A 'cult of collaboration' is emerging in Australian public policy circles. In this article I argue this reflects a misunderstanding of the concept and its distinctive characteristics. Here I reintroduce collaboration vis-à-vis other forms of 'working together' and question whether we have taken a collaborative turn in public policy. In doing so I hope to contribute to a debate on the relevance of collaboration for public policy. 相似文献

The changing nature of governance in Australia over the last two decades has given rise to a broad range of new strategies to review the development and delivery of government policies and programs. Key factors affecting the relationship between citizens and the state have been the deregulation and liberalisation of the Australian economy, with its focus on the market for the delivery of services, once the exclusive domain of public sector organisations. The increased use of consultants over this period is an example of governments going to the market for professional services. Effective policy development and review by consultants requires that they be well versed both in the substantive issues surrounding the policy field as well as in the process required to properly frame and evaluate these issues. 相似文献

Concentrated urban poverty is America's deepest social problem. Eliminating it stands as our nation's greatest challenge. In this article I analyze from a normative perspective antipoverty policies that attempt to address this problem via “mobility,” that is, policies that attempt to disperse the urban poor to suburban locations. I find these policies to be normatively problematic on two grounds: the level coercion experienced by (and the corresponding lack of free choice given) a vulnerable population and the undesirable effects (in the current context of American urban development) caused by failing to regard established neighborhoods as stable communities. The results of this analysis indicate strongly the need to generate increased levels of economic activity in America's inner cities, and I suggest that more research on this issue be conducted with an eye toward formulating and implementing a comprehensive strategy to bring about inner-city revitalization. 相似文献

This article is an essay about the construction of a culturalist theory of problem definition in the public domain. Using grid-group Cultural Theory and a typology of the structures of policy problems, questions are posed such as the following: Why do some policymakers prefer to define problems as overstructured and not understructured? May one predict that policymakers who adhere to different ways of life will prove to be more adept in solving some problem types rather than others? Renowned policy science research work suggests how each way of life corresponds to a particular problem definition strategy. Hierarchists will impose a clear structure on any problem, no matter what the cost. Isolates see social reality as an unstable casino in which any privileged problem structure jeopardizes chances for survival. Enclavists (or egalitarians) will define any policy problem as an issue of fairness and distributive justice. Individualists will exploit any bit of usable knowledge to improve a problematic situation. These four focal strategies are part of repertoires of problem definition strategies, where each cultural solidarity type disposes of a differentially composed set of secondary strategies. Finally, it is suggested that the links between group-grid Cultural Theory and policy problem types may serve the practitioner as analytic tool for active and (self-) critical problem structuring and (re)framing. 相似文献

What are the policy consequences of creating functionally specialized venues for decision making? This study directly compares special districts with general purpose local governments to evaluate how specialization influences responsiveness and policy choice. Previous theorizing has assumed that specialization should have the same effect across all policy contexts. The findings presented here show instead that its effect is conditional on the status of public problems. Objective conditions related to a policy issue more strongly influence the responsiveness of multipurpose legislatures than that of special districts; thus the institutional effect of functional specialization varies with the severity of the public problem. The result is that governing structure matters most where problems are least severe. The findings demonstrate the importance of considering policy context when analyzing the effects of political institutions. 相似文献

地方政府作为正式制度供给的主体之一,在民营经济发展过程中起着特殊而又重要的作用。以温州民营经济发展为背景,实证描述和分析了地方政府政策在突破旧制度约束过程中所呈现出的显著跃迁性的特征。温州地方政府适时的政策创新,促使民营企业的非正式制度创新逐步转变为正式制度安排,为民营企业从非法走向合法奠定了坚实的基础。温州地方政府在公共政策设计过程中,既符合了温州民营企业的利益和制度知识,又符合了政策者的既得利益和意识目标,政策供给兼备了社会可行性和组织可行性,从而使得政策效能得到了充分的发挥。 相似文献

The stages/policy cycle, multiple streams, and Advocacy Coalition Framework (ACF) approaches to understanding policy processes, all have analytical value although also attracting substantive criticism. An obvious direction for research is to determine whether the multiple streams framework and the ACF can be refined and applied to other dimensions of policy‐making set out in the policy cycle model. This article argues that extending and modifying Kingdon's framework beyond the agenda‐setting stage is best suited to this endeavour. Doing so makes it possible to bring these three approaches into alignment and enhances our understanding, although retaining the core insights of each. 相似文献

最近二三十年以来,由于市场经济放任模式一再出现危机以及失灵现象,国家公共政策能力问题摆到了政府和学者们的面前。政策能力成为当前各国政府关注的热点,也成为学术研究的重点。然而。政策能力并不是孤立的’它与国家能力、行政能力之间存在着内在的关联性。它们之间既存在上下结构关系,又存在着相互的联动关系。这三个方面的能力共同构成了所谓的公共治理能力。不同国家对政策能力自然具有各自的评价标准,更应具有形成这方面能力的支持系统。论文对以上这些复杂的关系做一尝试性的梳理。 相似文献

The range of usable information for public policy is complex and distributed but policy debate is still dominated by instrumental and centralised information constructed and controlled by functional and managerial experts—the creed of expertise. In recent years other types of 'usable' knowledge has begun to flow back into policy streams and in particular local knowledge (sometimes called community knowledge) is staging a major revival. This inductive knowledge is now being merged with the deductive paradigms of new public management.
In the first section I illustrate the key features of expert-based knowledge and how it pervades our thinking about how policy happens and the valued content of policy.
