The discussion explores the problem of women's employment patterns under capitalist development in Latin America, first by analyzing the way in which women's work has been conceptualized within modernization theory. It then goes on to examine the 2 types of work in which most Latin American women are engaged -- domestic service and informal work such as selling produce and taking in laundry -- to provide evidence for challenging modernization theory and for developing a more useful approach. Subsequently, the discussion considers women's domestic and informal work within the context of capitalist development, which provides some insight into the broader structures shaping women's employment. Finally, the discussion proposes some reconceptualizations of women's work and development. Modernization theorists analyze women's work in the cities within a variety of constructs, interpreting it as a backward manifestation of traditional society, a reflection of women's inadequate training for the modern sector, an indication of women's primary orientation to the family, or as a phenomenon that is too tangential to warrant examination. The primary assumption is that modernization improves women's status and the conditions of their lives as it brings greater productivity, more advanced technology, and more highly differentiated institutions. Assumptions concerning women's absorption into the modern sector and the equalization of work roles between men and women are not borne out by actual employment trends, which reveal the persistent concentration of women in domestic work, informal jobs, and the lower-paying service jobs. Despite their predominance, domestic service and informal jobs are infrequently included in employment statistics and are virtually ignored in studies of development, yet these 2 types of work are the primary forms of work for Latin American women. Even when modernization theorists recognize the proliferation of informal and domestic service jobs, they see it as part of a progressive development stage, with displaced rural laborers becoming incorporated into the modern sector by way of informal jobs. In most Latin American countries, rural women become a permanent part of the services and the informal labor market when they move to the cities. There is little sign of their transition to industrial employment. In general, capitalist development marginalizes Latin American women, who in several important ways lose status. The range of pursuits considered women's work should include their activities within the infromal labor sector. Informal work is still virtually unexplored, especially as it relates to wage work in underdeveloped countries. Informal labor is not registered in the census, nor is it included in the gross national product. Yet, it is a major component of women's work. Domestic service and infromal jobs should be seen in relation to other forms of labor and to total social production.  相似文献

Abstract

The current configuration of global land politics – who gets what land, how, how much, why and with what implications in urban and rural spaces in the Global South and North – brings disparate social groups, governments and social movements with different sectoral and class interests into the issue of natural resource politics. Governance instruments must be able to capture the ‘political moment’ marked by the increasing intersection of issues and state and social forces that mobilise around these. This paper looks at whether and how the Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (also known as the TGs) passed in 2012 in the United Nations Committee for Food Security (CFS) can contribute to democratising resource politics today. Abstract

Despite strong shared interests and their dependence on US assistance, Kabul and Islamabad frequently fail to cooperate with the USA’s post-9/11 security agenda. Why doesn’t the USA have more leverage in these alliances and what can it change to be more influential? This article identifies four structural factors in Washington’s alliances in Afghanistan and Pakistan (‘Af-Pak’) contributing to Washington’s lack of coercive power: 1) the USA’s interest makes coercion difficult; 2) Kabul and Islamabad have more invested and will bargain to protect their interests; 3) the form of US commitment (an intense but explicitly temporary military commitment) produces incentives for Kabul and Islamabad to adopt short-term solutions, frequently running against US interests; and 4) the tenets of counterinsurgency policy cause Washington to be politically dependent on Kabul and Islamabad, effectively reducing its influence.  相似文献

How does welfare state expansion reconfigure political coalitions? This paper challenges traditional accounts that pit social policy ‘insiders’, who univocally oppose policy expansion, against ‘outsiders’ who favour it. It argues that labour market vulnerability and partisan cues can play a critical role in shaping the preferences of both insiders and outsiders, and thus produce new pro-expansion coalitions. To test this claim, it employs historical analysis of key social insurance configurations in Bolivia over the last 30 years, as well as an original survey carried out in Bolivia following that nation’s 2007 extension of a noncontributory national minimum pension.  相似文献

Many of the arguments on the ‘green revolution’ in rice‐growing in South Asia are concerned with socio‐economic factors in the adoption of the new technology and with unequal distributive consequences. This essay, while not denying the importance of these arguments, shows that the varying natural environment in South Asia still exercises a critical and differential effect on the adoption of new varieties, with implications for equity and lessons for plant‐breeders and others.  相似文献

Abstract

This article explores the processes that contribute towards the image of Pakistan as portrayed to the West. It does this by critically analysing the discursive practices through which knowledge, and a general idea of Pakistan, are created, for example in South Asian area studies journals and South Asian studies centres in Western universities. This article demonstrates that most scholarly research on Pakistan, as published in South Asian studies journals, is in fact heavily influenced by the research of American and European scholars. It argues that as the positionality of these Western scholars is further based on ‘academic quality’, this causes a continuous circle of knowledge production. In this circle, the Western academic produces ‘quality’ work in top area studies journals. Their work then receives wider circulation due to the scholar’s positionality and status within elite, Western centres of knowledge production, whereas research in South Asian studies centres is predominantly India-centric. While true to their proposed research ambit, research conducted on India in South Asian studies centres is multidisciplinary in nature. In Pakistan’s case, most of the research, however marginal, remains centred on the country’s security and its international affairs.  相似文献

Since the Cold War the USA has articulated and implemented explicit strategies of democracy promotion. One interesting target of such efforts is Latin America, in part because of the region’s geographic proximity to the USA and of the mixed record of US support for democracy there. This paper examines the impact of the end of the Cold War and the 9/11 episode on the nature, purposes, targets and consequences of US democracy assistance to Latin America. Examining democracy aid allocations, social and political factors and other variables, it traces changes in aid strategies, purposes and recipients generated by these paradigm shifts, and assesses the impact of such assistance on the politics of the region. It concludes with implications of these findings for US democracy promotion policies.  相似文献

The focus of this article is two-pronged. First, it highlights China’s ‘One Belt, One Road’ (OBOR) initiative as a Eurasia-centred project that, distinct from the twentieth-century Eurasianism, aims to introduce a new comprehensive integrationist agenda to the Eurasian strategic landscape. Second, it compares the US-led Euro-Atlanticism and the emerging Eurasianism, holding that while the former has historically stressed security over development (development is seen as contingent on the establishment of a hard security regime), the latter prioritises development over security (security is viewed as contingent on the establishment of an inclusive economic regime). Thus, this research argues that, if implemented successfully, OBOR could challenge Euro-Atlanticism as the long-held normative paradigm of interstate relations by offering a systemic alternative.  相似文献

Abstract

Although Islam is described as a fundamental aspect of Kyrgyz national identity, its theological aspects are generally elided in nationalist discourse. However, as Islam becomes more prominent in Kyrgyz society, anxieties about ‘Arabisation’ and the weakening of national traditions permeate popular and political discourse. These anxieties operate simultaneously in the national and religious registers, suggesting the extent to which theological beliefs inform national identity, even in secular states. Examining a recent controversy over veiling in Kyrgyzstan, this article argues that theology is both linked to nationality and also a site of contestation over the terms of nationalism itself.  相似文献

This paper aims to investigate how in contemporary India the process of ‘othering’ of the Muslim minority has been the product of politically motivated and manipulated majoritarian cultural assertiveness, reflected in the Hindu right’s clamour to underline the significance of drawing the geographic and cultural boundaries of what its ideologues call the Hindu nation. Situating cinema as a crucial distribution source of popular culture, the paper contends that Bollywood cinema has exhibited an overt bias towards producing films that capitulate to this radical nationalist discourse professed by the Hindutva ideologues. Making a discourse analysis of selected films produced by Bollywood since the 1990s, the premise of this contention is interrogated by examining how Hindi cinema’s portrayal of the image of Muslims has been carried out in a pejorative manner which stems from the strong grounding of its stories in a Hindu majoritarian setting. The paper concludes by arguing that, with such a penchant, Bollywood cinema has actively engaged in the politics of nationalism engendered by the right-wing neo-fundamentalist Hindutva movement.  相似文献

This article is part of a larger project on ordinary border crossings and state practices in North America. The changing border governmentalities in the region focusing on securitising their borders against potential terrorist threats and the increased emphasis on the managing of population flows have led to a reduced mobility for certain travellers as opposed to others. The construction of potentially safe and ‘un-safe’ subjects through profiling on the basis of race, ethnicity, national origin, gender, religion and socioeconomic background and the increasing use of biometrics have impacted upon travellers’ mobilities. In the North American context, the Mexican state has undergone significant modernisation in terms of its border control capacities, thus enhancing not only its capacity as a buffer state, but also its performative sovereignty, and is therefore an interesting case to study. This article aims to analyse how these transformations in border governmentalities have affected the mobility of ‘ordinary’ travellers, and how they have developed coping strategies and resistances towards the potential curbing of their respective mobilities.  相似文献

While the central thrust of Michael Lipton's work has been the crucial role of productivity gains in small farm agriculture for rural poverty reduction, in many sub-Saharan African countries this desirable outcome has stubbornly refused to materialise, and growing numbers of rural poor people are found persistently to fail to secure even minimal acceptable levels of food consumption. A social protection policy response is to target social cash transfers to the chronic extreme poor. This article focuses on the level of cash transfers relative to income differences between households in the bottom half of the income distribution, and the social tensions that arise from beneficiary selection and exclusion. It is found that cash transfers to target groups such as ‘the poorest 10 per cent’ or the ‘ultra-poor labour constrained’ must be set low, even below the welfare levels they seek to achieve, if they are to avoid socially invidious reshuffling of the income distribution. The article identifies critical trade-offs between the cost and coverage of different types of social transfer, their social acceptability and their political traction, helping to explain the reluctance of governments to adopt scaled-up poverty-targeted transfers as the preferred form of social cash transfer to those most in need in their societies.  相似文献

Abstract

This paper challenges dominant understandings of ‘rising powers’ by developing a decentred, relational account of Russia and China in Central Asia. We ask whether Moscow and Beijing’s regional integrative strategies do not guide, but rather are led by, everyday interactions among Russian and Chinese actors, and local actors in Central Asia. Rising powers, as a derivative of ‘Great Powers’, are frequently portrayed as structurally comparable units that concentrate power in their executives, fetishise territorial sovereignty, recruit client states, contest regional hegemony and explicitly oppose the post-1945 international order. In contrast, we demonstrate that the centred discourse of Eurasian integration promoted by Russian and Chinese leaders is decentred by networks of business and political elites, especially with regard to capital accumulation. Adopting Homi K. Bhabha’s notion of mimicry (subversion, hybridity) and J. C. Scott’s conception of mētis (local knowledge, agency), and using examples of Russian and Chinese investments and infrastructure projects in Central Asia, we argue that in order to understand centring discourse we must look to decentring practices at the periphery; that is, rising power is produced through ongoing interactions between actors at the margins of the state’s hegemonic reach.  相似文献

ABSTRACT

Each Passover since 2009, hundreds of East African asylum seekers and Israeli activists have gathered for ‘Refugee Seder’, a public event to support Sudanese and Eritrean communities in Israel. Featuring a ceremonial seder meal, storytelling, speeches, and a dance party, Refugee Seder draws on age-old Jewish rituals and contemporary global black pop musics to symbolize Africans as members of the Israeli national collective. This article explores Refugee Seder’s modified commemorative practices, which engage dual narratives of Jewish nationalism and cultural cosmopolitanism. I show how seder rituals enable African participants to temporarily embody a Jewish spiritual identity, and how black pop musics help publicly reframe Africans’ ‘blackness’ as a cultural asset instead of a political liability. Ultimately, I argue that Refugee Seder distills larger ideologies of identity and belonging that are deeply rooted in Israeli collective consciousness, and which shape the trajectories of ‘refugee issue’ politics and policy-making.  相似文献

The institutionalisation and nationalisation of Russia’s party system, which is dominated by United Russia (Edinaya Rossiya—UR), has played a major role in the building of Putin’s ‘power vertical’. Nevertheless, despite the fact that formal relations within UR are highly centralised, informal practices allow for far greater degrees of regional autonomy. Focusing on UR’s candidate selection for the 2011 Duma election this article provides an examination of cross-regional variations in the relations between UR’s Party Centre and its regional branches. As electoral legislation requires the segmentation of party lists into ‘regional groups’, the composition of the regional lists, specifically the share of ‘native candidates’, is considered as an indicator of the level of autonomy of regional branches. Ordinal regression analysis confirms our main theoretical hypotheses. In the more financially autonomous regions, UR’s regional branches will have more leverage and bargaining power in their relations with the Party Centre. A second important factor is heterogeneity: the more a region’s socio-economic indices deviate from the national average (either up or down), the less its UR branch is subordinate to the Party Centre.  相似文献

Rather than a simple imposition of the sharia law, the Islamization of postrevolutionary Iran transpired at the intersection of political necessities, social realities, religious considerations, and legislative initiatives. As much as the Islamization project transformed society, this social transformation also reconfigured the meaning of the sharia and expanded the boundaries of communities with interpretive authority over its legal injunctions. The Iranian postrevolutionary experience highlights the fallacies of bifurcated conceptions of religion and politics and more specifically that of church and state. Through the examination of two important legislations on abortion rights and women’s inheritance, I show the contingencies in which the sharia is understood and contested in public. The success or failure of the Islamic Republic depends not on the separation of church and state but on how pluralistic and open the communities that lay claim on religious interpretive authority will become.  相似文献

This article discusses the impact of drought on poverty dynamics in the South Wollo area of northeastern Ethiopia. Using both survey and anthropological/qualitative data covering a six-year period, the paper assesses which households were able to hold on to assets and recover from the 1999–2000 drought and which were not. It suggests that while the incidence of poverty changed very little during 1997 to 2003 despite the occurrence of a major drought, the fortunes of the poorest improved, but not enough to keep them from poverty. The study concludes by asking how current policies affect patterns of poverty and inequality and what might be done to improve welfare in South Wollo.  相似文献
