The word `democracy' has predominantly negative connotations when referring to its practical implementation in Russia. However, Russians are favourable to the idea of democracy in principle, and support the establishment of genuine democracy in the country. Beliefs that elections ensure accountability of elected officials, allow public input on the policy direction of government, and give personal benefits to individuals would help to increase acceptance of the value of Russian democracy. A combination of factors, however, makes it doubtful that the current negative attitudes can be overcome quickly. 相似文献

This article examines the impact of village‐sponsored infrastructural investment and social services on the productivity of Chinese farm households, using detailed farm‐level data for the period 1986–90. The main findings are that the public facilities and services provided by village collectives augmented productivity growth of farm households, and that the expenditures on public good activities in the sample villages were below the optimal level. The problems of under‐investment in public projects were particularly acute in low‐income villages. 相似文献

Partnership and participation have co-evolved as key instruments of New Labour's agenda for the ‘modernisation’ and ‘democratic renewal‘ of British local government. It is often assumed that partnerships are more inclusive than bureaucratic or market-based approaches to policy-making and service delivery. This article argues that partnership working does not in itself deliver enhanced public participation; indeed, it may be particularly difficult to secure citizen involvement in a partnership context. The article explores the relationship between partnership and participation in a wide range of local initiatives, exemplifying difficulties as well as synergies. The article concludes that public participation needs to be designed-in to local partnerships, not assumed-in. A series of principles for the design of more participative local partnerships is proposed. 相似文献

Democratic transition and institutional change do not necessarily guarantee greater political inclusion, particularly when
it comes to the policy influence of civil society groups. Rather, political inclusiveness requires strategic adaptation among
societal actors. Actors need to seize upon opportunities endemic to political change. This article provides a comparative
analysis of health care reform in democratizing Taiwan and South Korea, focusing on two social movement coalitions, the National
Health Insurance Coalition in Taiwan and Korea's Health Solidarity. Both movement coalitions were critical in shaping welfare
reform trajectories in Taiwan and South Korea during the late 1990s, despite having been shut out from earlier episodes of
health care reform. I argue that these groups (1) strategically adjusted their mobilization strategies to fit specific political
and policy contexts, (2) benefited from broad-based coalition building, and (3) effectively framed the issue of social welfare
in ways that gained these movements ideational leverage, which was particularly significant given the marginal place of leftist
ideas in the postwar East Asian developmental state model.

Authoritarian regimes often use fiscal policy to reward political supporters and to punish political opponents. In many authoritarian regimes with political institutions like parties, legislatures, and elections, elections become a focal point for budget expenditures and the distribution of government patronage. A time-series analysis of Malaysian fiscal expenditures from 1967 to 1997 shows that the ruling coalition systematically increases federal government spending before elections. In addition to marshalling private resources to distribute patronage, the Malaysian government manipulates the government’s official position. These findings have important implications for the growing literature on political institutions under autocratic regimes and the politics of patronage and redistribution in the developing world. They also suggest a new empirical domain for existing theories of political business cycles. 相似文献

This paper describes considerations which attempt to identify suitable applications of prototype advanced information technology (IT) systems within United Kingdom (UK) local government. A ‘task‐analysis’ was undertaken of the activities of the departments within a large UK local authority. The resultant data was then matched, through a theoretical model, with the characteristics of these advanced IT systems. It was concluded that a low risk, low cost system should be implemented within the training function associated with a number of departments. The empirical study was undertaken within Manchester City Council (MCC) which is considered representative of local government. It is believed, therefore, that many of the issues described in this paper may be of value to other authorities nationally. 相似文献

This article offers a contribution to the comparative democratisation literature by analysing the use of non-violent methods of resistance in a repressive political regime. It focuses on the role of youth movements in elections in Belarus. Elections present an opportunity for the engagement of youth in politics.
