This article examines the impact European Union (EU) policies have on internal migration in Poland. It argues that the EU indirectly through its cohesion funding and internal market policies creates push and pull incentives that affect internal migration. It focuses on the impact of three EU regulated factors: foreign direct investment, international migration, and EU funding. It contends that both foreign investment to a voivodeship as a result of the EU’s internal market policy, and EU funding to a voivodeship as a result of the EU’s cohesion policies, attracts internal migrants to that voivodeship and discourages residents from leaving. The article further argues that increasing international migration from a voivodeship as a result of the EUs labor policies decreases the incentive for internal migration. A cross-sectional time-series statistical analysis finds that higher levels of foreign investment and EU funding attract migrants to a voivodeship, while higher levels of international migration, FDI inflow, and EU funding decreases the incentive for residents of that voivodeship to relocate internally.  相似文献

Abstract

In this article, we look at the fissures in United Europe from both sides of the region where a post-Cold War ‘Middle/Central Europe’ should have been forged. How do leading German and Polish newspapers treat the categories of ‘Central’ or ‘Middle’ Europe relative to the concept of the Eastern–Western European divide and what are the discourses associated with these perspectives? At the time of a looming redefinition of the entire European project, what can media reports from Germany and Poland tell us about its future? We conclude that the media narratives in these two countries portend further tensions for European unity, since the new divisions now overlap the old ones. Our findings have implications for the future of democracy in the newly democratic countries of Central and Eastern Europe, including Poland.  相似文献

It is widely argued that the pre-accession process of the Eastern enlargement affected political competition in Central and Eastern Europe. While such claims have been substantiated in general theoretical propositions, there is a lack of theoretically informed research attempting to explain how political competition was affected throughout the region. This article utilises Lijphart’s institutional typology to better understand how pre-accession processes shaped political competition under consensus democracies. The article shows that the consensually designed democracies of Poland and the Czech Republic were able to mitigate the negative impact of the pre-accession process through the rise of Eurosceptic parties.  相似文献

Abstract

Australian local government finds itself at the vortex of various mounting pressures, including acute funding shortages, complex intergovernmental relationships, and forced structural reform programmes, that have made the status quo unsustainable. State government policy makers have placed heavy emphasis on council amalgamations as their chief means of resolving the problems facing municipal governance. This paper argues that such reliance on the blunt instrument of municipal consolidation has been misplaced, not only because it is based on the mistaken premise that ‘bigger is better’ in local governance, but also because it ignores many other promising alternatives to amalgamation involving various combinations of structural change and process change better suited to the extremely diverse character of regional and rural local government in Australia.  相似文献

The main aim of this paper is to show that behind the complex and fluid surface dimension of the Polish political scene it is possible to reveal a relatively stable two-dimensional structure of deep political identities. The study is based on the analysis of ecological data — the results of elections from 1990 to 1997. The results prove the exceptional stability of the Polish electoral geography and appear to be consistent with other studies based mainly on the survey data. The use of the spatial data allowed us to reveal the historical and spatial determinants of electoral behavior in Poland.  相似文献

Following the stagnation of negotiations with the African, Caribbean and Pacific states, the centrepiece of the European Union's (EU's) trade and development strategy has been a reform of the Generalised System of Preferences. Although policy-makers in the Commission's Directorate General for Trade have argued they are ‘refocusing’ these preferences on the ‘neediest’, by rendering a significant proportion of emerging economies' exports ineligible for the scheme, this article argues that the reform is actually part of a broader ‘reciprocity’ agenda being pursued in the context of the current economic crisis. This is about ensuring the EU possesses sufficient offensive leverage in ongoing free trade agreement negotiations, rather than representing any mercantilist move towards greater domestic protection. In arguing that the EU's developmental trade agenda is increasingly subordinated to commercial imperatives, this article adds to a literature that has situated the study of EU trade and development policy within the field of political economy.  相似文献
