As peacebuilding discourses increasingly stress the importance of including women, to what degree have security-related practices taken heed? It has been over 10 years since the United Nations Security Council passed Resolution 1325 on Women, Peace, and Security, yet it remains a “confused and confusing” tool for scholars and practitioners in assessing women's inclusion in peacebuilding. This article adds to our understanding on women and peacebuilding by engaging 1325 as an operationalizable concept and then applying it to peace agreements to understand how women's security is addressed as part of formal peace processes. Given previous difficulties in operationalizing 1325’s mandate, this article engages it as a three-level concept useful for studying the ways in which women are “brought into” security, called (en)gendered security. Using this concept of (en)gendered security, I assess intrastate peace agreements between 1991 and 2010 to elucidate where and how women are included in peace processes. This article illustrates the potential of a systematized and practical approach to security embodied in 1325 and a preliminary discussion of what accounts for better approaches to (en)gendered security during peacebuilding.  相似文献

This paper seeks to explode a number of myths about women's absence from wars and conflict; it considers some problems about their vulnerabilities in these circumstances; and offers some feminist perspectives for addressing these problems. The paper considers the conflicting demands made on women in periods of war and revolution, and argues that differing historical processes result in different post-conflict policies towards women. There is, however, a commonality of experiences that universally marginalise women in the post-conflict and reconstruction phases. Even when women have participated actively in wars and revolutions, they are heavily pressured to go back to the home and reconstruct the private domain to assert the return of peace and 'normality'. This paper contends that the insistence on locating women within the domestic sphere in the post-war era may be counter-productive and located in the historical construction of nationhood and nationalism as masculine in terms of its character and demands. With the dawn of the twenty-first century and the long history of women's participation in wars, revolutions, and policy making, it may now be possible to use the symbolic importance given to them in times of conflict to articulate a different perception of nationhood and belonging, and to create a more cooperative and less competitive and hierarchical approach to politics and the reconstruction of nations and their sense of belonging.  相似文献

At first glance it would appear that despite women's vital participation in peace-making processes, they are for the most part marginalised or belittled. However, moving away from the idea of women as outsiders and/or victims, we find evidence of their involvement in projects initiated and driven by them and/or in activities in which they work in equal roles alongside men. Many women in conflict areas are advocating and working effectively with approaches to lasting positive peace that transcend traditional male-dominated structures and ideologies. Large numbers of ordinary women, men, and children are working mostly behind the scenes to achieve justice and equality. Women are very much involved but get far less recognition than men. The scale and diversity of largely unacknowledged but effective grassroots peace efforts worldwide, particularly among women, requires much greater recognition by the international community. This article is based on a research project that uses an oral testimony approach and a multicultural perspective to give voice to women working in the field in a wide range of transformational processes.  相似文献

Is peace more likely to prevail when the peace accord includes civil society actors such as religious groups, women's organizations, and human rights groups? This is the first statistical study that explores this issue. The article develops key claims in previous research regarding the role of civil society actors and durable peace, and proposes a set of hypotheses that focus on legitimacy in this process. The hypotheses are examined by employing unique data on the inclusion of civil society actors in all peace agreements in the post–Cold War period. The statistical analysis shows that inclusion of civil society actors in the peace settlement increases the durability of peace. The results further demonstrate that peace accords with involvement from civil society actors and political parties in combination are more likely to see peace prevail. The findings also suggest that inclusion of civil society has a particularly profound effect on the prospects for overall peace in nondemocratic societies.  相似文献

The Gender Audit (GA) and associated reports and reviews drawn upon in this article enable an evaluation of how far the intervention processes at work in Kosova since 1999 have been inclusive of gender analysis and supportive of women's and girls' needs and interests. This assessment considers the strengths and drawbacks of various attempts to use and implement gender-sensitive projects. The GA was designed to support the emerging feminist reconstructive politics in Kosova. Its findings and recommendations tackle aspects of empowerment, equity, and opportunities, outlining some developments from community activism as well as outcomes of the international administration. By considering developments over a two-year period, it is possible to place issues of equity and opportunities in the context of change over time, with change at local and national levels linked with developing international dialogues. The article analyses local work undertaken by the Kosova Women's Network to overcome violence against women in war and domestic peace, and reviews international work engaged in by the Kosovo [sic] Women's Initiative (KWI). Many Kosovar women (of all ethnicities) do fully acknowledge their community membership, and recognise the risks involved in talking across their differences to achieve everyday security and reconciliation. International reports and reviews such as those produced in 2002 by the UN Secretary-General and UNIFEM on women, war, peace, and security, as well as the review of the KWI, allow an assessment of how dialogues are changing and what the potential impact of such change might be on policy development and implementation.  相似文献

This paper maps the difficulties with operationalising the gender discourse described in the peace accord and post-conflict documents, which guide Burundi's peace-building process, through local women's narratives from the security forces. The author claims that due to limited international and local investment, the local women involved in the security forces initiate small practical changes by referring to their vision of femininity, while theoretically legitimising these demands by linking them to the international human rights discourse in order to survive in an overwhelmingly masculine arena. International organisations and donors’ focus on traditionally feminine and softer areas, such as reconciliation and reintegration programmes, together with local elites’ tendency to view gender as an ‘add-on’ contribute to this development.  相似文献

Feminists have frequently accused media outlets of not giving them enough coverage and/or portraying them negatively. Conversely, conservative women have argued that media suffer from liberal biases. While some studies have addressed the larger question of media and ideological prejudices, none have examined how media report women's activism in comparative terms. Since feminist and conservative women's organizations vie with one another over who represents women's interests, how media portray them has implications for how well they achieve this goal. Using data gathered from four major national newspapers, this study analyzes how print journalists depict feminist and conservative women's activism over a 14-year span. In so doing, it provides information about frequency of media coverage, as well as how advocates are labeled, on which issues they are getting visibility, and whether or not media present feminist and conservative women's organizations as being in direct conflict with each other. Implications for understanding women's political efforts, broadly speaking, are also explored.  相似文献

This paper examines the social and gender politics of a women's urban garden project supported by the International Organisation of Migration, in Cap Haitien, Haiti. My study highlights how the development process created an unmonitored symbolic space where society's normalised gender processes reproduced broader social inequalities, which, in turn, prevented the project from meeting the women's practical and strategic goals. Then, I discuss how the ecohealth approach, as an alternative design framework, could make symbolic space visible to be critically engaged and analysed by participants, to account for gender process, and create an emancipatory activity.  相似文献

A growing debate about gender and the environment highlights women's roles in the use and management of natural resources, opening up important opportunities for development analysis and action. But there are traps in conceiving of women's roles in relation to the environment in a partial, narrow, or static way; of isolating them from men's roles; and of assuming a close link between women and ‘nature?s. An alternative approach examines dynamic gender-differentiated activities, rights, and responsibilities in the processes of natural resource management. A case study from the Gola forest, Sierra Leone shows how this approach can help to ensure sustainability and equity in the design of projects concerned with the environment.  相似文献

In the past women have been excluded from peace initiatives. However, with the advent of UNSCR 1325 (2000) women's agency in the process has been heightened through a new framework for involvement. UNSCR 1325 is a policy document that acknowledges the link between women, peace, and security and uses gender mainstreaming as a mechanism to implement its objectives. Yet in spite of its policy advancements, over a decade later women still do not participate equally in peace and security initiatives that impact on the sustainability of peace. This article aims to explore the context of this framework through considerations of the gender mainstreaming provision in the disarmament, demobilization, rehabilitation, and reintegration (DDRR) process in Liberia. Using interviews with women associated with fighting forces (WAFFs)/ex-combatants the article argues that although there was a specific targeted focus showing some gender responsive design and coordination, WAFFs’/ex-combatants’ unique needs, especially those of a social and psychological nature, were poorly addressed. In addition, the commentary shows that the focus did not attend to structural inequality issues such as sexual and gender based violence (SGBV).  相似文献

This article examines the negative role that actors' perceptual limitations play in civil war peace negotiation by reviewing the Sino-Khmer Rouge interplay during the Cambodian peace negotiations (1987–1993). The study contends that China continually failed to challenge the Khmer Rouge's negotiation strategies, which were founded on the faction's flawed understanding of its situation. Moreover, the inadequate communication between China and its client faction and the Khmer Rouge's lack of institutions for obtaining and analyzing information are identified as the two main reasons for the failure of Chinese intervention.  相似文献

In Bangladesh, dramatic social and economic changes are transforming historical forms of patriarchy with various impacts on pathways to women's empowerment. We hypothesised contemporary resources would be more strongly associated with women's empowerment, as reflected in their influence in family decisions. In cross-sectional analysis, we found the contemporary resources of employment and membership in NGOs were most strongly and consistently associated with women's influence in family decisions. Education was only modestly associated, as were customary resources, including age and fertility. Programmatic efforts to enhance women's empowerment should consider the rapidly changing environment and the importance of women's economic participation.  相似文献

This article takes Chile as a case study to examine how the women's movement, the non‐governmental sector and the state have worked together to design policies for the prevention of domestic violence, and to transform the culture of authoritarianism which remains an integral part of gender relations within the state and in society. It conceptualizes the linkages between gender relations, authoritarianism and violence, examines how violence against women became a prominent issue during the transition to democracy, and shows that women's organizations have made significant advances in Chile as elsewhere in Latin America, by framing legislation on violence against women within the context of women's human rights. The study indicates that collaboration between the state, women's organizations and the police force can provide a window of opportunity to promote a democratic culture within the state and society.  相似文献

Colombia's chronic war is one of the world's worst humanitarian crises. Amid armed actors, pervasive violence, and increasing militarisation, many citizens experience hostility from all sides. This violence continues the historical marginalisation of Afro-descendant, indigenous, and campesino communities and is intensified by the ‘global war on terror’. Some ‘peace communities’ are rejecting violence and seeking ways to survive within war—becoming protagonists in their own protection. This is risky: it draws accusations, threats, and attacks by all armed actors, including the state. Over time, the lack of sustainable livelihoods, weak internal cohesion, and antagonistic external dynamics test the determination of such communities. This article examines four peace communities and explores factors that generate and sustain grassroots protagonism. It ends by suggesting ways in which development organisations can enhance community-level protection and reinforce local peace processes, in order to contribute to broader peace building.  相似文献

In April 2004 photographs were publicized showing American servicewomen conspicuous among the tormentors of inmates at Abu Ghraib prison. These sadistic images defied gendered expectations about the proper behaviour of women and prompted a flurry of articles on women's involvement. Many responses to the Abu Ghraib disclosures implicitly accepted that such brutality is typical of military men but when enacted by women is aberrant in ways that merit special notice and explanation. Feminist writers tended to construe the photographs as either demonstrating women's equal capacity for conscienceless violence or as confirming women's subordination in the male-dominated military. This paper reconsiders the role of servicewomen in the Abu Ghraib abuses and critiques these foremost feminist readings (which are shown to mirror anti-feminist responses in significant respects). Commentaries on the role of military women neglect the opposition of prominent members of the US armed forces to policies that encouraged abuses. Recognizing the tension between US administration policies and military dispositions sheds a different light on the events at Abu Ghraib, women's involvement in these abuses, and the presumed normalcy of male violence.  相似文献

Lack of trust has been widely used as an explanation for the failure of peace negotiations. However, we know little about how mistrust can be reduced between belligerents involved in negotiating peace. Why are some confidence‐building strategies more successful than others? For theory‐building purposes, this article explores how a party can send conciliatory signals to the other party that increase trust by exposing itself to three different kinds of political risks. More specifically, it compares the variables that reduced mistrust — or failed to reduce mistrust — during two peace negotiations in Sri Lanka: in 1994–1995 and in 2002. Using a theoretical framework that combines social psychology and rational choice approaches, this article examines the communicative signaling process between the parties. In addition, by drawing out the implications from this argument, we offer some insight into why the peace process in Sri Lanka became politically stalemated in 2003. We also use our comparison of Sri Lanka's peace processes to develop general propositions about the dynamics that can reduce mistrust. The main proposition that remains to be tested empirically is whether obstacles to peace can be transformed into important catalysts for the reduction of mistrust.  相似文献

International Relations (IR) literature on the visual construction of the international does not systematically engage with the visualisation of peace. In this article, I make photographic discourses available to IR scholars interested in the visual construction of the international and invite IR scholars to substantialise these discourses based on their specialist knowledge on war, violence, conflict and peace. I engage with aftermath photography by challenging its almost exclusive focus on war and the legacy of violence. Furthermore, I engage with Fred Ritchin's notion of peace photography and Cynthia Weber's attempts at visualising peace. Problematising claims to universality, generalisability and causality, I emphasise that the relation between images and peace is episodic, not causal; that visions of peace, reflecting specific cultural configurations, cannot claim universal validity; and that peace photography has to move beyond aftermath photography's focus on the legacies of the past. Finally, I briefly look at the work of Joel Meyerowitz and Rineke Dijkstra, the one displaying aftermath as a beginning sustaining power, the other photographically accompanying a person's adaptation to a new, more peaceful environment.  相似文献

Protecting civilians from conflict and atrocities has become a major focus of governments, the UN, and activists. Yet peace operations—the main policy instrument for directly shielding civilians from violence—vary widely in how well they are designed to do so. One much-maligned problem is a gap between a force's ambitions to protect civilians and its physical resources for doing so. Missions plagued by these ambitions–resources gaps gesture toward protecting civilians but are not designed to do so effectively. They can also worsen civilian suffering. This article explores the politics behind these gaps, focusing on the role of powerful states—especially major Western democracies—in creating and facilitating them. It argues that ambitions–resources gaps represent a form of organized hypocrisy that helps political leaders balance competing normative and material pressures to protect civilians while limiting costs and risks. Case studies of France's Operation Turquoise in Rwanda and US support for the African Union Mission in Sudan (AMIS) in Darfur support the argument.  相似文献

Japan's role during the Cambodian peace process after 1989 is often considered a successful case of post-Second World War Japanese diplomacy. In contrast to claims in the existing literature that Japan began to consider and initiated its involvement in the settlement only beginning in the late 1980s, this article demonstrates that Tokyo's role built upon a diplomatic platform that the Japanese had constructed through peace efforts since the Cambodian conflict erupted in 1979. The policy framework, objectives and initiatives of Japan's Cambodia diplomacy during the peace process represented the culmination of a ten-year diplomatic endeavour. Ultimately, Japan's involvement in the Cambodian settlement, guided by its Southeast Asia strategy of promoting coexistence and cooperation between ASEAN and Indochina, legitimated and favoured Japan's attempts to expand its post-Cold War role in regional political and security affairs.  相似文献
