Drawing upon the various contributions to this special issue, this concluding article reflects upon the ways in which a shared security culture has influenced how the Economic Community of West African States (ECOWAS) has responded to transnational challenges. It then attempts to contextualise the ECOWAS approach by providing a brief comparative analysis of how other regional arrangements in Africa and Asia have addressed transnational challenges.  相似文献

Counter-terrorism initiatives are failing across the African continent. A major reason for this failure lies in the state-centric and military-focused nature of many counter-terrorism initiatives. In Africa, the state is often the source of insecurity for ordinary citizens. Any military strengthening of an illegitimate African state by the international community not only serves to bolster a predatory state but also undermines the human security of citizens. More importantly, such an approach conflates sub-state and international terrorism and serves to bolster the latter, thereby undermining regional and international security further. Put simply, current counter-terrorism initiatives are counter-productive. This paper focuses on counter-terrorism efforts in Nigeria and Mali with a special focus on US initiatives to combat terrorism in the region.  相似文献

South Africa occupied Namibia for 75 years. After that occupation ended in 1990, numerous ties between the two countries continued to exist and their economies are still intertwined more than 25 years later. In both countries the liberation movements that fought apartheid and then came to power are still in power. This might suggest that the relationship between the two countries would be a particularly close one. When the leaders of the two countries meet, as they regularly do, they speak of fraternal relations and point to ways in which the two countries are working together to enhance co-operation and regional integration. However, the relationship is a very unequal one, and the small state of Namibia retains suspicions of the regional hegemon, suspicions that have a long history. Areas of tension between the two states therefore remain. This paper considers aspects of their bilateral relations, within the multilateral contexts of the Southern African Customs Union and the Southern African Development Community.  相似文献

Africa has been divided into four groups of states by the European Union in the negotiation of Economic Partnership Agreements (EPAs) that will define the relationship between Africa and Europe in the future. The EPAs are unfair. They demand reciprocity between the EU countries collectively and each African country individually and they set conditions that will be demanded by any other country or groups of countries with which African countries seek trade arrangements. Further, separate EPAs among different groupings of African countries will undermine Africa’s wider integration efforts, leaving it in thrall to EU companies. In their present form the EPAs are not in Africa’s interest and will unnecessarily undermine the potential for Europe’s improved relationship with the continent.  相似文献

The aim of this article is to compare Unasur and the African Union with regard to their institutional structure, agenda and performance. Although some scholars have made comparative assessments of regional institutions in the same region or comparisons between regional projects worldwide and the European Union, there are still few academic contributions which develop a cross-regional comparison among regional initiatives from different regions of the Global South. By assessing the cases of Unasur and the African Union, and particularly Unasur’s Defence Council and the AU’s Peace and Security Council, taking into account their institutional structure, performance and limitations, and the role of regional leaders and exogenous actors in both cases, we have elaborated an analytical framework aiming to identify and explain the similarities and differences between two regional institutions outside Europe. Based on the contributions of comparative regionalism and the evaluation of Unasur and the AU, we conduct a comparative analysis of both regional organisations, giving specific attention to their security and defence agendas, moving forward the empirical and analytical agenda of comparative regionalism.  相似文献

This article presents the determinants of the influence of regional organisations in the area of international peace and security. It is aimed at initiating and provoking debate on the preponderant factors shaping that influence. The factors or determinants treated include (1) the willingness of the regional organisation to act, (2) the acceptance of its actions and (3) its capacity to discharge such peace-related tasks. The determinants are contingent on nine sub-determinants. The article uses a comparative approach, focusing on the African Union and the European Union after placing the discussion in the context of the relationship between regional organisations and the United Nations in international peace and security efforts.  相似文献

It can be confidently stated that, since its constitutive act came into effect in July, 2001, the African Union (AU) has enjoyed increasing attention at the administrative level from a number of scholars. Most of these scholars focus, however, on the evolution of the AU in general or on the Peace and Security Council and its components and how it links with regional organisations and the United Nations. This article adds to the existing literature by looking closely at the role and place of the Permanent Representatives Committee (PRC) in the decision-making framework of the AU. It also critically analyses the potential of the PRC and the challenges facing it as one of the most important decision-making committees of the AU. Lastly, it examines the evolution of the PRC and its functions. Finally, among other things, the article questions the lack of transparency practised by the PRC and proposes new approaches.  相似文献

Over the last couple of years, ‘African ownership’ has become a buzzword in many fields. Economic development initiatives like the New Partnership for African Development (NEPAD) are based on it, partnership agreements like the Joint AU–EU Africa Strategy are built around it and its central concept of Africanisation guides virtually all external relations of the continent. African leaders (rightly) insist on it, international organisations (rightly) preach it and many non-African actors are (unsurprisingly) hiding behind it. The concept of African ownership is so omnipresent today that it is more than surprising that the simple question of who actually owns it has not yet been asked. It is the declared purpose of this paper to disentangle rhetoric from reality and identify the owner as well as the limits of African ownership in the sphere of peace and security.  相似文献

This article explores the relationship between the security culture of the Economic Community of West African States (ECOWAS) and how it has responded to transnational challenges in West Africa. To do so, it provides an overview of how the ideas, norms and principles that constitute the embryonic security culture of ECOWAS have evolved historically. Against this backdrop the article focuses on how the regional organisation has dealt with a specific contemporary security challenge: child trafficking. The concluding part of the article seeks to explain ECOWAS's collective action on child trafficking with reference to the region's different threat perceptions and security priorities. This article argues that although the decisions and policies of ECOWAS on child trafficking are influenced by certain shared ideas, norms and principles, a breakdown of collective political will and continuing differences on the key security referents and appropriate approaches to the security of individuals have led ECOWAS member states to fail in effectively addressing this particular transnational security challenge.  相似文献

This special issue explores how one particular regional organisation, the Economic Community of West African States (ECOWAS), has defined certain transnational issues as security threats and how it has addressed them. In this introductory article, we begin by providing an overview and analysis of some of the most important transnational security challenges facing West Africa. Specifically, we discuss some of the problems raised by cross-border insurgencies, health challenges, organised criminal activities, terrorism and environmental degradation. We then examine the different levels at which actors have responded to these challenges. The section ‘Security culture: shaping the Economic Community of West African States (ECOWAS) response?’ sets out our approach to thinking about the concept of security culture and asks whether it might be relevant to understanding how and why ECOWAS has focused on responding to certain transnational security challenges and not to others. Abstract

Under article 3(q) (Objectives) of the Protocol on Amendments to the Constitutive Act of the African Union, we read the following: ‘invite and encourage the full participation of the African Diaspora as an important part of our continent, in building the African Union (AU)’. According to the AU, ‘The African Diaspora are peoples of African descent and heritage outside the continent, irrespective of their citizenship and who remain committed to contribute to the development of the continent and the building of the African Union’. Not only is this posture entirely consistent with the African development agenda and Renaissance, but it is also congruent with the recent and first-ever AU African Diaspora Summit which was convened on Friday, 25 May 2012, at the Sandton Convention Centre, Johannesburg. This is so because the Summit provided us with an excellent opportunity to continue to reflect on, and engage with, issues relevant to the development of the continent and, by extension, its multilingual and globally dispersed Diaspora. In this public lecture, it is argued that the current Amendment to the Constitutive Act of the AU in which the African Diaspora is now considered the sixth Region of the AU – an Amendment which has not yet been ratified by the requisite number of African states and one which might still be in need of some degree of disambiguation – provides the framework within which some fundamental and reciprocal benefits can be derived from an ongoing interaction between Africa and its Diaspora – especially its Older or Historic Diaspora. In essence, it is my contention that the principal reciprocal benefits that can accrue from this interaction between Africa and its Diaspora might best be captured in the language of pan-Africanisation and re-Africanisation respectively.  相似文献

ABSTRACT

This paper studies emerging power configurations in Upper Guinea Coast societies which result from contemporary interactions of global and local models of governance. With empirical data on shifting meanings of chieftaincy and control of land, changing tax regimes and the rising importance of youth in domestic politics, modifications of legitimate authority across time are contrasted with the effects of international interventions and global discourses on socio-political change. Some of these interventions accelerate, others accentuate or counteract processes of change within local power configurations. Only by carefully considering the innate malleability of local concepts of authority, history, and tradition can contemporary processes of change be identified as either mere reconfigurations or genuinely new configurations of power.  相似文献

This article assesses the foreign policy and intervention roles of Nigeria and South Africa in Africa, given their status as regional powers, and the regional complexes within which they operate. Drawing references from a plethora of conflicts in which these two states have intervened, this article argues that structural realism, given its emphasis on the material structure of power and the pursuit of relative gains, is useful as a theoretical framework in this assessment. The article makes a contribution to the literature by illustrating the value of structural realism as an international relations (IR) approach within which the intervention behaviour of these two African states can be analysed. The author acknowledges that while structural realism points to the fact that the pursuit of relative gains may be behind the normatively-clad role conceptions of states, foreign policy cannot be reduced to the pursuit of relative power alone.  相似文献

The nobility of the objectives and aspiration of the African Union's Agenda 2063 towards the developmental needs of the African people are laudable, as are the attempts being made to ensure collective action, despite the ‘shield of sovereignty behind which too many corrupt leaders have hidden’. However, these noble objectives and aspirations may be undermined and threatened by the upsurge in militant Islamism and the spread of terrorism within and outside Africa, a fact not being addressed by Agenda 2063. Yet while Agenda 2063 does not seek to address the challenges posed by terrorist networks within the continent, which are threatening human security as well as the sovereignty, territoriality, legitimacy and stability of political regimes, these issues are at the core of the agenda. This article argues for Agenda 2063 to step up its efforts to combat both the roots of terrorism and the threat to development that terrorism itself poses.  相似文献

This article explores the full ramifications of the evolving strategic environment in the Gulf of Guinea. It argues that the ‘new scramble’ or ‘oil rush’ in the region since its emergence as a critical energy repository and a strategic supplier to the global oil markets has elicited multiple lines of interest represented by both state and non-state actors. By delving into Nigeria's oil-rich context, this paper explores the fierce competition for influence ushered in by these developments, the contested notion of ‘security’ and ‘sovereignty’, and the emergent patterns of contestations as the Nigerian state mediates between global and local forces in its oil complex. Finally, it brings into bold relief the complexities of the intensified struggle for access to the region's vast energy resources — the current global economic downturn notwithstanding — and the challenge it poses to the region, and particularly to Nigeria, the dominant player in the region.  相似文献

It is argued in this paper that the level of non-compliance is high in the Organisation of African Unity/African Union in part because the organisation failed to institute and enforce strict membership accession conditionalities. Across the life of the organisation, this has resulted in non-compliance, mainly the non-payment of dues and non-implementation of policies. This position adds a historical dimension to arguments that identify weak economic capacity and the lack of political will as the main sources of non-compliance. It also supports the thesis that the enforcement of strict accession rules prepares states to perform their obligations and sets them up to receive benefits from the group. In 2002, Africa's continental body changed its mandate from liberation to integration. Since integration requires the strict enforcement of accession rules, the paper suggests that the organisation proceed by choosing differential membership to align the behaviour of its members to their obligations.  相似文献

Over the years, the major challenge to the protection of street-connected children’s fundamental rights has been the homogeneous conceptualisation of categories of children who fall within the ambit of street-connected children (SCC). As such, often, states – as duty-bearers – have narrowly identified SCC. This article argues that, if the rights of these children are to be effectively guaranteed, the phenomenon of SCC will need to be contextually conceptualised. A contextual approach, it is argued, affords broader protection to all affected children because it places emphasis on children’s interaction with the street, and how it impacts on their fundamental rights. However, because of the well augmented homogeneous definitions of SCC already in place, a contextual approach warrants express delineation so that the broader obligations of duty bearers are made more apparent. Against this backdrop, since the Committee on the Rights of the Child (CRC) is in the process of developing a General Comment (GC) on SCC, this process presents the CRC with a momentous opportunity to make the contextual approach more apparent. Following a brief introduction, the article gives an overview of the varying homogeneous definitions of SCC and their limitations in affording broader protection to children. A brief discussion of the realities of children in street situations in Africa follows. Subsequently, the potential of the forthcoming GC on SCC to clearly substantiate and further the cause of a contextual approach is underscored.  相似文献

The author argues that this letter, and a speech from the prime minister which followed it, deserve close study given their far-reaching implications for the future of UK–EU ties. 规范是建构主义兴起后国际关系研究的热点问题,其中,规范传播是规范研究的重要内容。现有的规范传播研究多集中于规范在组织内的纵向传播以及由发达地区向不发达地区的横向传播,并在这两个维度上探讨规范的传播机制与传播战略。东盟规范根源于东南亚地区的历史文化传统与本地经验并借鉴了部分外部经验,伴随着东南亚地区合作的形成与发展而逐步生成和不断演化。东盟规范的演进过程同时体现了规范的纵向传播以及横向传播;从"小"东盟到"大"东盟,体现出东盟规范的纵向传播;东盟规范在东亚地区主义中的作用和影响则体现了东盟规范在更大范围内的横向传播。此外,20世纪90年代以来,东盟在借鉴的基础上对部分欧洲安全规范进行了本地化,体现出外部规范对东盟的横向传播。无论是东盟规范的向外传播还是东盟对外部规范的本地化,都体现出东盟不断适应形势变化、解决自身发展问题的需要。  相似文献

ABSTRACT

The supra-national criminal prosecution by the International Criminal Court (ICC) of the alleged crimes committed in Darfur raises critical legal and conceptual issues. This article addresses the dilemma of peace, justice and reconciliation from a legal perspective, as well as the justice options that are available. The article also assesses the Sudan's criminal and military laws (both at the substantive and procedural levels) in terms of the country's ability to prosecute international crimes such as war crimes, crimes against humanity and genocide. In this respect, the article argues that these laws fall short of international criminal law standards and principles – particularly the amendments introduced after the United Nations Security Council referred the Darfur situation to the ICC. The article critically examines the Sudan government's policy of non-engagement, which ultimately led to supra-national criminal prosecution (represented by the ICC intervention under the complementarity principle of the Rome Statute). Finally, the article interrogates the report issued by the African Union High-Level Panel on Darfur (AUPD), and evaluates the strengths and weaknesses of its recommendations.  相似文献
