Abstract

Religious organizations are key structural components of Kenyan civil society that have played or continue to play a critical role in socio-political developments. In the last two and half decades especially, religious institutions have been among the principal actors shaping the mechanics and trajectories of Kenya's political order. But religious organizations’ political behaviour, especially in the country's search for a new constitution, was contentious and remarkably inconsistent. There were moments of progressive actions but also behaviour that imperilled progress. This article probes this ambivalence of Kenyan faith groups in the struggles for a new constitution. It is argued that their political behavioural inconsistencies largely reflect an ethnic, class and, to a lesser extent, instrumentalized doctrinal or denominational schism that is ever present in the wider Kenyan society. By analysing how religious leaders and their organizations challenged political elite domination while remaining amenable to its influence, this article illustrates the contradictions of elite pacts in these struggles and how they constrained progressive transformation.  相似文献

This article uses social network data to study the integration of local elites in four Swedish municipalities. Four research questions are asked. First: How integrated are the elites? While the results modify the picture that there are two rather distinct elites in Sweden – that is, a political elite dominated by the labour movement and an economic elite dominated by business and the large business organizations – it is interesting to note that integration between elite spheres is lowest for the relation between politicians and business representatives. To a considerable degree, integration between political and economic elites is indirect, mediated through the administrative elite. The second question is: Are the inner elite circles dominated by the political, economic or administrative elite? The study indicates that local elites in Sweden are strongly dominated by political elites, and also by administrative elites. This is reassuring, since it would indicate a democratic deficit if the structural power of decision making in municipalities resided predominantly in economic actors and administrators. The third question is: What is the role of friendship relations in creating elite integration? The study indicates that private relations among elites both reinforce professional networks and extend them in important ways. The final question is: Is elite integration contingent on political stability and/or the structure of local business? The results are surprisingly stable across the four municipalities, even though the largest distinction was found between elite core and periphery in the politically most stable municipality, which was also the one with the lowest economic diversity.  相似文献

Abstract

The news media’s ability to mobilise citizens to participate politically by emphasising elite conflict in politics is not well understood. This article argues that citizens may gain knowledge when exposed to conflict news framing. It further theorises that whether they translate their knowledge into political participation is conditioned by their orientation towards conflict. Individuals who avoid conflict participate less frequently than individuals who do not. The proposed moderated mediation process was tested using a content analysis of news media coverage and a three-wave panel survey (n?=?2,061). Results show that the effect of exposure to conflict news framing on (changes in) political participation is positively mediated by knowledge. This mediation effect is moderated by conflict avoidance, where the effect is more positive among conflict non-avoiders than conflict avoiders. This study shows that understanding the news media’s mobilising effect on political participation requires attention to both news content and individual motivational factors.  相似文献

Abstract

The aim of this article is to present a review of the discourses of public authorities and non-governmental organizations (NGOs) on civic and political participation of youth and women in Turkey. Drawing on policy documents and elite interviews, this article explores the role of civil society organizations in promoting civic and political organizations in traditionally marginal groups. The article is primarily concerned with unpacking dominant discourses, as produced by public documents and official statements by both civil society organizations and policy-makers. The analysis will produce an overview of their general discursive orientations and the related legal changes and policy implementations. The article then looks at the impact of these discursive formulations to the issue of participation. What is important to note is that action plans and strategies are not always implemented in a manner that is in keeping with the original intentions of policy-makers. The review of public and civil society documents highlights serious differences in focus and coverage between the groups. It also highlights limited engagement with the actual issues of civic and political participation. While youth participation is paid limited attention, women participation is mostly associated with political representation in national and local political bodies.  相似文献

ABSTRACT

This article explores the perception of societal influence of civil society leaders based on a survey study conducted in 2017 among leaders of Swedish civil society organizations. Civil society leaders represent organizations that are often based on and guided by religious, political, or cultural values and that often strive to achieve some sort of social change. To exercise influence on society is thus a crucial feature of civil society leaders. Drawing on elite theories, the article seeks to explain differences in the perception of influence by looking at the following factors: (1) personal qualities and resources such as age, gender, country of birth, education, and working experiences, (2) social networks and contacts with representatives of different institutions (media, government, etc.), and (3) organizational position and resources, including relations with public authorities. The analysis shows that two out of three surveyed leaders perceive they have great influence in society concerning the issues they work with. Among the factors explaining the perception of influence, we find being a leader of an organization at the regional level, being of older age, having leading representatives of the media in one’s personal network, and stating that one has great influence over the organization one leads.  相似文献

Abstract

In this article, I explore the institutional and symbolic construction of aesthetic nationalism in Colombia around a fetishization of women’s surgically exaggerated breasts and buttocks. While political scientists have focused almost exclusively on the internet and social media, other technological advancements have altered the relationships between state and society, public and private, and bodies and national inclusion. Combined with the transnational flow of ideas, goods, and people and a political economy that embraces cosmetic surgeries as a development model, this intersectional analysis suggests that aesthetic nationalism in Colombia has recentered the female body in the practice of nationalism, communicating political information, belonging, and power. Based on archival research, direct observation, and elite interviews, I argue that cosmetic interventions play a key role in conferring citizenship rights and defining the borders of the political community. This study contributes to our understanding of how intersectionality can help explain the ways in which technology shapes national body politics, disrupts conventional modes of political communication and representation, and positions the body at the center of contemporary citizenship practices.  相似文献

In contrast with some other parts of Southeast Asia, challenges to media controls in Singapore have been limited and ineffectual. Lately the government has been refining legislation to try and keep it that way. But this strategy is not principally based on the unrealistic objective of direct information control. Rather, preventing the emergence of organized social and political forces that could lead to a genuine civil society lies at the heart of the strategy. One of the factors that serves to reinforce the government's agenda here is the high degree of direct and indirect dependence on the state by Singaporeans for social and economic resources. This translates into vulnerability to political persecution and caution by social and ­political actors. Meanwhile, the promotion of Singapore as an 'infocommunication hub' has met with a positive response from global media organizations. New ­electronic media businesses appear just as capable of being reconciled with the authoritarian regime as more established media have proven to be.  相似文献

Abstract

The low-intervention state of Hong Kong in colonial times did not originate from strong neo-liberal ideological convictions. It was an artefact of the colonial political configuration, a pragmatic governing strategy adapting to the political and economic needs at the time. Political changes, economic restructuring, divestiture and marketization of state institutions since the 1980s had brought a new state form after 1997. A new business and professional elite class, embedded in an eclectic corporatist structure, evolved and brought multilateral, ad hoc and particularistic bargaining, leading to more sectoral intervention after 1997. Fragmented state institutions nonetheless weakened state capacity, making it difficult for the post-1997 state to be highly penetrative, transformative or developmental.  相似文献

This paper describes partly the rise of the political consciousness of the Nuba people in Sudan. Throughout modern Sudanese political history the Nuba have been victimized first by the colonial powers and later by the northern Sudanese political elite. The present conflict in the Nuba Mountains is the refusal of the Nuba people to succumb to the different types of coercion staged by the Sudan government to ensure political hegemony. This inevitably gave breed to antagonisms against policies of domination. At the core of the dispute, therefore, are factors such as political marginalization, economic deprivation and socio-cultural indoctrination. Few examples are given to demonstrate how the northern political elite manipulates religion and Arabic culture in furtherance of northern Sudanese racial as well as political supremacy.  相似文献

Abstract

Political misconduct is known to harm the politicians involved. Yet, we know less about how such events affect trust in political institutions. We study a real-world political malpractice affair in the European Commission, using a three-wave panel design to investigate how information about the affair influences trust in EU institutions. This enables us, first, to isolate the impact of new information on political trust, remedying endogeneity issues common in political trust research. Second, we assess which institutions are affected most (specificity) and whether effects depend upon citizens’ sophistication levels (conditionality). Finally, we assess the durability of effects over time. Our findings demonstrate that citizens obtain knowledge about EU affairs through the media, and use this knowledge in their trust evaluations. In doing so, citizens differentiate between EU and national institutions, with trust in the European Commission affected most. This suggests a sophisticated process and highlights the evaluative nature of political trust.  相似文献

Americans' confidence in government is low by historical standards. We fielded a national telephone survey to examine influences on government confidence and whether public discontent was affected by altering the salience of specific government operations. We used a question order experiment where we alternated between first asking a general question about confidence in government and first asking about confidence in specific government operations. We found that posing the specific policy questions first elevated general confidence more than the reverse. The largest and most noticeable effects were observed for Republicans and those most knowledgeable and attentive to politics. Findings of context effects and the partisan subgroup differences are consistent with existing theories on public opinion change as well as with previous question order experiments. But, evidence that the cognitive elite was especially influenced by question order challenges previous theories that presumed that its sophistication made it immune to influence. We suggest that education and political knowledge expand rather than contract the opportunities for priming.  相似文献

The attacks of September 11th, 2001, have increased the urgency of understanding the relationship between war-making and political culture. This essay uses Frankfurt School critical theory to analyze the development of the increasing "rationalization" of US foreign policy during the Cold War, focusing heuristically on the case of the US war in Vietnam. Particularly developing a Habermasian reading of these phenomena, the essay argues that, despite elite management and "steering" strategies, "subsystemic imperatives" are never completely "uncoupled" from the "cultural lifeworld." In the case of the US war in Vietnam, contradictions between elite political and economic instrumental rationalities and interests, and the broader American political culture and values, led to legitimation problems and loss of trust which have continued into the present period.  相似文献

ABSTRACT

This study explores the determinants of structural changes and continuities of public sector organizations in Korea using longitudinal data. Focusing on the political costs of termination, we examine external and internal factors that are closely linked to the political incentives to terminate quangos. This article primarily addresses the following question: What determines the termination of public sector organizations? The model suggests that survivability of public sector organizations largely depends on external factors such as political, institutional, and social changes. Specifically, quangos are more likely to be terminated during political turnovers and the period when presidential power is maximized. Termination seems easier for politicians when social demands are mature enough to blow away political burdens and cynicism. Although organizations with fewer resources are more vulnerable to external pressures and shocks, none of the quango-specific factors significantly affect the survivability of Korean quangos.  相似文献

ABSTRACT

Shekhovtsov suggests that there are two types of radical right-wing music that are cultural reflections of the two different political strategies that fascism was forced to adopt in the ‘hostile’ conditions of the post-war period. While White Noise music is explicitly designed to inspire racially or politically motivated violence and is seen as part and parcel of the revolutionary ultra-nationalist subculture, he suggests that ‘metapolitical fascism’ has its own cultural reflection in the domain of sound, namely, apoliteic music. This is a type of music whose ideological message contains obvious or veiled references to the core elements of fascism but is simultaneously detached from any practical attempts to realize these elements through political activity. Apoliteic music neither promotes outright violence nor is publicly related to the activities of radical right-wing political organizations or parties. Nor can it be seen as a means of direct recruitment to any political tendency. Shekhovtsov's article focuses on this type of music, and the thesis is tested by examining bands and artists that work in such musical genres as Neo-Folk and Martial Industrial, whose roots lie in cultural revolutionary and national folk traditions.  相似文献

ABSTRACT

In this study, we explore the returns to political connections in non-corporate contexts within China, a country transitioning from a planned to market economy. Using China as an empirical case study, we investigate two separate, but related, hypotheses on the financial benefits of political connections for a sample of 1,435 Chinese foundations from 2005–2011. This extends Western donation determinants literature to a Chinese context and political guanxi (social relationships where individuals or organizations exchange future favors or gifts) research to non-corporate contexts. Our empirical results show that there is no relationship between the presence of state employees on an NGO's staff (a measure of political guanxi) and private donations. However, there is a small but positive relationship between the amount of government funding an NGO receives (a signal of legitimacy) and private donations. These findings suggest that, in post-communist countries such as China, donors may not be seeking future favors from their contributions and instead are interested in developing a robust civil society with legitimate, high-quality NGOs. Additionally, the similarity between Western donation determinants research findings and Chinese donation determinants, in this article, requires future comparative studies of both how and why donors make decisions.  相似文献

In recent years the United Nations Environment Program, UN Conference on Environment and Development, and other international organizations have acknowledged the importance of civil society for engaging stakeholders in environmental change—especially at the local community level—and in promoting democracy. 1 In Russia, efforts by nongovernmental organizations (NGOs) to promote reform since 1991 have aimed at achieving both objectives and face numerous political, legal, and attitudinal hurdles. This article examines these hurdles and the factors that facilitate development of an environmentally conscious civil society in Russia through analysis of the views of 100 representatives of environmental NGOs, news media, scientific community, corporations, and public agencies. We also investigate three abbreviated but illustrative vignettes that illuminate civil society impediments. Our thesis is that successful efforts to ensure adequate protection of Russia's environment require a strengthening of civil society.  相似文献

Abstract

The civic and political participation of young people and especially young migrants, who have limited rights of citizenship, is still a significant problem in Italy. Young people struggle to find opportunities and feel excluded from politics: the political agenda tends to see them more as a problem than as a resource. In this article, we illustrate the results of research to understand the dynamics of political and civic participation of young people and what the policy does in their favour. A content analysis of a corpus of European and Italian legislation, policy and planning documents has been undertaken. We also conducted six in-depth interviews with politicians and representatives of Italian nongovernmental organizations in order to investigate (a) policy priorities and institutional points of view, (b) consistency between these priorities and European programmes, and (c) European Union support for the policy actions and projects promoted in Italy about youth. The results showed a general difficulty for young people to ‘engage’ and be engaged in civic and political activities. There is also a gap between the political level and an effective investment which will recognize young people as a real resource.  相似文献

The aim of this paper is to examine the main dimensions of the New World Order, which followed the collapse of "actually existing socialism," in connection to the parallel rise of the internationalized market economy. Thus, the economic dimension of the New World Order is discussed in terms of the emergence of neoliberal globalization. The political dimension is examined in terms of the parallel development of a new informal political globalization which is managed by a newly emerged transnational elite. Finally, the ideological dimension is discussed in terms of the development of a transnational ideology, a kind of ideological globalization, whose core is the doctrine of limited sovereignty. It is argued, with particular reference to the Yugoslavian case, that the three "wars" launched by the transnational elite so far (Iraq, Yugoslavia, Afghanistan) have been aimed at securing the stability of the New World Order in its economic and political dimensions, by crushing of any perceived threats against it .  相似文献

The affordances of social media both constrain and enable new forms of political advocacy. The present study identifies four forms of networked advocacy and analyses these with emphasis on constituencies, platforms, activities, and aims. Based on over 40 semistructured elite interviews with interest group leaders and heads of communication, it first finds that interviewees distinguish between social media platforms, tailoring content and genre, to target intended audiences. Second, it finds that social media affordances make awareness‐raising and community‐building more efficient and purposeful for all groups. At the same time, only large organizations with bigger budgets, credibility, technical knowhow, and political relations, systematically engage in networked mobilization and lobbying. Third, interviewees representing these resourceful organizations underline that Twitter represents a new efficient form of middle‐stage lobbying. The study contributes empirical insights into the aims and strategies behind networked advocacy among different groups within one policy field in a local, non‐American context. Theoretically, it combines insights from networked media logics, social affordances, and interest group advocacy to conceptualize how networked media can afford a new form of lobbying conducted as real‐time, semi‐private direct communication with decision makers.  相似文献
