ABSTRACT

This paper asserts that Turkish secularism and Islamism represent two faces of one coin – contemporary Turkish politics – when one considers their goals and strategies. The two ideological movements have shaped one another and each now seeks to impose itself as superior. This article unpacks these differences and similarities in the following steps: (a) it defines the socio-historic modes of Turkish secularism and (b) examines its social and political origins; (c) it then explores Islam’s return to the public domain as an oppositional Turkish identity; (d) and thereafter considers the diverse understandings of secularism resulting from neoliberal policies that relaxed state control over Islam, which then prompted socially-acceptable reinterpretations of Islam; and finally (e) describes how the AKP’s has re-imagined secularism while (mis)using Islam as a political instrument. The comparison highlights such commonalties as a collectivist character, a desire for state control as a vehicle to realize an ideology, intolerance of diversity and criminalization of other perspectives, and the differentiation of religion as morality in the private sphere versus its cultural role in the public sphere. It concludes that, under the AKP government, Islam is used as a tool to consolidate the power of Erdo?an’s kleptocratic regime.  相似文献

Held in an environment of growing social polarisation, fears of emergent authoritarianism, and economic challenges, Turkey’s June 2015 election ended the Adalet ve Kalk?nma Partisi’s (AKP’s) parliamentary majority, challenging its single-party rule for the first time in 13 years. This article first provides information on the background to the election, focusing on debates about the authoritarian tendencies of AKP, economic conditions, and the competition for the Kurdish vote. Then, a brief overview of the campaign period is presented, followed by an analysis of election results at the sub-national level. The article concludes with some preliminary discussion of the causes of the loss of AKP’s majority.  相似文献

ABSTRACT

This article introduces a collection of articles that explore the role of religion (Sunni Islam) in the transformation of Turkey under the reign of President Recep Tayyip Erdo?an and his Justice and Development Party (Adalet ve Kalk?nma Partisi, AKP). This special issue argues that the Turkish understanding of secularism was also one of the building blocks or/and constitutive elements of Turkey’s modernisation until the rise of the AKP. Currently, however, it seems that religion has become a new or re-born element of the new Turkey and has been transforming many areas such as: the media, the Kurdish issue, implementation of the rule of law, foreign policy and gender issues. This special issue aims to scrutinise the question: how does a religion-based transformation in Turkey influence the raison d’etat of the state?  相似文献

ABSTRACT

Since the rise of the Adalet ve Kalk?nma Partisi (AKP), Islam has come to play a more prominent role in public and political spheres in Turkey. This paper draws on ethnographic data gathered in Istanbul and Diyarbakir between 2013 and 2015 to highlight Kurdish attitudes to Islam. Following the electoral success of the AKP amongst Kurds in the general election of 2007, Kurdish actors have sought to incorporate Islamic sensibilities into their political offering in order to appeal to Kurdish constituents. Amid the AKP’s recent authoritarian turn and instrumentalization of religion, and the rise of Islamic State of Iraq and Syria (ISIS), many Kurds have sought to redefine their relationship with Islam to clearly demarcate distinctly Kurdish religious and political spaces.  相似文献

ABSTRACT

Since roughly 2011, the Turkish state and the ruling Justice and Development Party (AKP) have been going through a process of mutual transformation. Some of the historical apprehensions, biases and frustrations exhibited by Turkey as a middle power have been absorbed by the relatively reformist AKP. Conversely, the AKP and its undisputed leader Erdo?an have seen their socio-political fears, power based conflicts and ethno-religious desires become dominant in all areas, including religion. As a consequence of this bilateral transformation, Turkey has become both an inclusionary and a hegemonic-authoritarian state, and at the same time a weak one. Within this new identity and structure of the state, Sunni Islam has become one of the regime’s key focal points, with a new logic. This article seeks to explain the transformation of the relations between the AKP’s Turkish state, religion and religious groups, by scrutinising Karrie Koesel’s logic of state-religion interaction in authoritarian regimes.  相似文献

ABSTRACT

Based on a continuous and relational understanding of state-formation, as conceptualized by Charles Tilly, and inspired by Gramsci’s formulation of ‘war of position’, AKP regime in Turkey can be identified as a process of (re)-entrenchment. The AKP’s original claim to de-securitize the state–society relationship in Turkey has re-entrenched, re-aligned and re-institutionalized positions of power and democratic participation within the state to overcome the old-guard and establish its own hegemonic rule. The conspicuous disappearance of a booklet from 2013, i.e. the Silent Revolution, that was supposed to be the historical documentation of the AKP’s ambitious original claims from all AKP-related media effectively indicates its abandonment of these goals. This document reveals the contentious (re)entrenchments while the party ascended to power challenging deep-rooted security-oriented positions of the statist nationalism. This ascent to power was indeed a ‘war of position’ during which international opportunities created by the EU were effectively navigated and legislation and executive actions a) pertaining rule of law, human rights and freedoms, administrative accountability and transparency, b) economic and social reforms regarding vulnerable social groups, anti-corruption measures and labour relations, c) de-securitization and civilianization of government agencies and d) issues of Kurdish citizens were utilized as ‘trenches.’  相似文献

This study explores the competition for Turkey's Kurdish vote through the instrumentalization of religion, ethnicity and victimhood in political competition. This becomes possible through the study of rally speeches of the Justice and Development Party (Adalet ve Kalk?nma Partisi – AKP), the pro-Kurdish Peace and Democracy Party (Bar?? ve Demokrasi Partisi – BDP) and the Peoples’ Democratic Party (Halklar?n Demokratik Partisi – HDP), in Turkey's June 2011 and June 2015 general elections. The AKP campaigns framed the resolution of the Kurdish issue along with an updated version of the ‘Turkish Islamic Synthesis’. The issue of ethnicity was toned down in contrast to the idea of common victimhood of pious Turkish and Kurdish Muslims in republican Turkey. On the other hand, the BDP/HDP moved from a more ethnic-oriented and exclusive identity approach in 2011 to a more inclusive, liberal and extrovert agenda based on a civic definition of Turkish national identity in 2015. Religion and victimhood appear as the two most enduring symbolic resources for political party mobilization.  相似文献

Abstract

This article investigates the political dynamics shaping the post-2010 ‘de-Europeanisation’ of Turkey’s judicial system, particularly regarding judicial independence and rule of law. The analysis suggests the limits of conventional Europeanisation accounts emphasising causal factors such as European Union (EU) conditionality and the ‘lock-in effects’ of liberal reforms due to the benefits of EU accession. The article argues that the Justice and Development Party’s (AKP’s) bid for political hegemony resulted in the reversal of rule of law reforms. De-Europeanisation is discussed in terms of both legislative changes and the government’s observed discourse shift.  相似文献

ABSTRACT

This article explores the articulation and experience of Soviet gendered ideology regarding work in the Tajik SSR, one of the Muslim Soviet peripheries, during the post-war period ending with Perestroika. Central Asian women’s work was used for economic purposes, as well as being a key driver for fulfilling the ideological objective of emancipating Central Asian women from religion and tradition. Through a feminist postcolonial geography approach, attentive to questions of discourse and material lived experiences, this article explores the ways in which gender and ethnicity were co-produced by Soviet ideology. Analysis of scientific publications produced by Tajikistani female researchers, and of women’s magazines from the 1950s, is contrasted with ethnographic data on workers from various collective farms and semi-urban places, including ‘work heroines’ (peshqadam). Our findings illustrate the hybrid nature of the Soviet regime, advancing theoretical debates on the use of postcolonial theory in Soviet Central Asia.  相似文献

Turkey had its fourth National Assembly elections on 7 June 2015 in the twenty-first century and this time they resulted in a hung parliament. The efforts at establishing a coalition government failed and the country moved to a snap, ‘repeat’ election on 1 November 2015. This paper focuses on how the voters registered their party preferences almost 5 months apart in the same legislative general elections and why. Using the same sample and interviewing those who lived at the same addresses as those in the ISSP Citizenship survey conducted February to April 2015 and again in October 2015, a panel data-set was constructed. A theoretical framework for voting behaviour that uses party identification, political ideology, ethnic, religious, social class identities and perceptions of the performance of the economy of the respondents to understand what factors help to influence the party preferences of the same respondents 5 months apart. A multivariate (binary logistic regression) analysis of the pre-June and October 2015 data sets revealed that economic voting had been the predominant factor in the June elections, but security concerns also interacted with popular economic evaluations in the November 2015 elections to reinstall the AKP to power.  相似文献

ABSTRACT

This article aims to show how traditionalization is enforced by women in Tajikistan in the realm of marriage, focusing on the economic dimension of life cycle rituals: ritual expenditure and gift-giving. It shows that from women’s points of view, performing ceremonial competition may itself be a resource to recover their reputation, for example when a matrimonial rupture has harmed it. Focusing on single mothers, it demonstrates how practices of traditionalization performed by women can be directed at addressing gender constraints and stereotypes, such as the normative relation between marriage and femininity, and how they may also secure women’s separate sphere of competence and relative financial autonomy.  相似文献

ABSTRACT

In Your Western Regions, My Turkestan (2007), Chinese dissident Wang Lixiong warned of the ‘Palestinization’ of the Xinjiang question, defined as reaching ‘a critical point in time’ where Uyghurs and Han Chinese enter an interminable ‘ethnic war’. Following the knife attack on Han civilians in Kunming (2014), seen by many as an act of Uyghur terror, Wang reminded us that he had foreseen this trajectory seven years earlier. This article outlines Wang’s six interpretations of ‘Palestinization’ in the Xinjiang context, then shows how tightened regulations on religion and intrusive religious policing was the main catalyst for local retaliatory violence in 2012–2015. I contend that state securitization of religion was counterproductive, heightening societal insecurity and promoting inter-ethnic conflict between Uyghur and Han communities. In Chen Quanguo’s era of ‘de-extremification’, the state’s purported attempt to ‘purify’ Islamic practice continues to be experienced on the ground as violation of pure, halal space.  相似文献

ABSTRACT

The pro-Kurdish nationalist mobilization in Turkey was mostly built on the right to self-determination aligned with the Marxist-Leninist ideology for the insurgent Kurdistan Workers’ Party (PKK) in the early 1980s and ethnic minority rights for the secular-leftist pro-Kurdish legal parties in the 1990s. The Turkish state mostly framed the legal and illegal pro-Kurdish mobilization as ‘the enemy of the state’ and ‘the enemy of Islam’ in its counter-insurgency efforts. However, in the 2000s, the PKK and the pro-Kurdish legal parties became more tolerant and inclusive toward Islamic Kurdish identity by mobilizing their sympathizers in events such as ‘Civic Friday Prayers’ and a ‘Democratic Islamic Congress’. This move aimed to function as an antidote to the rising popularity of the ruling conservative Justice and Development Party (AKP) and the Kurdish Hizbullah in the early 2000s. In other words, Islam and pious Muslim identity has increasingly become contested among Turkish Islamists, Kurdish Islamists, and the secular Kurdish nationalists. This article seeks to unpack why, how, and under what conditions such competing actors and mechanisms shape the discursive and power relationships in the Kurdish-Turkish public sphere.  相似文献

Sri Lanka’s constitutional policy regarding religion affords the ‘foremost place’ to Buddhism and obligates the state to protect and foster the Buddha Sasana, whilst assuring the rights and freedoms of the other religions. By explicitly creating a special status for Buddhism, the constitution has produced the category of the ‘Other’ that has the potential to discriminate against minorities in a pluralistic society and to undermine the fundamental principle of equality. The creation of this distinction generated contestation during constitutional reforms. By examining reform proposals on religion, interview material and comparing the debates of the Constitutional Assembly (October/November 2017) with the Constituent Assembly debates (1970–71), this study retraces the evolution of the Buddhism Chapter and identifies the present contestations and their role in deciding a constitutional arrangement for religion.  相似文献

ABSTRACT

This article argues that in the AKP era, gender and sexuality play a central role in reshaping the secular-religious divide to instil ‘yeni milli’ (new national) – or as AKP members call it, ‘yerli ve milli’ (homegrown and national)- values. Adopting a feminist and reflexive approach, this article seeks to demonstrate that Erdo?an and the AKP have used gender and sexuality-related issue areas not as diversions to highjack the public agenda, as it is often assumed, but as a medium to regulate the neoliberal redistribution of conservative values. After a brief presentation of the historical background of the gendered evolution of the secular-religious divide in Turkish politics, this article focuses on the following three particular cases: the policies and discourse on LGBTI rights; the link that was established between the reproductive rights of women and ethnic identity; and how the AKP created new types of ‘other men’ and ‘other women.’ The article also seeks to show that in each case the meanings attributed to the secular and the religious in the secular-religious divide have shifted accordingly and that shift was reflective of, and was used to instil the particular set of values supportive of particular political positions.  相似文献

ABSTRACT

This article connects micro and macro scales of inequality to Lithuanians’ decisions to depart to Sweden during the economic crisis with austerity measures and its aftermath (2008–2013). This period revealed unequal opportunities regarding the quality of life that were largely created by the gradual re-commodification of labor as well as unaddressed income and social inequalities which had existed since the 1990s. Nevertheless, macro inequalities did not directly lead to the exit decision. Rather, this was bound to the individual’s perception of the leaving opportunity and (possible) quality of life for oneself and one’s family across time and space.  相似文献

Abstract

The results of the 2015 Singapore general election (GE) saw the People’s Action Party (PAP) reverse the decline in support of the past few GEs. Many writers cited as some of the key reasons for PAP’s strong showing: a flight to safety, the superior PAP campaign, the personal popularity of Lee Hsien Loong, the 50 years of Singapore's Independence (SG50) feel-good factor, changes in government policies since 2011, direct government subsidies to the pioneer generation, the passing of Lee Kuan Yew, and the mainstream media’s attack on the credibility of the opposition. In this paper, the author offers an additional explanation, that is, the underlying causes of the PAP’s electoral success were the policies laid down after Singapore’s independence and some key cultural traits of this island nation. The policy of depoliticisation led to the creation of a social contract under which political liberties were voluntarily sacrificed in return for economic growth and prosperity. The author further argues that the cultural traits of kiasi and kiasu tipped the balance in favour of the PAP when voters decided that the outlook for the Southeast Asian region was negative and Singapore needed the PAP to steer the country during this period of uncertainty.  相似文献

Abstract

Turkey’s snap parliamentary election in November 2015 took place in an environment of growing political violence and terrorism resulting from the renewal of the Kurdish conflict in the southeast and two major suicide bombings carried out by Islamic State of Iraq and Syria (ISIS). Presenting the coalition arithmetic, the article first examines the failure to form a government after the previous election five months earlier. It then examines the campaign for the November election, including party strategies, key issues and the role of the media, before analysing the results and the election winners and losers. In restoring a parliamentary majority for the Adalet ve Kalk?nma Partisi (Justice and Development Party – AKP) that has governed Turkey continuously for the past 13 years, the November election marked the basic continuity of Turkey’s predominant party system.  相似文献

ABSTRACT

Literature on Turkey’s post-2011 authoritarian turn – especially after the eruption of the 2013 nationwide Gezi Protests – adopts modern concepts such as ‘dictatorship’, ‘authoritarianism’, ‘totalitarianism’, ‘one-party government’, ‘party-state fusion’, and even ‘fascism’ mainly in order to pin down the nature of the Justice and Development Party (AKP, Turkish acronym) or depict the current character of Turkey’s regime. Through engaging the pre-modern concept of neopatrimonialism, which is derived from Max Weber’s concept of patrimonialism, this paper argues that Turkey’s encounter with authoritarianism is deeply associated with the proliferation of neopatrimonial domination, into which the legacy of patronage politics, fracture of security power, and the metastasis of crony capitalism have been conflated. This article argues that neopatrimonial features have always, to a degree, marked state-society relations in Turkey. Furthermore, this article suggests neopatrimonial characteristics started to dominate Turkey’s modern legal structure under the AKP, which led to a state crisis culminating in the 2016 attempted coup. However, despite the fact that neopatrimonialism cannot be argued as a pathological deviation from modern-legal domination, this paper concludes that tension exists between the crony capitalism-based economic model of neopatrimonalism and Turkey’s decades-long market-based capitalism.  相似文献

This article explores the views of two eminent professors of economics, Abe Isoo (1865-1949) and Kawakami Hajime (1879-1946), regarding their socialist economic theories for easing poverty in Japan during the interwar years (1918-1939). Prior to this period, Abe believed the cure to capitalism’s ills lay in a combination of socialist economic reforms (sangyô demokurashii) and individual spiritual refinement. Kawakami, at that time a bourgeois economist, prioritised the spiritual revolution of the rich over any socialist-type economic reform. Thus, although convinced of the need for a different approach to eradicating poverty, they nevertheless agreed in the need for gradual change rather than radical reform (Gavin East Asia An International Quarterly 24:1, 30). The year 1928 marked a significant turning point both for Japanese social movements and in the lives of Abe and Kawakami. That year heralded Japan’s first national election under the new Universal Male Suffrage Law, and saw the police exercise their extended authority as they undertook a nationwide round-up of students and intellectuals suspected of left-wing tendencies (the March 15 Incident). Also in that year, Abe and Kawakami resigned from academic posts to dedicate themselves to alleviating the privations of the working class. Abe, by then well known as the father of Japanese socialism and as a Christian pacifist, became a symbolic figure for Japan’s working class parties, although he later came to support the government during WWII. Kawakami, who was forced to resign from his post during the round-up, “washed his hands of bourgeois economics”, became a prominent spokesman for Marxism in Japan ([28], xi, pp. 76, 169). This article will reveal that both Abe and Kawakami’s social and economic theories changed during the interwar period, so that Abe came to see imperial sovereignty as crucial to socialist economic reform, while Kawakami came to see it as a minion of the capitalists and advocated institutional and political revolution.  相似文献
