Abstract

This paper explores how Merleau-Ponty's existential phenomenology can be used to articulate an account of the lived experience of diasporicity that contrasts sharply with the abstract formulations of post-structuralism and post-colonialism. Becoming displaced from an originary time and space is the characteristic of being human. Therefore, Merleau-Ponty's philosophy provides the outline of a universal diasporic experience. The question that arises is how this ontological diasporicity relates to the field of discourse, the optics of racialized power relations and the lived experience of the black diaspora. The work of Franz Fanon is introduced in order to explore how the fundamental black diasporic moods of melancholia and nostalgia can be thematized in such a way that both pre-discursive and discursive elements can be incorporated.  相似文献

Abstract

President Obama’s commitment to a creedal narrative of American exceptionalism and his understanding of the Third World as a space of ontological deficit together made for a presidency that could neither mitigate the structural racism of the United States nor deflect a racist foreign policy premised on an unending war against terror. By examining the murders of two American teenagers – Trayvon Martin and Abdulrahman Al-Awlaki – this essay argues that the very self-fashioning narratives that propelled Obama to the presidency of the United States rendered him incapable of effecting any substantive changes in the racism than animates its domestic and foreign policies.  相似文献

Abstract

Iran has pursued a highly contradictory policy towards Afghanistan. On the one hand, it became a significant beneficiary of the overthrow of the Taliban regime by the US-led military intervention in 2001 in Afghanistan. The new Afghan government established cordial ties with Iran, allowing it to expand its political, economic and cultural influence in the country. Yet Iran has also provided significant support to the Taliban in its campaign to violently upend the political, social and economic processes in the country. This article examines the underlying domestic and regional security dynamics that contribute to this contradictory behaviour. It offers an assessment of how tensions between the United States and the Islamic Republic, as well as Tehran’s growing threat perception following the rise of the Islamic State – Khorasan in 2014, impact on Iran’s policy towards the Taliban. The paper argues that Tehran views the Taliban as an instrument to disrupt the influence of other actors in Afghanistan. The instrumentalisation of the Taliban, however, is likely to be counterproductive for Iranian security in the long run as it contributes to Afghanistan’s instability and insecurity and undermines Iran’s own long-term interests.  相似文献

Abstract

Maritime security capacity-building is a growing field of international activity. It is an area that requires further study, as a field in its own right, but also as an archetype to develop insights for capacity-building and security sector reform in other arenas. This article is one of the first to analyse this field of activity. Our empirical focus is on the Western Indian Ocean (WIO) region. Here, international actors have launched multiple capacity-building projects, initially in response to Somali piracy. We document the significance, extent and variety of capacity-building activities in this region and examine the ways in which capacity-building at sea has incorporated innovative characteristics that develop and expand the capacity-building agenda as traditionally understood. Our conclusion highlights the need to pay more attention to the maritime domain in international security and development studies and considers ways in which the maritime capacity-building experience may offer important lessons for other fields of international policy.  相似文献

Abstract

In 1994, the opening of the Friendship Bridge commenced an apparent thawing of ties between Thailand and Lao People's Democratic Republic (PDR). Out of deep socio-historical antagonisms and Cold War acrimony, the two countries seemed suited now for amity. But amity has continued to be edgy. Meanwhile, other countries in the region—China and Vietnam—vie for influence with Thailand over Lao. Amidst a rapidly integrating Mekong market and changing regional equilibrium, this study seeks answers to the following questions: What are the most significant Thai-Lao state security interests and how do they mesh with human security—especially in relation to economic interests? Why do Thailand and Lao currently appear to be highlighting economic ties to the detriment of military preparedness and human security? How is the shifting equilibrium in the Mekong Region shaping the future of Thai-Lao relations? The study hypothesizes that despite tensions, in an age of enhanced state-market linkages, Thailand and Lao prioritize economic collaboration over military and human security considerations.  相似文献

Abstract

While the increasingly thick web of global, regional and sub-regional security arrangements and institutions has received ample scholarly attention, the phenomenon of ad hoc military coalitions and how they impact these institutions has been relatively little explored. We examine ad hoc coalitions in international security responses and develop a tentative typology of military responses that takes ad hoc coalitions into consideration, where we differentiate in terms of institutionalisation and duration. Following a rational-choice institutionalist logic, we argue that institutional proliferation increases the chances of institutional exploitation. We illustrate this with how states apply a pick-and-choose approach in which institutional products but not frameworks are used. They use the interoperable forces, a common culture and mainstreamed doctrine, but not the formal deployment of rapid response mechanisms of eg the North Atlantic Treaty Organization and the African Union. In closing, we observe that institutional proliferation in international security facilitates a functionalist approach mainly inspired by national self-interest. Future research should examine whether this could result in dwindling relevance of international institutions, first in the domain of security, but later also in other domains.  相似文献

Abstract

This paper seeks to understand the seemingly paradoxical behaviour of states of the Global South, which on one the hand conform to transnational norms in order to integrate into the international society and on the other hand (sometimes simultaneously) differentiate themselves from them. To that end, this article develops the dilemma of the marginalised in order to show that conformity and differentiation become two paradoxical strategies for marginalised actors to pursue the same goal: equality with powerful states. The transformation of the Organisation of African Unity to the African Union, where significant changes in Africa’s policy vis-à-vis global powers took place, serves as a case study to illustrate how marginalised actors struggle between conformity and differentiation in order to claim their place in the international arena. It also shows how the dilemma of the marginalised can be compelling to help us understand the predicaments of marginalised actors across vastly different situations of structural inequality. Acknowledging the dilemma helps us understand their behaviour rather than to dismiss it as irrational, thereby recognising Third World agency in shaping the international system.  相似文献

Abstract

Contributing to debate on the contextual underpinnings and varieties of the resource curse, this article points to how political and economic dynamics of resource endowments operate in interrelated but potentially contradictory ways across spatial scales. Resource endowments insert a complex set of incentives and interests into the political arena in ways that both enable and constrain actors at different scales. Using a case study of gas governance in Bolivia, the article illustrates the interrelation of these dynamics across local, national and international scales, and in particular how they circumscribe the space for local participation.  相似文献

Abstract

In this essay, we trace the national and religious anxieties that emerge with the influx of Somali refugees and capital investments into the Nairobi suburb of Eastleigh. More specifically, we look at how the ambiguity of Somali identity [citizen/refugee] in Kenya renders ineffective the state's attempt to police the circulation of the ‘Somali body’ and capital and how this becomes part of a quest for certitude that manifests itself in security discourse on the ‘Somali threat’ on one hand and a national/religious discourse on authentic Kenyanness. Through a reading of affective and moral economies, we illustrate how ‘Somali driven development’ and presence in Eastleigh, rather than act a source of national and religious anxieties can be seen as an opportunity to re-negotiate and re-evaluate both national and urban senses of community.  相似文献

Abstract

Scholarly consensus postulates a sharp contrast exists between liberal values and realist interests in US foreign policy in the Middle East and North Africa (MENA) region, which finds its expression in the ‘security–democracy’ dilemma.? This means the US rhetorical determination to abide by the values of a ‘liberal’ foreign policy is neutralised by the ‘realist’ priority of maintaining US strategic interests, which requires support for friendly authoritarian rulers. Scholarship tends to apply this reasoning indistinctly to the entire region, providing an encompassing framework of analysis for understanding US foreign policy, which is valid across time and space. This study challenges this theoretical assumption and argues that while the US might indeed have a comprehensive regional approach in the MENA, the resulting foreign policy follows country-based trajectories that respond to national specificities and the perceived implications for US strategic interests. Exploring US foreign policy in the MENA after 9/11, the article demonstrates that while the US emphasis on liberalism crumbled when faced with security issues, the US liberal approach to Tunisia unfolded more consistently. Although the US continued formal cooperation with Ben Ali’s regime, it empowered at the same time a coalition of democratic opponents, solving the security–democracy dilemma and positively influencing the Tunisian democratisation.  相似文献

Abstract

This paper draws on the collaborative experiences of three female academics and three generations of Yol?u women from an Aboriginal family from Bawaka, North East Arnhem Land to contribute to debates in development around participation, power and justice. Through a reflection on the process of collaboratively co-authoring two books and associated outputs, the paper discusses the way the collaboration is guided by collective priorities that are held as paramount: trust, reciprocity, relationships and sharing goals. The paper draws particular attention to the essential role that families and non-human agents play in shaping these priorities. The relational ontology which underlies this collaboration is inspired by a Yol?u ontology of connection that requires us to acknowledge ourselves as connected to each other, to other people and to other things. Guided by this Indigenous ontological framework, we reframe the concept of collaboration and of development as inherently and always relational.  相似文献

Abstract

Despite a growing interest in transit migration and border controls along migration routes, there is relatively little work on the production and operation of the category of ‘transit’ itself. This article investigates how Niger emerges as a country of migration ‘transit’ and what impacts this categorisation has had on security and development interventions targeting the country. Building from the literature on the governance of transit migration and on the ‘migration state’, this article theorises transit as a political label. It argues that Niger’s status as a transit country is constructed through a ‘polyvocal’ process involving the discourse and everyday assumptions of international and local actors. The article locates this shared understanding in official texts, everyday routines, and sub-state diplomatic practices. It goes on to argue that these framings, despite divergent rationales, have effects visible in the evolution of security intervention in Niger. These include shifts in the location of border security, the blurring of migration into other transnational threats, and the creation of new domestic institutional practices. The article contributes to theorising the political construction and specificity of transit-ness and provides a fresh case for the research agenda on inter-state relations around migration governance.  相似文献

ABSTRACT

This article uses critical discourse analysis to examine how China has been constructed as an existential threat by the United States. Specifically, it explores how US reactions to the China National Offshore Oil Corporation (CNOOC) in 2005 created precedent for similar reactions to Huawei a decade later. It uses these case studies to demonstrate how the interplay between the China threat and security discourses of critical infrastructure has worked to successfully securitize China within broader American discourse. These examinations demonstrate a deliberate and protracted securitization of China by US elites, and they support more critical approaches to securitization theory that emphasize cumulative and incremental aspects over a securitized/de-securitized binary. Discourse analysis of key texts allows the reader to uncover how security issues are socially constructed, and discursive examinations of CNOOC and Huawei illustrate how concerns about national security are now employed in everyday American political discourse so that the China Threat Discourse has become the primary reading of China by US observers.  相似文献

Abstract

In this article, I go beyond the conventional realist arguments of anarchy, national interest, and nuclear security to offer alternative discourses of the same as applied in the context of US–India nuclear relations after 9/11. To this extent, I draw from feminist International Relations, that security is a gendered phenomenon, to explore how the post-9/11 climate of globalization has served as the context within which are articulated masculinist forms of nuclear discourses between India and the United States. Furthermore, considering issues of international hierarchy and power relations between India and United States, I also draw from Edward Said's Orientalism to explore how assumptions of Orientalism are also sustained in these masculinist nuclear discourses. My contribution in this article lies in offering an alternative feminist and post-colonial perspective to comprehend that nuclear security discourses are not only about objective realist/neoliberal issues of insecurity and strategic interdependence but also contain subjective implications that sustain masculinist and orientalist forms of identity-making in international politics.  相似文献

Abstract

This article uses the example of West Kalimantan to show some new ways of studying opportunities for violence, contributing especially to the so-called ‘sons of the soil’ conflict debate. By showing that the opportunity structure in West Kalimantan was not primarily material, but social, related to ways to circumvent fear of and norms against violence, this article attempts to update the theoretical premises of the traditional security studies approach to obstacles to conflict and opportunities for violence. The intention is to show how socially constructed realities are relevant in offering and denying opportunities for violence, and how the study of the meanings of actions reveals ways in which opportunities for violent demonstrative argumentation are born in local conflict discourses. The case study shows how powerful narratives enable the justification of violent action and how identities and violent policies mutually constitute each other. This way the empirical evidence calls for understanding the generative and constitutive sources of violence, which are not simply mechanistic causes of conflict.  相似文献

In this article, it is argued that the U.S. ICBM force has no strategic value and should be dismantled. The article outlines a post‐cold war U.S. strategic nuclear force and proposes how this dyad force fits a strategy rather than offering a strategy to fit within the force. Deterrence theory anchors the analysis here. Second, this article asserts that U.S. security will be enhanced in the next century with Russian‐American cooperation on nuclear issues. Moving to a dyad now is step one in that direction, which in turn changes the perception of U.S. strategic weapons.

As weapons proliferate, deterrence against renegade nations and groups must become the cornerstone of U.S. doctrine. A dyad force and Russian‐American cooperation, both steps that restructure U.S. doctrine, will begin a process that deters these nations or groups.

This article depicts how each leg of the U.S. triad that remains following the START II treaty is a continuation of START I logic and planning. In other words, the article attempts to show how the rationale for a START II treaty force does not mirror a changed world. The purpose of this evidence is not to be dogmatic or critical but to strengthen the argument that U.S. nuclear strategy is still reflective of a bygone era.  相似文献

Abstract

This article uses interviews with inhabitants of Crimea to analyse individual-level narratives surrounding the annexation of the peninsula by Russia and locate these narratives in relation to recent research on changes in Ukrainian identity discourse. It investigates how the trauma of the 2014 political change affected respondents’ identifications and led to the reworking of earlier identity narratives as a means of re-establishing the subjects’ ontological integrity. As a result, three narratives (those of supporters of the change, non-supporters and ambivalent respondents) were established. The narratives of pro-Russian and ambivalent Crimeans were found to be similar, highlighting a sense of trauma that the imagined unity between Ukraine and Russia had been undermined. The narratives of pro-Ukrainian Crimeans focused on the loss of unity within the Crimean community.  相似文献

Abstract

What structured the fundamental nature of Indian security for the first 50 years of the country's independence? This article draws out four normative parameters that have been tempered and normalised during this period through India's international interaction along with her internal political developments. Using notions of ‘security identity’, the article unpacks these normative parameters in order to investigate holistically the interaction between both domestic and foreign influences in India's international relations. As such, the article finds a relative consistency to how security has been conceived of in India—displaying sustained threats to its territorial integrity, a continued democratic tradition, ongoing fears of communal violence plus an engrained desire for a greater global role. In turn, it has been the interface between internal and external factors that has structured, and continues to structure, Indian security.  相似文献

Abstract

This article disputes explanations of American expansionism that are based on the requirements of national security or more abstract theories such as the balance of power. In contradistinction to the imperatives of defence and survival, the article shows how civilisational factors weighed heavily on the emergence of US grand strategy at the turn of the nineteenth century. In particular assumptions about the peoples of the Third World being lesser played an important role in the conception and legitimation of imperial expansion. During this period, the US Navy went through a dramatic build-up. The article shows the ways in which the worldviews of many of the key players (such as Alfred Mahan and Theodore Roosevelt) contributed to the militarisation of global racism, a development that led to widespread killing in the Philippines and elsewhere.  相似文献
