吉尔吉斯斯坦的乱局背后

自2010年4月起,吉尔吉斯斯坦这个中亚山地小国就内乱不止。先是总统巴基耶夫被迫出逃,政权意外更迭,后又爆发惨烈的民族冲突。很多分析都预言,今后吉尔吉斯斯坦的政局不稳很可能将成为一种常态。     

未成年人定罪量刑特殊性研究

与报应与防卫为主要特点的成年刑法不同,未成年人刑事审判更多体现对未成年犯罪人的教育与挽救.通过对当前我国刑法及相关司法解释关于未成年人的特殊规定和对少年审判中对未成年人定罪量刑的一些基本原则的梳理与提炼,我们进而提出对未成年人刑事审判中定罪量刑的特殊原则与基本方法的思考与认识,并以期为推动我国未来少年刑法的发展与完善尽绵薄之力.     

Whole-of-Government Approaches to Fragile States in Africa

For a number of years fragile states have been high on the foreign policy agendas of the USA and the EU. Both actors look upon fragile states with great concern and consider them as security threats. Officially they give priority to ‘whole-of-government approaches’ (wga) when addressing the threats from these states. However, there is a gap between the policy declarations and the policies implemented by the two actors. The missing link in the implementation of wga in Africa is explained by two variables: on the one hand, material interests in the continent and, on the other hand, the institutions in Washington and Brussels involved in policy making. It is the lack of a strong foreign policy priority for Africa that explains the inadequate US implementation of wga. In the case of the EU, it is the multitude of institutions and institutional interests that explains the lack of implementation, rather than a lack of European interests in the fragile states on continent.     

The affective politics of sovereignty: reflecting on the 2010 conflict in Kyrgyzstan

This article examines the concept of sovereignty in elite and popular affection during the violent and turbulent events from April to October 2010 in the Kyrgyz Republic. Nationalist leaders promoted Kyrgyz ethnic values and ideals as the center of sovereignty held by some to be under threat. These events exemplify what we describe as the affective politics of sovereignty. We explore how emotion, in particular, serves as an important component of the constitution of sovereignty as both an international and popular institution. We explore how Kyrgyz identity has become intertwined with the sovereignty of Kyrgyzstan and clashes with Western multi-ethnic conceptions and practices.

2010年4月7日,吉尔吉斯斯坦发生严重骚乱事件。短短数天内,吉国内政局发生巨大变化。原先一直稳固执掌政权的巴基耶夫总统几乎在一夜之间被赶下台,反对派迅速成立了临时政府并逐渐控制了局势。吉尔吉斯斯坦在短时间内发生的变化出乎所有人的意料。人们不禁要问为什么吉尔吉斯斯坦会发生如此严重的骚乱并导致巴基耶夫政府垮台？吉未来政局走向如何？这是很多人都在思考的问题。     

Belonging and Political Participation: Evidence from the 2011 President Election in Kyrgyzstan

Abstract

This study examines the effects of social embeddedness on interest in politics and electoral behaviour using data from a nationally representative survey conducted shortly after the 2011 presidential election in Kyrgyzstan. We find that interest in politics is positively associated with community trust, public sector employment and a sense of national belonging. Controlling for the effects of interest in politics, community trust and public sector employment are also positively associated with voting in this election, whereas evidence on ethno-cultural inclusion is mixed. These findings highlight the role of social embeddedness in political participation in young post-communist democracies.     

2011年的美中关系：从脆弱到实质性稳定

美中关系在经过2010年的跌宕起伏后,于2011年转向稳定并开始取得实质性改善,其明显标志就是胡锦涛年初对华盛顿的国事访问以及2011年5月第三轮美中战略与经济对话的举行。中美关系正在从＂不稳定＂或＂脆弱的稳定＂朝着＂实质性的稳定＂迈进。鉴于两国关系的客观复杂性、这种关系的全球性特征、两国不同的政治社会制度、两国的规模大得惊人的经济和军事力量以及相互重叠的国家安全利益,相互之间存在竞争是很自然的,但这并非一种冷战式的竞争。未来美中关系很可能仍将是一种合作和竞争的混合体,我们的使命就是要扩大合作范围并管理和减少竞争范围。
