Latin America and the Caribbean have been a major battleground of the “foreign policy war” between Taiwan and the PRC over
international legitimacy, and recognition. This paper analyzes the growing rivalry between China and Taiwan and its implications.
The first part of the paper examines the importance of Latin America and the Caribbean for both Beijing and Taipei. The second
section explores political aspects of their involvement in the region. The third part assesses how Beijing and Taipei use
economic diplomacy to meet their diplomatic objectives in Latin America. The fourth section examines the implications of the
increasing rivalry between Taipei and Beijing in the region.

While research has provided evidence that culture and institutional performance shape individual level trust in political institutions, scholars have neglected to adequately estimate the effect of political institutions and macroeconomic conditions on trust. Using data from the World Value Surveys for eleven Latin American cases, we test if countries with “partyizing” electoral systems - those with rules that encourage voters to hold the party, not individuals, accountable for government performance - experience lower levels of distrust in political parties and the legislature in times of poor economic conditions than those countries with “personalizing” electoral rules. Our analysis shows that the macro political and economic context largely conditions the impact of culture and institutional performance on political trust. 相似文献

This article shows that ethnic cleavages have contributed to electoral fragmentation in Latin America, but not in the way that the social cleavages literature would expect. It finds that party system fragmentation in the region is not correlated with ethnic diversity, but rather with the proportion of the population that is indigenous. The failure of the main parties to adequately represent indigenous people, it argues, has led indigenous voters to shift their support to a variety of smaller populist and leftist parties, which has produced high levels of party system fragmentation in indigenous areas. Where a significant indigenous party has emerged, however, indigenous voters have flocked to that party, which has reduced party system fragmentation. Analyses of sub-national electoral data from Bolivia, Ecuador, Guatemala, and Peru provide support for these arguments. 相似文献

Economics and elections have been much-studied in the highincome democracies of North America and Europe. However, little is known, especially comparatively, about economic voting in low-income democracies, such as those of Latin America. Here we offer the first comparative election study of the economic vote in this region. We apply a series of ever-more demanding statistical tests to an election survey pool of 12 Latin American nations, measured at three time periods (total N > 7000). Unambiguously, the finding is of highly significant, even strong, sociotropic retrospective economic effects on the incumbent vote. In Latin America, as in other democratic nations studied thus far, governments are rewarded or punished, according to the economic performance they command. 相似文献

Although national elections in Latin America are now described as reasonably free and fair by international observations teams, electoral processes are still affected by a series of malpractices (unequal access to the media and public resources, registration problems, vote buying). These irregularities negatively affect citizens' trust in elections. In this paper, we analyze the consequences of low trust in elections and exposure to vote buying practices on electoral participation in Latin America. Using data from the 2010 wave of LAPOP surveys, we find that perceiving that the election is unfair reduces the willingness to participate in national elections, but receiving material incentives during the campaign has the opposite effect of increasing electoral participation. We also show that the effect of trust in elections on turnout is larger in countries where voting is not mandatory. 相似文献

It is often assumed that the institutional organization of electoral management bodies (EMB) has an impact on the credibility of elections, but this proposition has been difficult to verify empirically. I examine whether the degree of autonomy from the political process of EMB administrators affects attitudes towards elections among citizens and legislators by analyzing mass and elite surveys across Latin America. I conclude that levels of confidence in the electoral process among political elites are higher in countries with politically autonomous EMBs, but this effect is muted in the analysis of citizen attitudes. This association holds after controlling for individual-level determinants of trust in elections and for other relevant country-level predictors in multilevel statistical models. 相似文献

Party systems diverge in their levels of nationalisation. While in some countries parties obtain similar levels of electoral support in all districts, in others parties get very asymmetric electoral shares across districts. The distributive consequences of this have been seldom studied. The argument tested here is that when political parties have nationalised electorates they have stronger incentives to provide social policies that spread benefits all over the territory. This argument is tested in 22 OECD democracies for the period 1980?2006. The results show that, regardless of the electoral system in place, there is a positive relation between party system nationalisation and social spending. 相似文献

Redistributive policies in decentralised systems: The effect of decentralisation on subnational social spending

This article uses cross‐national data to examine the effects of fiscal and political decentralisation on subnational governments’ social expenditures. It revisits the benefit competition hypothesis put forward by fiscal federalism research, which posits that subnational governments in decentralised countries match welfare benefit reductions by their peers to keep taxes low and avoid an in‐migration of welfare dependents. As a consequence, subnational social expenditures are assumed to plateau at similar and low levels. Using a new cross‐national dataset on social expenditures in 334 subnational units across 14 countries and 21 years, the author explores whether benefit competition causes subnational governments to converge on similar levels of social spending. The analysis reveals that as countries decentralise, subnational social spending levels begin to diverge rather than converge, with some subnational governments reducing their social expenditures and others increasing them. Furthermore, decentralisation is not likely to be associated with lowest common denominator social policies, but with more variability in social expenditure. The article also examines the effects of other macro‐level institutions and demonstrates that policy coordination influences the relationship between decentralisation and subnational social spending levels. 相似文献

AbstractThe imagination opens onto a reconciliation of the past with the future, especially when it is activated as a retrieval of the memories of collective suffering. This is especially the case with the Latin American experience, with its history of military governments and their ‘dirty wars’ against their civilians. Using Ricoeur's notion of the metaphorical imagination, and drawing on Dussel's work on ethical hermeneutics, this paper argues that, in the act of remembering, other social imaginaries can be created as possibilities that go beyond the concrete present, and which occur from the vantage points of oppressed others. 相似文献

Representation is greater when legislators and voters agree on the national agenda. Under what conditions are higher degrees of “issue priority representation” more likely? Our answer focuses on economic conditions and party branding dynamics, and the case of Latin America. With mass and elite survey data we show that economic hard times and left-leaning preferences increase the prioritization of economic issues. We likewise document fairly high levels of economic issue priority representation in most of Latin America. From the perspective of democratic quality, evidence of representation in this domain is good news; yet, variation does exist. Consistent with our argument that party branding dynamics matter, we find that leftist and centrist parties tend to over-prioritize economic issues relative to their supporters, and the reverse for rightist parties. Further, we find a significant interaction between economic conditions and the ideological brand of parties: in economic downturns the left and the center are more likely to express a strong commitment to economic performance, whereas the right is less responsive to lean times. 相似文献

Beyond sticks and stones: Human capital enhancement efforts in response to violent crime in Latin America

Violent crime has been commonplace in Latin America over the past decades. While existing research has made progress in explaining the rationale and outcomes of government coercive strategies against crime, it has overlooked the non‐coercive strategies implemented to improve public security. It is argued in this article that political authorities make human capital enhancement efforts to shape actors’ incentives about criminal activity and mitigate crime. Accordingly, it is hypothesised that violent crime increases human capital enhancement efforts, and that the effect of violent crime on human capital enhancement efforts is larger when left‐oriented governments are in power because they stress actors’ motivations over windows of opportunities as the main drivers of crime. Support for these hypotheses is found in a sample of Latin American democracies in the period 1990–2007. 相似文献

Abstract China's engagement in South America and Africa's extractive sectors has increased significantly in the last decade. How comparable are the African and South American cases from a developmental perspective? This article explores resource curse theories, arguing that the ‘curses’ often associated to extraction are historically produced dynamic processes that need to be reevaluated in light of China's direct and indirect impacts on resource-endowed countries. It elaborates a framework to compare the developmental dynamics entailed by China's involvement in the South American and African extractive sectors, distinguishing between external, internal and intrinsic ‘curses’. The article holds that China's growth and investment have strengthened the position of resource-endowed countries in the international economy, revitalizing resource industries and improving terms of trade for commodities. Concurrently, the expansion of extractive activities has brought about increased environmental and economic sustainability challenges. Divergences between the African and South American cases are best observed at the national levels, where China's non-interventionist approach has different developmental implications depending on internal trends within investment host countries. 相似文献

Accelerated national and international efforts to redress the acute lack of infrastructures in the developing world have focused on forging partnerships to spur infrastructure development. This article finds a sore lack in attempts to grasp how infrastructures implemented through multiactor partnerships within entrenched, often volatile, political environments, become durable. Durability is understood here through field analysis, an approach common within the “new institutional” literature. Two case studies of sanitation infrastructure‐making from cities in India are presented as empirical evidence. Failure of the first case and the success of the second in acquisition of durability clearly illustrate the vital role political strategy plays in making infrastructures durable. 相似文献

Since 1980, the U.S. press has painted a vivid picture of widespread welfare state dismantling in Europe. Yet our analysis of social expenditures in 14 European countries from 1980–1995 finds a pattern of resilience and, with respect to family benefits, a pattern of expansion. Our review of qualitative research on policy reforms upholds the expenditure-based findings. We conclude that U.S. media misrepresentation of social welfare developments in Europe is likely to impede lesson-drawing from abroad by U.S. policymakers. This constitutes a lost opportunity, as the U.S. is now engaged in social policy reformulation, especially with respect to programs for families. 相似文献

What factors shape decentralization processes in Latin Americanfederations? This work reviews and statistically analyzes currentapproaches on the topic, questions some claims of generalityin their theoretical frameworks, and presents an argument toexplain variation in decentralization processes across thesefederations. The main hypothesis is that the degree of decentralization(in fiscal and administrative terms) in Latin American federationshas been shaped by the political power of the national executiveand sub-national actors and the fiscal context in which theyinteract. Abstract Between the late 1960s and the early 1980s, the Korean developmental state implemented a series of drastic egalitarian educational policies that were primarily geared toward social integration. While promoting social mobility and educational expansion, they provided the basis of the egalitarian social contract in Korea's educational policymaking for decades. Since the 1990s, however, the Korean state has implemented neoliberal education reforms that led to the rapid dismantling of the egalitarian framework for the country's educational policymaking. These neoliberal reforms were strongly supported by the affluent middle class that prefer elitist education and can afford expensive private education. The general direction of change in Korea's educational policymaking suggests both significant change and continuity in the character of the Korean state and its relations to society since the 1990s. The contemporary Korean state still maintains a highly strategic and activist orientation in adopting and implementing policies although its policies are increasingly neoliberal in content. In doing so, the Korean state is gradually abandoning its broad social base and mobilizational capacity, while increasingly connecting with the upper segments of the middle class. 相似文献

This article examines the relationship between information and communication technologies (ICTs) and regional integration as a pathway to socioeconomic development in Africa and South America. Both regions share a colonial legacy often characterized by stronger economic ties to the developed world than within the regions. In recent decades, regional organizations have been involved in efforts to strengthen the infrastructure for ICTs, as well as the enhancement of economic and political integration as strategies to achieve development. However, the literature continues to show distinct research agendas that unwittingly overlook the connections between these areas. This article proposes a theoretical framework combining research on integration, ICTs, and development. It provides a brief analysis of each region and its ICT initiatives, the potential impact on regional integration, and how this relates to development. We suggest possible applications of the framework to identify and research the processes of integration and expected outcomes of development. 相似文献

Detached,Hostile, Adaptable and Liberalising: The Chameleon Qualities of the UK's Relationship with EU Social Policy

In this article, we review the EU's significance for social policies in the UK. The EU has a limited legal role or institutional capacity to directly regulate the social policies of its member states. This role is even more limited in the case of non‐eurozone countries. There are a handful of EU policy measures which have had effects on social policy in the UK. However, these effects have not changed the institutional arrangements for making, organising and delivering social policy, which remain firmly in the hands of UK governments. In consequence, a ‘Leave’ or ‘Remain’ result has relatively limited implications for social policy, except in the case of specific social groups: notably for UK and other EU nationals who have lived and worked in at least one other EU country. Other EU legislation and regulation is compatible with the current and historical policy preferences of UK governments and political parties. 相似文献

Despite the ever growing body of scholarly work on policy developments in the post‐communist New Member States of the European Union (NMS), systematic comparisons of policy outcome performance and its determinants are still scarce. This article identifies patterns of post‐communist policy outcomes across the fields of economic, social and environmental policy. By employing pooled time‐series cross‐sectional analysis with a Fixed Effects Vector Decomposition (FEVD) estimator it investigates to what extent policy outcome performance is determined by differing policy efforts (outputs or reform tracks), transitional conditions and international influences. Although citizens are still negatively affected by the initial economic recession, especially in the social domain, policy reforms and efforts are decisive in determining the outcome performance of the NMS relative to one another in the longer run. Successful and comprehensive market reforms and steering capabilities prove to be particularly important in this regard. Furthermore, internationalisation has an important, albeit ambiguous, impact. While exposure to the world market is reflected in negative policy performance, interaction with and financial commitment from Western European Union countries promote positive policy outcomes. 相似文献

This article analyses the social bases underpinning the widely different trajectories of nuclear energy policies across Western European countries. Employing a set of surveys carried out in the last thirty years, it examines the conditional effects of ideology and geographical proximity to a nuclear power plant on attitudes toward nuclear energy, as well as the long‐ and short‐term dynamics of belief updating after the occurrence of major accidents. Results highlight how proximity can strengthen, weaken or have no effect on the ideological component of these attitudes. Moreover, the publics of most countries with experience in nuclear energy display the traits of Bayesian dynamics of belief updating, especially in the vicinity of a plant. The article also shows the fairly exceptional traits of French public opinion. In conclusion, the broad social constraints within which governments operate, across time and space, shed light on the different policy trajectories of European countries. 相似文献
