Prior research has suggested that the use of police in schools has resulted in negative outcomes for students; however, this line of research has failed to consider other factors that may influence an officer’s response outside of their mere presence. Over time, the roles and duties of police in a school setting have continued to expand as a result of social and political shifts in criminal justice and education policy. Paralleling this expansion has been the development of a more punitive school discipline environment where students are more likely to be suspended, expelled, a ticketed, and/or arrested. As these two separate bodies of research have been tangentially related, in this study, we use role theory as a guiding framework to connect these two bodies of research and examine how officers’ roles may influence their responses to student misconduct. Data was collected via an online survey distributed to a sample of commissioned law enforcement officers working in Texas schools. The survey included measures of officer roles as well as vignettes to assess how officers would respond to specific situations involving students. Results of this study suggest that an officer’s role may influence how they respond to student misconduct, and therefore, may be an important piece of information for both researchers and practitioners when looking to minimize the potential negative impacts of using police in schools. These findings related to officer roles are discussed in terms of both practice and future research, while considering the larger discipline environment of schools.  相似文献

Abstract

Policymakers, school officials and the law enforcement community have expanded legal tools and other strategies to address bullying in recent years. This has resulted in a larger and more challenging role for law enforcement officers working in school settings. The present study seeks to understand the ways in which local law enforcement officers interpret this new role and their efforts to prevent and respond to bullying. We draw upon Routine Activities Theory as a lens to view officer perceptions of promoting guardianship and reducing target suitability of young people most at-risk for bullying victimization. Data collected from qualitative interviews of law enforcement officers working with local schools, suggest that officers see a role for law enforcement in promoting guardianship around this health and safety concern, but recognize the limitations of using arrest authority. They emphasize promoting trust and building relationship in efforts to support potential and current bullying victims.  相似文献

Although law enforcement officials have been involved in the provision of school security services for the past half century, prior to the 1990s the practice of assigning sworn police officers to serve in schools on a full-time basis was uncommon. Over the past decade the number of police officers serving in schools increased substantially, but few studies of school police officers were conducted and little attention was devoted to understanding the role of school police officers. This article contributes to the literature on school police officers by providing an overview of the development of school police officers, an outline of issues which should be considered in conceptualizing school police officers, and a discussion of methodological issues pertaining to the assessment of school police officers.  相似文献

In the wake of high-profile deadly force cases in the post-Ferguson era, a number of negative psychological outcomes have been depicted by law enforcement officers. We examine if negative post-Ferguson outcomes predict current cynicism, motivation, and apprehensiveness. Further, we account for whether role orientations, specifically support for a law enforcement orientation or a community policing orientation, mediate the psychological effects of the post-Ferguson period. Since the law enforcement orientation, exercised through strict enforcement of the law, has been called out of favor in the post-Ferguson area, supporting this role may negatively impact officers via role conflict. The opposite may be observed for those supporting a community policing orientation. We test these arguments using results from an online survey of law enforcement officers in the USA, administered 6 months following highly publicized incidents in Dallas and Baton Rouge where police were targeted and killed. Results showed that post-Ferguson psychological impacts continued to affect current levels of cynicism, motivation, and apprehensiveness. Support for law enforcement or community policing orientation did not mediate the effects of post-Ferguson sentiments. Nonetheless, role orientations played a significant role in predicting current cynicism, motivation, and apprehensiveness and provided support for the theory of role conflict.  相似文献

The use of police in schools has increased dramatically in the past 12 years, largely due to increases in US Department of Justice funding. This study used data from the School Survey on Crime and Safety to assess the extent to which the addition of police in schools is associated with changes in levels of school crime and schools responses to crime. We found that as schools increase their use of police, they record more crimes involving weapon and drugs and report a higher percentage of their non-serious violent crimes to law enforcement. The possibility that placement of police officers in schools increases referrals to law enforcement for crimes of a less serious nature and increases recording of weapon and drug offenses requires that more rigorous research be carried out to assess more carefully the school climate and school safety outcomes related to this popular and costly practice.  相似文献

In recent years, many states have increased the presence of law enforcement at schools in response to a perception that schools have become unsafe places for children. The data regarding the impact of school resource officers (SROs) on school safety are limited, however. Using survey data collected from 128 principals, we examine the impact of SROs on perceptions of school safety among school administrators in Kentucky. Results indicate that most principals in Kentucky feel that SROs provide a valuable addition to school safety in their schools; however, the results also reveal the importance of communication between principals, SROs, and law enforcement supervisors regarding the nature of the SRO role. The implication of these findings and their impact on future policy is also discussed. Police-probation partnerships have increased in recent years, but evaluations of such partnerships are rare. Particularly within probation agencies, such partnerships can be perceived as an abandonment of service responsibilities in favor of enforcing the law against probationers, but the views of police officers involved in these partnerships have not been examined in the past. The current study began this process by examining the perceptions of law enforcement officers in Texas. In particular, the following questions were addressed: (1) whether they experience role conflict or role ambiguity, (2) how they perceive the effectiveness of partnerships, and (3) how they evaluate the impact of partnerships on crime reduction. Three partnership patterns were identified using cluster analysis. The analysis revealed a significant relationship between the extent of partnerships and the perceptions of law enforcement officers on the partnerships. The policy implications of the findings are discussed.  相似文献

The past two decades have seen major transformations in the way police departments conduct business. These transformations have impacted all aspects of policing from evidence collection to how officers perform their duties while on patrol. One aspect of policing that is still in the throes of transformation is the role of the police psychologist. Picice psychologists have moved from a beginning of counseling police officers involved in critical incidents (see Kurke & Scrivner, 1995) to a broad range of law enforcement related activities. The traditional aspects of their jobs such as providing assistance to crisis negotiation teams, conducting counseling sessions for officers, and developing and presenting in-service and cadet training are part of an ever-changing picture of the police psychologist. Today's police psychologists operate at all levels of police department. Some of the newer roles to emerge in recent years are organizational and management consulting, counseling crime victims, and coordinating community involvement. This paper provides a framework for looking at both new and old roles of police psychologist and to argue for an expanded and better defined role within the policing profession.  相似文献

The safety of students at American schools has become a national priority. With every incident of lethal violence, public fear swells and the demand for effective violence prevention methods increases. School resource officer (SRO) programs that assign sworn law enforcement officers to schools are frequently identified as one straightforward and popular strategy for making schools safer and more secure. However, the placement of these officers at schools raises complex issues and poses new challenges to students’ rights, including the risks of unreasonable search and seizure, the inappropriate sharing of confidential information, and students’ decreased feelings of safety. In this paper, the authors will provide the reader with a review of these students’ rights issues and the possible consequences to students and schools when these rights are not respected. The authors then provide the reader with a review of the relevant literature on the relationship between SROs and students and outlines specific recommendations for the successful implementation and operation of SRO programs that foster positive and respectful connections with students and school officials.  相似文献

This study analyzes the impacts of school-based law enforcement officers on school crime, disciplinary actions, and disciplinary problems in 238 middle and high schools in West Virginia using a non-equivalent groups design and three years of data. Propensity score weights are utilized to reduce selection biases resulting from non-random group assignment in observational data. Binary and multinomial logistic treatment models are used when estimating treatment effects to examine whether the extent to which police officers are present in schools impacts problem outcomes. Findings indicated that while the presence of school police officers increased drug-related crimes and out-of-school suspensions for drug crimes regardless of whether they were present in schools for a single year or multiple years, there were deterrent effects observed for violent crimes and incidents of disorder when police officers were present in schools during all school years. Implications for policy and practice are discussed.

A study was conducted to determine whether prior research had accurately conceptualised community correctional officers' experience of role conflict on the basis of officers' role preferences. It was hypothesised that officers who were welfare workers or punitive officers would experience inter-role conflict while those who attempted to combine the welfare and punitive roles (protective agents) would experience intra-role conflict and role ambiguity. Furthermore, an exploration of how inter-role conflict, intra-role conflict, role ambiguity, and officers' role preferences were related to occupational burnout was conducted. It was found in this study that officers' preferences for the role of welfare worker, protective agent, or punitive officer were not related to the level of inter-role conflict, intra-role conflict, or role ambiguity experienced by officers. Officers' role preferences were not related to burnout. Inter-role conflict and intra-role conflict were associated with emotional exhaustion. These findings call into question the whole tradition in the community corrections literature of inferring role conflict from officers' role preferences and necessitate that the whole issue of whether officers experience role conflict be revisited by employing direct measures of role conflict.  相似文献

Law enforcement is often described as a challenging occupation, and working in law enforcement can result in work–family conflict. This exploratory study was undertaken to examine how the different dimensions of work–family conflict are related to job stress among Indian police officers. There are four major dimensions of work–family conflict: strain-based, behavior-based, time-based, and family-based. Data was collected from a survey of police officers in the Sonipat and Rohtak districts of the Indian state of Haryana. Bivariate results revealed that an increase in any one of the dimensions of work–family conflict was associated with increases in stress from work. Multivariate analysis, however, revealed only three of the four dimensions of work–family conflict had a significant association with job stress. Specifically, strain-based conflict, behavior-based conflict, and family-based conflict were significantly associated with higher levels of job stress. These findings provide support for the job strain model.  相似文献

This study examined the relationship between sheriff law enforcement officers' characteristics and their use of force. Official records were utilized to collect data on the sworn law enforcement officers of the Florida Polk County Sheriff's Office and their self-reported use of force for 1999. The findings of this study indicated that White, male law enforcement officers, thirty-five years of age or younger, with less than 145 months of service, and assigned to patrol duties were more likely to resort to the use of force. Given that sheriff law enforcement officers are an integral part of policing, it is recommended that more studies be conducted of the use of force by these public officials.  相似文献

In the wake of recent school shootings, communities and legislatures are searching for law enforcement solutions to the perceived epidemic of school violence. A variety of legal measures have been debated and proposed. These include: the enactment of tougher gun control laws and more vigorous federal and local enforcement of existing gun control laws; the enactment of laws imposing civil or criminal liability on parents for their children's violent behavior; the establishment of specialized courts and prosecution strategies for handling juveniles who are charged with weapons offenses; stricter enforcement of school disciplinary codes; reform of the Individuals with Disabilities Education Act to make it easier to expel students for weapons violations; and greater use of alternative schools as placements for students who are charged with weapons violations.
  This article provides a legal and empirical analysis of proposed legislation in these areas as informed by social science research on the patterns of school violence, gun acquisition by juveniles, and the effectiveness of various laws and law enforcement measures. It proposes and discusses recommendations for legal reform. While efforts to reduce school violence will be most effective at the state and local levels, the United States federal government has an important role to play, particularly in federal‐state partnerships aimed at disrupting illegal gun markets, and through the formulation of national standards and guidelines. These standards and guidelines are for the enforcement of existing laws; inter‐agency law enforcement cooperation and information‐sharing (particularly using computer‐based analysis); effective school discipline and alternative educational settings for disruptive youth; and psycho‐educational interventions designed to detect and prevent school violence in the first place.  相似文献

Abstract

The UK has extremely high levels of socio-economic inequality, which are predicted to rise over the next five years. Traditionally, equality law was seen as inappropriate to address socio-economic inequality but in the last decade, a growing number of equality duties have been introduced to address this persistent form of inequality. There is, however, little research on the principles that underpin these duties. This article seeks to address this gap through the use of data from interviews conducted with primary school personnel implementing the pupil premium. The article explores understandings of socio-economic inequality by individuals in schools; policy conflicts; the wider context of action to address socio-economic inequality; different decision-making processes; and accountability mechanisms. On the basis of the findings of this study, broad principles are outlined to inform the design, implementation and enforcement of socio-economic equality duties in the future.  相似文献

Responding to domestic violence poses unique challenges to law enforcement officers. Prior research has focused on issues such as officer safety and arrest policies but overlooked a critical component—the officers’ perception of their role in responding to domestic violence incidents. This study explores how police officers define their roles through the use of focus group interviews with detectives assigned to a domestic violence unit. Findings include the identification of three role perspectives. Recommendations for a more balanced approach of these role perspectives in responding to domestic violence crimes through the use of more effective training, supervision, and evaluation are proposed.  相似文献

The policing profession has recently experienced events that affected officers across the nation. Several high-profile cases involving police and members of minority communities intensified the tensions among these groups. Amid public criticisms of policing, law enforcement officers have become targets of attacks. Multiple cases of officer ambushes and assassinations have further troubled the already stressful occupational position of law enforcement. This study investigates what coping strategies officers used after the deadly attacks on police in Dallas, Texas and Baton Rouge, Louisiana that occurred in July, 2016. We also investigate how the coping strategies used affects job motivation among officers. Our findings suggest officers turned to three coping strategies: support networks, stoic self-help, and self-medication. These coping strategies were found to be ineffective mechanisms for protecting officer job motivation; however, some strategies adversely affected motivation more than others. Understanding how officers are coping and why effective strategies are not being employed adequately is imperative for both the safety of officers and the public.  相似文献

The use of drug testing to detect drug use and to screen prospective employees has become commonplace in many occupations, both in the public and private sector. Due to the sensitive nature of their duties, drug testing in law enforcement agencies has become nearly universal, especially as a tool to screen applicants. Despite the fact that many large agencies routinely use drug testing, relatively little is known about the rate at which officers test positive for drug use, characteristics of officers who test positive, nor the drug of choice among currently employed sworn law enforcement personnel. The purpose of this article is to discuss various issues related to drug testing in the workplace and to explore one agency's experience with randomized drug testing of its sworn officers.  相似文献

This article contributes to emerging literature documenting the devolution of immigration enforcement authority by focusing on the implementation of the 287(g) program in Davidson County, Tennessee. It outlines how deputized immigration officers do their work as well as the ways they come to think about their roles in the larger immigration bureaucracy. Immigration officers see themselves as objective administrators whose primary responsibilities are to identify and process immigrants for removal, but who are not responsible for their subsequent deportation. While immigration officers never waiver about their obligation to uphold the rule of law, alternate narratives emerge depending on how they feel about the immigrants they encounter. These frames range from pride at identifying “criminal aliens” to guilt for processing immigrants who had been arrested for very minor violations. Ultimately, this work shows deputized immigration officers act as extensions of the federal government rather than as independent agents.  相似文献

Police attitudes towards partner violence against women (PVAW) can play an important role in their evaluation and responses to this type of violence. The present study aims to examine ambivalent sexism and empathy as determinants of male police officers' law enforcement attitudes towards PVAW. The study sample was composed by 404 male police officers. Results suggested that male police officers scoring low in benevolent sexism expressed a general preference for unconditional law enforcement (i.e. regardless of the victim's willingness to press charges against the offender), whereas those scoring high in benevolent sexism expressed a preference for conditional law enforcement (i.e. depending on the willingness of the victim to press charges against the offender). Results also showed that police officers scoring high in empathy and low in hostile sexism were those who expressed a general preference for unconditional law enforcement. The presence of sexist attitudes and low levels of empathy among some police officers, and their influence on law enforcement attitudes, highlights not only the importance of specific training, but also the need to pay attention to the selection process of police officers dealing with PVAW.  相似文献
