Conclusion Recent studies have concluded that a number of major police departments have under-utilized their trained negotiators and suggested that they be used to develop further training, especially in the area of elementary psychological concepts such as communication and rapport building skills. This argument can be extended to include the use of negotiators or psychologists to train members of the department in essential psychological processes such as the importance of command and control, perception and communication. The advantage of training police personnel in the understanding of psychological concepts is that it can easily prevent injury to the public with the attendant reduction in civil liability. If the officers involved in the case discussed had understood even one of the three areas of basic psychological concepts the hostage might not have been injured nor would there have been the resulting civil liability of the law enforcement agencies. Proper psychological training is of benefit to police agencies not only in the delivery of services, and the advancement of the profession, but also in the prevention of injuries to the public and the lessening of civil liability.  相似文献

This study explored the attitudes and support needs of police officer negotiators involved in suicide negotiation. A qualitative approach was adopted, applying principles of grounded theory research. Purposive sampling was used and 16 semi-structured interviews conducted. Strategies and processes taught during training for the role constituted an important support mechanism. The lack of formal processes to support participants’ well-being was reported although effective peer support network amongst negotiators existed. Mental health awareness and suicide intervention training should be considered key for police officers, who are first responders. Robust procedures are needed to support the emotional well-being of police negotiators.  相似文献

Attempts have been made in recent years to decrease police misconduct and improve police performance in areas of ethical decision-making. One attempt has been to provide ethics instruction to police officers at training academies and in-service training sessions. Experiential case studies have been used to help students apply theoretical concepts to practical situations. An evaluation of the experiential teaching model for police ethics was made in a quasiexperimental research design with two groups of police officers. The results supported the experiential approach for teaching police ethics. Police officers were found to better differentiate between ethical and unethical conduct in both an idealistic and realistic manner.  相似文献

The research described in this article explores decision-making styles and levels of emotional intelligence displayed by police hostage and crisis negotiators in the UK. One hundred and seventeen negotiators from 21 police forces took part in the research, and their data were compared with 118 non-negotiator-trained police officers and 203 university students. Participants completed the General Decision-Making Style Questionnaire (Scott and Bruce Educ Psychol Meas 55(5):818-831, 1995) and the Emotional Intelligence Inventory (Gignac 2008), with data analysed using multivariate analysis of covariance (MANCOVA) and t tests. When controlling for the effects of age and social desirability, significant differences were found between both police samples and the student sample. All police officers displayed significantly lower levels of avoidant decision-making and significantly higher levels of overall emotional intelligence than students and these findings were also reflected within certain facets of emotional intelligence, specifically. These findings provide support for the existence of a unique ‘police officer profile’, but fail to support the premise of a distinct ‘hostage and crisis negotiator profile’ within the UK police population. The findings are discussed with relevance to the practice of hostage and crisis negotiation and future research directions.  相似文献

This study examines how individuals make the decision to become police officers in the context of a police legitimacy crisis and how men and women’s decision-making processes may be different. In-depth interviews were conducted with 42 criminal justice college students who want to become police officers. Prospective police officers anticipated facing challenges as a direct result of the current climate surrounding American policing, which is characterized by decreased police legitimacy. On top of this, women anticipated facing more challenges than male officers due to their gender and underrepresentation in police work. However, women were uniquely motivated to enter policing to overcome gender-specific challenges and felt that they offered special skills that would provide solutions to the police legitimacy crisis. The paper draws implications for how agencies can identify more quality candidates and increase their representation of women.  相似文献

This research examines police decisions to report child abuse. A questionnaire was administered to 142 law enforcement officers at both municipal and county police agencies in a southern county. Vignettes were used to determine the response of police to several abuse events that differ in their nature and seriousness. Other items measured include dogmatism, knowledge of the reporting law, and experience reporting child abuse. The results indicate that the primary contributors to police decisions are definition of the behavior as serious, perception that the behavior is criminal, and race of the family. Conclusions and inferences are made regarding how these perceptions are formed and their impact on police discretion.  相似文献

Abstract

The objective of this study was to investigate novice police officers’ witness interview practices immediately post investigative interview training (known as PEACE) with reference to the eight Cognitive Interview (CI) components taught. Forty-eight UK police officers took part as interviewers. Forty-eight undergraduates participated as mock witness; they viewed a non-violent crime video and 2 days later were individually interviewed by a police officer. Interviews were recorded and rated for officers’ application of the CI procedure.

Despite having recently completed the only training available to them no officer applied or attempted to apply the CI procedure in its entirety. However, some of the individual CI components were applied more frequently than others. This study provides a unique insight into the interviewing practices of some of the least researched, least experienced, and least trained investigative interviewers who, nonetheless, conduct witness interviews on a daily basis. The emergent picture suggests that either the CI procedure currently taught to novice police officers is too complex at so early a stage in their police career and/or that the current training may be insufficient to equip them with the skills necessary to effectively apply the procedure.  相似文献

Previous negotiation research has explored the interaction and communication between crisis negotiators and perpetrators. A crisis negotiator attempts to resolve a critical incident through negotiation with an individual, or group of persons in crisis. The purpose of this study was to establish the interpersonal style of crisis negotiators and complementarity of the interpersonal interaction between them and forensic inpatients. Crisis negotiators, clinical workers and students (n = 90) used the Check List of Interpersonal Transactions-Revised (CLOIT-R) to identify interpersonal style, along with eight vignettes detailing interpersonal styles. Crisis negotiators were most likely to have a friendly interpersonal style compared to the other non-trained groups. Complementarity theory was not exclusively supported as submissive individuals did not show optimistic judgments in working with dominant forensic inpatients and vice versa. Exploratory analysis revealed that dominant crisis negotiators were optimistic in working with forensic inpatients with a dominant interpersonal style. This study provides insight into the area of interpersonal complementarity of crisis negotiators and forensic inpatients. Whilst further research is required, a potential new finding was established, with significant ‘similarity’ found when dominant crisis negotiators are asked to work with dominant forensic inpatients.  相似文献

Police officers frequently respond to calls involving persons with mental illnesses and in doing so, they are key gatekeepers of access to mental health treatment as well as entry into the criminal justice system. Programs such as Crisis Intervention Teams (CIT) are being implemented across the United States and elsewhere to train officers to respond more effectively and facilitate access to mental health services when appropriate. These programs would benefit from a thorough understanding of these encounters from the perspective of police officers. We take as a premise that officers develop frames of reference or “schema” for understanding and responding to these encounters that are shaped by socialization, training, and their experience as police officers. In this study, we examine police officer schema of mental/emotional disturbance (M/EDP) calls. Qualitative interviews provided the foundation to develop the Needs on the Street Interview (NOSI) to tap officer schema of four types of M/EDP scenarios. The NOSI was administered to 147 officers in Chicago and Philadelphia. Latent Class Analysis (LCA) was conducted separately for each scenario to examine groups of officers with different schema as well as predictors of schema group. For three of the four scenarios, officers were classified into a two category or schema model, for the fourth (crime reported) a three category model was supported. Schema groups tended to be differentiated by ratings of level of resistance/threat and substance use. Contrary to our expectations, CIT and law enforcement experience did not predict officer schema group. While the CIT model emphasizes de-escalation skills to reduce resistance and the need for officers to use force, CIT and other training programs may want to consider increasing content related to factors such as co-occurring substance use and managing resistance.  相似文献

Despite having the potential to affect cooperation and support for law enforcement, community preferences for police training are generally unstudied. This paper seeks to understand (1) general community preferences for police training for responding to mental health crises, (2) where the public prioritizes this mental health crisis training relative to racial bias training, and (3) whether these preferences vary depending on respondent demographics and risk factors for police contact. Survey data from a general sample of Portland, Oregon residents (N = 259) shows public support for police training on responding to mental health crises, but the public as a whole is split over whether mental health, or racial bias training, should be prioritized as the best use of police training time. Logistic regression analyses demonstrate three main findings regarding the impact of respondent characteristics on preferences for police training: (1) black respondents appear concerned that, by drawing attention to mental health crises, police will be more limited in their responses to racial bias; (2) respondents facing the greatest, and those with the least, amount of risk in police/citizen encounters are most supportive of mental health crisis training; and (3) mental illness itself does not appear to affect support for police mental health crisis training. These differences in support for training need to be understood before law enforcement can cultivate community support for police officers and their training practices.  相似文献

Police training is the process of imparting knowledge, skills, and values to police personnel. The study analyses a survey data on the perception of trainees and senior experienced officers regarding desired professional qualities in police officers. There is a high degree of congruence, in the assessment of values which are important for police, among the two groups. There are also differences among the two groups regarding the evaluation of the importance of interpersonal skills and human qualities. The study attempts to explain the similarities and the differences in perception by examining the conservative and innovative nature of police training, and the role of experience in developing an appreciation of human qualities. The study underlines the importance of police training as a mechanism to maintain the stability of operations in the organisation and its pivotal role in bringing about change in the police.  相似文献

The highly successful Japanese and less than successful American policing situations were compared in terms of: historical background, police organization and format, cultural environment, social-cultural background of officers. training, police socialization, and general nature of policing. Positive influences upon Japanese policing were found to be: the nature of the Japanese people; their deliberate recruitment of ideal police candidates—especially recruiting from samurai families; the highly respected paternalistic and benevolent image in Japan of the police as governmental officials; their deliberate socialization of officers into the police fraternity by using pride. duty, and responsibility to ensure professionalism; and their very extensive and thorough academy training in continuity with later field training and performance. It was suggested that in the United States we begin to address our problems in both selection and training by formulating and then enforcing national guidelines similar to those in Japan.  相似文献

The past two decades have seen major transformations in the way police departments conduct business. These transformations have impacted all aspects of policing from evidence collection to how officers perform their duties while on patrol. One aspect of policing that is still in the throes of transformation is the role of the police psychologist. Picice psychologists have moved from a beginning of counseling police officers involved in critical incidents (see Kurke & Scrivner, 1995) to a broad range of law enforcement related activities. The traditional aspects of their jobs such as providing assistance to crisis negotiation teams, conducting counseling sessions for officers, and developing and presenting in-service and cadet training are part of an ever-changing picture of the police psychologist. Today's police psychologists operate at all levels of police department. Some of the newer roles to emerge in recent years are organizational and management consulting, counseling crime victims, and coordinating community involvement. This paper provides a framework for looking at both new and old roles of police psychologist and to argue for an expanded and better defined role within the policing profession.  相似文献

Police student officers' attitudes towards domestic disputes following family-crisis-intervention training are analyzed. A total of 359 student officers from fourteen training classes participated in the study. The most dramatic improvement in attitudes was observed in officers' perceptions of disputants and in their perceptions of domestic disturbance calls. The study also investigated the attitudes of student officers toward organizational policy, training, and community relations. Student officers' attitudes significantly improved in thirty-one of fifty-one items (p < .05). In general, the changes in attitudes demonstrated that the family-crisis-intervention program did affect the attitudes of student officers in the predicted direction of change. Following training, student officers were more likely to view domestic disputes as legitimate police business and more likely to believe that their actions could influence families in crisis and that people in crisis both want, and will benefit from, assistance. It is concluded that crisis-intervention training appears to be responsible for the change in officer attitudes and that family-crisis training should be included in the curriculums of police training academies.  相似文献

Forensic specialists are well standardised throughout the world and their opinions are respected by the courts. Doctors involved in the immediate clinical forensic assessment of persons in police custody are not, however, so well standardised. Some countries employ trained police surgeons or police medical officers, other countries rely on hospital interns, others simply accept the first doctor available. Can courts rely on their testimony? Can specialists depend on their skills? A call is made for such generalists to meet on an international basis to establish standards.  相似文献

This review of 12 studies examines both the types of community and professional services that abused women most frequently contact, and how useful and effective the women perceive those services to be. These studies show that police, social service agencies, clergy, crisis lines, physicians, psychotherapists, women's groups, and lawyers are the sources of assistance abused women most frequently contact. However, the studies reveal that some of these services are not necessarily perceived as very useful or effective. Women tend to contact different services depending on the type of abuse suffered. Abused women report that crisis lines, women's groups, social workers, psychotherapists, and physicians are helpful most of the time for all types of abuse, and that police officers, lawyers, and clergy are not helpful in most types of abuse. Results of this review suggest the need for education of professionals and community service providers in understanding needs of abused women.  相似文献

Although law enforcement officials have been involved in the provision of school security services for the past half century, prior to the 1990s the practice of assigning sworn police officers to serve in schools on a full-time basis was uncommon. Over the past decade the number of police officers serving in schools increased substantially, but few studies of school police officers were conducted and little attention was devoted to understanding the role of school police officers. This article contributes to the literature on school police officers by providing an overview of the development of school police officers, an outline of issues which should be considered in conceptualizing school police officers, and a discussion of methodological issues pertaining to the assessment of school police officers.  相似文献

Research Summary

By drawing from psychology and economics, we present an experimental evaluation of a procedural justice training program designed to “slow down” police officers’ thought processes during citizen encounters. We find that officers who were randomly assigned to participate in training were as engaged in the community as similarly situated officers, but they were less likely to resolve incidents with an arrest or to be involved in incidents where force was used. These changes were most evident among officers who worked in areas with a modest level of risk.

Policy Implications

Police officers who are actively engaged with the public can reduce crime through general deterrence and by arresting criminals. Nevertheless, excessive discretionary arrests and the use of force by officers can reduce public trust in the police. To date, there is scant evidence as to how police departments can successfully train officers to balance enforcement and public trust in the field. Through our study, we demonstrate that a relatively minor supervisory intervention may cause substantive changes in how police and citizens interact with each other.  相似文献

This study examines the claim that domestic disturbances account for a disproportionate number of deaths and injury to police officers. The uses to which this claim was put and the shift to arresting wife abusers during the 1980s are described. The crises of hegemony faced by the state during the 1960s is used to explain the widespread implementation of a family crisis intervention program that did nothing to reduce deaths and injuries to police officers or family members. The emergence of the women's movement helps explain the state's shift in emphasis from crisis intervention to arresting wife abusers.  相似文献

The performance of police firearms teams must be efficient and accurate—anything else could result in the death of the officers or those they are tasked with protecting. However, there are a wide range of cognitive factors that impact the way in which these officers perform, many of which are not taken into account while planning tactical operations or during the investigations that follow. This paper considers the role of these cognitive factors in firearms policing, looking at their impacts on officer actions/reactions and the ways in which these effects may be counteracted. Author’s Note: Dr. Kavanagh is a psychology consultant specializing in the psychology of high risk policing operations. Her areas of interest include public order, hostage negotiation, and body recovery work; her primary focus is on the psychological components of the police use of firearms.
