State failure, sovereignty disputes, non-state territorial structures, and revolutionary and counter-revolutionary currents, among others, are intertwined within the Arab Spring process, compelling old and emerging regional actors to operate in the absence of a regional order. The emergent geopolitical picture introduces the poisonous mix of loss of state authority spiralling toward instability, defined by sectarianism, extremism, global rivalries, and ultimately irredentism within interdependent subregional formations. This assertion is substantiated by detailed and specific evidence from the shifting and multi-layered alliance formation practices of intra- and inter-state relations, and non-state and state actors. Analysis of the relations and alliances through a dichotomous flow from domestic to regional and regional to global also sheds light on prospective future order. A possible future order may take shape around a new imagination of the MENA, with porous delimitations in the form of emerging subregions.  相似文献

ABSTRACT

The taxonomy of the state’s effective governance capacity present in the literature is evolving around state fragility. However, this article argues that a state moves along the state transition curve, resulting in governance capacity variations over time. It begins as a fragile state, consolidating to becoming a vibrant state, only to embark, eventually, on a downward trajectory through phases of rigidity, decaying, and fragility, before becoming a failed state. About one-third of MENA (Middle East and North Africa) countries are either fragile or failed states. Only technological change and knowledge accumulation and diffusion can shift this curve upward, thereby increasing a state’s effective governance capacity.  相似文献

This article provides a mapping exercise of the economic importance of non-hydrocarbon minerals (nhm) in the Middle East and North Africa (mena) and shows how governments in the region increasingly perceive them as strategic resources. The focus is on Saudi Arabia and other Gulf countries, Turkey, Morocco and Iran. nhm like iron ore, phosphates, aluminium and uranium are important for development models in the region, either as export commodities or as vital input factors. Since the 1990s, and as elsewhere in the world, the sector has witnessed privatisation and the promulgation of new mining codes. Yet governments have retained core capabilities and manage most key commodities themselves either directly or indirectly. Mining projects have met with opposition from labour representatives. They also have considerable environmental impact. The article discusses rentier state and resource curse theories, but argues that nhm have also increased development options and have contributed to economic diversification rather than being just a curse.  相似文献

Abstract

The relevance of workers’ mobilisations in the 2011 Arab uprisings and – more recently – in the Algerian movement for democracy and social justice has encouraged a renewed interest in labour–state relations in the region. This article presents a class-based perspective on labour institutions, taking Morocco as a case study. In contrast to institution-based approaches, this research argues that it is problematic to treat the trade unions as analytical proxies for the working class, because this heuristic move conceals how class struggles – from below and from above – can transcend and transform labour institutions. The article proposes a framework to study labour–state relations, highlighting the relative autonomy of union officials from workers and vice versa. In this way, it shows how, in the neoliberal phase, the Moroccan state increased inducements to the unions while decreasing those to the workers and maintaining significant constraints on workplace organising. To use a simplified formulation, the regime included the unions to exclude the workers. In such a context of low union representativeness, the dangers of reducing the working class to the trade unions emerge clearly.  相似文献

Abstract

China enjoys considerable popularity in the Middle East and Africa, not only among elites but also at street level. This article draws on international relations theories to explain this general pattern, as well as intra- and interregional variation. Every approach has something to contribute, but international political economy more so than realism. ABSTRACT

This article highlights Lebanon’s administrative challenges and reform efforts, since the end of its Civil War (1975–1990). In recent years, Lebanon and international donors have worked to improve transparency, promote modern management techniques, and encourage the use of information technology throughout the public sector. Despite these efforts, Lebanon’s public institutions remain constrained by the centralization of power, corruption, outdated bureaucratic structures, and deficiencies in administrative knowledge. The success of future reform efforts will depend on whether the Lebanese bureaucracy can overcome the challenges created by regional political tensions, its Syrian refugee crisis, and an increasingly indifferent Lebanese public.  相似文献

The way how Russia ignores the EU’s quest for liberalization and sustains a control over markets and supplies is directly related to her use of gas as leverage. Russia’s strategy affects many European and non-European countries during all stages: demand, supply and transit. It is not, however, possible to generalize a common statement that the EU’s position is based on a policy of market liberalization while Russia pursues an opposing strategy of increased state control. Russian energy strategy leads markets in Europe; sets tone for energy supplies at homeland and abroad, benefiting from a variety of means. This article shows how a symbiotic relationship between the Russian state and Russian energy companies emerge from a structure in which trade, markets and international politics have been embedded within the state interests and firm behavior. It identifies the economic and geopolitical trends with regard to recent developments of Russia’s strategy.  相似文献

This article examines the evolution of the inter-territorial university policy in East Africa that culminated in the establishment of the regional University of East Africa (UEA) serving Kenya, Uganda and Tanzania; it further explores the causes of the collapse of the regional university in the late 1960s. The inauguration of the UEA in June 1963 exemplified the determination by Britain to maintain its influence in East Africa as the region entered the independence era. Britain sought to use the UEA as a centre for intellectual and ideological indoctrination of the regional elites that it had started to forge in 1949 following the establishment of Makerere University College in Uganda as an inter-territorial institution for East Africa. Unlike the Makerere elites who were to serve as agents of the British in the colonial era, the products of UEA would become allies of Britain in the independence era and thus serve as crucial cogs in the emerging neocolonial relations between Britain and the East African nations. This article demonstrates how the transformed political landscape after independence undermined the UEA, signalling not only the weakening of the bonds of cohesion among the East African states but also the waning fortunes of Britain in the region.  相似文献

Abstract

In the modern age, although East Asia represents some of the most successful economies such as Japan, Taiwan, Hong Kong, South Korea, and (now) China, the level of political and administrative development in the region remains controversial. One of the major indicators of such politico‐administrative development is the extent of citizen participation in governance through various democratic means, including the formation and expression of public opinion, people's involvement in government decisions and deliberations, and direct representation of citizens in governing institutions. However, the direct representation of citizens is considered one of the most effective modes of participation in institutions such as legislature, cabinet, and bureaucracy. In this regard, although the representation of women in these governing institutions has gained global significance, it still remains relatively weak in most East Asian cases. This article evaluates the extent of such women's participation in governance through representation in East Asia, examines the major factors constraining this representation, and suggests remedial alternatives to improve the situation.  相似文献

Abstract

In line with the global trend of “reinventing governance” based on market‐driven policies and structures, South Asian countries have adopted some major reforms in governance during the recent two decades. While this market‐led shift in governance is largely intended to enhance its performance in terms of greater efficiency and quality, there is a tendency to overlook its implications for the rights and entitlements of citizens in these countries. The article examines the basic tenets or features of this transition in governance, encompassing the replacement of public sector by private sector and the transformation of public management based on business principles. The main objective, however, is to examine the critical impacts of this new mode of governance on the political and social rights of citizens in South Asia. The article concludes by stressing the need for paying adequate attention to citizenship rights in pursuing such reforms in governance.  相似文献

New paradigms of public administration have been introduced in government in order to cure administrative ills around the world. Various trajectories of public sector reforms have been actively introduced in many countries and the benefit of shifting to new paradigms of public administration has been well documented. However, the cost or the consequence of public sector reforms remains understudied. Accordingly, the purpose of this article is to deal with the consequences of the paradigm change of public administration and government reform because the author sees that the public capacity has declined or at least not improved in recent years while a wide range of innovations have been carried out by many governments under the New Public Management and governance perspectives. This article first looks at the evolution of public administration and its implication, followed by a discussion on government reform and its unintended consequences, and governance change in South Korea. Then various issues on new challenges such as the lack of the public capacity, and new tasks such as capacity building and calls for curriculum development, will be elaborated, followed by conclusions.  相似文献

Abstract

Although public administration was “born” and “reared” as a child of politics and constitutional democracy, the coherence of its central purposes later eroded into disparate fragments in a set of “promiscuous” relationships. But now the field has become accustomed to a casual mode in which a loose collection of sub-fields and competing worldviews “live together.” This invites leaving behind our intellectual origins and easy flirting with passing trends and alternative partners. Even while maintaining multiple external ties, the field should now seek to advance to an “adult” form of lasting commitment to a reaffirmed set of core values.  相似文献

Due partly to the expectations of foreign investors, the reform of corporate governance following the 1997 financial crisis has largely been in line with the Anglo-American outsider model at the expense of Korea's traditional insider model. The increased role of the (equity) market vis-à-vis banks and shareholder activism, NGOs and foreign investors has helped to constrain ‘tunnelling’ by controlling shareholders. While the complicated ownership structures have yet to be resolved, the governance paradigm of chaebols has gradually changed from one dominated by family or controlling shareholders to a system in which the power of professional managers and monitoring of markets have increased substantially.  相似文献

Abstract

Recent statistical studies concerning state and local government pension funds’ boards of trustees have focused on two complementary issues. First is the influence governance practices have on administration of fund assets. Second is the impact of investment strategy choices on funds’ total rates of return. Reported results indicate that the primary effects of governance practices on pension outcomes are indirect via asset allocation decisions. This study re-examined these issues using abnormal return as an inherently valued measure of risk adjusted financial performance. An innovation of the investigation is that “process analysis” was used to decompose the direct and indirect effects of governance practices on financial performance. Results suggest that while both types of effects exist, direct impacts dominate relative to mediating processes.  相似文献

Constitutional crises in Fiji and Solomon Islands and donor concerns about “good governance” raise older questions about the appropriateness of introduced constitutions to local conditions. This article analyses the process of transfer of “Westminster” constitutions in island states of the Pacific. It considers the factors that facilitated or constrained transfer into and within the region. It also considers cases where alternatives to Westminster were considered but rejected by the local leaders. The article concludes that Westminster has been spread by replication, almost irrespective of underlying social and political conditions.  相似文献

Abstract

The Middle East and the Horn of Africa exist in two distinct regional security complexes (RSCs), groupings of states exhibiting intense security interdependence within a distinct region, but rarely between regions. Recent geopolitical changes and related analyses, however, point to either a subsuming or a joining of the two RSCs, potentially leading to a high degree of uncertainty in two conflict-prone regions. Given the importance of such developments, we question this theory of RSC expansion by offering a concise review of recent security interactions between the two RSCs as well as quantitatively and qualitatively measuring the material power capabilities of relevant states. Borrowing from and contributing to RSC theory, we also identify and analyse concepts and indicators such as threat perception and sub-regional alliances. Our findings demonstrate the Middle East RSC is not expanding to include that of the Horn of Africa. The two remain distinct and under internal consolidation, despite the current discourse. Rather, high polarity in the Middle East coupled with often-congruent interests in Horn of Africa states best explains the current pattern of their interaction, particularly as Middle East states pursue strategies that further their own security interests at the expense of rival states within their own RSC.  相似文献

ABSTRACT

This study overviews and appraises Turkey’s contemporary public administration system. Its prominent characterizing features are discussed, with an emphasis on both the achievements and problem areas. Turkey has a long history of strong traditional bureaucratic practices and culture, from which its contemporary public administration system has emerged since the Republic was established almost a century ago. Despite its many achievements, public administration has its problems, generally the product of conflicts between tradition and modernity. Due emphasis should, however, be given to addressing the challenges of its over-politicization, strengthening governance practices, enhancing the human factor, and instituting further modern administrative reforms.  相似文献

The aim of this study is to investigate whether the features characterizing the modern public administrations, their organizational models, and the activities carried out, are still rooted in the old bureaucratic approach. The research gathered data from a questionnaire administered to 156 Italian public officers, employees, and managers. The analysis consists of a correlation test and a regression test to verify the hypotheses related to the aim of the study. The research shows that, despite the changes driven by NPM reforms, the Italian Public Administration is still linked to a bureaucratic model. Findings also show that Italian public servants are highly motivated despite the activities they carry out are strongly standardized. Additionally, it clearly emerges that in some cases Italian public administrations are perceived by their employees as pervaded by anarchy. The article has both interesting academic and practical implications for the management of public administrations.  相似文献

Clientele networks are differently structured across nations, depending on the political institutional setup and the configuration of political and social forces. The political institutional setup, which is cross-nationally different, determines where clientele networks are formed, how extensive they are and how long they can persist. The configuration of political and social forces, which varies over time, defines who takes the lead in clientele networks and how effective they are for producing policy effects. A comparison of Korean and Japanese clientelism suggests that the Korean case represents a form of national-level, defensive, non-cumulative and high political-risk clientelism, while the Japanese case illustrates a form of local-level, cumulative and low political-risk clientelism. Korean clientelism is not a copy of the Japanese variant. Based on this analysis, the author suggests that not every social organisation is functional for democratic governance. He also points out that the gradual process of disintegrating clientele networks is on the move.  相似文献
