Abstract

As part of the strategy for better governance, the European Commission has taken steps towards improved consultation and dialogue on European Union (EU) policy with interested parties. Opening up the policy process and getting interest groups involved are considered important for the democratic legitimacy of EU policy making. This article examines the public Internet consultation on the Commission proposal for a new European chemicals policy, the so-called REACH system. Being one of the most consulted issues in EU history, the chemicals policy review is considered as a critical test for the participatory mechanisms provided by the European Communities. By analysing more than 6000 contributions to the consultation, it is demonstrated that it invited broad participation, although industry was considerably better represented than NGOs and other civil society associations. Moreover, an overwhelming majority of participants were national actors from the largest member states rather than transnational actors. It is concluded that online consultations can invite broad participation in EU policy shaping but it is unlikely to bring about equal participation from different group of actors. Therefore it raises concern when measured against standards of democratic governance.  相似文献

Every modern president of the United States has been bedeviled by unauthorized leaks of government information to the press. Who is responsible for such leaks? Presidents of the United States have accused civil servants of attempting to undermine them. However, journalists have suggested that the presidents' own political appointees leak more. Using interviews conducted in 2013 with both presidential political appointees and civil servants who worked in public affairs for the U.S. Treasury Department during the administrations of Presidents Barack Obama and George W. Bush, as well as interviews with reporters with whom the Treasury officials interacted frequently, this case study finds that political appointees and civil servants leak unauthorized information that does not serve the president's interests to the press with roughly the same frequency. The findings shed light on behavior that is typically shrouded in secrecy and call into question the effort by modern U.S. presidents to gain greater control of the federal government by hiring record numbers of political appointees. This article explores the compound machinery of government. Attention is directed toward decision making within the core executive of the European Union—the European Commission. The article studies seconded national civil servants (SNEs) hired on short‐term contracts. The analysis benefits from an original and rich body of surveys and interview data derived from current and former SNEs. The decision‐making dynamics of SNEs are shown to contain a compound mix of departmental, epistemic, and supranational dynamics. This study clearly demonstrates that the socializing power of the Commission is conditional and only partly sustained when SNEs exit the Commission. Any long‐lasting effect of socialization within European Union's executive machinery of government is largely absent. The compound decision‐making dynamics of SNEs are explained by (1) the organizational affiliations of SNEs, (2) the formal organization of the Commission apparatus, and (3) only partly by processes of resocialization of SNEs within the Commission.  相似文献

A growing awareness among officials in Haiti of the need for public service reforms has resulted in the reorganization and revitalization of the country's Administrative Reform Commission (Commission Administrative). At present there is no uniformity in organization, procedures, regulations or remuneration between the different government agencies. The bureaucrats have little security and the bureaucracy is completely dominated by the executive branch of government. Coupled with this, owing largely to the budgeting system, the public service has developed into virtually two separate services, one dealing with development and the other with recurrent tasks. The number of public servants has doubled in the past decade. The Administrative Reform Commission has identified its priorities including the creation of a unified career service system, a restructuring of the bureaucracy and decentralization. This article comments on the Commission's proposals and the problems of implementing them.  相似文献

Abstract

This article gives an overview of policies and progress on eGovernment in Europe. Propelled by the implementation of the eEurope 2002 Action Plan, collaborative R&D work and the establishment of trans-European telematic networks between EU national administrations, eGovernment applications have developed dramatically in Europe. However, the first achievements will not fulfil their promises if further challenges are not addressed by the decision makers at all levels of government. Top-level leadership and commitment is necessary to deepen eGovernment, not least for the change management needed for reorganisation of government back offices. The transfer of eBusiness practices into the public sector can help to achieve increased productivity and inclusion, by ensuring access for all to government eServices. The Brussels eGovernment Conference in November 2001 highlighted both the quality of existing eGovernment applications and the potential of European cooperation. European administrations are setting new standards as a basis for further progress.  相似文献

Nearly two decades after the first Volcker Commission issued its report on the federal public service, the presidential appointment and confirmation process remains long, cumbersome, intensive, and embarrassing. As the evidence presented in this essay suggests, the process may attract people who are motivated more by personal rewards than by the intrinsic value of public service. Although recent administrations have displayed little enthusiasm for reforming the federal appointment process, the best hope for change may reside in future presidents' desire to assert tight political control over executive departments.  相似文献

This article reports a comparative study of the Environmental Regulatory Agencies in Norway, Denmark and Finland. Increasingly and relatively independently these agencies are taking part in transnational networks in the European Union involving the European Commission. An informal penetration, fuelled by faster electronic technology, is taking place between the European Commission and the regulatory agencies, largely outside the control of the domestic politico-administrative leadership. Changes in the character of the states' public administrations serve as an important background for these developments, a distinctive feature being the 'agencification' of the administrative apparatus during the last decades. Due to their relative autonomy, the national regulatory agencies are well placed to work 'double-hatted' in the sense that they interact directly with the European Commission at the same time as they perform traditional tasks as agents of national ministries. This development may challenge the image of integrated administrative apparatus and the notion of transparent and democratic governance.  相似文献

Previous studies have identified institutional, organizational, and individual factors that promote innovation in public organizations. Yet they have overlooked how the type of public administration—and the type of administrators—is associated with innovative attitudes. Using two large, unique comparative data sets on public bureaucracies and public managers, this article examines how bureaucratic politicization and legalistic features are associated with senior public managers’ attitudes toward innovation in 19 European countries. Results of multilevel analysis indicate that the bureaucratic politicization of an administration and the law background of public managers matter. Public managers working in politicized administrations and those whose education includes a law degree exhibit lower pro-innovation attitudes (i.e., receptiveness to new ideas and creative solutions and change orientation).  相似文献

This article reviews the history of executive budgeting in the United States a century after President William Howard Taft's Economy and Efficiency Commission proposed an executive budget. This history, the authors argue, does not suggest that giving more budget power to the president will improve budget outcomes. Instead, what is needed is more cooperation between the branches of government and a better‐educated public—goals that were shared by budget reformers when the Taft report was published.  相似文献

Abstract

This article looks at current policies concerning the civic and political participation of youths, women, migrants, and minorities in the European Union. It highlights the ways in which active citizenship and civic engagement have become a political priority for European institutions. Representation of local policy actors at the supranational level and strategies for the inclusion of civil society provide a platform for evaluating the impact of Europeanization at the national and subnational level. The article focuses on key discourses and narratives associated with specific policy frames (e.g. European citizenship, European social policies, and the European public sphere (EPS)). Some of the key questions addressed by the article are: What are the strategies that are employed, both by the European institutions in Brussels and organized civil society (OCS), to enhance participation and reciprocal communication? What vision of governance do practices such as active engagement and civil dialogue represent? Drawing on current theories of governance, our article contributes to the debate about the EPS by evaluating the role of OCS in bridging the gap between European institutions and national polities. Equally, our focus on traditionally marginal groups provides a platform for assessing the institutionalization of the ‘European social dimension’.  相似文献

ABSTRACT

This paper looks at the intervening role that local political elites play to translate government transfers into effective public spending. We want to know whether mayors spend IGTs to provide basic public services or infrastructure works, and whether such investments are instrumental to secure their advantage as incumbents. To test these arguments, we use a combined dataset of local public finances between 2001 and 2015 and electoral results for the 2009 and 2014 municipal elections in Ecuador. We find that mayors do respond to political incentives and make strategic spending decisions to invest on public services and visible infrastructure projects. However, we find selective spending was insufficient to secure incumbency advantage in the 2014 election. We argue that the executive intervened to block or limit the impact of spending decisions at the local level, thus creating an incumbency disadvantage for mayors. Further research is needed to explain this.  相似文献

Abstract.  The European Commission (Commission) occupies a pivotal role as the key executive institution of the European Union (EU). Yet, the factual autonomy of the Commission remains largely unexplored, contributing to contradictory assessments of it. This study reassesses the behavioural autonomy of the Commission, as well as organisational conditions thereof. The article utilises one under-researched laboratory of the Commission: temporary officials (SNEs). SNEs may serve as a crucial test-bed of Commission autonomy due to their ambiguous affiliation towards the Commission. Whereas past studies claim that SNEs have a predominantly intergovernmental behavioural pattern, this study demonstrates that the SNEs blend departmental, epistemic and supranational behavioural dynamics, thereby safeguarding their behavioural autonomy. Understanding Commission autonomy requires that the organisational anatomy of the Commission organisation be carefully considered. The organisational anatomy is measured by considering four independent variables: the organisational composition of the Commission services; organisational incompatibilities across levels of governance; recruitment procedures of Commission officials through a so-called 'submarine' approach; and socialisation dynamics inside the Commission. The autonomy of the Commission is organisationally contingent and not only subject to what has been called 'actors' conspicuous desire for autonomy'.  相似文献

The aim of this article is to study key New Public Management (NPM) transformations undertaken at central level in the European Union public administrations of Germanic, Nordic and Southern European countries. Our study shows that there is no global tendency towards the same NPM model, although, within public administration models, there are strong similarities. Although some NPM initiatives have been taken as steps towards implementing these reforms, in other contexts they could have been adopted in order to ward off deeper reforms.  相似文献

When it adopts an EC law, the Council of Ministers, the main legislative body of the Community, decides on the extent to which implementing measures are taken by national administrations and the latitude of national executive action. This article reviews, across a data set of 158 major EC laws, the pattern of delegation of executive powers to national authorities and the statutory constraints employed by the Council to delimit the national execution of European policies. The study provides, first, a comparative assessment of the choices taken by Community legislators on issues of delegation and suggests an explanation to the relative stringency of European law. It then evaluates the long‐term trend towards more concise legislation and greater executive discretion of member states, but not necessarily of more legislative output, that emerges from the analysis of the data set. Finally, it explains how factors such as credibility of commitment, information asymmetries and the need for flexible, but controlled and credible, transition to European policies account for the use of 12 categories of constraints that the Council imposes on national administrations.  相似文献

ABSTRACT

This article explores societal culture as an antecedent of public service motivation. Culture can be a major factor in developing an institution-based theory of public service motivation. In the field of organization theory, culture is considered a fundamental factor for explaining organization behavior. But our review of the literature reveals that culture has not been fully integrated into public service motivation theory or carefully investigated in this research stream. This study starts to fill this gap in the literature by using institutionalism and social-identity theory to predict how the sub-national Germanic and Latin cultures of Switzerland, which are measured through the mother tongues of public employees and the regional locations of public offices, affect their levels of public service motivation. Our analysis centers on two large data sets of federal and municipal employees, and produces evidence that culture has a consistent impact on public service motivation. The results show that Swiss German public employees have a significantly higher level of public service motivation on the whole, while Swiss French public employees have a significantly lower level overall. Implications for theory development and future research are discussed.  相似文献

In an effort to understand how proximal work environment shapes public sector employees' work attitudes, this study examined how perceptions of psychological climate were related to the extent of affective commitment in three occupational groups: clerical, professional, and managerial/executive. Data were gathered from 267 employees in 11 New York State agencies. Results indicated that the strength of association between measures of psychological climate and affective commitment varied across occupational groups. Implications of these results with respect to developing effective strategies for enhancing public sector employees' organizational commitment are discussed in detail.  相似文献

How can legislators derive the benefits of delegation without unduly empowering the executive? This article investigates how this dilemma is met in the European Union (EU) political system where executive power is delegated to the Commission. The argument is that the European member states have found a unique solution. They install committees of member state representatives to monitor the EU Commission, the so‐called comitology committees. However, the extent to which comitology committees are installed and their exact competence vary considerably across policy areas. This article uses a delegation perspective to understand this variation. An analysis of comitology provisions in 686 directives and regulations shows that institutional conflict and issue complexity, well‐known factors from the delegation literature, are important predictors of comitology control of the Commission. The findings support one of the two prevailing images of comitology—comitology as a control mechanism, not deliberative democracy.  相似文献

This article examines two claims made about the "Commission crisis" of 1999: first, that the accountability of the Commission to the European Parliament (EP) was significantly increased; and, second, that the model of parliamentary government in the European Union (EU) was advanced by events in 1999. In analyzing the crisis and its consequences, this article focuses upon the powers of dismissal and appointment, and what these powers reveal about the capacity of the EP both to hold the Commission responsible for its collective and individual actions and to influence its policy agenda. If a parliamentary model is to develop in the EU, the negative parliamentary powers of censure and dismissal have to be balanced by the positive powers of appointment and enhanced executive responsiveness. On both counts—dismissal and appointment—the 1999 "Commission crisis" did not point to the clear and unambiguous dawning of a "genuine European parliamentary democracy."  相似文献

Three topics of a European constitution are discussed. First, basic arguments from constitutional political economy that aim at restricting representatives’ potential misuse of powers in a European Union with extended competencies are summarized. Since a European demos does not yet exist, an extension of competencies of the European Parliament is not sufficient in order to legitimate political decisions at the EU level. The introduction of elements of direct democracy in the European constitution would shape the creation of such a demos and lead to a stronger control of the European legislature and executive. Second, the introduction of direct democracy in the European constitution is proposed in order to reduce the European democratic deficit. Third, the creation of a European federation requires a more transparent assignment of competencies and rules to resolve conflicts between different centers of power. A European federation should be organized according to the principles of competitive federalism.  相似文献
