ABSTRACT

In this paper, we offer a possible interpretation of reconciliation in the former Yugoslav area. In a conflicting past and not-reconciled region, it is presumed that the truth should be the main pillar of reconciliation. However, according to our empirical analysis of 146 reconciliation projects implemented in the period between 2002 and 2015, there are many interpretations of truths in the region which are opposed to each other. These interpretations are the result of different national political constructions, supported by the dominant structures of the societies in question. Accordingly, instead of insisting on a single factual truth, we propose the introduction of the ‘agonistic dialogue’ principle, where multiple truths would coexist, thus turning former war enemies into political adversaries in the post-conflict setting.  相似文献

The Asian Women's Fund's atonement project for former comfort women set a new vision of Japan in which the people along with the Japanese government proactively participate in performing the moral responsibility for the suffering of former comfort women in cross-boundary and cross-generational ways. This article argues that the Fund's imperfect reconciliation with former comfort women particularly in Taiwan and South Korea was due to the misunderstanding about moral responsibility as an evasion of the Japanese government's legal responsibility and due to the inadequate exercise of political and administrative leadership. Underneath these factors lie the intertwined root causes of the limited availability of facts on the issue of comfort women and the ideologically driven discourse. The article suggests the following measures as a further atonement project: strong political leadership to present the clear meaning of moral responsibility, cooperation with the governments and support groups in the victims' countries, and an international truth investigation.  相似文献

This article examines the political crisis in Mali, 2012–2013, to test the impact of violent conflict on public attitudes to democracy. In post-conflict situations, democracy building depends on interim steps to restore trust among citizens and to address national reconciliation and transitional justice. According to the results of a custom-designed opinion survey, recent experiences of violence and displacement in Mali have undermined both interpersonal and interethnic trust as well as public confidence that elected governments can resolve national conflicts. While internal displacement is frequently accompanied by violence against property, violence against persons increases popular demand for a retributive brand of transitional justice. Nonetheless, the Malian experience suggests that citizens in post-conflict societies – including those displaced from their homes – still yearn to live in a peaceful and unified country and have not abandoned a widespread preference for democracy.  相似文献

Abstract

Taking advantage of a panel survey in Ukraine before and after the Euromaidan, we analyze the relationship between ethnicity, language practice, and civic identities on the one hand and political attitudes on the other. We find that while ethnic identities and language practices change little on the aggregate level over the period, there has been a significant increase in the proportion of people thinking of Ukraine as their homeland. There has also been a large fall in support for a close political and economic relationship with Russia and some increase in support for joining the European Union. Nevertheless, we find that identities in general, and language practice in particular, remain powerful predictors of political attitudes and that people are more likely to shift attitudes to reflect their identities rather than modify their identities to match their politics.  相似文献

This article examines the politics of justice and reconciliation in post-Suharto Indonesia with particular focus on the unprecedented pressures on the government to deal with past human rights abuses. Present Indonesian experience illustrates the complexity of dealing with past abuses and needs to be examined in the context of the constraints and possibilities negotiated by new democracies when dealing with past abuses. In a comparative sense the Indonesian case is not new in the sense that other new democracies have also faced this kind of situation. The case study of the Tanjung Priok killings in 1984 that will be presented here demonstrates the need to develop a strategy which combines the elements of prosecution and reconciliation in post-Suharto Indonesia.  相似文献

The paper analyzes the link between personality traits and attitudes of Swiss citizens toward equal opportunities for immigrants. In particular, we examine the extent to which this relationship is moderated by the socio‐structural context. We test the assumption that the direct links between personality traits and attitudes toward equal opportunities are strengthened by perceived ethnic diversity. Based on our empirical analyses, we are able to replicate central findings of the research on personality traits and attitudes toward immigrants for the Swiss context. While openness toward experience and agreeableness are positively related to a preference for equal opportunities, conscientiousness is negatively linked to these attitudes. Furthermore, our results reveal that the link between conscientiousness and attitudes toward equal opportunities is significantly moderated by the perceived share of foreigners in the neighborhood. This finding is especially relevant for future research on the effects of personality traits.  相似文献

Abstract

This article argues that although New Zealand’s unique youth justice system generally considers the whole picture of a young offender and responds holistically to the offending, in the case of those accused of serious crimes, the system draws a limited picture that depicts the young offender as a ‘young adult’. These young people are sentenced in adult courts, where their youth, inexperience and potential for rehabilitation are far less influential than they are in a youth court. The result is harsh treatment of some extremely vulnerable young people, which breaches New Zealand’s international obligations. That harsh treatment is particularly problematic, given its hugely disproportionate effect on Māori youth.  相似文献

This article looks at the determinants of the political integration of migrants at the local level, focusing on two dimensions of political integration: political interest (attitudinal dimension) and political participation (behavioral dimension). Based on a representative survey among Italians, Kosovars, and Turks in the city of Zurich, we tested the thesis advanced by the social capital approach which posits a link between membership in voluntary associations and political integration. Our findings suggest that membership in voluntary associations favors the political integration of the three groups under investigation. Furthermore, we find an impact of both ethnic and cross‐ethnic membership. However, while the effect of associational involvement on the behavioral dimension of political integration is strong and consistent across national groups, the attitudinal dimension displays a weaker and differential impact. Political attitudes and socio‐demographic characteristics play a less important role, except for the effect of the former on political interest, and also tend to have a differential impact on the three groups.  相似文献

This article maintains that the recent wave of pension privatization has been spurred largely by rising pension expenditures and chronic capital shortages. Many policymakers in Latin America and around the world believed that privatizing their public pension systems would boost their domestic savings rate and resolve the systems' financial problems, thereby reducing their dependence on unstable foreign capital and freeing resources for other, more productive uses. There is no clear evidence that pension privatization will bring these economic benefits, however. To understand why policymakers held these beliefs, we must examine how ideas about pension privatization have formed. Two particularly important factors are the Chilean model and the World Bank's growing influence on pension policy. A probit analysis of the determinants of pension privatization provides support for these arguments.  相似文献

Abstract

Euromaidan and the subsequent Russian military intervention brought about a perceptible change in ethnonational identifications of Ukrainian citizens. Based on three nationwide surveys from various years, the present article seeks to measure this shift and explore its underlying factors and mechanisms. My analysis reveals considerable changes in ethnolinguistic identifications, practices of language use, and preferences regarding language policies of the state, which can be seen as a kind of bottom-up de-Russification, a popular drift away from Russianness. At the same time, I demonstrate that changes in identifications by nationality and native language are related to changes in the perceptions of these categories; that is, that they should be conceptualized as measuring people’s perceived belonging to both ethnic groups and civic nations. In other words, as people are shedding their Russianness in favor of Ukrainianness, they are also changing the meaning of being Ukrainian.  相似文献

In order to capture how young people in northern Cyprus see the Cyprus Question, we asked more than 300 students to ‘draw Cyprus’ and surveyed their political attitudes, as well as their identities and preferences for the future of the island. The results show that the Turkish Cypriot students, in comparison with the students from Turkey and from the other countries, are more supportive of a decentralized federative structure, identify themselves with the Cypriot and Turkish Cypriot identities, and more willing to embrace a consociational approach to the Cyprus Question.  相似文献

Increased interactions between groups of people through modernization may be embraced as mutually enriching or denounced as causing “negative social impacts.’ This paper is predicated on the assumption that people's perceptions of modernization projects influence their outcomes, because people resist rather than commit to negatively perceived projects. The nature of social contact brought about through modernization is a key factor in perceptions of modernization projects. Three types of social contact in a fishing joint venture between the Solomon Islands government and a Japanese company are explored in this paper: contact between men and women, between ethnic groups within Solomon Islands, and between Solomon Islanders and foreigners. Some of the criteria by which interviewees judged social contact included whether it was peaceful or caused friction, whether it caused cultural change, and whether it was hierarchical. The types of contact are discussed in terms of those criteria to reveal their varied effects on perceptions of modernization.  相似文献

ABSTRACT

Research into post-independence identity shifts among Kazakhstan’s Russian-speaking minorities has outlined a number of possible pathways, such as diasporization, integrated national minority status and ethnic separatism. Drawing on semi-structured interviews with young people in Almaty and Karaganda, I examine how Russian-speaking minorities identify with the state and imagine their place in a ‘soft’ or ‘hybrid’ post-Soviet authoritarian system. What is found is that Russian-speaking minorities largely accept their status beneath the Kazakh ‘elder brother’ and do not wish to identify as a ‘national minority’. Furthermore, they affirm passive loyalty to the political status quo while remaining disinterested in political representation. Russian-speaking minorities are also ambivalent towards Kazakh language promotion and anxious about the increasing presence of Kazakh-speakers in urban spaces. This article argues that two factors are central to these stances among Kazakhstan’s Russian-speaking minorities: the persistence of Soviet legacies and the effects of state discourse and policy since 1991.  相似文献

A study was conducted among young Latvians to test the effects of different conceptualizations of Latvian national identity on group beliefs and on attitudes towards Russians. It was hypothesized that exposure to inclusive discourse presenting Latvia as a multicultural society rather than an ethnic homeland would have a direct negative effect on feelings of vulnerability, injustice, distrust, superiority and helplessness with regard to the Latvian nation and a positive effect on attitudes towards Russians. The study examines sources of opposition to immigration in contemporary Russia. It distinguishes between two types of opposition to immigration: exclusionary attitudes based on national membership and exclusionary attitudes based on race or ethnicity, directed exclusively at foreigners with non-Slavic or non-European origins. Findings indicate that a quarter of ethnic Russians can be classified as “racial exclusionists”; they are willing to admit immigrants who share a race/ethnic group with most of Russia’s people but object to the admission of racially/ethnically different immigrants. Another 42% of ethnic Russians are classified as “total exclusionists”; they object to immigration of all foreigners, regardless of their race/ethnicity. Multivariate analysis focuses on the impact of perceived collective vulnerability, human values, and socio-demographic attributes. Opposition to immigration in Russia is further situated within temporal and cross-national comparative perspectives. Apparently, exclusionary attitudes toward immigrants who share a race/ethnicity with most Russians increased between 2006 and 2016.  相似文献

ABSTRACT

This article, using the metaphor of a motor vehicle road trip, explores South Africa's much-lauded and deftly exported transitional experiment. It explores how the journey, and process of reconciliation, was a prominent feature of the post-1994 transition. It is argued that the journey did not begin in 1994. It began way before. While the main journey began after the democratic elections, many preparations were done before that. Thus, the time period, the route chosen, those in the vehicle, those on the pavement and their role as well as issues such as places visited, the way the journey was eventually accepted, and how various people and institutions, including the Truth and Reconciliation Commission, assisted in the process will be examined. The article argues that nation building and reconciliation in South Africa were processes or journeys; not events. The journey had many facets, all of whic contributed to the project as a whole.  相似文献

This article critically discusses the establishment of active citizenship in Turkey with a specific focus on young people. In particular, we concentrate on the emergence of different strategies regarding civic and political participation in Turkey, by looking at their relationship with civic and political engagement. The scope is to focus on the influence that various factors have in determining patterns of participation. The research and relative results are based on the narratives inherent to two opposite scenarios – that we defined constraints to engagement and participation and patterns of emancipation – that emerged during the interviews with youth activists of NGOs in Turkey.  相似文献

Against the background of the debate about how the internet changes democratic processes, this article assesses the impact of online versus offline campaign information on citizens’ knowledge, attitudes and political behaviour using data from two pre-/post-election surveys conducted at the German federal elections in 2005 and 2009. Our results show that sophisticated and less sophisticated citizens alike gain knowledge when using online information. Moreover, we find that people exposed to online information develop less ambivalent attitudes towards candidates and parties but do not take on more extreme issue positions. Online information is ineffective in stimulating turnout but compared to traditional news media, the internet gives smaller parties the chance to gain votes. We conclude that overall online information can enhance election campaigns. However, the amount of change should not be overstated as the effects are similar to those of offline political information and depend on the campaign context.  相似文献

Abstract

Building on past survey-based studies of ethnic identity, we employ the case of Ukraine to demonstrate the importance of taking seriously the multidimensionality of ethnicity, even in a country that is regarded as deeply divided. Drawing on relational theory, we identify four dimensions of ethnicity that are each important in distinctive ways in Ukraine: individual language preference, language embeddedness, ethnolinguistic identity, and nationality. Using original survey data collected in May 2014, we show that the choice of one over the other can be highly consequential for the conclusions one draws about ethnicity’s role in shaping attitudes (e.g. to NATO membership), actions (e.g. participation in the Euromaidan protests), and the anticipation of outgroups’ behavior (e.g. expectations of a Russian invasion). Moreover, we call attention to the importance of including the right control variables for precisely interpreting any posited effects of ethnicity, making specific recommendations for future survey research on ethnic identity in Ukraine.  相似文献
