Sexual violence against men in armed conflict has been documented for thousands of years under the various guises of war, torture and mutilation yet it is often neglected mainly because of overwhelming stigma and shame surrounding it. Based on academic and grey literature on sexual violence against men in conflict, this article discusses the complex reasons for lack of quality data on this important topic. The motivations of sexual violence against men are also explored through applying causal theories that are largely based on female victims of sexual violence. Finally, interventions for the management of sexual violence against men in conflict are discussed. This study concludes that gendered binaries and strict gender roles are primarily responsible in accentuating sexual violence against men in terrorising and humiliating victims, and must be addressed. It also calls for more research and advocacy of male victims of sexual violence in order to fully understand the dynamics of this challenge as well as to offer effective care for male survivors of such violence.  相似文献

This article examines the influence of civilian protection norms on China’s response to the 2011 crisis in Libya. It argues that Responsibility to Protect—an emerging norm commonly associated with the Libyan case—did not play a major role in China’s abstention on Resolution 1973 (2011) authorizing international intervention in Libya. For China, Responsibility to Protect is merely a concept and could not serve as the basis for intervention. Instead, Protection of Civilians in Armed Conflict, as a normative foundation for civilian protection endorsed by China, offers a more appropriate lens for understanding China’s vote. Protection of Civilians, however, does not accommodate China’s unprecedented evacuation of Chinese nationals from Libya. This operation proceeded from a third logic of Protection of Nationals Abroad, which poses dilemmas for China’s strict adherence to the principles of sovereignty and non-interference and brings to bear domestic interests and notions of protection.  相似文献

This article takes Chile as a case study to examine how the women's movement, the non‐governmental sector and the state have worked together to design policies for the prevention of domestic violence, and to transform the culture of authoritarianism which remains an integral part of gender relations within the state and in society. It conceptualizes the linkages between gender relations, authoritarianism and violence, examines how violence against women became a prominent issue during the transition to democracy, and shows that women's organizations have made significant advances in Chile as elsewhere in Latin America, by framing legislation on violence against women within the context of women's human rights. The study indicates that collaboration between the state, women's organizations and the police force can provide a window of opportunity to promote a democratic culture within the state and society.  相似文献

The furore that greeted news that negotiations were to start on a transatlantic free trade agreement revealed not only the potential importance of any putative deal, but also the tendency of Europeans to view international politics almost uniquely in economic terms. This neglect of security and broader geostrategic issues is short-sighted and dangerous. It is precisely the liberal world order in place since the Second World War that has allowed Europeans to develop their economic potential. Leaving it to the United States to preserve that order is an increasingly problematic strategy, with the US ever more reluctant to police the world in the way it once did. The US has, for many years, asked its partners to contribute more to the preservation of common security interests. Given the failure of these attempts to date, it might be time for Washington to resort to tougher tactics in an attempt to entice Europeans out of their geostrategic retirement.  相似文献

This paper assesses the role of the European Union in the Libyan crisis (2011) and critically considers the implications for its evolution as an international security actor. Employing role theory, the paper reviews the historical development of the Union's security actorness and sheds specific light on the balance between self-conception and external expectations in the case of the Libyan crisis. Its central argument is that, despite external expectations and European narratives of a ‘comprehensive power role’, the Libyan crisis showed that the Union still acts in line with its traditional role as a civilian power. The inability to go beyond civilian power stemmed from internal dissonance on a potential hard power role and a corresponding lack of material capabilities. The growing gap between expectations about comprehensive actorness on the one hand and performance on the other is likely to damage the Union's future credibility as an international security actor.  相似文献

This article analyses the European Union's (EU's) largest European Security and Defence Policy (ESDP) military mission outside Europe to date; Eufor Tchad/RCA was a 3700-strong force involving personnel from 23 states, deployed to Chad and the Central African Republic for 12 months from March 2008. Far from this mission achieving EU ‘supremacy’ or projecting an ‘imperial’ reach, an evaluation of its objectives and achievements reveals acute limitations in the EU's ability to project power. The article analyses the context in which Eufor was conceived and deployed. It notes that the mission's weaknesses, like those of the United Nations mission to whom the EU transferred its security role in 2009, reflected its convoluted origins and objectives. Finally, the article examines whether the EU as a unitary actor has the desire or the ability to ‘replace’ individual European nations—in this case France—in their post-colonial military and ‘humanitarian’ roles in sub-Saharan Africa.  相似文献

Female genital mutilation (cutting or surgery) (FGM) is an issue that epitomizes the changing nature of incorporating gender in teaching International Relations. Put simply, by increasing our attention to issues of concerns to women, like FGM, in International Relations classrooms and texts we begin to recognize the importance of these to the study of International Relations (IR). Yet without paying attention to how these issues reflect on the nature and directions of International Relations, we run the risk of sensationalizing or trivializing complicated issues like FGM and limiting our understanding of the interplay between gender, race, class, ability, and International Relations. This article explores several different approaches used to incorporate gender in International Relations teaching, including some analysis of texts, including: "see no evil, hear no evil and teach no evil,""add women and stir," multiple paradigms, and creating gendered IR. It suggests that until we use an integrative and transformative approach to gender in our teaching, we will continue to marginalize gender concerns. In the final section, the article discusses the challenges of resources and cultural narrowness and challenges to pedagogy when incorporating gender in International Relations teaching.  相似文献

Back in the early 1990s, Colombia reintegrated five left-wing guerrilla groups. Whether as groups or individuals, these guerrillas found space for legitimate political participation at the local and national levels. Society accepted them and they embraced democracy and contributed to the strengthening of liberal political ideas and human rights norms in the country. Fifteen years later Colombia is once again attempting to reintegrate ex-combatants, 33,000 from the Autodefensas Unidas de Colombia, the so-called ‘paramilitary’—a right-wing force that sought to fight guerrillas—and about 11,000 ‘individually demobilised’ combatants of FARC, ELN and AUC who have since 2002 deserted their group. This time, however, the task of transforming illegal armed groups into legitimate political entities is proving to be harder. In particular, the reintegration of the paramilitary has elicited wide criticism from Colombians and the international community. Why are things different today? By examining and comparing the processes of political reintegration of the M-19 and the paramilitary this article will argue that there are at least four critical factors that either allow or bar former combatants from becoming legitimate players with a capacity for political interlocution: the international and domestic political and normative contexts; the nature and behaviour of the illegal armed group (how much power they command, to what extent groups use war for personal profit and whether they commit egregious crimes); the terms of the peace negotiation; and the practical dimensions of exercising political interlocution.  相似文献

This two-part article explores the experience of living and working for povertyfocused NGOs in a civil war whose roots lay in the chronically inequitable distribution of power and access to resources. Drawing on 12 years' work in Central America, the author reflects on the demands and constraints placed on international aid workers in the context of civil conflict; and on the ways in which relationships with local counterpart organisations and NGOs are affected. Empowerment and participation are examined from the perspective of those who refuse to play the role of war victims. Part Two explores the immediate and longer-term impacts of war and political violence both on those who survive, and on local and international workers who are concerned to address its causes and consequences.  相似文献

After 9/11 and the invasion of Afghanistan, the ‘Kosovo model’ for a large-scale international response to complicated emergency became less relevant. Afghanistan was more than just a complex emergency and security now stood out as being the most challenging and rapidly developing sector that imposed a more rigorous and less idealistic approach on national contributions. The risks and costs had grown and it was important for contributing nations and their concerned officials to know how we were moving from one generation of international forces into another. This paper traces the developments that brought international forces across a threshold into a new chapter of intensive operations and explains a risk-benefit approach that any future contributors have to undergo in order to decide how deeply committed the smaller nation can afford to be.  相似文献

Since the transformation was set in motion to change Western armed forces from large-scale mechanized defensive organizations into smaller agile expeditionary crisis response forces, the call for organizational flexibility has rocketed. Yet, actual research into the key organizational drivers of flexibility has hardly been done. To bridge this gap, the present study has analyzed to what extent modular organizing and organizational sensing have contributed to flexible military crisis response performance. The study uses the Netherlands’ armed forces as a representative example of a contemporary Western crisis response organization and empirically draws upon its recent operational experiences. It has uncovered that within most mission contexts, modular organizing acts as a facilitator for the organizational sensing process. Yet, within highly turbulent crisis response missions, organizational sensing becomes the predominant driver, stimulating ad hoc solutions that challenge existing structures, available technology, and standard procedures.  相似文献

Why do states persist in enduring, expensive conflicts when the costs seem so high, the potential benefits, at best, somewhat ambiguous? This article suggests that emotional psychology can provide some insights into this problem. Decision-makers construct a vision of the future that is greatly informed by affect. How they feel in the present has a big impact on their conception of events and their decisions about them. The risks they are prepared to take, the desires they anticipate having in future, the lessons of the past they draw on—all are constructed under the influence of current emotions, and all may encourage the persistence of conflict beyond a point at which more dispassionate minds might desist. This theoretical argument is then illustrated with a discussion of US policy-making in the Vietnam War.  相似文献

This article describes and analyzes the BRAC Gender Quality Action-Learning (GQAL) Program. BRAC aims to bring about organizational change and improve program quality through issue analysis, action planning, and implementation with an understanding of gender. During the 1990s, BRAC increased the number of women staff and set up a women's committee. In 1993, it piloted a gender training program. By 1994, BRAC did not know what the real problems were. A needs assessment was carried out among 400 staff in various program types and levels and revealed 3 empowerment issues. An intuitive understanding did not translate into creative solutions. Staff preferred non-confrontation in dealing with women's subordination in the family and community. Staff strongly believed in training as a way of changing behavior and values. BRAC is an organization in transition. The goal is changing the relationship between men and women. BRAC needs multiple perspectives of men and women staff and primary stakeholders. BRAC is gendered. Quantitative targets must be balanced with quality improvements. Quality occurs by analyzing the process and outcomes of programs. The GQAL program and cycle began in 1995. The GQAL outcome was improved working and democratic relationships and more open communication. Success was based on, for example, a field-based learning intervention, followed by trained facilitators, and innovative and tested methodology. Constraints were the perceived lack of top management support in some programs, frequent transfers of staff, and natural disasters. The authors identify future issues.  相似文献

This article charts the course of regional crisis in West Africa since 1999 and assesses the extent to which the United Nations (UN) and the Economic Community of West African States (ECOWAS) succeeded in preventing an escalation of crisis in that sub‐region. It argues that although windows of opportunity existed for preventing the escalation of conflict and attention was sometimes paid to warning signs, the UN and ECOWAS had limited success largely because the regional dimensions of the conflicts were not recognized earlier. Additionally, while there has been increased collaboration between the UN and ECOWAS in response to regional crisis, these efforts are hampered by the absence of a systematized base of operations. This paper discusses the experience of the last five years and concludes that ECOWAS has not only become more responsive but has developed an evolving political framework for early action which could be greatly improved with coordinated and targeted support from the UN.  相似文献

The author argues that forecasting is a problem of reasoning, of reducing uncertainty, and of bounded speculation, and she identifies four types of forecasting goals: (1) understanding the unknown (i.e., prophecy), (2) controlling future outcomes, (3) understanding the overall dynamics of a system to appreciate present conditions, and (4) planning for the immediate future. The author then specifies alternative forecasting methodologies, from least to most systematic: normative, exploratory‐projective, model‐based (both statistical and functional), simulation‐based, and artificial intelligence. A forcast may further be anchored in four types of initial conditions: structure, probability, preference, and trends and projections (the most prevalent type today). A forecast may also have various purposes, each with an attendant time frame: retrospective, long range, or short range. Having made a forecast, it may be validated in many ways, including interrogation processes, statistical methods, and comparisons with data. In considering the policy implications of forecasts, the researcher must identify a system's manipulables, the costs of manipulations, and the sensitive points. In conclusion, the author notes some critical imperatives for further developments in international relations forecasting.  相似文献

This article examines the socio-economic and cultural milieu of girls in Bangladesh and how it erodes the benefits of education. Laws and rules, even basic human rights, are unknown to many women. Economically active women too are affected by cultural norms and social taboos which reinforce their helplessness. Gender discrimination, especially for women, and inequity, physical, and verbal abuse persist. Women's empowerment is resisted by some women, and this poses a barrier to girls’ education, as evident from a rights perspective. Women's subordination to men is conditioned by a whole range of traditional practices embedded in the family and kin-group. Women's scope of work is mostly limited to domestic chores and care: education investment, borne out of the instrumentalist approach, is rendered ineffective as it is quite dependent upon socio-economic status and concomitant social structure. Education investment must uphold a capabilities approach to achieve sustained outcomes in education.  相似文献

In the transition from war to peace, one key challenge is to ensure that those who gained something from the war can be convinced to support the peace. At the same time, however, it is crucial to avoid reproducing corrupt practices and inequalities that fuelled the conflict. The problem of corruption during post-war peace-building has gained considerable attention recently, academically as well as in policy-making circles. This exploratory case study of Sri Lanka traces and problematises the complex linkages between corruption and conflict at the shift from war to peace, building on field research in Sri Lanka before and after the end of the war between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE) in 2009. The article illustrates how global resource flows and politics have enabled conflict-fuelling corruption in Sri Lanka, and how local experiences of corruption feed into the popular grievances which have both caused and kept the conflict going. The end of the war has not presented a break with the corruption-conflict links of the wartime—and these connections will have implications for reconstruction and reconciliation in the country.  相似文献
