HIV/AIDS in Southern rural America has been described as an epidemic. Furthermore, the HIV prevalence rate among criminal justice populations is higher than the general population in both rural and urban areas. One segment of the criminal justice population, felony probationers, has not been targeted for HIV/AIDS interventions and little is known about rural HIV risk behaviors. Probation is an appropriate setting for examining HIV interventions because rural participants can be easily identified and contacted. Thus, the purpose of this paper is to describe an HIV intervention for Southern rural probationers and to profile participants (N=800) on their demographics and risk behaviors by degree of criminality. Results suggest that HIV interventions are needed to target rural probationers, especially those with extensive arrest histories since they engage in high-risk behaviors, including illicit substance use and unprotected sex. The MacArthur Study of Mental Disorder and Violence produced an instrument for classifying hospitalized psychiatric patients according to their risk of behaving violently following discharge. The instrument, Classification of Violence Risk (COVR) has been computerized and is now commercially available to clinicians. A validation study performed by the original researchers showed that when the instrument was applied to a new sample of patients, it demonstrated a considerable reduction in positive predictive power. Potential factors affecting the instrument's accuracy in applied settings are reviewed. It is concluded that, until additional research clarifies uncertainty about the instrument, clinicians would do well to be very cautious in utilizing COVR results to make judgments as to violence risk, particularly when the test results suggest a high risk of future violence.  相似文献

Interventions aimed at preventing the important problem of gun injuries could be improved with an understanding of whether there are unique factors that place individuals at an increased risk of gun victimization. Much remains to be known about the victims of gun violence. The purpose of this article is to assess whether there are individual-level variables uniquely related to the likelihood of experiencing a gun victimization in a sample of probationers, individuals already at a heightened risk for criminal victimization. Self-report data were collected from 235 felony probationers about, for instance, gun and nongun victimization, gang involvement, and drug sales. Results show different variables are related to nongun victimization and gun victimization. In the current sample, involvement in gun crimes are linked to an increased risk of gun victimization. Violent offending and residential stability are associated with an increased chance of crime victimization.  相似文献

Although a considerable amount of research has been conducted on treatment-based courts, there is little quantitative evidence that describes the relationship between the judge and the probationer. The present study examines perceptions of the judge–probationer relationship (JPR), procedural justice, and outcome satisfaction within a co-occurring disorders court (CODC) in Orange County, California. Based on interview and survey data from a sample of probationers within the CODC (n = 24), this article argues that perceptions of procedural justice are linked to perceptions of relationship quality between the judge and probationer. Analysis of the data found that probationers in the CODC have very positive views of their relationships with the judge, and elements of relationship quality are significantly linked with perceptions of procedural justice. Procedural justice is also a predictor of satisfaction with outcome in this sample. The results show promise that procedural justice and the quality of the judge–probationer relationship can positively affect probationers with co-occurring disorders in specialty courts.  相似文献

Intensive supervision was began as an extension of regular probation for those offenders who needed closer surveillance. However, in the last decade, Intensive Supervision has been used increasingly as an alternative to incarceration in order to help alleviate the problem of overcrowding in our prisons. In the eight-year period from 1977 to 1985, the prison population of this country has increased 68 percent. In view of this, many states are using intensive supervision as one alternative to reduce commitment rates. This study examines the effectiveness of one such program called the Intensive Treatment Supervision Program which operates out of the Montgomery County Adult Probation Department, Dayton, Ohio. The performances of probationers on intensive supervision are compared to a group of probationers on regular supervision to determine whether intensive supervision, through improved service delivery, can have an impact on high risk probationers and serve as a basis for a program to divert offenders from overcrowded facilities.  相似文献

Individuals incarcerated for violating the terms of their probation constitute a large portion of the prison population. Intervention programs designed to rehabilitate probationers have the potential to reduce prison populations and moderate the costs associated with incarceration. Unlike previous research, which has focused on demographic and static characteristics, the present study examined dynamic factors as predictors of probation revocation, as they may be more amenable to rehabilitation. The sample was comprised of 8,310 adult probationers and used scores from the SAQ-Adult Probation III. Poisson regression analyses showed that three dynamic factors, violence, antisocial behavior, and stress risk were positively related to the number of lifetime probation revocations. These results are discussed in light of potential rehabilitative benefits.  相似文献

Target populations have always been a thorny issue for correctional programs, primarily in response to the question "what works for whom?" In this experiment of seamless treatment for probationers in two sites, offenders were randomly assigned to the seamless model (drug treatment incorporated into probation supervision) or traditional referral model to services in the community. The experiment blocked on risk level, using a version of the Wisconsin Risk Tool, to measure the differential effects on rearrest and substance abuse. The seamless system model improved treatment participation with greater gains for the high-risk offenders in both sites. Yet, no main effects were observed on drug use or rearrest, although effect sizes illustrate that small effects can be observed for the high-risk offenders and the direction of the effect size demonstrates negative effects for moderate-risk offenders in one of the sites. Part of the failure to observe main effects may be due to instrumentation and measurement problems, namely that many of the substance abusers in the experiment had low severity substance abuse problems and the majority of the offenders were marijuana users which has a weaker crime-drug linkage. Study findings illustrate the importance of theoretically driven and dynamic risk and need measures. The focus on sound dynamic factors may assist with identifying the appropriate target populations for correctional interventions.  相似文献

Objective

This study explicitly articulates a criminal justice epidemiology by examining the behavioral and physical health of probationers and parolees derived from a nationally representative sample of adults in the United States.

Methods

Using public-use data from the 2009 National Survey on Drug Use and Health (NSDUH), this study employed binary logistic regression with adjustments for complex survey sampling and compared probationers and parolees to the general population with respect to past-year substance use, risk perception, treatment experiences, and health.

Results

After controlling for the effects of age, gender, race, income, and education probationers and parolees are far more likely to report using alcohol and drugs in the past year, have reduced risk perception, and are far more likely to have had some kind of treatment for substance abuse or dependence. Probationers and parolees are also significantly more likely to experience anxiety and depression, asthma, and sexually transmitted diseases.

Conclusions

This criminal justice epidemiology study indicates that the behavioral health of probationers and parolees hamper efforts to increase public safety goals. Forging closer ties between criminal justice and public health systems is necessary to reach these goals.  相似文献

Most criminogenic risk assessments are developed and empirically validated on samples of boys or samples comprised of mostly boys, and subsequently applied to girls. Using a sample of male (n = 1,267) and female (n = 453) probationers, the purpose of the current study was to examine the potentially differential performance of the Youth Level of Service/Case Management Inventory (YLS/CMI) and the instrument’s eight domains for female juvenile offenders. Findings revealed gender differences in the predictive validity of the YLS/CMI in which girls scored significantly higher on the risk assessment, but recidivated at significantly lower rates than boys two years following the administration of the assessment. The predictive validity of the instrument was impacted by these gender differences in which the YLS/CMI total score was a better predictor of recidivism for boys (area under the curve (AUC) = .623) than girls (AUC = .565). The only subscales that significantly predicted recidivism for girls were the family (AUC = .607) and personality (AUC = .572) domains, whereas all of the subscales significantly predicted recidivism for boys. Directions for future research as well as gender-responsive assessment, programming, and policy implications are discussed.  相似文献

While examination of probation violations is common in the literature, probationers who abscond from community supervision have rarely been examined. These violators are circumventing justice and may pose a serious risk to public safety. This article compares the characteristics of absconders to those of offenders who successfully completed probation and offenders revoked from probation because of other violations. Absconders and revoked probationers generally presented the least favorable risk profiles, but did not differ significantly from one another on probation conditions, “stakes in conformity,” or prior felonies—although revoked probationers had more misdemeanors and a younger age of onset for officially recorded crime. Combined with the violation behaviors of absconders while on probation, these similarities suggest a strong chance of being revoked to prison had absconders remained under supervision. Employment, recorded address changes, and lower supervision burden on offenders were among the best predictors of successfully completing probation versus absconding.  相似文献

Background: Screens for violent convictions that are simple, accessible and parsimonious are needed, as a first stage in identifying those at high risk for further assessment. Aims: To construct and validate screening tools for minor and major violence convictions for released prisoners. Methods: Internal validation sample of 1647 serious offenders and an external validation of 46,704 general prisoners. The outcomes were binary indicators for having at least one conviction for minor and major violence. Risk factors were convictions for violence and age. Results: In the external validation sample, the instrument for risk of minor violence (PMIV) identified correctly 60.8% of male and 66.2% of female general prisoners. For risk of major violence, the instrument (PMAV) identified correctly 68.0% of male and 79.3% of female prisoners. Conclusions: The PMIV and PMAV will efficiently assist practitioners in a first stage of screening before in-depth clinical assessment of risk for future violent convictions.  相似文献

This study examined the prevalence of alcohol- and substance-related disorders in a random sample of 627 adult probationers in Illinois. The investigation also explored the prevalence of major psychiatric disorders and their co-occurrences with alcohol and substance use disorders. To detect the presence of psychiatric disorders, researchers employed standardized assessment tools based on Diagnostic and Statistical Manual of Mental Disorders criteria. Overall, results showed that probationers had significantly higher rates of psychiatric disorders, substance use disorders, and co-occurring disorders compared with persons in the general population. In light of these findings, probation administrators are urged to invest more resources in treating drug use, mental illness, and codisorders, the latter of which is associated with a higher risk of violent behaviors.  相似文献

Objectives. For the past 20–25 years the assessment of the outcomes of probation supervision and its associated variants has relied upon officially recorded offending as the chief determinant of ‘success’ and ‘failure’. A recent assessment of the impact of accredited programmes aimed at reducing offending called for reconviction rates to be supplemented with other outcome measures to give a more accurate picture of treatment effectiveness. Methods. Self‐reports of offending are one such alternative outcome measure, and this paper responds to recent calls for developments in this field. This paper throws further light on the frequency of offending by probationers during their probation orders, the extent to which their officers knew of this offending and the relationship between self‐reported offending and subsequent convictions. Results. The data suggest that about a half of the probationers committed at least one offence during the time they were on probation and that about a third of the probationers reported that they had committed more than four offences during this same time. In the main, probation officers reports mirrored the reports gained from the probationers. Generally speaking, the relationship between self‐reported offending and officially recorded convictions was also very close. However, this varied by the offences/convictions under consideration. Conclusion. There were slightly more probationers found guilty of property offences than had admitted to such offending during their interviews. The explanation for this appeared to have been deliberate concealment on the part of the probationer, rather than recall failure.  相似文献

A cross-validation of the Violence Risk Appraisal Guide was performed on a sample of 159 child molesters and rapists followed for an average of 10 years at risk The performance of the instrument was also examined on a 10-yr followup of 288 sex offenders that included both those in the original construction sample for the VRAG and the validation sample. The instrument performed as well as it had in construction for predicting violent recidivism in both the cross-validation and extended followup samples, and moderately well in the prediction of sexual recidivism. Survival analyses showed that child molesters exhibited higher risk of sexual recidivism than rapists or offenders against both children and adults, whereas the opposite was true for violent recidivism. As predicted, psychopathy and phallometrically determined sexual deviance exhibited a multiplicative interaction effect on sexual recidivism. Proportional hazards event history analyses supported the use of the VRAG for the prediction of violent recidivism among sex offenders.  相似文献

Purpose. The goal of the present research was to develop a screening measure to assist in identifying offenders at risk for drop‐out or expulsion from correctional programmes. Methods. Non‐Aboriginal male offenders (N = 5,247) were randomly divided into a development sample (N = 2,617) and a validation sample (N = 2,630). In the development sample, individual predictors were identified through univariate and multivariate analyses, weighted based on their relationship with drop‐out/expulsion, and combined into a composite measure we called the drop‐out risk screen (DRS). Results. The DRS consists of five items, including static and dynamic risk factors for recidivism as well as motivation for intervention. It significantly predicted drop‐out/expulsion in the development sample (area under the receiver operating characteristic curve [AUC]= .72) and performed similarly in the validation sample (AUC = .70). Conclusions. The results indicate that the DRS is a valid screening instrument for risk of drop‐out/expulsion. Prior to commencement of a treatment programme, offenders with high scores on the DRS could be more thoroughly assessed and, if necessary, targeted with pre‐treatment efforts to increase their motivation and general readiness for treatment.  相似文献

The present study examined whether ever being arrested for driving under the influence (DUI) was associated with higher levels of substance use and criminal activity in a sample of 800 probationers. Lifetime and 30-day histories of substance use and criminal activity were compared across three groups of probationers from rural Kentucky: those with a single DUI arrest, those with two or more DUI arrests, and those with no DUI arrests. A larger percentage of probationers with a DUI arrest reported lifetime and 30-day substance use than non-DUI offenders in almost all drug and alcohol categories. Higher prevalence of criminal activity was limited primarily to the multiple DUI arrest group. Findings add to the literature on rural substance abusers and indicate that DUI may be used as a marker to help identify opportunities for targeted substance abuse interventions.  相似文献

This study aimed to develop a new psychometric instrument to assess vulnerability to risk of suicide and nonfatal self-harm behaviour in young adult male and female offenders. In total three studies were conducted to assess the psychometric properties of the new instrument using both exploratory and confirmatory factor analysis in different samples. Participants in all three studies included a total of 1,166 young adult offenders across six Her Majesty's Prisons. The new instrument, Suicide Concerns for Offenders in Prison Environment (SCOPE), contained 28 items scoring on two subscales. The factorial structure of the new instrument initially obtained with exploratory factor analysis was subsequently confirmed in a new sample. The internal consistency of the two subscales were acceptable but the test-retest reliability coefficients were moderate. Concurrent validation with the Beck Hopelessness Scale was acceptable and SCOPE showed the ability to discriminate between those at risk and those with no known history of attempted suicide and nonfatal self-harm behaviour ( p < 0.01).  相似文献

This study disentangled the effects of intimate relationships and parenting on women probationers’ noncompliance. Data from a sample of 257 women were analyzed using logistic and negative binomial regression. Women with nonconforming intimate partners missed treatment more frequently, had a higher likelihood of missing a probation appointment, and had a higher chance of a new arrest for substance abuse or misdemeanor crimes during a 3-year follow-up period. Women parenting children had fewer missed probation appointments. Missed probation appointments increased the risk of recidivism for all crime categories except driving under the influence. Implications of these findings are discussed.  相似文献

This article investigates the effect of Computer Assisted Monitoring of Offenders (CAMO) on probation outcome. In a comparison sample, the effect of CAMO treatment is compared to the effect of “regular” probation. In addition to testing the effects of CAMO as an intermediate treatment, methodological issues, such as level of probation restrictiveness and the effects of prior criminal involvement on probation outcome, are tested. Although the results are mixed, they indicate that level of probation restrictiveness and prior criminal involvement have a greater effect on probation outcome than does CAMO. These findings have ramifications for researchers comparing CAMO probationers to “regular” probationers and for those comparing different CAMO programs. Using official data, 331 boot camp participants and a stratified random sample of 369 regular probationers were tracked for rearrests over a threeyear period. Chisquare tests and logistic regression analysis indicate that participation in boot camp was significantly associated with rearrest for drug offenses, offenses categorized as “other,” and all types of offenses combined. Contrary to most prior research, which suggests that boot camp participation has no effect on subsequent criminal behavior, the results in this study indicate that participation in the boot camp program had a detrimental effect on its participants.  相似文献
