The recent debate over the changes to the ‘Life in the UK’ citizenship test offers another opportunity to reflect on the testing of would-be citizens in liberal democracies. The citizenship test has often been understood as part of the ‘strengthening’ of national borders: set within a discourse of fears over high levels of migration and the risk to cultural homogeneity. Furthermore, it has been viewed as an illustration of the death of multiculturalism and presented as an illiberal strategy of cultural assimilation. I propose that whilst the notion of ‘testing’ is built out of fears regarding ‘threatening’ difference and ‘community cohesion’, what the UK testing process presents is an explicitly liberal strategy of governing. Drawing on the history of the test, I suggest that it is not purely a mechanism of restriction but that it also relies on strategies of responsibility, empowerment and ‘self-improvement’. The citizenship test, alongside other recent border strategies, may be better understood as representing a fascinating nexus between advanced liberal ideas of governing and concerns regarding (in)security. I argue that studying the test in this way offers up vital questions about how community and political membership continues to be shaped in late modernity. 相似文献

Claims to human rights protection made by displaced persons are displaced from the universe of humanity and rendered ineffective by the geopolitical character of modern international human rights law, in favour of the protection of citizens' rights claims. In response, there is increasing interest in leveraging respect for and protection of the rights of displaced persons through extension of the rights enjoyed and supposedly borne by emplaced citizens. However, it is a mistake to assume that humans as citizens bear human rights or that the freedoms that they may be able to extend beyond state boundaries are universalisable. The extension of the right to citizenship functions to displace questions of human rights themselves. The question of the human in rights is in fact always displaced, as long as the human subject is acted upon as if it could possess rights. In paying attention to the critical perspectives with which displaced persons confront the citizen, she or he may come to appreciate the fact that the universality of human rights is served where one does not claim to have rights but, rather, actively engages, without limits, with others in the struggle for rights and their respect. 相似文献

This article examines the shift in discourses of citizenship from Britain from notions of entitlement and obligation to those of self-government, and the reciprocity between the responsibilisation of individual and collective citizen-subjectivities. Against the backdrop of debates about society as the telos of government, this article will interrogate the claim that New Conservatism's ‘Big Society’ represents a unique rationality of government and an alternative formula of advanced liberal rule. The burgeoning literature on transitional justice, truth commissions, reconciliation and official apologies tends to ignore the conditions of settler states in which ‘reconciliation’ needs to take account of indigenous minorities. The settler colonialism literature is worth including in the general discussion because it is exceptionally reflective about political theory (the constitutional recognition of indigenous rights) and ethnogenesis (the origin and viability of both settler and indigenous identities), challenging mainstream liberalism, in particular, to account for difference beyond platitudes about multiculturalism. This article highlights the postcolonial critiques of the Australian governments' apology to the indigenous peoples of the country. The authors of these critiques seek to protect indigenous alterity from the Australian state, which they regard as irredeemably colonialist, especially in its liberal and progressive mode. The article suggests that Indigenous political agency transcends the resistance/co-option dichotomy presented in much of the apology's commentary. 相似文献

This article explores the effectiveness of appeals to ‘active citizenship’ as an answer to the ‘neoliberal’ political vocabulary of consumer choice and market freedom. It does so through a case study on recent reforms to post-compulsory education in Australia. A common response to education and social welfare policy is to expect government to accord with ideals of citizenship such as self-determination, participation and equality. However, the case study suggests that the governmental rationalities of modern mass-education systems are irreducible to these abstractions. Reference to the social rights of citizens is embedded in the rationales of social and education policy. Nevertheless, this should not be construed as the recognition or misrecognition of an absolute ideal or principle. Instead, the negotiation of social rights can be seen as the product of the mass school system's own capacity to apply common norms to a population and to use these norms in maintaining the settlements negotiated within expanding social welfare systems. 相似文献

Citizens of the Aamjiwnaang First Nation fight for justice with their bodies at the frontlines of daily toxic exposure. This paper examines struggles for environmental and reproductive justice in the polluted heart of Canada’s ‘Chemical Valley’. These are as struggles over life, land and knowledge. Based upon community-engaged qualitative research, from a participatory action research approach, including field immersion, participant observation and 35 in-depth interviews with First Nations residents, I document the Aamjiwnaang First Nation’s citizens’ activities and practices on the ground as they cope with the impact of their contaminated surroundings on their health and habitat. This community-engaged scholarship lens brings into view the lived experiences and ongoing practices of resistance by the Anishinabek citizens who are surrounded by Chemical Valley. I situate these struggles within the green citizenship literature to assess three blind spots of green governmentality: greening citizenship, lifestyle blame and Western dualisms. I discuss the multiple edges of ecological citizenship and argue that citizens are simultaneously bound up within disciplinary power relations and place-based belonging. This place, although polluted, is crucial to practices of relational Anishinabek citizenship and the identity of indigenous citizens who call this place both ‘prison and home’. 相似文献

This paper is about the relationship between power and subjectivity in a democracy, about the lines between subjectivity and subjection, democracy and despotism. The ability of the democratic citizen to generate a politically able self depends upon technologies of subjectivity which link personal goals and desires to social order and stability, which link power an subjectivity. I begin with the contemporary self-esteem movement spearheaded by feminist Gloria Steinem and California legislator John Vasconcellos to show that programs which attempt to enhance the subjectivity of women and the poor-strategies of empowerment, self-help, and democratic participation - are also practical techniques for the subjection of individuals. I go on to outline a history of the present ‘state of esteem’ beginning with the work of Alexis de Tocqueville. I locate the emergence of democratic self-governance in the advent of the social as a sphere of governability and expertise. 相似文献

Democratic theory hears silent citizenship as disengagement or disempowerment. Normatively, silent citizenship evokes the specter of civic passivity – of democratic citizens variably characterized by apathy, disaffection, selfishness, or a lack of political knowledge. Empirically, silent citizenship is linked to deficits of democracy – including voter turnout rates, the quality of political representation, and overall government responsiveness. One problem with these conclusions, however, is that we lack any systematic conceptualization of the range of different attitudes democratic citizens might hold in silence. This article seeks to fill in this conceptual gap by mapping the range of possible motivations for citizens to remain silent in developed liberal democratic systems. The key to doing so, I argue, is to distinguish between two measures of democratic citizenship: empowerment and communication. Separating these two measures reveals an entire spectrum of motivations for silence, which I organize into five distinct degrees of silent citizenship. 相似文献

Innovative attempts to involve citizens in policy making have been one of the defining features of the New Labour government in the UK. In this article, we examine the nature and impact of community engagement mechanisms within the flagship regeneration programme—the New Deal for Communities. Through interviews with practitioners, analysis of survey data and participant observation of governance boards we examine the methods and impact of initiatives to engage residents in policy making. While it is apparent that innovative strategies have been put in place to engage and empower communities in local policy making, this has not always been matched by the development of tools for measuring the impact of involvement or for scrutinizing the policy development and decision-making process. More people may have got involved, but little is known about precisely what effect their involvement has had upon policies at the local level. Consultation, or just publicizing what is happening and community involvement in decision-making are often conflated, and there is only a limited attempt to delineate and quantify the impact of each. It is also evident that information gathered as a result of some community engagement initiatives is not easily linked to policy development and is not always utilized in the policy process. For community involvement to become a meaningful and sustainable aspect of local policy making, an appropriate infrastructure needs to be developed to ensure that the decision-making process is transparent and accountable, and that the input from citizens genuinely informs decision-making. 相似文献

This article analyzes whether participation in civil society organizations (CSOs) in Turkey enables the learning of active citizenship. I conceptualize active citizenship along two axes. The first axis includes its defining dimensions (civic action, cohesion, self-actualization) while the second axis includes the types of learning (cognitive, pragmatic, affective) active citizenship requires. The study presents in-depth analysis of participant experiences in four CSOs in Turkey. Data are derived from semi-structured interviews with CSO members and volunteers. Findings reveal the mechanisms that link changes which occur to CSO participants to the various dimensions of active citizenship. The analysis points toward the potential for change in how citizenship is both learned and practiced in Turkey. 相似文献

In the Netherlands, active citizenship in the context of urban regeneration of deprived neighbourhoods seems to have evolved into ‘entrepreneurial citizenship’. The concept of entrepreneurial citizenship combines top-down and bottom-up elements. National and/or local governments promote an ideal citizen with entrepreneurship skills and competencies to create more responsible and entrepreneurial citizens’ participation in government-initiated arrangements. At the same time, bottom-up behavioural practices from citizens who demand more opportunities to innovatively apply assets, entrepreneurial skills, strategies and collaboration with other stakeholders are initiated to achieve their goals and create societal-added value. The aim of this paper is to better understand the origins of ‘entrepreneurial citizenship’, and its meaning in the Dutch context of urban regeneration. To do this, we will review the relevant international literature and combine insights from studies on governance, active citizenship, social and community entrepreneurship and urban neighbourhoods. AbstractThis article details a role-playing “citizenship simulation” used in a large graduate seminar offered by the Masters of International Relations (IR) faculty at Monash University in Melbourne, Australia. While recognizing the need for a more systematic analysis of the relationship between class size and active learning strategies, this article offers an anecdotal reflection on the challenges faced when employing active learning in an IR course with growing enrollment numbers. We describe and analyze a simulation used in the graduate course to evaluate the feasibility and desirability of structuring large IR classrooms to include participatory group activities such as simulations. We also hope the simulation provides instructors with an effective sample design for simulations in their own larger courses. 相似文献

The paper discusses the effects of the ‘public work programme’ on social citizenship in remote rural localities in Hungary, where it has developed into an extreme form of workfare in lack of other employment options. Drawing on extensive empirical material from two rural localities, the paper shows that, due to decentralisation, large variations exist in the ways the programme is implemented locally. The practices and approach of local officials, who as key welfare workers in a highly decentralised state primarily determine its local implementation, are strongly linked to local social relations, as well as dominant notions of deservingness/undeservingness on which local claims and negotiations of belonging are based. The study concludes that, whilst the programme fails to address, and even upholds, structural inequalities, the ways in which the programme is organised can, nevertheless, fundamentally affect both the material welfare and the locally constituted social citizenship of its participants. 相似文献

This paper presents part of a larger research on the consequences of an earthquake on the scholastic life of children aged 3-11. In May, schools abruptly closed due to the earthquake in Emilia Romagna and Lombardy (Italy). Children and teachers fled from them, leaving school backpacks and books in the classrooms. Daily life was disrupted and the community gathered in tents set up by civil defence. Immigrant families returned to their countries of origin or shared life in the tent cities. The focus of theoretical sources of the research considers mainly: the vulnerability of the persons concerned; measures for risk reduction; environmental sustainability; community resilience; controversial human development between freedom of the person and economic globalisation. From methodological point of view, the interviews with teachers, school rectors, and citizens revealed the impact of the earthquake on community identity. Unexpected human solidarity and local responsible participation were part of the new educational plan of reconstruction based on hope, active citizenship, and historical memory. 相似文献

This article seeks to promote an integrated approach to the study of citizenship policies, which pays due attention to their potential impact on migrants whose self-recognition are formally delimited by legal definitions. Through a novel approach that makes use of naturalisation processes as an empirical entry point into the narratives of citizenship embraced by Turkish migrants, this article investigates the role of dual citizenship policies in three European countries: Spain, the Netherlands and the UK. The evidence from the sample group displays a process of ‘self-bargaining’ prior to the naturalisation decision, which calls into question the link established between legal and emotional bonds of citizenship. The Dutch example demonstrates how Turkish migrants cope with the ban on dual citizenship by downplaying the identity-conferring role of citizenship status. This leads to a decoupling of legal and emotional aspects of citizenship and thereby to the adoption of a thin sense of citizenship. While Spain represents an in-between case that has a tolerant implementation despite a de jure ban, the British example shows how the process of ‘self-bargaining’ can result in the widening of emotional landscape, when dual citizenship is allowed. A thick sense of citizenship is therefore not only preserved but it can also be extended to the citizenship of the country of residence. 相似文献

The purpose of this paper is threefold. First, it seeks to give expression to the trends of an important debate that has not been formally articulated among anarchist theorists, namely whether or not the concept ‘citizenship’ can be meaningfully salvaged and repurposed. While many anarchist theorists have gestured at such a debate, the dimensions of this discourse have not been clarified. Secondly, in identifying the features of this debate, this paper seeks to show that citizenship can be meaningfully rehabilitated by the anarchist left. And finally, this essay seeks to provide some preliminary reasons why anarchist theories of citizenship may provide a fruitful partnership with theorists of citizenship today, especially those engaging in critical citizenship studies. 相似文献
