security organ. It is suggested that, in spite of Rwanda's success in bringing women into the political sphere, women are still reluctant to join the military. It is argued that prevailing societal values and attitudes, conflicting narratives within official discourse about the role of women as security actors, resource constraints and the RDF's emphasis on ‘gender equality’ are barriers to achieving RDF goals. Drawing on in-depth interviews with RDF military personnel and government officials, as well as documentary research, the article first provides an overview of the Rwandan government's approach to mobilizing women to securitize the state, before examining how the RDF aims to progress the Women, Peace and Security (WPS) agenda nationally and within local communities. The article then reflects on some of the factors that are hindering the recruitment and retention of female military personnel.  相似文献

Security sector reform (SSR) has become a commonly used tool for international approaches to insecure countries. Despite its frequent deployment as a key element of statebuilding, SSR suffers from both a lack of a conceptual hinterland and also lack of strong evidence of success. This special collection of papers explores these ideas, starting from an assumption that there are serious issues with SSR in practice. SSR, alongside many other facets of international aid programming, has suffered from an excess of technocentric and managerial approaches, with politics relegated to the sidelines. These articles outline what this means in practice and what a second generation of SSR could look like: an approach based on process and politics rather than linear managerialism.  相似文献

This article traces the legacies and variances of ‘community based policing’ in Timor-Leste, and inquires about historical trajectories and cross-cultural sociopolitical influences which forged and determined the idea of policing in Timor-Leste. By drawing on diffusion theory, the article investigates the changing interpretations and transformations of ‘community based policing’ from the Imperial Japanese koban policing, to its Indonesian babinsa- and bimpolda-variant through to the current Timorese ofisial polísia suku approach. It delivers a historically based explanation for the difficulties and challenges of implementing an approach to ‘community based policing’ in Timor-Leste during UNTAET and following missions of the United Nations.  相似文献

Abstract

The police restructuring efforts in Bosnia and Herzegovina driven by the international community, using in particular the leverage of European integration, attempted to achieve a reform that would transform a very fragmented police system into a de-politicized single structure and ended in the signing of a rather weak political agreement. The main reason why the process proved to be so difficult was that police restructuring touched upon the fundamentals of a delicate ethno-political power-sharing model in a post-conflict situation. But also, the approach chosen by the international community had serious deficiencies as the international community was far from speaking with one voice, thereby limiting its leverage.  相似文献

The poor performance of conventional security sector reform (SSR) programming, especially in fragile and conflict-affected states, has led to growing calls for the development of a new generation of reform strategies capable of transcending the state-centrism of earlier approaches and delivering sustainable security dividends to insecure populations. This paper reflects on the challenges of second-generation SSR, with a particular emphasis on the imperatives of reconciling different understandings of ownership, of rendering SSR processes more inclusive, and of acknowledging the realities of non-state security provision. The paper suggests that at its core, SSR is about strengthening state-society relations, and that second-generation SSR will ultimately be judged on how effectively it comes to terms with the argument that genuine and sustainable change can only emerge through an endogenous process of relationship transformation, in which insiders, not outsiders, are the primary agents of change.  相似文献

The concept of hybrid peace is at the forefront of recent scholarship on the local turn in peacebuilding. It highlights the interplay between the international and local, and advocates for better involvement of local actors and agencies. This paper adds to the growing scholarship on hybrid peace by substantiating the concept of negative hybrid peace and characterizing its dynamics on the ground. Using the case of Kosovo's post-conflict peacebuilding process this paper reveals that the co-option of a select group of local actors unintentionally contributed to a rejection of minority rights, resistance to liberal justice, and contextualization of healthcare provision. It shows that negative hybrid peace has a domino effect in that when a negative form of hybrid peace takes root in a peacebuilding component, other peacebuilding components become susceptible to other forms of negative hybrid peace. The analysis in this paper proves the utility of the concept of negative hybrid peace in understanding the consequences of unresolved tensions from international/liberal–local encounters during internationally administered peacebuilding missions.  相似文献

Abstract

Though community policing is widely promoted by donors and criticized by academics, there has been little research on its practice in Africa. This essay examines one of the main elements of community policing, namely community forums, in Freetown, Sierra Leone. They were examined from the point of view of the police, Partnership Board executives and local communities. The triangulation of response provided an evaluation of their strengths and weaknesses. Positively they have improved communication between police and communities and provided intelligence, investigation, intervention, arrest and dispute resolution. Negatively they are elite dominated and most of the activities, initiatives and even finance come from the community. Despite the difficulties, the Partnership Boards are universally valued and are not seen as unwelcome foreign imports.  相似文献

Reform is never far from the centre of public administration practice and scholarship. In this article Doug McTaggart, the chairman of the Queensland Public Service Commission, and Janine O'Flynn, from the University of Melbourne, explore the challenges of reform and the state of play. McTaggart, who was a commissioner on the Queensland Commission of Audit, sets out the case that business as usual will no longer suffice given the range of challenges faced by governments. He sets out to explain how we ended up in our current state and what needs to happen to repair it, drawing on deep experience in the practice of reform. O'Flynn positions reform as one of the central questions in public administration and management and makes the case for rethinking reform conceptually to drive change in practice. In doing so she points to our weaknesses in determining whether reform fails or succeeds and makes the case that, until we rethink reform, business as usual might be all we end up with. McTaggart and O'Flynn bring together the expertise of practice and academia to bring new insights in this persistent challenge of public administration, and raise a series of questions for debate.  相似文献

This article explores how local resilience is realised in post-conflict reconstruction, by examining the redevelopment of Buddhist institutions in Cambodia. It firstly proposes three forms of resilience that were significant in the local level peacebuilding practice in the country – recovery, maintenance and transformation – and examines the process by which each form of resilience was materialised from the perspectives of local communities. Moreover, this study highlights two factors that determined the development of local resilience: ontological security and local leadership structure. Based on the empirical findings, this study discusses the conceptual and theoretical implications of such elements of resilient peacebuilding.  相似文献

While academic debate on the political control of military forces tends to oppose the poles of ‘integration’ or ‘separation’, the French military tradition is most often described as a case of subordination to political authorities. I examine the indicators of the rebalance of power in favour of the military by adopting an inductive approach based on the observation of the institutionalization of Civil-Military Cooperation (CIMIC). The focus on o?cers’ professional trajectories and collective resources, gives an alternative explanation of the adaptation of the military organizations to the security environment, that no longer only relies on usual realist and functionalist theories.  相似文献

Women constitute the majority of the Australian public sector workforce, but their representation in senior roles is not proportional. Australian public services have gender targets to improve the representation of women in senior roles. Based on previous research, targets are expected to first increase female representation at the target's focal level, such as executive level. Then they should initiate a trickle-down effect (TDE), increasing female representation at the level immediately below the target's focal level, such as the executive feeder level. However, the TDE observed in a state public service decelerated after a gender target was imposed. We identified whether individual departments had a consistent or inconsistent TDE and conducted 13 semi-structured interviews with key stakeholders. Too many service-wide targets with low prioritisation of a gender target, as well as missing and ineffective practices, generated decoupling dynamics. Only departments with gender champions who had visible backing from the Chief Executive were able to keep the gender target coupled with practice to achieve its intended outcomes.

Points for practitioners

  • Gender targets in Australian public services may not be achieving intended outcomes due to decoupling—a response to policies in which the policies are ignored and/or ineffective practices are implemented.
  • Too many competing targets and limited accountability for achieving a gender target create a potential for decoupling by allowing individuals and groups to ignore or weakly adopt the policy.
  • Integrated bundles of top-down (e.g. requiring at least two women on shortlists) and bottom-up practices (e.g. mentoring) can help avoid decoupling by ensuring women are appointed to senior roles and supported to progress through an organisation.
  • Chief Executives are key to ensuring a gender target remains coupled with its implementation; Chief Executives must provide visible support to internal champions to make gender targets effective.
