Despite a recent surge in popularity, critical gaps remain in effectively building the capacity of organisations through global development projects. Two non-governmental organisations, FHI 360 and Conservation Through Public Health (CTPH), established a partnership focused on strengthening CTPH's organisational capacity to conduct high quality monitoring and evaluation and to effectively advocate for integrated population, health, and environment work. To help inform the design and implementation of future capacity building programmes, the partners describe their lessons learnt as illustrated through the five key capacity building steps: stakeholder engagement and partnership formation; capacity needs assessment; capacity plan design; plan implementation; and evaluation.  相似文献

The 1999 NATO intervention against Yugoslavia may prove to be a pivotal event in European security. Yet much of former Yugoslavia seems to hover in tenuous uncertainty, Kosovo remains an international protectorate and Macedonia's fate is uncertain. Specifically, aftershock events of the post-Kosovo intervention led to a security degradation in Macedonia in 2001 and seriously hampered the recovery efforts of Serbia after the ‘October Revolution’ of 2000. This article presents a broad problem-set of dynamics that were and are driving forces in the shaping, analysis and future direction of the European security architecture. Attempts to explain conflict that focus too narrowly on ethnic differences or too broadly evoke human justice as grounds for intervention will consistently miss the strategic mark. There are indeed spillover effects in Macedonia and in Serbia that have direct relations with the aftermath of the 1999 Kosovo intervention.  相似文献

The conflict that broke out in Sudan on the eve of its independence from Britain in 1956 has devastated the country, retarded developmental progress, drained human resources and damaged the social fabric of the entire nation. However, the Protocol of Machakos which was signed by the Government of the Republic of the Sudan and the Sudan People's Liberation Movement/Sudan People's Liberation Army on 20 July 2002, states the commitment of the parties to a negotiated, peaceful and comprehensive resolution to the conflict within the unity of the country. With peace now in sight, the disarmament, demobilisation and reintegration (DDR) of former combatants is essential to avoid the mistakes made in 1972. It is crucial to build a new future for the generations that have suffered so much in five decades of war. This paper examines the challenges that might confront DDR in post-conflict Sudan. It draws on past experience following the 1972 Addis Ababa Agreement between the regime of President Gaffar Mohammed Nimeiri and the Anya-nya rebels, and on the experiences of countries that have gone through similar situations, such as Ethiopia, Mozambique and Uganda.  相似文献

This article examines the relationship between democratization and the state with reference to recent political developments in the non-state entity of Kosovo. Existing analyses of the role of the state in democratic transitions provide critical insights into the politics of democratization, but have suffered from a lack of consensus regarding the concept of the state itself. This study distinguishes three separate dimensions of statehood – recognition, capacity and cohesion – and argues that each has separate implications for transition politics. Analysis of democratic political development in Kosovo suggests two conclusions: first, that international recognition of statehood should not be viewed as a prerequisite for democratization, and second, that problems of state capacity or state cohesion present far more fundamental challenges to successful democratic regime change.  相似文献

As disaster losses continue to rise around the world, it has become increasingly important to understand the long-term outcomes of post-disaster recovery programmes. Often, disaster recovery projects have an abbreviated planning period, involve multiple NGOs, and lack long-term plans for evaluation. This article describes outcomes of the shelter reconstruction programme following the 2004 Indian Ocean tsunami in Nagapattinam, India. Quantitative and qualitative data were collected to assess the effect of the programme on housing, community infrastructure, and livelihoods. The study provides useful lessons for future reconstruction programmes and demonstrates the importance of evaluating post-disaster recovery programmes after projects end.  相似文献

This article explores the parameters, value and limitations of different critical strategies for those dissatisfied with the contemporary politics of terror. It argues, first, that the prominent (counter-)terrorism paradigm – in which terrorism is approached as a ubiquitous and very specific security challenge meriting appropriately exceptional responses – is far more critiqued than we might anticipate. And, second, that such critiques – which can be found across political language, popular culture, everyday life, and beyond – employ distinct critical resources to serve varying ends. Reflecting on these, the article offers a new heuristic distinguishing five critical strategies which seek to: (i) repudiate; (ii) question; (iii) subvert; (iv) replace, or (v) deconstruct the prominent counter-terrorism paradigm. This typology, it argues, offers scope for optimism and strategic resources for those attracted to a critical terrorism studies project going forward.  相似文献

Since July 1999, the International Organisation for Migration (IOM), at the request of the United Nations Mission in Kosovo (UNMIK) and the Kosovo Force (KFOR), has undertaken the implementation of the Information Counselling and Referral Service (ICRS) which aimed to provide support mechanisms for demobilised Kosovo Liberation Army (KLA) combatants in their return to post-conflict society. This paper explores the vocational training aspect of the reintegration strategy in Kosovo. It presents an outline of demographic and socio-economic characteristics of former KLA combatants. Having explored the former combatants' perspectives on vocational training courses, the analysis is carried out through a human resource perspective with a specific reference to identification and taxonomy of skills, and policy application for effective utilisation of human resources. Finally, the paper concludes with a set of lessons learnt from the vocational training experience of former combatants in Kosovo.  相似文献

The Himalayan state of Sikkim, India was hit by an earthquake in 2011 that caused widespread devastation. This article reports on the housing reconstruction project in the state, focusing on three questions: what are the key planning decisions, what are the main implementation challenges, and what are the lessons learnt? The findings indicate that key planning decisions need to be taken on implementation mechanisms, financing strategies, beneficiary identification, housing design, and procurement. The main implementation challenges are enabling homeowner involvement, slow progress, timely procurement, and stalled house construction. The article also identifies useful lessons for other agencies involved in reconstruction.  相似文献

The European Council's 2008 ‘Immigration Pact’ has been touted by its main protagonist, the French government, as a turning point in EU migration policymaking. In one respect at least, the French are not exaggerating. The Pact represents a challenge to a key assumption underpinning European integration, namely that communitarised policymaking procedures are the best means of achieving truly common policies: Paris presented the intergovernmental Pact as a means of succeeding where communitarised decision-making has failed – in achieving the goal of a coherent common migration policy. However, analysis shows the French claims to be largely unfounded: although the European Council might theoretically have played a useful role here, in practice its efforts will add little to the achievement of a truly common policy.  相似文献
