Unequal turnout, namely that educated citizens are more likely to vote, has been a long-standing pre-occupation of scholars of political participation and has been shown to exist across established democracies in varying degrees. Using pooled cross-sectional individual level data covering the period from 1990 to 2007 across 12 post-communist new democracies, this paper examines the applicability of existing explanations for unequal turnout in the Eastern European context. The paper shows that while voting procedures explain some cross-national variation in unequal turnout, turnout inequality is likewise shaped over time by processes related to the transition from communism, primarily the fading of initial excitement with democratic elections. The mechanism of learning among mature voters rather than generational replacement dominates the latter process.  相似文献

The purposes of this article are twofold. One is to make recommendations on a possible course of action for a small town in Costa Rica. The other is to examine the relationship between policy and values, in search of a method of integrating values into policy decisions that can be more broadly applied. The method uses narratives to define common values and science and economics to apply these values most efficiently. The process of defining values through narratives uses a relation‐based organizing framework through which trust can be built and empowerment attained.  相似文献

The privatization of Japan’s postal saving system has been a politically charged issue since it first started being debated in the late 1980s, and yet it provides a useful setting in which political economy of economic policy-making can be investigated empirically. Analyzing the pre-election survey of the House of Representatives candidates in 2003 and also the voting patterns of Liberal Democratic Party (LDP) members on a set of postal privatization bills in 2005, this paper asks why some politicians fiercely opposed (or supported) privatization. The econometric results show that multiple factors are important: the private interests of local postmasters and postal workers, politicians’ fundamental ideologies on the size and role of government, party disciplines and factional affiliations within the LDP. Legislative behavior on postal privatization in Japan, thus, turns out to be one case in which legislative behavior is more complex than any single theory predicts.  相似文献

While much progress has been made in empirically mapping and analysing a variety of interest group activities in the last decade, less attention has been devoted to conceptual work that clearly defines and distinguishes different forms of policy engagement. This article contributes to this endeavour by developing a theoretical framework that explicitly links currently available measures of the policy engagement of groups to the distinct concepts of group involvement, access and prominence. It argues that greater conceptual clarity will lead to better accumulation of knowledge in the sub‐field and a better understanding of the role of interest groups in political systems.  相似文献

A growing awareness among officials in Haiti of the need for public service reforms has resulted in the reorganization and revitalization of the country's Administrative Reform Commission (Commission Administrative). At present there is no uniformity in organization, procedures, regulations or remuneration between the different government agencies. The bureaucrats have little security and the bureaucracy is completely dominated by the executive branch of government. Coupled with this, owing largely to the budgeting system, the public service has developed into virtually two separate services, one dealing with development and the other with recurrent tasks. The number of public servants has doubled in the past decade. The Administrative Reform Commission has identified its priorities including the creation of a unified career service system, a restructuring of the bureaucracy and decentralization. This article comments on the Commission's proposals and the problems of implementing them.  相似文献

This paper explores the conditions under which voters in emerging democracies support non-viable candidates. We argue that cognitive biases and the geographic clustering of minor-party supporters in ethno-political enclaves lead to misperceptions about the electoral prospects of minor-party candidates, weakening strategic defections both among co-ethnic and non-co-ethnic supporters. We explore these arguments using original survey data from Kenya's 2007 presidential election, a contest that featured a minor-party candidate, Kalonzo Musyoka, who stood little chance of electoral victory. Despite this, results show that most of his supporters chose to vote for the candidate, failing to perceive that he was not a viable contender. The findings suggest that theories of political behavior in multi-ethnic settings can be enriched by drawing upon insights from the political psychology literature on belief formation.  相似文献

Understanding the political development of the Balkans can be challenging even for historians and social scientists. This is particularly the case with the region's past and present interest group systems as virtually no research is available on the subject. With this in mind, this article provides basic background on the region and its fledgling interest group system as a foundation for approaching the analysis in the 7 country articles that follow. The topics considered include an overview of the common elements of the 7 group systems and their differences, developments that shaped these systems, and an initial look at the role of interest groups in consolidating the region's pluralist political systems.  相似文献

Abstract. This paper critiques what can be interpreted as an application of the literature on state failure in current political economy and political science to the changing role of political parties in advanced post–industrial democracies, Katz and Mair's theory of cartel parties . It develops an alternative set of hypotheses about the dynamics of parties and party systems with the objective to clarify empirical terms according to which rival propositions can be tested. Specifically, the paper rejects three propositions in the theory of cartel parties and advances the following alternatives. First, party leaders are not divorced from their members and voting constituencies, but become ever more sensitive to their preferences. Second, inter–party cooperation generates a prisoner's dilemma in the competitive arena that ultimately prevents the emergence of cartels. Ideological convergence of rival parties has causes external to the competitive arena, not internal to it. Third, conventional parties cannot marginalize or coopt new challengers, but must adjust to their demands and electoral appeals. The age of cartel parties, if it ever existed, is not at its beginning, but its end.  相似文献

Political parties and interest groups play a vital role in incorporating societal interests into democratic decision-making. Therefore, explaining the nature and variation in the relationship between them will advance our understanding of democratic governance. Existing research has primarily drawn attention to how exchange of resources shapes these relationships largely neglecting the role of contextual conditions. Our contribution is to examine whether parties’ structured interactions with different categories of interest groups vary systematically with the pattern of party competition at the level of policy dimensions. First, we argue that higher party fragmentation in a policy space makes organisational ties to interest groups more likely, due to fears of voter loss and splinter groups. Second, we expect higher polarisation between parties on a policy dimension to make ties to relevant groups less likely due to increased electoral costs. We find support for both expectations when analysing new data on 116 party units in 13 mature democracies along nine different policy dimensions. Our findings underline the value of considering the strategic context in which parties and interest groups interact to understand their relationship. The study sheds new light on parties and interest groups as intermediaries in democracy and contributes to a new research agenda connecting interest group research with studies of parties’ policy positions and responsiveness.  相似文献

The contrast between the normative functions of political parties in representative democracies and their empirical working is stark and rapidly increasing. This article starts from a sober, realist account of the empirical state of affairs and from structural problems of democracy and participations – in terms of limits of time, information, qualification and relevant expertise – that have to be acknowledged by any realist–utopian proposal of alternatives beyond the exclusive alternative of ‘thin, realist democracy’ or emphatic ‘strong, participatory, direct, or mass democracy’. We can do better. My search for institutional alternatives looks not for the replacement of political parties but for their relief. Many, not all, of their normative tasks can be shared with other functional networks, associations and organizations. In exploring such a new division of political labour I draw on older debates and designs of associative democracy and on recent discussions to democratize expertise and to expertise democracy in order to address urgent societal problems of high-risk decisions under conditions of extreme complexity, contingency, unpredictability and uncertainty and deep contestedness of our knowledge, problems that turn out to be unmanagable by party politics and representative democracy.  相似文献

This article explores the roles and successes of feminist interest groups, religious interests and non-governmental organizations in promoting or blocking reproductive policies in three Andean countries—Chile, Ecuador and Peru. Access to reproductive services and facilities, such as birth control and elective abortion, in the transitional democracies of Latin America has remained as restricted as under authoritarian regimes. The issue is complicated by the involvement of ideologically driven domestic and foreign interests attempting to influence policy decisions. The political outcomes have significant implications for the nature of democracy and for women's representation across Latin America. The evidence shows that successes have been varied for all women's groups involved in the reproductive rights issue. The primary reason appears to be that, despite advances in political representation in the region, the more established religious interests and other countervailing forces have managed to maintain the status quo in the face of feminist interest group demands. 'We are neither Left nor Right, we are out in front' was the mantra of the environmental movement in the 1970s and early 1980s. This research examines the relationship between the traditional left/right economic cleavage and the environmental cleavage in structuring party competition in advanced industrial democracies. It begins by discussing the theoretical rationale for the separation of environmentalism from the traditional economic cleavage, and utilises new expert data to describe the evolution of party positions between 1989 and 2002–2003. An initially strong relationship between party positions on both dimensions in 1989 has strengthened over time. The convergence occurs largely because of changes by Green parties and by the addition of new parties that define themselves on both dimensions. This points to the ability of democratic party systems to integrate a new political cleavage, and the process of integration. However, leftist parties still continue to diverge with respect to how they respond to the environmental cleavage.  相似文献

Recent judicial reforms after democratic transition have been substantial and relatively successful in Chile, but much less so in Argentina and Brazil. This article traces this variation in outcomes to the legal strategies of the prior authoritarian regimes. The Brazilian military regime of 1964–1985 was gradualist in its approach to the law, and had a high degree of civilian-military consensus in the legal sphere. It was not highly repressive in its deployment of lethal violence, and this combination of factors contributed to a gradualist and consensual transition in which judicial reform was not placed high on the political agenda. The Argentine case of military rule between 1976 and 1983 was almost the opposite. The military sidestepped and even attacked the judiciary, engaging in almost entirely extrajudicial violence. This generated a “backlash” reform movement after the transition to democracy that was mostly retrospective and only partially successful. In Chile, in contrast, the military engineered a radical break with previous legality, engaged in violent repression, but made considerable efforts to reconstruct a judicial order. It was in the aftermath of this situation that reformers were able to push through a prospective and relatively successful judicial reform. This article's findings suggest that judicial reform may be more likely to succeed where the prior authoritarian regime was both repressive and legalistic, as in Chile, Poland, and South Africa, than where high degrees of repression were applied largely extrajudicially, as in Argentina, Cambodia, and Guatemala, or where the authoritarian regime was legalistic but not highly repressive, as in Brazil, Mexico, and the Philippines.  相似文献
