SUMMARY

In this article, Scan Perrone draws attention to the Assembly of the Clergy in Castile in the early-modern period. This is a significant representative institution with a long history of active participation in government which has received little attention from scholars outside Spain. The Assembly was never a part of the Cortes of Castile, but was made up by delegates from the Cathedral Chapters, excluding the bishops themselves, which negotiated the clerical subsidies to the Crown on behalf of the whole clergy of Castile, and then apportioned them among the clergy of the different dioceses. The article analyzes the composition and working of the Assembly, which enjoyed considerable freedom from Crown interference both in its elections and its proceedings, and produces evidence to suggest that the Assembly functioned successfully as a means of keeping the subsidies within bearable limits, and apportioning the burden with reasonable equity.     

Northeast Asia: Regionalism,a clash of civilizations,or a strategic quadrangle?

“Regionalism” has been a popular concept in Northeast Asia since the collapse of the Soviet Union, but there is little agreement about what the concept means or how to realize it in practical terms. Detailed examination of what has been happening in relations between the major powers in the region leads Gilbert Rozman of Princeton University to discern three different approaches to regionalism: economic regionalism, great power conflict, and civilizational clashes, each associated to some degree with the reasoning of one of the three major regional powers, Japan, China, and Russia. Economic regionalism is likely to provide most gains for all nations in Northeast Asia in the long term, but in the medium term, more great power and civilizational conflict can be expected.

Diaspora, faith, and science: building a Mouride hospital in Senegal

This article examines a development initiative spearheaded by the members of a transnational diaspora – the creation of a medical hospital in the holy city of Touba in central Senegal. Although the construction of the hospital is decidedly a philanthropic project, H?pital Matlaboul Fawzaini is better understood as part of the larger place-making project of the Muridiyya and the pursuit of symbolic capital by a particular Mouride "dahira". The "dahira's" project illuminates important processes of forging global connections and transnational localities, and underscores the importance of understanding the complex motivations behind diaspora development. The hospital's history reveals the delicate negotiations between state actors and diaspora organizations, and the complexities of public–private partnerships for development. In a reversal of state withdrawal in the neo-liberal era, a diaspora association was able to wrest new financial commitments from the state by completing a large infrastructure project. Despite this success, we argue that these kinds of projects, which are by nature uneven and sporadic, reflect particular historical conjunctures and do not offer a panacea for the failure of state-led development.     

Indigenous Rights,Resistance, and the Law: Lessons from a Guatemalan Mine

Using a case study of a controversial mine in an indigenous area of Guatemala, this article explores the transnational dynamics of development and regulation of large‐scale extractive industry projects in the developing world. It examines the roles played in the Marlin mine dispute by national law, international law, international financial institutions, and corporate social responsibility. It concludes that these legal regimes have a role in protecting human rights but have not addressed the fundamental questions of democratic governance raised by this case.
