Abstract After a discussion of possible components in a definition of 'cumulation' and the relative lack of cumulation in political science, a scheme for research strategies is outlined with the aim of facilitating cumulation, or at least facilitating a diagnosis of the state of political science in this respect. The scheme includes three types of studies: (1) analysis of the formal properties of theoretical approaches in political science, (2) content analyses in the form of inventories of problems, propositions and concepts in the discipline, (3) evaluational analysis, i.e. an assessment of what 'theory criteria' to use for evaluating the approaches and of the probable relations between these criteria.  相似文献

This paper offers a unified political economy explanation of political extremism and moderation regarding income redistribution. Unlike the standard spatial voting model, the explanation herein recognizes that extremists are distinguished not only by their political positions, but also by the intensity with which they hold them. The paper uses an extension of Aumann and Kurz’s (Econometrica 45(5):1137–1161, 1977) bargaining model to endogenize moderation and extremism in the context of democratic voting. The extension shows that low-income voters tend to be bolder in their redistributive demands and high-income voters tend to be more tenacious in defending them. These hypotheses are evaluated empirically using the Political Action Panel Study.  相似文献

Abstract

The following article argues that defence intelligence in general, and Britain’s Defence Intelligence (DI) organization in particular, represents an area in intelligence studies that is significantly under-investigated. It makes the case that the significance of understanding defence intelligence and DI lies not only in a general lack of illumination but also because DI is subject to and prompts a range of difficulties and challenges that are either especially acute in the defence context or have ramifications for the wider intelligence community that remain to be fully appreciated. Particular attention is given to DI’s remit being divided between Ministry of Defence and national requirements, problems of fixed-sum resourcing an intelligence function with national responsibilities that is subordinate to Departmental spending structures and priorities, fraught positioning of defence intelligence in Departmental line management and, finally, a chronic lack of public or official interest or scrutiny. The article concludes that the UK’s experience has echoes elsewhere, notably in the US, and that wider international study of defence intelligence is both long overdue and may have implications for understanding of national and wider intelligence institutions and processes.  相似文献

The paper is a critique of a recent article by Luke Martell which attempted to set out a new, non-statist and non-coercive socialist agenda. The critique suggests that coercion and repression are probably inherent to the socialist project and that Martell's proposals fail to address this. It also takes issue with Martell's proposals for limiting the role of markets and for developing local forms of corporatist agencies. The assumption that market capitalism is in some way antithetical to communal morality is also challenged on the grounds that genuine communalism is likely to arise out of voluntary co-operation rather than state-sponsored initiatives and programmes.  相似文献

A problem little noted in the literature on policy analysis is that analysis can interact with problems to make them different and more difficult to solve than they would be without analysis. Four varieties of interaction can be distinguished. All are rooted in the methods and assumptions of economics, the discipline that now dominates federal analysis, and particularly in its limited capacity to set policy goals. To prevent interaction, analysts would have to be able to set goals with greater independence so that aims were not swayed by the analytic process. Abstract

Although evictions are a major housing problem that disproportionately affects lower‐income and minority tenants, no systematic data about evictions are collected on a local or national level. This article presents the scattered available data on the magnitude and impact of the problem, along with existing model efforts to reduce its incidence and impact.

Creating a national database on evictions—how many, where, who, why, and what happens to evictees—would be an important first step in focusing attention on this neglected issue. Definitional questions must be resolved as an initial step. In an effort to launch such a project, suggestions are offered on how to begin creating such a database.  相似文献

The policy movement is unified by a common interest in the improvement of policy decisions through scientific inquiry. The movement is differentiated, however, because this common interest is highly ambiguous and subject to interpretation from different perspectives. This paper applies a policy sciences perspective to the movement's disappointments over the last few decades, and in particular, the failure to realize earlier aspirations for rational, objective analysis on the more important and controversial policy issues. The paper offers a definition and diagnosis of the underlying problem, and suggests what can be done about it as a matter of individual and collective choice.  相似文献

This paper addresses the need to learn more about the relative desirability of the current FASB and its alternatives. It responds to this need by demonstrating how a given standards-setting alternative might be preliminarily analyzed in terms of its feasibility and the degree to which its theoretical objectives are operationally attainable. The analysis emphasizes that it is not the existence of possible operational shortcomings that is important, but how its operational properties compare with those of other available alternatives. The analysis itself reveals that, in spite of operational shortcomings, standards-setting by means of a demand-revealing process may be an alternative worthy of further consideration both in its own right, and as a basis of comparison for assessing the relative strengths and limitations of the current FASB.  相似文献

Can unconditional basic income policies be designed to generate the motivational conditions that make possible their own support? Unconditional redistributive schemes do not take formal precautions to deal with potential motivational problems that may affect their stability. For example, they are designed to give people the freedom to decide whether or not to participate in the job market. However, scholars like Philippe Van Parijs and Simon Birnbaum think that the promotion of an ethos of justice can potentially do the necessary motivational work to secure the stability of unconditional redistributive institutions. Their solution lies in changing people’s behavior through an informal motivational mechanism rather than through a formal rule or institution. This paper argues against that ‘ethos-based solution.’ It presents three reasons to distrust that solution. First, it argues that even broader and more inclusive ethoi of justice can become oppressive and violate people’s freedom. Second, it suggests that the formal and informal strategies to generate that ethos may be difficult to implement, monitor, and control. Finally, it argues that the difficulties associated with implementing and developing that ethos of justice may lead us to either preserve an undesirable status quo or to implement suboptimal redistributive policies.  相似文献

The problem of past emissions – how to share fairly the costs of climate-changing emissions caused by polluters who are no longer in existence – presents an increasingly pressing challenge to scholars and policy-makers. Since standard contribution-based principles are inapplicable when it comes to past emissions, theorists have instead proposed various non-contribution-based historical principles. This paper develops such a principle – the Inherited Debt Principle – which seeks to account for the intuition that historical injustice matters to current duties in a way that does not appeal to the counterfactual benefits derived from that injustice. This principle, it is argued, offers a surprisingly plausible solution to the problem of past emissions.  相似文献
